South Wales is a step nearer tonight. The regional metro system | :01:33. | :01:38. | |
aims to get people out of their cars - and improve links between Cardiff | :01:39. | :01:41. | |
and towns in the Rhondda, Neath and Gwent Valleys. More than 77,000 | :01:42. | :01:47. | |
people commute into Cardiff each day, 80% of them travelling by road. | :01:48. | :01:50. | |

This is all too common a site, heavy congestion as people from across | :02:01. | :02:03. | |
South Wales make their way into work in Cardiff. This is the latest 220 | :02:04. | :02:08. | |
million proposal to help tackle the problem. It would seek improved | :02:09. | :02:12. | |
transport links inside the capital and eventually turn Cardiff into a | :02:13. | :02:17. | |
hub that would connect the towns across South Wales via rail and | :02:18. | :02:23. | |
road. The council responsible said the project is vital and could be | :02:24. | :02:26. | |
paid for by European funding and Welsh government money. We need a | :02:27. | :02:31. | |
better structure for the future. If Cardiff is going to grow in the | :02:32. | :02:35. | |
proportions that we have put in, and they are very accurate, we need that | :02:36. | :02:41. | |
infrastructure and we need to look at how other core cities around the | :02:42. | :02:48. | |
UK... The former deputy leader of Cardiff Council said the scheme | :02:49. | :02:52. | |
would damage his area because houses would have to be knocked down to | :02:53. | :02:56. | |
make way for the route. We should not be developing on Cardiff's | :02:57. | :03:01. | |
greenfield sites. We should be looking at housing on a regional | :03:02. | :03:05. | |
basis and putting a real bumper structure in place. There has been | :03:06. | :03:10. | |
planned in the place to solve the problem. Like this one where a | :03:11. | :03:13. | |
driverless taxi service with eight people across the city. Metro | :03:14. | :03:17. | |
systems have been successfully created elsewhere with Nottingham | :03:18. | :03:21. | |
being the model looked at by Cardiff City Council. Things can go wrong. | :03:22. | :03:26. | |
Edinburgh 's tram system has been hit by a series of problems and it | :03:27. | :03:30. | |
has gone over budget and it is not yet operational. I don't have much | :03:31. | :03:38. | |
of a problem with the transport. If local transportation was cheaper and | :03:39. | :03:42. | |
it worked out far more cost-effective, not to take the car | :03:43. | :03:47. | |
into the city and park it, I would use local transport. More direct | :03:48. | :03:53. | |
routes to certain areas so you would not have to take two buses to get to | :03:54. | :03:59. | |
one location. The point is to make Cardiff the economic hub of | :04:00. | :04:04. | |
south-east Wales. With the potential workforce of 1.4 million people, | :04:05. | :04:07. | |
supporters believe the ?4 billion scheme would allow the region to | :04:08. | :04:10. | |
compete internationally to attract companies into the country. It would | :04:11. | :04:21. | |
also allow people to stay in their homes and communities in the valleys | :04:22. | :04:24. | |
while being able to commute easily to work. Speaking to people in the | :04:25. | :04:32. | |
valleys are Bridgend, I do believe that there is this idea that these | :04:33. | :04:37. | |
areas are quite hard to get to. -- the valleys or Bridgend. I believe | :04:38. | :04:43. | |
that something like this system would be a real positive, happy | :04:44. | :04:48. | |
positive impact on the local area. Companies like Admiral backed the | :04:49. | :04:52. | |
plan, it has 5000 employees in south-east Wales and says reliable | :04:53. | :04:56. | |
transport widens employment opportunities in the future. If you | :04:57. | :05:01. | |
look at it in terms of investment per year, it becomes more manageable | :05:02. | :05:04. | |
but we have to look at the missed opportunities of the past. Often | :05:05. | :05:08. | |
there has been subsidies and support available from London or Europe and | :05:09. | :05:12. | |
it has been wasted away on small initiatives. Maybe what we should | :05:13. | :05:16. | |
have done is take that sort of money and invest in something really | :05:17. | :05:19. | |
significant that can make a long-term difference. The plan has | :05:20. | :05:24. | |
received widespread support but the ?4 billion bill will make everyone | :05:25. | :05:28. | |
think. The opportunities may be huge, but so are the costs. The | :05:29. | :05:33. | |
longer it is left, the more expensive it gets. | :05:34. | :05:37. | |
The future of the Welsh fishing industry is on a knife edge. That's | :05:38. | :05:40. | |
according to the body which represents small scale fishermen | :05:41. | :05:43. | |
here. It says recent storms are threatening their livelihood. Around | :05:44. | :05:45. | |
1900 people are employed by the industry in Wales, which is worth | :05:46. | :05:49. | |
?20 million every year to the economy. Charlotte Dubenski has | :05:50. | :05:55. | |
more. On a good day, the see of the Welsh | :05:56. | :05:59. | |
course provides a happy hunting ground for fishermen. But the | :06:00. | :06:03. | |
problem is good day's these days are few and far between. -- this ease of | :06:04. | :06:09. | |
the Welsh coast. For this man it is another day stuck on the harbour. It | :06:10. | :06:13. | |
has been almost two months since he was able to land a catch that made | :06:14. | :06:17. | |

paid. Nearly every fisher man on the Wales coast, they have just shut | :06:24. | :06:28. | |
down because when you are going out now, you are going out to untangle | :06:29. | :06:32. | |
equipment and you are not able to make money. It is just a case of | :06:33. | :06:37. | |
going out, untangle what you can and come back in. We are landing small | :06:38. | :06:40. | |

not only affected businesses on dry land, Stormy weather has battered | :06:47. | :06:51. | |
and sunk many boats, making for dangerous conditions on the seas. | :06:52. | :06:57. | |

fishing industry from the storms. There is clearly very significant | :07:14. | :07:15. | |
damage across-the-board both in terms of ports and fishermen. There | :07:16. | :07:20. | |
is going to be massive loss of equipment and what equipment they | :07:21. | :07:23. | |
get back will need repaired and replaced. It is not just fishermen | :07:24. | :07:27. | |
who have been affected by the severe weather. Their inability to land any | :07:28. | :07:32. | |
face has had a wider impact on the industry. -- to land any fish. The | :07:33. | :07:40. | |
empty lobster pots have had a big impact on this man's business. He | :07:41. | :07:45. | |
says it is at a standstill. There should be an emergency fund. This is | :07:46. | :07:50. | |

any extra money from the UK Government to help the industry and | :08:08. | :08:10. | |
is talking to fishermen to understand the impact on their | :08:11. | :08:14. | |
businesses. In the meantime for fishermen whose work is dominated by | :08:15. | :08:18. | |
the weather, all they can do is hope for calm days ahead. | :08:19. | :08:23. | |

Welsh health service, they cut the budget by 8.5% - they haven't met | :10:18. | :10:28. | |
cancer target since 2008. I say to the party opposite, you can lecture | :10:29. | :10:32. | |
us when your government in London spends as much on cancer treatment | :10:33. | :10:36. | |
as the Welsh Government. You are letting the people of England down. | :10:37. | :10:43. | |
If you take, for instance, the NHS, they have not followed our approach | :10:44. | :10:46. | |
of protecting the spending on the NHS, there has been an 8% cut to the | :10:47. | :10:51. | |
budget in Wales and as a result, they have not met an A target | :10:52. | :10:55. | |
since 2009. So is the sniping over? Well, with only a year to go until | :10:56. | :10:58. | |
the next general election, that doesn't seem very likely. | :10:59. | :11:04. | |
So, Vaughan, why are they doing this? Why are they not focusing on | :11:05. | :11:11. | |
running their own health services? There is a genuine issue about | :11:12. | :11:15. | |
comparing the two services. But really what is going on from the | :11:16. | :11:20. | |
point of view of the government in Westminster, the Conservatives in | :11:21. | :11:23. | |
particular, is the art trying to neutralise Labour's attacks on their | :11:24. | :11:28. | |
running of the health service in England. What they are doing quite | :11:29. | :11:33. | |
simply is every time Ed Miliband attacks the standard of the health | :11:34. | :11:35. | |
service in England, they come back and they say, look at what is | :11:36. | :11:39. | |
happening in Wales where your party is in charge. Who's winning the war | :11:40. | :11:45. | |
of words so far? There is evidence that people in Wales are concerned | :11:46. | :11:50. | |
about the state of the health service and that is being fed by | :11:51. | :11:54. | |
numerous stories. I don't think it is about winning. It is about | :11:55. | :11:59. | |
neutralising. The Conservatives will know that they will never absolutely | :12:00. | :12:02. | |
prove that the Welsh have service is not as good as England and vice | :12:03. | :12:07. | |
versa. They are using the Welsh health service to blunt one of | :12:08. | :12:11. | |

died from alcohol-related causes increased significantly. They show | :12:47. | :12:48. | |
that the rate of deaths is higher than in England. | :12:49. | :12:56. | |

stopped drinking alcohol. Finding herself drinking too much, she | :13:03. | :13:05. | |
admits she was powerless to stop until she was referred to a local | :13:06. | :13:08. | |
counselling service, where she now offers support to alcoholics and | :13:09. | :13:11. | |
addicts. I would have kept drinking until I killed myself. I was on the | :13:12. | :13:18. | |
floor. Absolutely on the floor. I would not have stopped. I would have | :13:19. | :13:28. | |
done myself serious damage. It is places like this that are crucial? I | :13:29. | :13:32. | |

of the grim statistics which show alcohol-related deaths among women | :13:36. | :13:38. | |
are on the rise in Wales. The causes include heart and liver disease such | :13:39. | :13:42. | |
as cirhosis and hepatitis. In 2012, 193 women died from alcohol-related | :13:43. | :13:45. | |
issues compared with 127 ten years before, a rise of 34%. The rate he | :13:46. | :13:52. | |
was also higher than in England, 10.4 deaths per 100,000 people | :13:53. | :13:56. | |
compared with 7.3 across-the-board. Alcohol support organisations say | :13:57. | :13:59. | |
the problem has been building up over time. If we think back 30 years | :14:00. | :14:06. | |
ago, the culture was, go out to the pub at night, have a few pints, | :14:07. | :14:09. | |
women stay at home and look after the kids. That changed to a point | :14:10. | :14:15. | |
where women also went out for a jink in the pub but they were also | :14:16. | :14:19. | |
drinking at home. -- went out for a drink. We are seeing an accumulation | :14:20. | :14:23. | |
effect. There have been renewed calls for minimum pricing on alcohol | :14:24. | :14:27. | |
to be introduced here, a plan which has faced opposition from the drinks | :14:28. | :14:30. | |
industry. Legislation in Scotland is on hold pending a legal challenge. | :14:31. | :14:33. | |
