place. North Wales police is one of four in Wales. There are 39 in | :02:11. | :02:15. | |
England, too many sellers this report. What is the solution, | :02:16. | :02:20. | |

falling. It rejects the criticism of police and crime commissioners and | :04:29. | :04:32. | |
says it has cut red tape to allow more officers to spend more time on | :04:33. | :04:40. | |
the beat. David, what are the chances of this? Lord Stevens is a | :04:41. | :04:46. | |
respected void. He was Britain's top cop for several years but his report | :04:47. | :04:50. | |
was commissioned by the Labour Party. Labour says it will consult | :04:51. | :04:56. | |
with all 37 of his recommendations, some are more likely to happen than | :04:57. | :05:01. | |
others. If you look at merging police forces, that idea of a single | :05:02. | :05:06. | |
Wales and England force, that has been rolled out by Labour. The | :05:07. | :05:11. | |
merger of the four Welsh forces could be put back on the agenda but | :05:12. | :05:16. | |
Labour had to backtrack when he tried that in a few years ago. As | :05:17. | :05:20. | |
for police and crime commissioners, lots of Labour MPs would like to get | :05:21. | :05:27. | |
rid of them but they are due for re-election in 2016 and a new Labour | :05:28. | :05:33. | |
government would have to win that election and move quickly if it | :05:34. | :05:38. | |
wanted to get rid of them. Interest-free loans, a boost for | :05:39. | :05:41. | |
first-time buyers, and a helping hand for the housing market. That's | :05:42. | :05:44. | |
the idea behind a ?170 million scheme from the Welsh Government. | :05:45. | :05:47. | |
From January, buyers of new build homes under ?300,000 will able to | :05:48. | :05:50. | |
get a loan to help with the cost. But there are warnings it could lead | :05:51. | :05:54. | |
to another bubble in the housing sector. Our business correspondent | :05:55. | :05:59. | |

mirrors a scheme that's been running in England since April. How it works | :06:04. | :06:08. | |

workers that have the borrowing capability but cannot get the hands | :07:19. | :07:23. | |
on the deposit and why deny them the right to a property? But there are | :07:24. | :07:26. | |
warnings about the potential impact of intervening in the housing | :07:27. | :07:33. | |
market. You have to be careful you increase supply because the risk is | :07:34. | :07:37. | |
if you increase demand without increasing supply, you could end up | :07:38. | :07:42. | |
with severe house price inflation and house price bubbles that have | :07:43. | :07:46. | |
