leading doctor. Tonight, as councils across the country look to make | :01:41. | :01:44. | |
millions of pounds in savings and are finalising budgets, we look at | :01:45. | :01:47. | |
how the services you use will be affected. Leisure is particularly | :01:48. | :01:52. | |
vulnerable because there's no legal obligation for councils to provide | :01:53. | :01:55. | |

Welcome to what thousands of people still call Swansea Leisure Centre, | :02:05. | :02:07. | |
which was the name of this place when it was run by the council. It | :02:08. | :02:12. | |
was taken over by a trust six years ago, which shows that changes to | :02:13. | :02:15. | |
leisure provision have been happening for some time. They're in | :02:16. | :02:22. | |
real focus now because of those savings. And because of potential | :02:23. | :02:28. | |
cuts or price rises this is, as you mentioned, a time of concern and | :02:29. | :02:32. | |
worry for those looking after our health and those involved in | :02:33. | :02:33. | |
grassroots sport. The 200 junior and senior players of | :02:34. | :02:43. | |
Dafen AFC in Llanelli are enjoying something of a reprieve. After | :02:44. | :02:47. | |
vociferous protests, Carmarthenshire council voted unanimously last week | :02:48. | :02:50. | |
to freeze planned rises in fees for sports pitches pending a review. But | :02:51. | :02:55. | |
will any celebrations be short-lived? | :02:56. | :03:03. | |
Who knows. It is still hanging over us at the moment that in the back of | :03:04. | :03:09. | |
my mind I think there are elections next year so that might be just | :03:10. | :03:16. | |
keeping us quiet. We are trying to raise money left right and centre at | :03:17. | :03:21. | |
the moment. If the plug was pulled, you would find there would be at | :03:22. | :03:25. | |
least 100 children from this area alone walking the streets and not | :03:26. | :03:29. | |
doing anything. Carmarthenshire's decision shows | :03:30. | :03:31. | |
just how unpopular making cuts to leisure can be. The council needs to | :03:32. | :03:35. | |
make cuts of ?30m over three years. It currently spends ?260,000 a year | :03:36. | :03:38. | |
maintaining pitches and changing rooms. The original plans to raise | :03:39. | :03:43. | |
fees from ?73 this April to a potential ?235 by 2016 for an adult | :03:44. | :03:50. | |
football pitch are now on hold. The man who runs Wales's only NHS-funded | :03:51. | :03:53. | |
obesity clinic is alarmed at any threat to our ability to take | :03:54. | :04:01. | |
exercise. I think it is depressing and | :04:02. | :04:07. | |
alarming. It is a disastrous move. We already have an obesity crisis in | :04:08. | :04:17. | |
Wales. I call it an obesity tsunami and we have to tackle it in every | :04:18. | :04:21. | |
direction from the food industry, politicians, media and also leisure | :04:22. | :04:26. | |
centres. Those at the top of sport agree with | :04:27. | :04:31. | |
Dr Haboubi that cuts to leisure are a false economy. | :04:32. | :04:35. | |
We need to consider any closures that we make today could be passing | :04:36. | :04:38. | |
on the cost to health in the future. Young people and elderly people need | :04:39. | :04:46. | |
to be active as part of a healthy life. | :04:47. | :04:48. | |
Even a world away from the hub-bub of football of gymnastics, there's | :04:49. | :04:51. | |
change and uncertainty over the future. The council needs to save | :04:52. | :05:02. | |
?25 million over four years. The bowls Company fred-mack club needs | :05:03. | :05:12. | |
to find ?11,000 a year but is up for it. | :05:13. | :05:16. | |
There is a large amount of money involved but we feel we can make it | :05:17. | :05:26. | |
and in 2014 we are using it as a test to find out and hopefully we | :05:27. | :05:32. | |
can make it work. One thing is certain - this is a | :05:33. | :05:36. | |
time of great change for how our leisure services are funded and run. | :05:37. | :05:39. | |
The days of the council being the main provider have gone in parts of | :05:40. | :05:43. | |
Wales. But change is one thing - change that gets the support of the | :05:44. | :05:49. | |
electorate is another. It is warmer in here than it was on | :05:50. | :05:52. | |
the touchline. Richard Proctor is chief executive of the company which | :05:53. | :05:56. | |

equation and you get half ?1 million a year from them in the study. | :06:22. | :06:28. | |
We have reduced that since we started. The council still dictate | :06:29. | :06:33. | |
what they want delivered to the community. They determined the | :06:34. | :06:38. | |
outcome and we are there to deliver it for them. So the relationship is | :06:39. | :06:39. | |
very important. We have a great elation gyp with | :06:40. | :06:45. | |
them and it is about what they want. -- relationship with them. | :06:46. | :06:53. | |
I would say come and have a look if you are feeling uneasy but there are | :06:54. | :06:58. | |
different ways of doing it. You get a better experience from a customer | :06:59. | :07:06. | |
and a better out put for the council. | :07:07. | :07:13. | |
Leisure cuts are a hot topic. Wrexham Council will be discussing | :07:14. | :07:20. | |
the future of a leisure centre controversially earmarked for | :07:21. | :07:22. | |
closure. Well, sport and leisure facilities | :07:23. | :07:25. | |
aren't the only services affected by shrinking budgets. Many services are | :07:26. | :07:27. | |
under pressure. Our political reporter Daniel Davies has been | :07:28. | :07:30. | |
looking at what services are being prioritised by local authorities. | :07:31. | :07:33. | |
Dan, it's a mixed picture. Councils are under pressure and | :07:34. | :07:36. | |
we've been looking at the consequences for our services. Take | :07:37. | :07:39. | |
libraries for example. In Rhondda Cynon Taf the council wants to close | :07:40. | :07:43. | |
14 out of 26 libraries in the county borough - part of a plan to save | :07:44. | :07:47. | |
?70m over four years. In neighbouring Vale of Glamorgan they | :07:48. | :07:51. | |
haven't closed any yet but a report on the council's nine libraries will | :07:52. | :07:58. | |
go to its cabinet soon. Nursery places vary around Wales. In Neath | :07:59. | :08:03. | |
Port Talbot children can go part-time the day after their third | :08:04. | :08:06. | |
birthday, if there's space for them. In Bridgend children have to wait | :08:07. | :08:10. | |
until the school term after their three - but the council says it | :08:11. | :08:14. | |
needs to make cuts of ?1.5m from other budgets to protect that | :08:15. | :08:18. | |
service. And all councils now collect black bag rubbish once a | :08:19. | :08:23. | |
fortnight. Pembrokeshire was the last to start doing that in October | :08:24. | :08:26. | |
last year, saying it has to meet government recycling targets and | :08:27. | :08:29. | |
save half a million pounds a year. Some people in Powys still have a | :08:30. | :08:33. | |
weekly collection, but by the end of this year everyone in the county | :08:34. | :08:48. | |
will be on fortnightly collections. There was government has decided to | :08:49. | :08:53. | |
protect the NHS which means less money for councils. They can't cut | :08:54. | :08:57. | |
social services so the axe will fall more heavily on things like | :08:58. | :09:02. | |
libraries and nurseries. Thank you very much indeed. | :09:03. | :09:05. | |
Later in the programme we'll be looking at how schools, although not | :09:06. | :09:08. | |
affected directly by the cuts, are still facing the squeeze. | :09:09. | :09:14. | |
Now the rest of the day's news. Two South Wales police officers have | :09:15. | :09:17. | |
been sacked after they failed to investigate properly a colleague who | :09:18. | :09:22. | |
was later jailed for sexual assault. Detective Constable Jeffrey Davies | :09:23. | :09:25. | |
was jailed for three years last summer for offences against two | :09:26. | :09:26. | |
women. Caroline Evans reports. As a family liaison officer Jeffrey | :09:27. | :09:38. | |
Davies was supposed to support victims of crime, instead he took | :09:39. | :09:44. | |
advantage of his position. Today we learned two of his superior officers | :09:45. | :09:47. | |
have been sacked for failing to address the allegations against | :09:48. | :09:55. | |
Davies. The conduct of these two officers | :09:56. | :10:00. | |
fell well below the standards we would expect of leaders in our | :10:01. | :10:05. | |
organisation. They didn't deal with the complaints of two vulnerable | :10:06. | :10:09. | |
women and they made light, in some ways, of those complaints. They have | :10:10. | :10:12. | |
been dismissed. Davies, his detective sergeant | :10:13. | :10:14. | |
Richard Jones and detective inspector Philip Camm all worked | :10:15. | :10:17. | |
here at Merthyr Tydfil police station part of Aberdare CID. The | :10:18. | :10:21. | |
Independent Police Complaints Commission which led the | :10:22. | :10:23. | |
investigation said they uncovered what amounted to a canteen culture | :10:24. | :10:26. | |
where inappropriate comments were viewed as harmless banter and showed | :10:27. | :10:29. | |
the officers concerned had nothing but contempt for the women. | :10:30. | :10:41. | |
The women concerned in this particular investigation came to the | :10:42. | :10:47. | |
police for help. They were making very serious allegations of a sexual | :10:48. | :10:50. | |
nature against a serving police officer. They should have expected | :10:51. | :10:57. | |
to be treated with respect, with dignity and they should have | :10:58. | :11:00. | |
expected that their allegations were investigated quickly and thoroughly. | :11:01. | :11:03. | |
South Wales Police say they believe they have dealt with this matter | :11:04. | :11:06. | |
robustly. They want to assure women that this was exceptional behaviour | :11:07. | :11:09. | |
and say it should not deter other vicitms from reporting issues to the | :11:10. | :11:19. | |
police. Swansea-born MP, Nigel Evans, used | :11:20. | :11:21. | |
his "powerful" influence to sexually assault young men - a court has | :11:22. | :11:26. | |
heard. The 56-year-old appeared at Preston Crown Court to face trial | :11:27. | :11:29. | |
for nine sex offences against seven men, between 2002 and 2013. He | :11:30. | :11:42. | |
denies the charges. The service which treats children | :11:43. | :11:45. | |
and young people with mental health problems in Wales is in crisis, | :11:46. | :11:49. | |
according to child health experts. The Welsh Government refutes the | :11:50. | :11:53. | |
claims, and says it will spend an extra ?250,000 a year to try to | :11:54. | :11:57. | |
tackle the problem. But a BBC Wales investigation has found that young | :11:58. | :12:00. | |
people are often left struggling to cope without the appropriate | :12:01. | :12:07. | |
support. I think in Wales there is a | :12:08. | :12:10. | |
situation where the government policy and its legislative framework | :12:11. | :12:16. | |
is quite good, quite advanced. On the other hand, delivery falls a | :12:17. | :12:21. | |
long way short. It is very patchy across Wales and we still haven't | :12:22. | :12:24. | |
overcome the difficulties of transition for people going from | :12:25. | :12:28. | |
childhood with a mental illness into adult hood. They are difficult | :12:29. | :12:55. | |
changes. Schools need to consider the | :12:56. | :12:58. | |
financial situation of families after a teenage pupil from Wrexham | :12:59. | :13:01. | |
was punished for wearing the wrong shoes to school. Llyr Gruffydd, a | :13:02. | :13:05. | |
Plaid Cymru AM for North Wales, says it was unfair that a pupil had to | :13:06. | :13:08. | |
pay for her parents' difficulties. Chris Dearden reports. | :13:09. | :13:11. | |
Lauren's mother wrote a book in her ledger to explain to teachers she | :13:12. | :13:15. | |
couldn't afford leather shoes. I explained that I couldn't afford | :13:16. | :13:19. | |
them until I get paid and then I can get her better shoes but the rules | :13:20. | :13:23. | |
and the Galatians that they seem to have don't give much leeway at all. | :13:24. | :13:27. | |
Those rules say footwear has to be plain black so when Lauren got to | :13:28. | :13:33. | |
school wearing these shoes, she was put in isolation for the day. | :13:34. | :13:37. | |
When it was full, she was moved into a store room which Lauren says was | :13:38. | :13:43. | |
no bigger than a cupboard. I found it very unfair because it | :13:44. | :13:46. | |
wasn't my fault so I shouldn't be getting the punishment for it. | :13:47. | :13:51. | |
The school says it is a private matter but it will be dealing with | :13:52. | :13:57. | |
the complaint from Lauren's man. -- Lauren's mother. We have to see it | :13:58. | :14:03. | |

It is a subject which causes regular problems for headteachers and Wales. | :14:11. | :14:15. | |
The Welsh government says its guidance makes it clear that schools | :14:16. | :14:18. | |
should consider costs when setting uniform policy. | :14:19. | :14:24. | |
Uniform is popular with parents and pupils because it is a good leveller | :14:25. | :14:28. | |
in situations where children are competing to wear designer brands or | :14:29. | :14:34. | |
the best clothing, some parents can't afford to support their | :14:35. | :14:37. | |
children in that kind of environment. | :14:38. | :14:41. | |
As for Lauren, she hasn't had to go to school in her canvas shoes | :14:42. | :14:45. | |
today. She finally got her new ones over the weekend. | :14:46. | :14:47. | |

Schools budgets in Wales are protected from cuts by the welsh | :15:17. | :15:19. | |
government. But as our education correspondent, Arwyn Jones found | :15:20. | :15:22. | |
out, that doesn't mean they're not feeling the squeeze. | :15:23. | :15:31. | |
He had the Roman fort, they are taking these children through their | :15:32. | :15:37. | |
marching drills. As well as battles for educational purposes, like this | :15:38. | :15:43. | |
one. There are many skirmishes over education in Wales at the moment | :15:44. | :15:46. | |
because even though spending in schools is protected, it doesn't | :15:47. | :15:53. | |
mean they are immune from cuts. It is a similar fight scene all over | :15:54. | :15:57. | |
Wales as councils set their budgets. Local authorities keep between ten | :15:58. | :16:00. | |
and 20% of schools budgets for central services and now there is a | :16:01. | :16:05. | |
call to give that money directly to schools because they spend it more | :16:06. | :16:11. | |
effectively. Schools pay money towards statutory | :16:12. | :16:16. | |
testing, the circuits within schools. That is the equivalent of | :16:17. | :16:21. | |
?91,000 per high school. They could imply an electrician and still have | :16:22. | :16:27. | |
half the budget of Dover. Councils defend their right to keep central | :16:28. | :16:32. | |
services but many are diverting more responsible is used to schools | :16:33. | :16:35. | |
themselves. Support levels are reducing as the | :16:36. | :16:40. | |
amount of money devolved to schools is decreased and we would question | :16:41. | :16:45. | |
whether the additional funding is adequate to provide those additional | :16:46. | :16:52. | |
services. And it's not only schools feeling | :16:53. | :16:55. | |
the pinch. This costs of after-school clubs and bicycles and | :16:56. | :17:02. | |
councils in Wales are rising -- run by schools. According to recent | :17:03. | :17:09. | |
research, the cost has gone up by 15% in Wales but come down in | :17:10. | :17:12. | |
England. After-school clubs have gone up | :17:13. | :17:16. | |
significantly in Wales but in England they have gone down this | :17:17. | :17:19. | |
year so the situation in Wales this quite difficult for parents. | :17:20. | :17:24. | |
Councils argue schools budgets have fared much better than other | :17:25. | :17:27. | |
services. Local authorities are facing tough financial times and | :17:28. | :17:33. | |
have to make cuts. So while schools are protected, it doesn't mean they | :17:34. | :17:36. | |
are unscathed. Tomorrow we'll be talking about your | :17:37. | :17:40. | |
