been referred to the Court of Appeal over concerns about techniques used | :01:27. | :01:29. | |
by South Wales Police to investigate the case. He's serving a life | :01:30. | :01:34. | |
sentence for killing teenager Karen Price in Cardiff. Live now to our | :01:35. | :01:38. | |
reporter Nick Palit who's outside the house that was the centre of the | :01:39. | :01:42. | |
murder inquiry almost a quarter of a century ago. | :01:43. | :01:48. | |
Thanks, Lucy. Well, back in the 1980s, this street, which now faces | :01:49. | :01:51. | |
the Millennium Stadium, was a very different place. Fitzhamon | :01:52. | :01:55. | |
Embankment was the centre of the city's red light district and this | :01:56. | :01:58. | |
terrace had a very transient population living in low-rent | :01:59. | :02:02. | |
bedsits. While this particular house was being renovated, workmen | :02:03. | :02:05. | |
uncovered a shallow grave and a body wrapped in a carpet. | :02:06. | :02:33. | |
The body was so decomposed that identification was impossible. The | :02:34. | :02:38. | |
pathologist was able to tell the police the victim had been a teenage | :02:39. | :02:42. | |
girl but nothing more. That is when he enlisted the help of this | :02:43. | :02:46. | |
professor from Manchester University who was able to create a clay facial | :02:47. | :02:55. | |
reconstruction of her skull. You may not have known this main -- killed | :02:56. | :03:00. | |
by name but do you recall her from the early 1980s? Someone did | :03:01. | :03:07. | |
recognise her. It was Karen Price who disappeared from a children's | :03:08. | :03:14. | |
home in July 1981. Other techniques used words DNA, for the first time | :03:15. | :03:22. | |
DNA was used on bone marrow. This was matched with Karen's parents. | :03:23. | :03:27. | |
The police investigation centred on who had been living in the bedsit at | :03:28. | :03:32. | |
the time of the murder. Just a year after Karen Price's body was | :03:33. | :03:36. | |
discovered, Alan Charlton was convicted at Cardiff Crown Court. I | :03:37. | :03:43. | |
think it is a message to people who are evil, because this was an eagle | :03:44. | :03:47. | |
murder, that we are here to catch you and no matter how long it takes | :03:48. | :03:51. | |
we will eventually come to people like that. A subsequent appeal by | :03:52. | :04:02. | |
Alan Charlton failed but now, 23 years on, there are question over | :04:03. | :04:09. | |
the safety of his conviction here at Cardiff Crown Court. Following a | :04:10. | :04:13. | |
lengthy investigation with the commission reviewed the case to the | :04:14. | :04:21. | |
Court of Appeal. They say there are concerns about the alleged | :04:22. | :04:25. | |
oppressive handling of key witnesses and alleged breaches of police | :04:26. | :04:28. | |
regulations. While no individuals have been named, they say a number | :04:29. | :04:34. | |
of the same officers also investigated to notorious cases that | :04:35. | :04:38. | |
resulted in miscarriages of justice. They were the murders of Lynette | :04:39. | :04:44. | |
White and Philip Saunders. Of all these people writing to this review | :04:45. | :04:48. | |
body, only one case in 25 is referred to the Court of Appeal. Of | :04:49. | :04:56. | |
the cases that are referred, around three quarters are actually | :04:57. | :05:00. | |
overturned by the Court of Appeal. In other words, the review | :05:01. | :05:03. | |
commission would not send this case to the judges in London if they did | :05:04. | :05:08. | |
not think there was a significant possibility that Alan Charlton will | :05:09. | :05:13. | |
be cleared. The independent Police Complaints Commission say it raises | :05:14. | :05:17. | |
important questions about the conduct of South Wales Police during | :05:18. | :05:23. | |
the 1980s and 1990s and publicly confidence in the integrity of the | :05:24. | :05:26. | |
force at that time. Alan Charlton was sent to life, the judge | :05:27. | :05:32. | |
recommending he serve a minimum of 15 years. 23 years on, he remains | :05:33. | :05:36. | |
behind bars awaiting this new appeal. | :05:37. | :05:38. | |
Tonight, following news of the appeal, the Chief Constable of South | :05:39. | :05:41. | |
Wales Police, Peter Vaughan, said we must now allow the judicial process | :05:42. | :05:45. | |
to take its course and cannot comment further at this stage. | :05:46. | :05:51. | |

The parents have waited nearly 70 months to find out how their | :06:23. | :06:27. | |

they were starting chest impressions, after a few minutes, I | :06:46. | :06:54. | |
asked them to stop because he was not making any response. But | :06:55. | :06:59. | |
unfortunately they could not take all of his lines out of his body | :07:00. | :07:05. | |
before he passed away so I did not get to hold him as he left his body. | :07:06. | :07:13. | |
The coroner said there were three occasions where staff at the | :07:14. | :07:16. | |
hospital failed to monitor the gases in his blood. These were lost | :07:17. | :07:21. | |
opportunities and could have resulted in him being given earlier | :07:22. | :07:26. | |
medical care. She concluded that he died from a stomach infection and | :07:27. | :07:32. | |
other conditions because he was so severely premature. His parents say | :07:33. | :07:35. | |
they are now taking legal action against the NHS trust in Bristol to | :07:36. | :07:40. | |
make sure lessons are learned. They gave this response to the verdict | :07:41. | :07:46. | |
today. We were pleased with the coroner recognising this but feel | :07:47. | :07:53. | |
she could have gone a bit further. I think they were definitely lost | :07:54. | :08:00. | |
opportunities. The foundation trust says it sends its sincere | :08:01. | :08:03. | |
condolences to his family and is very sorry checks were missed. It | :08:04. | :08:08. | |
says it has now implemented a system of safety checking shared by medical | :08:09. | :08:12. | |
and nursing staff looking after individual babies. Rohan Rhodes's | :08:13. | :08:17. | |
family say they hope speaking out today mean what happened to their | :08:18. | :08:21. | |
son never happens again. A boat building company which opened | :08:22. | :08:24. | |
a new ?1.5 million building last November says it's in danger of | :08:25. | :08:28. | |

paying for some cardiac patients to be treated at four English | :09:22. | :09:23. | |
hospitals, including a private clinic in Bristol, to help reduce | :09:24. | :09:27. | |
the waiting list for heart surgery here. It comes as surgeons in Wales | :09:28. | :09:30. | |
say they're still waiting for answers over what's being done about | :09:31. | :09:33. | |

from Gorseinon in September last year. Despite being told he was an | :09:44. | :09:48. | |
urgent case, he had been waiting for an operation on his heart for six | :09:49. | :09:51. | |
months. He has since been referred for further tests in London. I have | :09:52. | :09:59. | |
seen my GP, my GP put me on sleeping tablets, I have been up this morning | :10:00. | :10:05. | |
since 1:30am because it is just constantly occupying my mind. The | :10:06. | :10:10. | |
condition is worsening, my legs are swelling and the breathlessness is | :10:11. | :10:14. | |
getting worse and I am just waiting for hospitals to contact me. Brian | :10:15. | :10:21. | |
is one of the patients the Royal College of Surgeons is concerned | :10:22. | :10:25. | |
about. Last July, the college wrote to the organisation that is | :10:26. | :10:28. | |
responsible for regulating hospitals here. It said that 152 patients had | :10:29. | :10:34. | |
died in the last five years while waiting for heart surgery in south | :10:35. | :10:37. | |
Wales. This represented a serious patient safety issue and long | :10:38. | :10:43. | |
waiting lists wearing plausible explanation for the figures. Two | :10:44. | :10:46. | |
reviews were launched but the reports are yet to be published and | :10:47. | :10:51. | |
now the college has written again to the health Inspectorate to demand an | :10:52. | :10:55. | |
update. Patients needing heart surgery in Wales are treated either | :10:56. | :10:58. | |
at the University Hospital of Wales in Cardiff or Morriston Hospital in | :10:59. | :11:04. | |
Swansea. But the Welsh government admitted today there is not enough | :11:05. | :11:08. | |
capacity to meet the current demand. In a statement it said a number of | :11:09. | :11:12. | |
steps had been put in place to speed up treatment for patients. These | :11:13. | :11:17. | |
include offering patients treatment at four hospitals in England | :11:18. | :11:20. | |
including a Private Centre in Bristol. This is about the capacity | :11:21. | :11:26. | |
to meet the level of need that some people have for cardiac surgery in | :11:27. | :11:31. | |
south Wales. What we have done is increased short-term capacity both | :11:32. | :11:38. | |
within Wales but also we are securing operations outside Wales in | :11:39. | :11:43. | |
England. At the same time, we are also looking at what we need to do | :11:44. | :11:46. | |
to the medium term to build a greater capacity generally. Once | :11:47. | :11:52. | |
again, it proved to be a hot topic in Parliament. There are people on | :11:53. | :11:58. | |
NHS waiting lists who are dying in Wales because the waiting lists are | :11:59. | :12:02. | |
too long because the health service is not being properly managed in | :12:03. | :12:05. | |
Wales. That is a matter for the Labour Welsh Assembly Government. | :12:06. | :12:11. | |
The Welsh government is insisting the quality of cardiac surgery in | :12:12. | :12:15. | |
south Wales is very good and work is underway to improve waiting times | :12:16. | :12:17. | |
for patients. Our political editor Nick Servini | :12:18. | :12:22. | |
joins us now. The Conservatives have against seized on this as what they | :12:23. | :12:27. | |
describe as further evidence of a lack of capacity. And even hypocrisy | :12:28. | :12:32. | |
because a number of these patients will be dealt with at a private | :12:33. | :12:36. | |
clinic in Bristol and there has been long-standing opposition to that | :12:37. | :12:40. | |
from the Welsh government. There is no evidence of this being a | :12:41. | :12:44. | |
sustained policy U-turn but the Tories will say it is evidence of a | :12:45. | :12:48. | |
problem with capacity and that was fully admitted by the Welsh | :12:49. | :12:51. | |
government this afternoon when it said there was not enough capacity | :12:52. | :12:55. | |
to meet current demand and that is white immediate steps are being | :12:56. | :13:01. | |
taken to meet the demands. At 280 cases by the end of March possibly | :13:02. | :13:05. | |
more to follow. If you are waiting for heart surgery you are not going | :13:06. | :13:10. | |
to be that bothered about where it happens. The real issue is the | :13:11. | :13:14. | |
questions it brings upon the resilience and strength of the Welsh | :13:15. | :13:20. | |
NHS. And the context is important. Yes, and on two levels. The Royal | :13:21. | :13:26. | |
College of Surgeons have said there are more that needs to be done and | :13:27. | :13:30. | |
the wider context of the pressure on the Welsh NHS. Comments from David | :13:31. | :13:35. | |
Cameron, also almost on a weekly basis. It has led to a furious | :13:36. | :13:43. | |
response from the Welsh government. There is a degree of relentlessness | :13:44. | :13:45. | |
to this which patients will not be happy with. | :13:46. | :13:49. | |

washed up on the coast, fears Welsh bird colonies have been hit by | :13:54. | :13:56. | |

Campaigners fighting to save a Wrexham leisure centre have been | :14:08. | :14:12. | |
told the council will look again at the decision to close it. The Plas | :14:13. | :14:16. | |
Madoc Leisure Centre is earmarked for closure as part of a major | :14:17. | :14:21. | |
cost-cutting programme. People who use the facility say it's at the | :14:22. | :14:24. | |
heart of the community but the council say it's too expensive to | :14:25. | :14:28. | |

The council is discussing its entire budget for the forthcoming year in | :14:36. | :14:39. | |
the room behind me. Like authorities across Wales, it's facing tough | :14:40. | :14:42. | |
decisions to save tens of millions of pounds. But the most | :14:43. | :14:46. | |
controversial decision it's made is to close Plas Madoc Leisure Centre. | :14:47. | :14:52. | |
Another pool in the centre of town will also close and be replaced by a | :14:53. | :14:57. | |
new one. Unless the community is able to run the place themselves. | :14:58. | :15:02. | |
Neil and Dave are regulars at the disabled football sessions in Plas | :15:03. | :15:07. | |
Madoc. They love the chance to let off steam with a lively kick-about, | :15:08. | :15:10. | |
but could find themselves without a venue. We would not have any to go | :15:11. | :15:21. | |
at all. We would have to find somewhere else, we might find | :15:22. | :15:25. | |
somewhere. Whether we will or not is another thing. There's no doubt that | :15:26. | :15:29. | |
the supporters of the centre have made a big noise, but until today it | :15:30. | :15:33. | |
seemed their message had fallen on deaf ears. Consultants say that | :15:34. | :15:36. | |
reorganising leisure services would avoid more than ?2 million in | :15:37. | :15:38. | |
essential maintenance costs over five years. The campaigners say that | :15:39. | :15:46. | |
the maths don't add up and that closing the leisure centre will not | :15:47. | :15:49. | |
save that much money but Wrexham Council has got to make ?45 million | :15:50. | :15:54. | |
worth of cuts over the next five years and every saving adds up. The | :15:55. | :16:00. | |
position we are in means we have to make difficult decisions. | :16:01. | :16:04. | |
Unfortunately, things like leisure centres and libraries fall into the | :16:05. | :16:08. | |
range where they are not statutory for us. We are taking them by a | :16:09. | :16:13. | |
case-by-case basis. I would like to keep everywhere (financially it is | :16:14. | :16:19. | |
not practical. The writing is on the wall at the centre for staff and | :16:20. | :16:22. | |
visitors unless the community can take it over themselves. This | :16:23. | :16:27. | |
afternoon, a council committee gave local people more time to come up | :16:28. | :16:31. | |
with a rescue plan for what they say is a crucial part of day to day | :16:32. | :16:35. | |
life. As well as leisure centres, libraries and bus services are also | :16:36. | :16:38. | |
being axed as Wrexham Council adjusts to a smaller budget. This is | :16:39. | :16:41. | |
a deprived area. We have lost big industries, those have gone. This is | :16:42. | :16:45. | |
the only thing that we have left. It acts as a central part of the | :16:46. | :16:50. | |
community. I was here last Sunday and there was a working group at | :16:51. | :16:54. | |
states to try and take things forward. They were looking at social | :16:55. | :16:59. | |
enterprise. The swimming pool is absolutely packed and it made you | :17:00. | :17:02. | |
feel sad looking around and seeing how well used it is. Those who rely | :17:03. | :17:10. | |
on this service will be hoping to snatch victory from the jaws of | :17:11. | :17:19. | |
defeat. The message the council is giving in | :17:20. | :17:23. | |
this meeting behind me is that there is no money left to keep the centre | :17:24. | :17:28. | |
open, even after April this year, and so if there is to be any ray of | :17:29. | :17:33. | |
light, there is another council committee meeting next month where | :17:34. | :17:37. | |
they can decide to give these local community groups until October to | :17:38. | :17:41. | |
come up with a workable plan. We know they have got the will to do | :17:42. | :17:45. | |
that, whether or not they have got the time and money remains to be | :17:46. | :17:47. | |
seen. We've seen the damage the recent | :17:48. | :17:50. | |
storms have inflicted on homes and businesses across Wales but now | :17:51. | :17:54. | |
dozens of dead sea birds have been found along some of Pembrokeshire's | :17:55. | :17:58. | |
beaches. Experts say rough seas have meant the birds, such as puffins and | :17:59. | :18:01. | |
guillemots, have been unable to feed properly. More from our environment | :18:02. | :18:10. | |

last night's high tide. Razorbills and guillemots mostly, they have | :18:17. | :18:20. | |
been unable to feed and are malnourished after weeks of storms. | :18:21. | :18:25. | |
Wildlife trust staff, who during the summer months are wardens on the | :18:26. | :18:30. | |
nearby island, are trying to establish how many have perished. | :18:31. | :18:37. | |
That is an old one. What species? Even if these deaths do not number | :18:38. | :18:41. | |
in the hundreds, there are concerns that Welsh sea bird colonies along | :18:42. | :18:48. | |
the coasts are being badly hit. This winter has been unusual and has been | :18:49. | :18:53. | |
one of the worst winters for storms anybody can remember, probably. The | :18:54. | :19:00. | |
birds struggled to cope and that kind of weather out at sea means | :19:01. | :19:04. | |
they struggle to feed. They lose condition and then they die out to | :19:05. | :19:09. | |
sea and washing on the beaches. In just 20 minutes, I have found ten | :19:10. | :19:15. | |
dead birds along the coast. They are guillemots and these two are | :19:16. | :19:19. | |
razorbills. There have been far more casualties after the storms along | :19:20. | :19:23. | |
the coast of France and Spain were many sea birds spend their winter, | :19:24. | :19:28. | |
but as we see now, more and more are being washed up along the coast of | :19:29. | :19:33. | |
Pembrokeshire. After two months of Atlantic storms, there are real | :19:34. | :19:36. | |
fears that this winter is killing even more birds than after the Sea | :19:37. | :19:44. | |
Empress tanker crashed 18 years ago. Tens of thousands of gallons of | :19:45. | :19:50. | |
crude oil spilling in one of Europe's most Spencer did -- | :19:51. | :19:56. | |
sensitive wildlife and marine area is still considered a disaster. In | :19:57. | :20:04. | |

birds return in May and June, the likelihood is they may well be fewer | :21:00. | :21:02. | |
of them. They're some of Wales' greatest | :21:03. | :21:05. | |
writers, but should we be doing more to encourage tourists to visit the | :21:06. | :21:08. | |
places most closely associated with them? In New York this week, the | :21:09. | :21:12. | |
First Minister is telling Americans about the plans to mark the | :21:13. | :21:16. | |
centenary of Dylan Thomas's birth. But as our arts and media | :21:17. | :21:19. | |
correspondent Huw Thomas has been finding out, it's not just Dylan's | :21:20. | :21:22. | |

which was his childhood home, is relatively understated when it comes | :22:39. | :22:42. | |
to celebrating this connection but Buckinghamshire, where he settled in | :22:43. | :22:46. | |
later life, is home to the Roald Dahl Museum. So how do you entice | :22:47. | :22:51. | |
foreign visitors who may be distracted by Britain's more obvious | :22:52. | :22:55. | |
attractions? Some have resorted to collecting tourists in London and | :22:56. | :23:00. | |
bringing them to Wales. Market research shows is that people come | :23:01. | :23:04. | |
in to London after -- for ten days and after four or five days they are | :23:05. | :23:09. | |
a bit bored and want to get out of London. We are hoping to tap into | :23:10. | :23:13. | |
that market, bring people into Wales. It is only two hours by train | :23:14. | :23:20. | |
