Wales are being warned they could face being abandoned in future. Some | :01:11. | :01:13. | |
councils say rising sea levels mean they're too expensive to defend in | :01:14. | :01:18. | |
the long term. The Minister for Natural Resources Alun Davies says | :01:19. | :01:21. | |
retreating is not part of his approach. But some councils have | :01:22. | :01:28. | |
told BBC Wales that plans are already in place. Gwynedd council | :01:29. | :01:34. | |
says they're set to retreat from the village of Fairbourne in the year | :01:35. | :01:37. | |
2025. Further down the coast in Borth it's 2055. But in Newgale in | :01:38. | :01:42. | |
Pembrokeshire it's already happening. Here's Tim Rogers. | :01:43. | :01:54. | |
While we Storms rage, the question facing many communities is how are | :01:55. | :02:00. | |
we going to defend them in future? Is the cost goes up, the reality for | :02:01. | :02:08. | |
small towns is they will have to abandon. Plans adopted widely social | :02:09. | :02:18. | |
-- by the council are those of managed retreat. The future looks | :02:19. | :02:24. | |
bleak. Any policy that declares there is a | :02:25. | :02:30. | |
cut-off point is inevitably going to make house values in the area drop. | :02:31. | :02:36. | |
Who would buy a place in an area that won't be there in 20 years | :02:37. | :02:39. | |
time. There are 50 communities that have | :02:40. | :02:42. | |
been marked for some kind of retreat from the sea. The leader of the | :02:43. | :02:50. | |
council in Gwynedd says there is not the money to defend every community. | :02:51. | :02:56. | |
A few have mentioned, the plan is try to maintain the position in the | :02:57. | :02:59. | |
short-term but in the long term we will have to have that managed | :03:00. | :03:03. | |
retreat and look at the future of that community. I recognise people | :03:04. | :03:10. | |
will be in a difficult position. As the weather deteriorates, | :03:11. | :03:15. | |
short-term plans have been adopted. It was drawn up by the advice of | :03:16. | :03:19. | |
special engineers. The Minister for natural resources Aled Davies | :03:20. | :03:26. | |
suggests there is a difference of opinion tween the government and | :03:27. | :03:28. | |
local authorities. Managed retreat is not part of our | :03:29. | :03:35. | |
policy. We are looking at managing defences. | :03:36. | :03:40. | |

you can't do everything everywhere and you can't fund everything | :03:52. | :03:56. | |
everywhere is absolutely correct. The expert advice is that sea levels | :03:57. | :04:00. | |
will continue to rise and doing nothing is not an option. As weather | :04:01. | :04:04. | |
continues to confound predictions, the question of how will the | :04:05. | :04:09. | |
vulnerable communities be defended in future is becoming more urgent. | :04:10. | :04:12. | |
Professor Mike Phillips is an expert on climate change and sea level | :04:13. | :04:15. | |
rises from the University of Wales Trinity Saint David. We heard there | :04:16. | :04:18. | |
that retreating is not part of the Welsh Government's plan but at the | :04:19. | :04:22. | |
same time there isn't enough money to protect everywhere - so what's | :04:23. | :04:29. | |
the answer? Very difficult. We can advance, stay | :04:30. | :04:38. | |
where we are all retreat, managed retreat and now active intervention | :04:39. | :04:44. | |
are key strategic objectives. What hasn't been done at the moment is | :04:45. | :04:51. | |
the enabling strategy. How will we do the managed retreat and how and | :04:52. | :04:55. | |
what studies are being taken to actually measure the effects of the | :04:56. | :05:02. | |
coastline and on the shortest scale. We've had the wettest January for 40 | :05:03. | :05:05. | |
years, this winter has been particularly stormy - has the | :05:06. | :05:08. | |
situation been made worse because of the harsh conditions? | :05:09. | :05:17. | |
Definitely. Without doubt. Sea levels rising, temperatures are | :05:18. | :05:21. | |
rising and the storms are becoming unpredictable. The consequences on | :05:22. | :05:25. | |
the shoreline, because we live there, we have to defend. | :05:26. | :05:30. | |
Will coastal areas of Wales become no-go areas in future because people | :05:31. | :05:33. | |
won't live there because of lack of protection? | :05:34. | :05:43. | |
In some parts, yes. The majority of the coastline is relatively stable | :05:44. | :05:45. | |
because of geological conditions but what needs to be done is detailed | :05:46. | :05:52. | |
analysis. The Fairlawn situation, for example, they haven't done a | :05:53. | :05:58. | |
complete beach study over a long period so five years of seasonal | :05:59. | :06:05. | |
surveys linking to sea-level change and winds and storms and then they | :06:06. | :06:08. | |
can make the decision effectively of the time. They may even change the | :06:09. | :06:15. | |

announced an extra ?50 million for the NHS, supporters say it would | :13:16. | :13:22. | |
tackle substandard care and save money in the long run. A shortage of | :13:23. | :13:28. | |
nursing staff was found to be a factor in the case of Stafford | :13:29. | :13:31. | |
Hospital. Welsh NHS has the lowest staffing levels in the UK. A Welsh | :13:32. | :13:38. | |
nurse will look after ten patients on average but there are eight | :13:39. | :13:48. | |
patients per nurse Scotland. We are supporting this because we | :13:49. | :13:51. | |
know patient care is at the centre of all of this. We need the right | :13:52. | :13:56. | |
number of nurses to deliver the right care for patients. | :13:57. | :14:00. | |
It is also a proposal supported by the Welsh Conservative. I'd can be | :14:01. | :14:05. | |
