died with him. Martyn Rogers was operated on by Professor David Paul | :01:33. | :01:36. | |
Berry, who's been suspended after a review found eight of his patients | :01:37. | :01:43. | |
death's were avoidable. The matter's now been referred to the police. | :01:44. | :01:53. | |
Jordan Davies has the story. Martyn Rogers would have been 68 today. He | :01:54. | :01:57. | |
went into hospital in Cardiff last year to have tumours was -- removed | :01:58. | :02:03. | |
from his liver. Three days later, his organs began to shut down. His | :02:04. | :02:11. | |
partner is now beginning to come to terms with the fact that a major | :02:12. | :02:17. | |
vein was damaged during his operation, something the Royal | :02:18. | :02:19. | |
College of surgeons says was avoidable. Now the matter has been | :02:20. | :02:26. | |
referred to South Wales Police. It was bad enough, I really went to | :02:27. | :02:35. | |
pieces after it. I just stayed in four months. And I still have not | :02:36. | :02:41. | |
come to terms with him being gone. When they came and told me it was | :02:42. | :02:45. | |
not necessary, it is like I have had to go back to where I was. Martin | :02:46. | :02:53. | |
was operated on by this man, David Berry, seems you are doing an | :02:54. | :02:58. | |
interview on television in an adult and Tobago. The Royal College of | :02:59. | :03:01. | |
surgeons says his procedure on Martyn Rogers showed poor judgement | :03:02. | :03:07. | |
and poor operative skills. He has now been suspended and a review of | :03:08. | :03:12. | |
his work shows seven of a patient deaths could have been avoided. We | :03:13. | :03:18. | |
are going to be investigating this case to try and get some answers for | :03:19. | :03:22. | |
white this was allowed to happen. It has had an absolutely devastating | :03:23. | :03:27. | |
affect on Maria and the wider family. Professor David Berry worked | :03:28. | :03:37. | |
in Leicester for 12 years before moving to Cardiff in 2011. And | :03:38. | :03:42. | |
experienced surgeon, he has been a member of several medical | :03:43. | :03:46. | |
associations. In October last year, he was stopped from carrying out | :03:47. | :03:51. | |
complex surgery following concerns about some of his patients. An | :03:52. | :03:55. | |
internal investigation was held and the health board suspended him fully | :03:56. | :04:08. | |
in January of this year. The Royal College of Nursing is found that | :04:09. | :04:13. | |
there were eight avoidable deaths. The health board says this is a | :04:14. | :04:19. | |
problem within an -- with an individual surgeon and they have | :04:20. | :04:22. | |
taken steps to ensure that the public are safe. It was important to | :04:23. | :04:25. | |
know whether this was a problem with the service or an individual. In | :04:26. | :04:31. | |
January 2013, the Royal College of surgeons did a full service review | :04:32. | :04:41. | |
and informed me at our request that they believed we had a problem with | :04:42. | :04:46. | |
an individual surgeon. This evening, other hospitals say it has asked the | :04:47. | :04:55. | |
Royal College of surges to carry out reviews of the work there. The | :04:56. | :05:06. | |
concern about the care follows another report claiming people were | :05:07. | :05:11. | |
dying regularly waiting for heart operations and intensive care was | :05:12. | :05:14. | |
gridlocked and children were suffering because their operations | :05:15. | :05:17. | |
were being postponed. The health board said then that improvements | :05:18. | :05:22. | |
were being made. Today the leader of the Welsh Liberal Democrats asked | :05:23. | :05:25. | |
the Health Minister and urgent question about avoidable health | :05:26. | :05:32. | |
deaths. Any avoidable death in the NHS is a matter for profound regret | :05:33. | :05:39. | |
and the cause of deep distress for families. All organisations must | :05:40. | :05:47. | |
have robust systems in place and take immediate action if concerns | :05:48. | :05:51. | |
emerge. The suspension of a consultant at the University | :05:52. | :05:54. | |
Hospital of Wales was the result of such a process. A helpline for | :05:55. | :05:59. | |
people concerned about liver surgery has already received 42 cores. But | :06:00. | :06:08. | |
Maria just wants answers. About why the man she loved for 40 years is | :06:09. | :06:11. | |
not celebrating his birthday with her today and why he won't be with | :06:12. | :06:16. | |

The Welsh economy is now one of the fastest growing in the UK, behind | :06:35. | :06:37. | |
the south east and north west of England. But what does that mean for | :06:38. | :06:42. | |
where you live? Well, Anglesey is the least productive area of Wales, | :06:43. | :06:45. | |
and perhaps unsurprisingly Cardiff is the most. But even then, with | :06:46. | :06:49. | |
parts of England growing exceptionally fast, we're still | :06:50. | :06:52. | |

figures show the economy has risen by 5.3% but that is from a very low | :07:16. | :07:21. | |

manufacturing. This man says there needs to be more help. The IDS and | :07:25. | :07:30. | |
people have that we can maybe take everyone from the heads of the | :07:31. | :07:33. | |
valleys and move them to the M4 corridor is not realistic. It is | :07:34. | :07:37. | |
about time that they realised that we need more investment in this | :07:38. | :07:42. | |
area, even though the government was saying we have been having this | :07:43. | :07:44. | |
investment for years and years. It has not taken place as much as it | :07:45. | :07:50. | |
should be. That is what is happening. More than 10,000 people | :07:51. | :07:54. | |
commute from Blaenau Gwent to work outside the county every day. But is | :07:55. | :08:00. | |
40%. Many millions of European money has been spent trying to attract | :08:01. | :08:06. | |
jobs into the valleys but that pattern of commuting towards the M4 | :08:07. | :08:11. | |
is common. What we have increasingly seen as more and more people | :08:12. | :08:14. | |
travelling down the valleys to the range of industrial parks and | :08:15. | :08:22. | |
business parks along the M4. It is in Cardiff and the Vale of Glamorgan | :08:23. | :08:25. | |
where the most money is generated in Wales but you would expect that from | :08:26. | :08:30. | |
a capital. Cardiff and the wider area is generating about as much | :08:31. | :08:35. | |
wealth per person as the UK average but there are suggestions that our | :08:36. | :08:37. | |
cities are not punching their weight. Wales is often compared to | :08:38. | :08:41. | |
the north-east of England and Newcastle, like Cardiff, fares just | :08:42. | :08:46. | |
below the UK average. On the other hand, Belfast tells a different | :08:47. | :08:50. | |
story. It is generating about 50% more. What is clear from today's | :08:51. | :08:54. | |
figures is there are as many contrasts within Wales as between | :08:55. | :09:00. | |
Wales and the UK. Productivity in the Gwent valleys has grown by more | :09:01. | :09:04. | |
than 5% but it has fallen by 4% in South West Wales. In the north-east, | :09:05. | :09:14. | |
Deeside is a spectacular success and it has a heartland of manufacturing | :09:15. | :09:19. | |
unrivalled anywhere. And then you can to the south and Cardiff is the | :09:20. | :09:25. | |
driving force. It is a capital city. It can generate a level of activity | :09:26. | :09:28. | |
you will not see elsewhere. With places like Seri growing at eight | :09:29. | :09:32. | |
cent per year pushing up the average, Wales will struggle to | :09:33. | :09:38. | |
stand still, let alone break free of the title of having the weakest | :09:39. | :09:44. | |
economy in the UK. Sarah joins me now. The government would want to | :09:45. | :09:50. | |
point this out, if they were here, that we have got 3% more people in | :09:51. | :09:54. | |
Wales working than we did a couple of years ago. As we heard in the | :09:55. | :09:59. | |
film, we are the third fastest-growing part of the UK. But | :10:00. | :10:03. | |
is the good news. But what is happening is other parts of the UK, | :10:04. | :10:07. | |
England, they are actually growing at a much faster rate. Relatively, | :10:08. | :10:13. | |
we are getting poorer. The gap between the average in Wales and the | :10:14. | :10:17. | |
average in the UK has got a lot worse. It is 72%. That is pretty | :10:18. | :10:23. | |
weak. We have been putting a lot of money into the valleys and West | :10:24. | :10:27. | |
Wales, European money, the Welsh Government, the UK government, but | :10:28. | :10:33. | |
the dilemma really for us as a nation is to prioritise areas that | :10:34. | :10:38. | |
need the work, areas that are poor, or do we say these are the envy is | :10:39. | :10:43. | |
that working well, we will get more effective if we put more money in | :10:44. | :10:48. | |
there that is the dilemma. Decisions on how hospital services are | :10:49. | :10:51. | |
delivered in South Wales have been delayed yet again. Health boards | :10:52. | :10:57. | |
were due to decide tomorrow whether or not to back controversial plans | :10:58. | :11:00. | |
that would see specialism like care for newborn babies centralised at | :11:01. | :11:03. | |
fewer large hospitals. Managers say final details still need to be | :11:04. | :11:06. | |
worked-through. Previously the process had been delayed after | :11:07. | :11:09. | |
receiving 53,000 responses from the public. Children and young people | :11:10. | :11:13. | |
accessing mental health services in Wales are still being put at risk. | :11:14. | :11:17. | |
That's the warning from Health Inspectorate Wales and the Wales | :11:18. | :11:22. | |
Audit Office. Their report says despite progress made by the Welsh | :11:23. | :11:25. | |
Government and health boards since 2009, some children are still being | :11:26. | :11:27. | |
inappropriately admitted to adult mental health wards. The Welsh | :11:28. | :11:33. | |
Government says the report will be first on the agenda in the next | :11:34. | :11:36. | |
meeting about mental health services. Cardiff Airport is to | :11:37. | :11:40. | |
receive a ?10 million loan from the Welsh Government. The money will be | :11:41. | :11:44. | |
used to make improvements to the site, including a new security area | :11:45. | :11:46. | |
to accommodate more passengers, along with new technology. There are | :11:47. | :11:50. | |
also plans for improved drop off and pick up areas. Work will begin | :11:51. | :11:56. | |
before summer next year. Dealing with heavy snow last winter | :11:57. | :12:00. | |
cost Welsh councils at least ?3.5 million more than they'd planned. | :12:01. | :12:05. | |
Officials in some parts of Wales say, they may have to cut back on | :12:06. | :12:09. | |
other costs, like resurfacing roads, to balance the books. Chris Dearden | :12:10. | :12:18. | |
reports. Heavy snow has caused widespread | :12:19. | :12:24. | |
chaos, treacherous conditions. From December to March, it was a winter | :12:25. | :12:28. | |
in which very few of us manage to escape the icy blast. | :12:29. | :12:35. | |
Across Wales, we were out there reporting on some of the toughest | :12:36. | :12:43. | |
conditions we have had for years. Now, the bills are coming in. | :12:44. | :12:50. | |
Denbighshire was badly hit at the end of March. Drifts of up to six | :12:51. | :12:55. | |
feet deep were recorded in this part of the world. The snow has long | :12:56. | :13:01. | |
since melted. But people still have memories of what it was like. It was | :13:02. | :13:10. | |
like being out in the Arctic something. We were snowed in for | :13:11. | :13:17. | |
about five days. We had a digging machine, we had to bulldoze through | :13:18. | :13:22. | |
the village. We were shovelling at Waveland there was nowhere to put | :13:23. | :13:30. | |
it. It all cost a lot of money, around ?3.5 million over budget. We | :13:31. | :13:37. | |
actually spent ?1 million on keeping the roads safe, yes, we usually | :13:38. | :13:46. | |
spend about ?500,000 but last year we got hit really late and we were | :13:47. | :13:50. | |
still gritting in April of this year. And this is not the only part | :13:51. | :13:55. | |
of Wales where officials have had to find extra cash. Last winter, French | :13:56. | :14:03. | |
spent over ?1 million dealing with snow. -- Flintshire. Councils in | :14:04. | :14:11. | |
some parts of Wales say they may now have to cut back on other jobs | :14:12. | :14:16. | |
likely surfing is -- like resurfacing the roads. We put money | :14:17. | :14:24. | |
aside in the budget for a bad winter but last winter was not a bad | :14:25. | :14:27. | |
winter, it was a terrible winter. We had the floods and the snow. That is | :14:28. | :14:34. | |
?650,000 on top of what we had in the budget. That has clean this out | :14:35. | :14:41. | |
for this winter. It all means that council officials in Wales are | :14:42. | :14:44. | |
hoping they will not see scenes like these in the next few weeks. Some | :14:45. | :14:47. | |
areas did apply to the Welsh Government for extra money. It says | :14:48. | :14:51. | |
it considered the applications carefully but was not able to help | :14:52. | :14:56. | |
and that has left council officials crossing their fingers for a mild | :14:57. | :14:59. | |

may still be feeling the squeeze, but we're going to the shops more | :15:04. | :15:08. | |
here than anywhere else in the UK. And it's official, this 25-year-old | :15:09. | :15:11. | |

nations, according to official figures just released. They show | :15:31. | :15:34. | |
that the average here is ?411 a week, compared with ?482 across the | :15:35. | :15:36. | |
