powers? The Silk Commission, asking that question, have come back with | :01:41. | :01:44. | |
their second report and again the answer is yes. Among its | :01:45. | :01:47. | |
recommendations, policing powers handed over to Wales. Youth justice | :01:48. | :01:52. | |
should be devolved immediately with other parts of the justice system | :01:53. | :01:57. | |
possibly following in the future. The report also called for more | :01:58. | :02:02. | |
powers over larger energy projects. The pay and conditions of teachers | :02:03. | :02:07. | |
here should also be devolved. And there was also a call for more | :02:08. | :02:11. | |
Assembly Members. In all, 61 recommendations in the report, and | :02:12. | :02:14. | |
our political editor Nick Servini has been reading them. | :02:15. | :02:23. | |
Well, here it is. Almost 200 pages. And after two-and-a-half years, the | :02:24. | :02:26. | |
Silk Commission's work has come to an end. Its first report on | :02:27. | :02:36. | |
financial powers made a difference. But there are questions tonight | :02:37. | :02:39. | |
about which of the 61 recommendations will become a | :02:40. | :02:47. | |
reality. They range from controls over drink-driving and speed limits | :02:48. | :02:50. | |
to elements of broadcasting. In a moment, we'll look at control of | :02:51. | :02:53. | |
large-scale energy projects but, first, the future of policing. | :02:54. | :03:04. | |
Would our streets be safer if the police came under the control of the | :03:05. | :03:07. | |
Welsh government rather than the Home Office? That is the question | :03:08. | :03:12. | |
being asked tonight. What are the arguments in support of what would | :03:13. | :03:17. | |
be an historic decision. At the South Wales Police Museum, a leading | :03:18. | :03:22. | |
expert and a former inspector outline one advantage. If a chief | :03:23. | :03:29. | |
officer in Wales wanted to see the Home Secretary, he is one of 43 | :03:30. | :03:34. | |
chief constables trying to see the Home Secretary. In Wales, it would | :03:35. | :03:40. | |
be much easier. There is huge symbolic significance attached to | :03:41. | :03:46. | |
this. The police is the most visible sign of power in any country and | :03:47. | :03:50. | |
what we are talking about is taking away the ultimate control of that | :03:51. | :03:55. | |
power from the Home Office, where it has been since the 19th century, to | :03:56. | :04:00. | |
Wales. The Silk Commission believe it makes sense to devolve policing | :04:01. | :04:04. | |
because in their day-to-day lives, offices deal so much with | :04:05. | :04:08. | |
organisations that are already devolved in areas like drug and | :04:09. | :04:13. | |
alcohol abuse and domestic violence. But the main concern from opponents | :04:14. | :04:16. | |
will be separating the police from the rest of the criminal justice | :04:17. | :04:19. | |
system like the courts and the prisons. It would be a divisive | :04:20. | :04:25. | |
issue. Two of Wales's grease and crime commission is already | :04:26. | :04:31. | |
disagree. The partnership with the criminal justice system is less | :04:32. | :04:34. | |
important than the partnership with the local authorities and other | :04:35. | :04:38. | |
agencies for which the Welsh government is responsible. It makes | :04:39. | :04:42. | |
sense for policing, which is about reducing offending, to link to the | :04:43. | :04:46. | |
bodies that make a contribution to that. Local councils, the health | :04:47. | :04:50. | |
service and other bodies that are devolved. I don't think we gain | :04:51. | :04:57. | |
anything. It is complicated, expensive and unnecessary. We should | :04:58. | :05:01. | |
focus on the relationships we have with other agencies in our area. As | :05:02. | :05:08. | |
well as policing, the report says the rehabilitation of young | :05:09. | :05:11. | |
offenders should be devolved and feasibility studies carried out into | :05:12. | :05:15. | |
whether prisons and the probation service should go the same way. And | :05:16. | :05:22. | |
it could go further than that. It is a very collocated picture. We would | :05:23. | :05:25. | |
like to see a full review within the next ten years of the justice system | :05:26. | :05:29. | |
and the inflammation -- implementation by 2025. The parties | :05:30. | :05:42. | |
may be divided but they were forthright at this club. I think it | :05:43. | :05:47. | |
should be British justice across the UK. The powers they have got, they | :05:48. | :05:52. | |
have handled well, but I don't think they should be given any more | :05:53. | :05:57. | |
powers. Giving responsibility for law and order to the Welsh | :05:58. | :06:03. | |
government would be a big move. Another recommendation is to | :06:04. | :06:05. | |
increase the number of Assembly Members. | :06:06. | :06:12. | |
Some love them, some load them, but who should decide if large-scale | :06:13. | :06:16. | |
wind farms get built? There are few places where energy policy is as | :06:17. | :06:21. | |
hotly debated as mid Wales. Many county councillors were elected on | :06:22. | :06:25. | |
the platform of opposing wind farms and here, a public enquiry is under | :06:26. | :06:28. | |
way into whether five large wind farm projects should go ahead. The | :06:29. | :06:34. | |
Silk Commission's recommendation is not specifically about wind farms | :06:35. | :06:37. | |
but because of their size, renewable energy projects are likely to be | :06:38. | :06:42. | |
most affected. At the moment, the Welsh government can only make | :06:43. | :06:45. | |
decisions on development is capable of producing up to 50 megawatts of | :06:46. | :06:52. | |
energy. Above that, final say rests with ministers at Westminster. The | :06:53. | :06:57. | |
report recommends this should be increased to 350 megawatts and it | :06:58. | :07:00. | |
says the UK government should have to consult Wales on develop and over | :07:01. | :07:05. | |
that size. The new level would cover projects like the tidal lagoon | :07:06. | :07:09. | |
proposed for Swansea Bay but not large-scale power stations or the | :07:10. | :07:13. | |
new nuclear plant planned for Anglesey. But in mid Wales, it is | :07:14. | :07:18. | |
planning policies drawn up by ministers in Cardiff which get | :07:19. | :07:21. | |
blamed for applications to build new wind farms. It is really good to see | :07:22. | :07:26. | |
them turning even on very low winter days. John Jones is part of a social | :07:27. | :07:42. | |
media group. He wants to unlock the potential of wind energy. There | :07:43. | :07:47. | |
seems to have been a logjam at the moment where people are objecting to | :07:48. | :07:51. | |
everything, even the small turbines you see in the distance. They are a | :07:52. | :07:56. | |
big benefit to local families, sustaining their future. The Welsh | :07:57. | :08:03. | |
government is determined to cover mid Wales in wind farms and | :08:04. | :08:08. | |
Highlands and lines all over the place to destroy the place. The | :08:09. | :08:13. | |
people of mid Wales, the vast majority, don't want them to do | :08:14. | :08:17. | |
that. We are doing everything we can to defend this area for future | :08:18. | :08:21. | |
generations. The Welsh government seemed to care not a jot. Wind farm | :08:22. | :08:25. | |
developers would welcome anything that makes their lives little | :08:26. | :08:30. | |
easier. Wind farm opponents would take some convincing. With new | :08:31. | :08:37. | |
powers comes extra responsibility. What happens next? Now it is over to | :08:38. | :08:41. | |
the political parties at Westminster. At this stage they are | :08:42. | :08:45. | |
keeping their options open but the Welsh Secretary David Jones say they | :08:46. | :08:49. | |
will have all formed a few by next year's general election. It is very | :08:50. | :08:55. | |
likely that the recommendations will inform the manifestoes of all the | :08:56. | :08:58. | |
political parties. I am sure people would regard it as rather odd if the | :08:59. | :09:03. | |
parties did not comment on the silk recommendations when those are drawn | :09:04. | :09:09. | |
up. The government position and the position of each individual medical | :09:10. | :09:14. | |
party will become a lot clearer. We want to see Wales as a thriving part | :09:15. | :09:18. | |
of the UK and in order to do that we need to make sure we have a | :09:19. | :09:20. | |
devolution settlement which is clear, is free of friction, and will | :09:21. | :09:26. | |
last us for the next decade and beyond. It is in no one's interest | :09:27. | :09:31. | |
that we continue to have debates on the extent of devolution. I would | :09:32. | :09:35. | |
like to see the issue settled in the next five years. | :09:36. | :09:43. | |
A process free of friction may be an ambition of the first minister but | :09:44. | :09:46. | |
it does look unlikely that it will be the case. They UK coalition | :09:47. | :09:52. | |
government, in the evidence to the submissions, said there was no case | :09:53. | :09:55. | |
where they believe they should be any radical change to the | :09:56. | :09:58. | |
constitutional settlement. The decision will be made by a new | :09:59. | :10:02. | |
government, whoever is in charge, but in the past, senior Labour MPs | :10:03. | :10:08. | |
have expressed deep reservations about any policy of devolving | :10:09. | :10:11. | |
criminal Justice and the police to Wales. | :10:12. | :10:18. | |

inspire victory. A boat-building and repair firm in | :10:32. | :10:41. | |
Pembrokeshire has gone into administration with 66 job losses. | :10:42. | :10:45. | |
Mustang Marine, based at Pembroke Dock, says it is continuing to trade | :10:46. | :10:50. | |
and 48 staff will remain. The company says they took the decision | :10:51. | :10:53. | |
because of cash flow problems when two of their key projects overran. | :10:54. | :11:01. | |
Abigail Neal reports. A skeleton crew continues today. The | :11:02. | :11:05. | |
quality of the work here is second to none. The only problem is it | :11:06. | :11:09. | |
should have been finished seven months ago. This Supacat vessel has | :11:10. | :11:12. | |
been designed to support crews working on offshore wind farms. | :11:13. | :11:16. | |
Mustang Marine took on the project and another to built a River Thames | :11:17. | :11:20. | |
pleasure cruiser. Both slipped behind and the cash flow problems | :11:21. | :11:29. | |
mounted up. Has there been an element with the business has been | :11:30. | :11:36. | |
too ambitious? With hindsight, I am sure that can be said of the | :11:37. | :11:39. | |
business. It took two major projects on, both first of type, and that has | :11:40. | :11:46. | |
really brought the cash flow problems on the business. The | :11:47. | :11:48. | |
company is in administration but continuing to trade. Mustang Marine | :11:49. | :11:53. | |
is a big player within one of the Welsh government's enterprise | :11:54. | :11:57. | |
quarter. In fact, this new ?1.5 million construction hall only | :11:58. | :11:59. | |
opened last November and was the first major investment within the | :12:00. | :12:04. | |
Waterway Enterprise Zone. The Port of Milford Haven paid for that | :12:05. | :12:07. | |
building and are a 50% shareholder in the company. We are a creditor. | :12:08. | :12:18. | |
We made an investment. We will have lost money as a consequence of this. | :12:19. | :12:23. | |
But the asset, the location in Pembroke port and Milford dock are | :12:24. | :12:27. | |
very good, the assets are very good quality. But for the time being, 66 | :12:28. | :12:31. | |
workers have been laid off and many more local companies left owing | :12:32. | :12:37. | |
money. I believe there is a company interested. I don't know the name | :12:38. | :12:43. | |
but if they took over, they would automatically take on some of the | :12:44. | :12:48. | |
staff that have now had the notice and hopefully it will build itself | :12:49. | :12:50. | |
back up. In its 200-year history, Pembroke dockyard has launched five | :12:51. | :12:54. | |
Royal yachts and more than 200 Royal Navy vessels. And while many are | :12:55. | :12:58. | |
confident a buyer for the business will be found, it remains an anxious | :12:59. | :13:05. | |
wait. A deputy headteacher from Cardiff | :13:06. | :13:08. | |
who has previously admitted secretly filming children in a toilet has | :13:09. | :13:14. | |

We know that the standards of maths in our schools isn't up to scratch. | :13:44. | :13:51. | |
But how much of that is down to a lack of support from parents? Around | :13:52. | :13:54. | |
three in ten parents in Wales have admitted making negative statements | :13:55. | :13:57. | |
about maths in front of their children. That's according to a poll | :13:58. | :14:00. | |
commissioned by the Welsh Government as it launches a new campaign to | :14:01. | :14:03. | |
encourage parents to help youngsters with maths. Here's our education | :14:04. | :14:07. | |

on young people and that can have a very negative effect. But how much | :14:43. | :14:47. | |
do parents help their children? According to a poll for the Welsh | :14:48. | :14:52. | |
government, 86% claimed to be either good or OK at maths. But 29% | :14:53. | :14:57. | |
admitted they had made negative statements about the subject in | :14:58. | :15:02. | |
front of children. Having a fair grasp of mathematics can come in | :15:03. | :15:06. | |
handy at the supermarket to see whether or not you are getting a | :15:07. | :15:10. | |
bargain. But there are also broader economic issues here too. Businesses | :15:11. | :15:16. | |
need people who know their numbers. Abbey and Dominic both saying maths | :15:17. | :15:19. | |
is their favourite subject. Games like this mean they are doing it | :15:20. | :15:23. | |
without even realising and for their father, that is important. I reset | :15:24. | :15:30. | |
my GCSE maths and now I have got kids of my own, trying to encourage | :15:31. | :15:36. | |
them to get the maths locked down at an early stage is going to massively | :15:37. | :15:44. | |
help them. Maths is the weakest of all our pork -- core subjects and we | :15:45. | :15:48. | |
are a fair bit behind England when it comes to GCSEs. The Welsh | :15:49. | :15:53. | |
government has several initiatives to improve the situation but the | :15:54. | :15:56. | |
clock is certainly taking. The gap between Wales and the | :15:57. | :15:59. | |
wealthiest parts of the UK is in danger of getting worse in future | :16:00. | :16:02. | |
unless workers are willing to change careers, retire later and adapt to | :16:03. | :16:07. | |
new technology. That was the message from a report for the UK Commission | :16:08. | :16:10. | |
for Employment and Skills that marks the start of National Apprentice | :16:11. | :16:13. | |

Apprenticeships are often associated with traditional trades and heavy | :16:17. | :16:20. | |
industries. They have also been seen as mainly for school leavers. Rhys | :16:21. | :16:24. | |
