Good evening. The family of a Welsh soldier killed in an IRA attack, say

they fear they'll never get justice after a legal blunder meant the

alleged bomber has walked free. 19-year-old Corporal Jeffrey Young

from Tonyrefail was killed in the 1982 Hyde Park blast. Tonight, his

brother has criticised the sequence of events that led to John Downey's

trial collapsing. Nick Palit reports.

July, 1982, and the community of Tony VIA Rail is out in force.

Corporal Jeffrey Young was 19 when he died. He was buried with full

military honours on what he died. He was buried with full

been his 20th birthday. He left behind a wife, two daughters and a

devastated family. We was all very proud of him. His brother, Vincent,

still has vivid memories. We travelled up to London to see Jeff

in hospital. You could not see him because he was just mummified in

bandages. And the next day he died. John Downie was due to stand trial

at the Old Bailey for his part in the bombing. He denied the charges

and the trial was halted after his legal team claimed he had been given

an official letter that gave assurances he would not be tried.

That had been part of the Good Friday peace agreement. Now a

political row is brewing over the existence of these letters. We were

not the only people who knew about this. The information about this was

done in the political arena. And to a certain extent, within the public

domain. Today, Prime Minister David Cameron ordered a judge led inquiry

into the letters. Neath MP Peter Hain, who was Northern Ireland

Secretary at the time the letters were issued, said they were widely

known about. Was completely lawful. The victims who have suffered such

terrible trauma in recent days with all sorts of accusations being flung

around as if there was something sordid or awful going on, I think

they need to be reassured that this was perfectly lawful. Back in Wales,

Jeffrey Young's family view the news of the inquiry with cynicism. His

killers will never be brought to justice.

headteacher from Cardiff who has previously admitted secretly filming

children in a toilet, has appeared in court charged with 48 further

offences. 47-year-old Gareth Williams - who's been suspended from

his job at Ysgol Glantaf - faces 12 further counts of voyeurism, six of

which relate to the school. He also faces charges of making and

possessing indecent images of children. He was remanded in

custody. Senior Welsh Conservatives have

tonight played down differences between the party in Wales and in

Westminster. Assembly Members met the Prime Minister earlier, and said

the talks focused on the economy rather than recent turmoil in the

party. The Welsh Secretary, David Jones, and the leader of the Tories

in Wales, Andrew RT Davies, emerged from Number ten to put on a united

front in a rare joint interview. We actually have not got any

differences. Income tax devolution? The draft Wales Bill has been

published and that is how the bill will proceed. The Welsh select

committee is reporting tomorrow. We will look very carefully at its

recommendations. But the policy we have announced his party policy and

we have agreed on that. This is a positive meeting. It is a meeting

between assembly members and the Prime Minister.

"We're sorry - we made mistakes." That's the message tonight from the

leadership of Carmarthenshire Council after they voted to accept

the recommendations of the Wales Audit Office report

has been raging all day. Councillors came to take their seats. And with

the meeting broadcast over the web, some argued the scandal surrounding

their chief executive has damaged the council's reputation. This

is no longer at his dead -- Marsh -- decks. Today's events stem from a

report about cash given a new of employment payment -- employer

pension contributions. The report stated the cash

pension contributions. The report unlawful. It also said a separate

decision to pay for Mr James's legal flight -- fight against a blogger

was also unlawful. Carmarthenshire League spent more than ?26,000

helping him pursue a libel counterclaim against a blogger for

comments she made about him. On the issue of pensions, the council

admitted they had been wrong. Hands up, they said. We made mistakes. I

am man enough to say sorry to anybody who has been upset. I can

assure everybody that we have done it in good faith and we have learned

from it. The decision to cover the Chief Executive club -- chief

executive's legal costs was trickier. In the end they accepted

the audits are's recommendations and said they would not do it again. The

council has accepted the recommendations. That is the end of

it. A motion of no confidence failed. Tonight, the councillors

battered but not beaten. -- the council is battered. Swansea

City are out of the Europa League, despite a heroic effort away to

Napoli. They lost 3-1. Claire Summers reports.

Time for reflection on the biggest night of European competition

Swansea City have ever experienced. The rookie manager looking on,

knowing a place in the last 16 was at stake. Both sides had their

chances but it was Napoli that got the breakthrough. Insigne sending

Benny, snow for some on the way... Yes, absolutely. A little bit of

snow is likely across parts of mid and South Wales, where we could see

hill snow. For the majority, it is likely to be rain even sleet at

lower levels. The rain has already approached parts of Pembrokeshire.

That has moved -- that will move north before moving south and east

tomorrow morning. Five to ten centimetres of rain is likely. The

low pressure tracking eastwards. We get a brief break and then we have

another weather system making its way in on Saturday. First thing

tomorrow morning, not a nice start in mid-and South Wales. It is a good

start across parts of Anglesey, across to Wrexham. It will improve

as the day goes on. A yellow warning across to Wrexham. It will improve

for the ice. A yellow warning for the snow in South and mid Wales.

Also for parts of the Midlands as well. And across the south-east of

England, we have got the rain. Here in Wales, tomorrow afternoon it is

very nice. The main band of rain, sleet and snow will clear. It will

brighten up. Through tomorrow night we will see some fog forming along

the border. And some frosty patches. A cold night for the start of March

at Saint David's day. Largely dry. Some showers. Some brightness. Later

in the day, rain arriving. That will clear through on Sunday. A dry start

to Sunday but we do have more wind and rain.
