Welcome to Wales Today. Our top story.

:00:00.:00:07.

Scrap your local police force - that's one of the recommendations of

:00:08.:00:10.

a former Metropolitan Police commissioner.

:00:11.:00:26.

Our other headlines tonight: A boost for building - help to buy offers

:00:27.:00:31.

interest free loans to home buyers. Will it lead to another

:00:32.:00:34.

unsustainable bubble? Jennifer's killer was a paranoid

:00:35.:00:36.

schizophrenic released from a Denbighshire hospital. Now there's

:00:37.:00:41.

to be an inquiry. Plans for a new opencast mine near

:00:42.:00:44.

Blaenavon close to a school have been turned down.

:00:45.:00:51.

Good evening in tonight's sport. A miracle recovery - wing Alex

:00:52.:00:54.

Cuthbert is in line for a shock return for Wales against Australia.

:00:55.:01:08.

Good evening. Scrap the four Welsh police forces and replace them with

:01:09.:01:11.

just one for the whole of Wales. That's one of a number of proposals

:01:12.:01:15.

from a former Metropolitan Police commissioner. In his report,

:01:16.:01:18.

commissioned by the Labour Party, Lord Stevens also suggests the

:01:19.:01:20.

recently-elected police and crime commissioners should go. Here's our

:01:21.:01:26.

parliamentary correspondent, David Cornock.

:01:27.:01:36.

Bobbies on the beat, the sort of neighbourhood policing Lord Stevens

:01:37.:01:41.

want to see. Here local officers are deployed at busy times to deter

:01:42.:01:46.

crimes such as anti-social behaviour and to reassure the public. We have

:01:47.:01:54.

seen fantastic results, overall 18% drops in calls for service but we

:01:55.:01:58.

had positive feedback from all the community, businesses and the high

:01:59.:02:05.

street. We were able to put some big problem-solving initiatives in

:02:06.:02:10.

place. North Wales police is one of four in Wales. There are 39 in

:02:11.:02:15.

England, too many sellers this report. What is the solution,

:02:16.:02:20.

mergers or possibly cutting them to turn. It's an idea be last Labour

:02:21.:02:29.

government tried and failed to introduce although Scotland does now

:02:30.:02:36.

have one force. Will people support a new police Wales? It is for the

:02:37.:02:42.

whole of Wales. If anything happens in the other part, they have to stop

:02:43.:02:49.

at the border. I do not think having one centralised police force will

:02:50.:02:56.

give confidence. What of those newly created police and crime

:02:57.:03:02.

commissioners? If Lord Stevens has his way they will be the first and

:03:03.:03:08.

last. The way the Gwent police PCC forced out the local constable,

:03:09.:03:14.

demonstrated a chilly effect on the leadership of the police. I am

:03:15.:03:19.

surprised at some of the language used. I would like to see the

:03:20.:03:30.

evidence of failure. Today's report was commissioned by Labour, which

:03:31.:03:34.

says it will consult on the proposals. Its commissioner in South

:03:35.:03:38.

Wales gave the report a guarded welcome. It will be another year

:03:39.:03:44.

before you see either commissioners have delivered, which I hope to be

:03:45.:03:51.

able to prove, or they have not, all there is a patchwork quilt of good

:03:52.:03:59.

and bad. Policing still decided in Westminster but the Police

:04:00.:04:03.

Federation which represents rank-and-file officers says that

:04:04.:04:10.

should change. There are rather larger... All the crossovers we see

:04:11.:04:15.

with policing and I would have thought a far reaching commission

:04:16.:04:19.

would have looked at the issues within Wales particularly when they

:04:20.:04:23.

talk about amalgamations. The UK government says crime has been

:04:24.:04:28.

falling. It rejects the criticism of police and crime commissioners and

:04:29.:04:32.

says it has cut red tape to allow more officers to spend more time on

:04:33.:04:40.

the beat. David, what are the chances of this? Lord Stevens is a

:04:41.:04:46.

respected void. He was Britain's top cop for several years but his report

:04:47.:04:50.

was commissioned by the Labour Party. Labour says it will consult

:04:51.:04:56.

with all 37 of his recommendations, some are more likely to happen than

:04:57.:05:01.

others. If you look at merging police forces, that idea of a single

:05:02.:05:06.

Wales and England force, that has been rolled out by Labour. The

:05:07.:05:11.

merger of the four Welsh forces could be put back on the agenda but

:05:12.:05:16.

Labour had to backtrack when he tried that in a few years ago. As

:05:17.:05:20.

for police and crime commissioners, lots of Labour MPs would like to get

:05:21.:05:27.

rid of them but they are due for re-election in 2016 and a new Labour

:05:28.:05:33.

government would have to win that election and move quickly if it

:05:34.:05:38.

wanted to get rid of them. Interest-free loans, a boost for

:05:39.:05:41.

first-time buyers, and a helping hand for the housing market. That's

:05:42.:05:44.

the idea behind a ?170 million scheme from the Welsh Government.

:05:45.:05:47.

From January, buyers of new build homes under ?300,000 will able to

:05:48.:05:50.

get a loan to help with the cost. But there are warnings it could lead

:05:51.:05:54.

to another bubble in the housing sector. Our business correspondent

:05:55.:05:59.

Brian Meechan explains. It's called Help to Buy Wales and it

:06:00.:06:03.

mirrors a scheme that's been running in England since April. How it works

:06:04.:06:08.

- buyers with a 5% deposit will get an initial interest-free loan, up to

:06:09.:06:11.

20% of the cost of the house they're looking to buy, that'll be funded by

:06:12.:06:19.

the Welsh Government. Now, this is purely for those buying new-build

:06:20.:06:24.

homes, up to a maximum of ?300,000. The theory is more people can get a

:06:25.:06:27.

mortgage, higher demand for new build properties, and more houses

:06:28.:06:38.

will be built. We have made sure the scheme is right for people, taken

:06:39.:06:45.

our time to ensure we have a strong financial model so people are not

:06:46.:06:51.

put at risk. Working with the industry we have to make sure we

:06:52.:06:54.

have a product that for the future. In England, in the first six months

:06:55.:06:57.

of a similar scheme, more than 5,000 houses were bought. The vast

:06:58.:07:00.

majority by first-time buyers, something that house builders here

:07:01.:07:08.

in Wales are happy about. In fairness, many people do save up but

:07:09.:07:12.

there is a whole sector of the market out there, particularly key

:07:13.:07:18.

workers that have the borrowing capability but cannot get the hands

:07:19.:07:23.

on the deposit and why deny them the right to a property? But there are

:07:24.:07:26.

warnings about the potential impact of intervening in the housing

:07:27.:07:33.

market. You have to be careful you increase supply because the risk is

:07:34.:07:37.

if you increase demand without increasing supply, you could end up

:07:38.:07:42.

with severe house price inflation and house price bubbles that have

:07:43.:07:46.

caused problems over the last few years. The scheme will start here in

:07:47.:07:50.

January - something the opposition parties and builders say should have

:07:51.:07:57.

happened much sooner. A BBC investigation into the online

:07:58.:07:59.

retailer Amazon has uncovered working conditions that an expert

:08:00.:08:02.

says could cause "mental and physical illness". An undercover

:08:03.:08:05.

reporter worked at an Amazon warehouse in Swansea for seven

:08:06.:08:07.

weeks. Professor Michael Marmot was shown secret filming of night shifts

:08:08.:08:11.

involving up to 11 miles of walking, where an undercover worker was

:08:12.:08:14.

expected to collect orders every 33 seconds. Amazon says the safety of

:08:15.:08:20.

its workers was its "number one priority." There's more on Panorama

:08:21.:08:23.

tonight at 8.30, here on BBC One Wales.

:08:24.:08:30.

A new law allowing women to check their partner's police record is

:08:31.:08:33.

being widened to include the whole of Wales and England. Clare's Law is

:08:34.:08:36.

currently being trialled by four forces including Gwent Police. The

:08:37.:08:40.

scheme is named after Clare Wood from Salford who was murdered in

:08:41.:08:43.

2009 by her ex-boyfriend George Appleton. Clare complained to police

:08:44.:08:50.

about him several times. Plans for a new opencast mine near

:08:51.:08:54.

Blaenavon have been rejected by the Welsh Government. Campaigners have

:08:55.:09:00.

welcomed the decision. But the company behind the project say

:09:01.:09:03.

they're disappointed and may take legal action. Natasha Llewellyn

:09:04.:09:09.

reports. Relief for these campaigners today

:09:10.:09:13.

after months of uncertainty, they have received a letter saying plans

:09:14.:09:18.

for a mine and not go ahead. My house is here and the opencast is

:09:19.:09:27.

right there were the fence is. You could not get any closer. It would

:09:28.:09:35.

have just made the whole environment a different place to live.

:09:36.:09:41.

Redevelopment was first suggested in 2011. The plan was for the mine to

:09:42.:09:47.

be built opposite these homes and near the local school. The council

:09:48.:09:51.

refused permission but the overall decision was left to the Welsh

:09:52.:09:56.

government. If plans for the opencast mine had been approved,

:09:57.:10:00.

they would have gone against the own Welsh government's guidelines. As

:10:01.:10:09.

you can see, guidelines would not be followed here. Earlier this year,

:10:10.:10:14.

the minister responsible for planning at the time said he was

:10:15.:10:18.

minded to approve the development, but ten months on, his successor has

:10:19.:10:25.

decided it will not happen. He said he was not satisfied that after work

:10:26.:10:30.

on the mine was finished, the land would not be restored. The council

:10:31.:10:38.

turned it down in January 2011 so it will be almost three years dealing

:10:39.:10:44.

with the planning enquiry and the ministerial consideration, so I need

:10:45.:10:49.

to look at that area. Glamorgan power who are behind the plans say

:10:50.:10:54.

they are disappointed and meeting with lawyers on Wednesday because

:10:55.:10:58.

some people in the area want the mind. If the work had been done, or

:10:59.:11:07.

will be done, the land will then be brought into some sort of use for

:11:08.:11:14.

the public to use, as is promised by Glamorgan power. That they were

:11:15.:11:18.

landscape it, make it suitable. Those against it know the fight is

:11:19.:11:23.

not over but they will continue with their campaign.

:11:24.:11:27.

Much more to come before seven o'clock. Helping local business

:11:28.:11:30.

create 600 new jobs - Pembrokeshire Lottery celebrates 20 years.

:11:31.:11:36.

And in 2012, it was taekwondo star Jade Jones. Who would you short list

:11:37.:11:39.

for this year's BBC Wales Sports Personality of the Year?

:11:40.:11:47.

How a man with paranoid schizophrenia was released from a

:11:48.:11:50.

hospital in North Wales and went on to murder a British woman in

:11:51.:11:54.

Tenerife is to be the subject of an independent inquiry. Deyan Deyanov

:11:55.:11:57.

decapitated Jennifer Mills-Westley two and a half years ago. He'd

:11:58.:12:02.

previously been treated at a psychiatric unit at Ysbyty Glan

:12:03.:12:05.

Clwyd in Denbighshire. Chris Dearden reports.

:12:06.:12:17.

Happier times. This is Jennifer Mills-Westley at her granddaughter

:12:18.:12:21.

's christening in south-west France. These were pictures taken five years

:12:22.:12:26.

before she was killed and this family celebration is how her

:12:27.:12:29.

daughters want to remember their mother. She was a shining light, she

:12:30.:12:43.

was just... She was my best friend. She was a confidant, a great mother.

:12:44.:12:49.

But now her family are looking for answers. They told us they want to

:12:50.:12:56.

know why she was killed. It has been devastating for our family.

:12:57.:13:04.

Devastating for the grandchildren who do not understand what has

:13:05.:13:10.

happened. How this has happened. In the last two and a half years, those

:13:11.:13:15.

grandchildren have begun to find out the full horror of what happened in

:13:16.:13:20.

Tenerife. Jennifer Mills-Westley had retired there but while out shopping

:13:21.:13:23.

she was stabbed to death and beheaded. This is the man who killed

:13:24.:13:26.

her. ?2.5 million has been paid back into

:13:27.:17:09.

the community in prizes but for Danny, it is also about creating

:17:10.:17:16.

jobs in Pembrokeshire. Money is owed to local businesses to set up or

:17:17.:17:22.

expand. Because it is loans, the money comes back from businesses and

:17:23.:17:27.

as those repayments come in, they go out again as a new loan to the next

:17:28.:17:36.

business. This company is one of 330 businesses helped to create 1600

:17:37.:17:43.

jobs and 20 years on, one man's idea has gained widespread respect.

:17:44.:17:50.

Rugby and football now, and Sports personality of the year, here's

:17:51.:18:01.

Ashleigh. The latest news from the Wales rugby camp. The Lions star had

:18:02.:18:11.

been ruled out of the autumn series but he is now back in training and

:18:12.:18:16.

could be considered for this Saturday 's match against Australia.

:18:17.:18:20.

He is a man who knows how to find the try line in big net games.

:18:21.:18:28.

Alex Cuthbert was not picked in the squad, such was the severity of his

:18:29.:18:33.

injury, a hairline fracture of his ankle. But he is now back in

:18:34.:18:37.

training and everything chance he could face the Wallabies. Alex is a

:18:38.:18:46.

player who has scored the winning try in the last six Nations and so

:18:47.:18:51.

we are very interested if he is fit and available for selection. It was

:18:52.:18:57.

a relief Wales did not pick up any more injuries in the win over Tonga.

:18:58.:19:02.

Tries were bright spots in a disappointing game. Scott Williams

:19:03.:19:10.

injured earlier is making good progress also. Wales have called up

:19:11.:19:14.

extra cover in the second row. James King has joined the squad. The

:19:15.:19:24.

Wallabies are now in Wales after seeing of Scotland 21-15 on

:19:25.:19:28.

Saturday. They have changed their coach and Wales think that will make

:19:29.:19:35.

them much tougher opposition. They had been outstanding and improved a

:19:36.:19:41.

great deal. They have world-class players so great strength and

:19:42.:19:46.

depth. Forwards that can play the ball and fill in anywhere. One of

:19:47.:19:53.

the best teams in the world and hopefully we can match them if we

:19:54.:19:58.

can. If they win on Saturday, Wales will feel it will be an existent

:19:59.:20:05.

autumn but lose, it will be a massive blow.

:20:06.:20:09.

A more than decent weekend for our two Premier League clubs. Cardiff

:20:10.:20:12.

say they were disappointed only to draw with Manchester United. The

:20:13.:20:15.

Bluebirds were trailing the Premier League Champions 2-1. But substitute

:20:16.:20:19.

Kim Bo-Kyung snatched a late equaliser. Swansea are up to 10th

:20:20.:20:23.

after their 2-1 victory at Fulham. Jonjo Shelvey came off the bench to

:20:24.:20:32.

net the winner for the Swans. One of Wales top judo players has

:20:33.:20:36.

given herself a massive confidence boost ahead of the Commonwealth

:20:37.:20:42.

games. Natalie Powell equalled her best career performance winning

:20:43.:20:47.

silver at the Abu Dhabi Grand Prix. The list of previous winners reads

:20:48.:20:53.

like a Who's Who of Welsh sport. Here now are the five nominees who

:20:54.:20:59.

could be crowned BBC Wales sports personality of the year for 2013.

:21:00.:21:04.

The winner will be decided by public vote next week so the power is in

:21:05.:21:10.

your hands. Let's find out more about the famous five from which to

:21:11.:21:16.

choose. From Cardiff schoolboy to galactic

:21:17.:21:20.

all, the football world is in agreement that Gareth Bale is the

:21:21.:21:26.

real deal. Dominant performances for Spurs and Wales led to Real Madrid

:21:27.:21:31.

breaking the wild transformer accord to secure him. Gareth Bale, a

major championships has proved he is one of the best Paralympic pro was

:21:54.:21:58.

:21:59.:22:01.

highest points scorer and was player of the tournament. In Australia he

:22:02.:22:07.

repeated the feat by breaking the points record for the British Lions

:22:08.:22:12.

on a tour and was awarded player of the test series. At the track

:22:13.:22:17.

cycling world Championships, Becky James became the first Briton to win

:22:18.:22:22.

four medals at one event with two golds and two bronzes. Becky has

:22:23.:22:29.

established herself as one of the stars of cycling. In the past 12

:22:30.:22:39.

months, triathlete Nance Dunford has broken the mould. She became the

More than 10 million people chewed into CD special 50th anniversary of

:23:14.:23:19.

Doctor who. The day of the doctor was broadcast in 94 countries at the

:23:20.:23:26.

same time as it as on BBC One, earning it a wild record as the

weather has been quite kind to us thanks to high

weather has been quite kind to us pressure. Most of Wales enjoyed lots

:23:45.:23:53.

of sunshine today. It'll change expected. It will continue mostly

:23:54.:24:07.

dry and it should start to feel milder by the time we get to

:24:08.:24:10.

Wednesday. In the meantime, tonight, much of the country dry. Some frost

:24:11.:24:12.

and mist and fog patches forming. Lowest temperatures around minus two

:24:13.:24:17.

Celsius. Where it stays cloudy, temperatures will stay above

:24:18.:24:25.

freezing. Tomorrow's chart shows the high pressure I mention close to

:24:26.:24:30.

Southern Ireland. This front here will bring rain and milder air to

:24:31.:24:35.

Scotland. For Wales, here is the picture tomorrow morning. Much of

:24:36.:24:41.

the country dry, a fuse spots of drizzle. One or two mist and fog

:24:42.:24:48.

patches. A lot of cloud but pride in places. Less cold on the West Coast

:24:49.:24:55.

with the odd spot of drizzle. During the day, plenty of cloud but it will

:24:56.:25:02.

brighten up in places. Most pieces dry but again we could see a few

:25:03.:25:06.

spots of drizzle on the West Coast and on Pembrokeshire. Six Celsius at

:25:07.:25:15.

the top temperatures. Tomorrow, a dry day in prospect. Plenty of cloud

:25:16.:25:27.

but hopefully the cloud will breakthrough here and there.

:25:28.:25:34.

Tomorrow night, most places dry. Temperatures generally stay above

:25:35.:25:38.

freezing but where the cloud clears, a risk of a touch of Frost and one

:25:39.:25:45.

or two fog patches. In Brecon the temperature could fall to low

:25:46.:25:50.

Celsius. Plenty of cloud on Wednesday. Temperatures a little bit

:25:51.:25:59.

higher, eight Celsius in Monmouth, that is 50 Fahrenheit. Thursday, a

:26:00.:26:05.

similar day. Mostly dry, high-pressure steam close. Some mist

:26:06.:26:12.

and the risk of fog but a few places should see the sun and temperatures

:26:13.:26:16.

around the average for this time of year, nine Celsius in pristine.

:26:17.:26:24.

Looking ahead to the end of the week, a change on the way. Friday,

:26:25.:26:32.

breezy with rain and turning colder. December will start off fairly mild

:26:33.:26:38.

but there was a hint it may turn colder around the six. Still no sign

:26:39.:26:43.

of snow. Our picture tonight is from Amy. These clouds are very common

:26:44.:26:51.

and act like a blanket, stopping temperatures fall -- falling too

:26:52.:27:01.

low. The headlines, Wales for police forces could be merged to form one.

:27:02.:27:09.

That is one of the recommendations in a new report. It also suggests

:27:10.:27:14.

police and crime commissioners should go. It will be another year

:27:15.:27:20.

or so before you see either commissioners will have delivered,

:27:21.:27:25.

which I hope to prove in south Wales, or they have not, or there is

:27:26.:27:30.

a patchwork quilt of good and bad and it will be a year or so before

:27:31.:27:37.

we know that. Buyers of new-build homes under ?300,000 will be able to

:27:38.:27:41.

get interest-free loans to help with the cost under the Welsh government

:27:42.:27:46.

's help to buy scheme. The daughters of a woman murdered in Tenerife have

:27:47.:27:52.

been speaking exclusively to us as it emerged an independent enquiry is

:27:53.:27:54.

to be held as

:27:55.:28:07.
