Good evening. Rescue teams have spent the day searching for a

kayaker missing in a river in Powys. The man was part of a group of eight

experienced kayakers on the River Usk at Llangynidr, near Crickhowell.

Tonight, the search was scaled down, but a small team of specialists main

in the area. Nick Palit reports. Since lunchtime they've searched a

seven-mile stretch of the fast flowing River Usk. The police

helicopter aided those on the ground, backed up by an RAF Search

and Rescue chopper from RAF Chivenor in Devon. The alarm was raised by a

group of kayakers who'd lost one of their party while negotiating these

swollen, raging torrents near Llangyndr. We were called at one

o'clock to say the crews had fallen into the river and since then we

have had an ongoing search with mountain rescue and the Fire

Service. We are searching down the river down quite some way. At

Llangyndr village hall, Incident Command - where specialists from

Brecon Mountain Rescue helped the police and the Fire Service

co-ordinate the search. The missing man, who's in his 30s, had been with

seven others, all experienced, all well-equipped. Police are speaking

to the people who was with the person who went in the web. He is an

experienced kayaker and had a buoyancy aid -- went in the river.

They were correctly equipped so we hope that will help him to the

Riverside and he self rescued. Within hours of launching the

search, a kayak matching the description of the one belonging to

the missing man was recovered a few miles downstream of Crickhowell. As

darkness falls, the rescuers say they will not give up but will

concentrate their search along the banks, using cameras and sniffer

dogs. Tonight, at bridges along the river, there's a police and Fire

Service presence. Although the search has been scaled down, a small

specialist team will work on through the night in the hunt for the

missing man. Heavy rain and strong winds have

eased across Wales after a weekend of power cuts. The M4 near Swansea

has reopened after a lorry overturned on the Briton Ferry

Bridge. And, Western Power Distribution have reconnected around

67,000 properties after power cuts. After the recent bad weather, Week

In Week out will question whether there's enough money to repair and

protect, or whether some communities will have to permanently retreat.

The number of Welsh students applying to study in England has

risen by nearly 20% since 2010, to around 50,000. Figures from the

university admissions body, UCAS, show that the total staying in Wales

has fallen nearly 10% over the same period, to around 36,500. The Welsh

Government says its policy of paying the bulk of students' tuition fees,

wherever they study in the UK, was the most equitable it's ever had.

But opposition parties are questioning it. We are starting to

see problems with regard to the level of investment in higher

education in Wales compared to England. Certainly I've been having

representations from many institutions regarding the quality

of living accommodation and living blocks and this is a pattern since

devolution where levels of investment have been lessened in

Wales. Cardiff City are just one place from

the bottom of the Premier League tonight.

Manchester United's draw with bottom placed Fulham kept the Bluebirds one

spot ahead. Swansea City are 10th in the league after their 3-0 win

against Cardiff at the Liberty Stadium yesterday. It was the Swans'

first game with manager Garry Monk in charge.

I know the club and the fans and the environment but it is a different

situation. Again, all I cared about was the club and the players and

they were magnificent. You should see the dressing room. Everyone is

devastated, which they should be because they have lost the most

important game of the year. They have got bounce back ability.
