all from us. On BBC Two, Newsnight last the full version of that | :00:00. | 3:59:59
interview Good evening. | :00:00. | :00:21.
The family of a Welsh soldier found shot dead at the Deepcut army | :00:22. | :00:24.
barracks in Surrey almost 20 years ago is to be allowed to apply for a | :00:25. | :00:28.
fresh inquest into her death. Cheryl James from Llangollen was one of | :00:29. | :00:32.
four soldiers to die from gunshot wounds at the barracks. | :00:33. | :00:44.
What was wrong at Deepcut barracks? It is a question the families of the | :00:45. | :00:48.
four young soldiers have been asking for the best part of 20 years. The | :00:49. | :00:52.
barracks in the Surrey countryside was a place they went at the start | :00:53. | :00:56.
of their military careers. Earlier investigations have spoken of a | :00:57. | :01:04.
culture of abuse and bullying there. Cheryl James had just turned 18 when | :01:05. | :01:07.
she died. The Army suggested this apparently happy, bubbly young woman | :01:08. | :01:15.
committed suicide. An inquest recorded an open verdict. Her family | :01:16. | :01:20.
has never been satisfied with official explanations of what | :01:21. | :01:22.
happened. Her father Des has campaigned for a public enquiry into | :01:23. | :01:25.
Cheryl 's and the three other deaths. Now they have been told they | :01:26. | :01:29.
can apply to the courts for a fresh inquest. It's the next best thing, | :01:30. | :01:34.
he says. In many ways, this is similar to an enquiry. It's not | :01:35. | :01:39.
perhaps as forthright as a public enquiry, but in many ways it's the | :01:40. | :01:42.
enquiry we have long felt as overdue. The family came to us at | :01:43. | :01:46.
the end of 2012 having been trying themselves for many years to get | :01:47. | :01:49.
access to information about their daughter. They were being | :01:50. | :01:54.
stonewalled by the authorities. Using the human rights act, we were | :01:55. | :01:57.
able to effectively threaten to take the authorities to court. Cheryl | :01:58. | :02:03.
James was the second of the four young soldiers who died at Deepcut. | :02:04. | :02:06.
All the families insist they would not have killed themselves. In the | :02:07. | :02:10.
case of Cheryl James, evidence came to light of an unidentified man who | :02:11. | :02:13.
could potentially be a suspect. The long, nature of the software has | :02:14. | :02:17.
left her family with a deep distrust of the authorities. It makes me | :02:18. | :02:20.
intensely angry, that so many people lied. They have let Cheryl down, let | :02:21. | :02:29.
the families down. It is horrific. But a fresh inquest hasn't been | :02:30. | :02:33.
ordered yet. That has to come from judges at the High Court. The family | :02:34. | :02:48.
will argue the first inquest which lasted just an hour failed to call | :02:49. | :02:51.
key witnesses and ignored important evidence. The Army insists it has | :02:52. | :02:56.
learnt lessons from the Deepcut deaths. Cheryl James' family see the | :02:57. | :03:01.
news today is just one more step in their quest. | :03:02. | :03:03.
Who pays for electrification of the railways in the south Wales valleys? | :03:04. | :03:06.
The row has intensified. The Welsh Government says the UK Government | :03:07. | :03:10.
should pay. But during a visit to Wales the Chancellor George Osborne | :03:11. | :03:13.
said a deal was done two years ago to share the cost. Here is our | :03:14. | :03:16.
Political Editor. The Chancellor took over the | :03:17. | :03:19.
controls of a train at the Port Talbot steelworks this morning. It | :03:20. | :03:22.
is the future of the electrification of the South Wales valleys network | :03:23. | :03:25.
about to hit the buffers? The announcement which would be the | :03:26. | :03:28.
biggest investment of the network since the Victorian era is coming | :03:29. | :03:32.
under close scrutiny. It's always been clear that this was a | :03:33. | :03:35.
partnership between the government in Westminster and the Welsh | :03:36. | :03:37.
Assembly Government, to electrify the line from London to Swansea and | :03:38. | :03:41.
electrify the valleys. The deal was done in 2012. I'm not sure by the | :03:42. | :03:44.
Welsh Assembly Government are bringing this up again. It didn't | :03:45. | :03:51.
see much of a partnership at First Minister's Questions this afternoon. | :03:52. | :03:58.
The Prime Minister said, I know we need these infrastructure | :03:59. | :04:01.
investments in Wales. It is this government that is putting money | :04:02. | :04:04.
into electrification of the line to Swansea and the Valley lines. Was he | :04:05. | :04:08.
misled or was he misleading the people of Wales? George Osborne was | :04:09. | :04:12.
at the steel plant after his budget last week gave a major tax break to | :04:13. | :04:16.
energy intensive companies. Next stop, the Royal Mint. Our first | :04:17. | :04:22.
proper glimpse of the new pound coin. Labour say we all have less | :04:23. | :04:30.
disposable money than four years ago. The Tories say they are | :04:31. | :04:40.
creating the jobs to generate cash. Do the players here feel there is a | :04:41. | :04:44.
recovery? My husband and I are both in our 80s. We both feel comfortable | :04:45. | :04:51.
with the way we are. When he took over, it was bad. Now, I think they | :04:52. | :05:01.
are doing the best they can. This was an attempt by George Osborne to | :05:02. | :05:08.
show that his sums add up. But there is plenty of time yet before voters | :05:09. | :05:12.
mark their cards in the general election. | :05:13. | :05:14.
The Chief Medical Officer for Wales is writing to all Health Boards to | :05:15. | :05:17.
ensure they follow the latest guidance when a mother miscarries | :05:18. | :05:21.
her child. It follows claims that stillborn foetuses have been | :05:22. | :05:24.
incinerated with hospital waste. You may find this report upsetting. | :05:25. | :05:27.
Catherine Hurley from Cardiff with her newborn baby Isaac. This is her | :05:28. | :05:31.
third child. When expecting for the first time in 2008 things didn't go | :05:32. | :05:41.
to plan. A routine scan showed her baby had died at eight weeks. She | :05:42. | :05:45.
had to go to hospital for medical miscarriage. I asked another member | :05:46. | :05:48.
of staff what would happen to my baby. That is when I was told that | :05:49. | :05:57.
the baby would just be incinerated with the day 's waste. The idea of | :05:58. | :06:02.
my little baby being burned with a bunch of syringes and bandages, I | :06:03. | :06:06.
found that really difficult to deal with. Catherine was too upset to | :06:07. | :06:15.
complain at the time, so her claims that she was treated insensitively | :06:16. | :06:17.
have never been investigated. Her case was one of many highlighted in | :06:18. | :06:24.
a Channel four documentary. A freedom of information request | :06:25. | :06:27.
revealed that at least 3500 foetal remains were incinerated across | :06:28. | :06:30.
Britain in the last two years. Now the Westminster Government has said | :06:31. | :06:33.
the practice must stop. The Welsh government agrees. Today, the Chief | :06:34. | :06:36.
Medical Officer for Wales is writing to all health boards, to ensure | :06:37. | :06:39.
revised guidance is adhered to. The hospital was run by a different | :06:40. | :06:53.
health board in 2008. But the university health board agrees they | :06:54. | :06:55.
inherited an unsatisfactory position regarding the disposal of foetal | :06:56. | :07:03.
remains. As a result, they say that since January have adopted a new | :07:04. | :07:06.
policy which complies with best practice in relation to the | :07:07. | :07:08.
sensitive disposal of foetal remains. They also say theyoffer | :07:09. | :07:15.
practical and emotional support to women and families who find | :07:16. | :07:18.
themselves in this difficult position. | :07:19. | :07:20.
A salmonella outbreak is being investigated with possible links to | :07:21. | :07:23.
laver bread in the Swansea, Neath Port Talbot and Carmarthenshire | :07:24. | :07:26.
areas. There are 12 cases - all in adults. Ten of those had reported | :07:27. | :07:30.
eating laver bread in the days before they became unwell. | :07:31. | :07:33.
It is considered to be a Welsh language heartland but the latest | :07:34. | :07:36.
census results showed less than half of the population of Carmarthenshire | :07:37. | :07:39.
speak Welsh. A new report for the council has made dozens of | :07:40. | :07:41.
recommendations to encourage more people to speak the language. | :07:42. | :07:46.
Football, and a 90th minute Arsenal own goal secured Swansea City a much | :07:47. | :07:50.
needed point as they drew 2-2 at the Emirates this evening. In League | :07:51. | :07:55.
Two, Newport County's game against Bury at Rodney Parade remained | :07:56. | :08:08.
goalless. It will stay on the chilly side of | :08:09. | :08:12.
the next few days. And easterly wind is picking up to bring us some | :08:13. | :08:17.
showers and even a little sleet and snow in places. Tonight, we have | :08:18. | :08:20.
some showery rain spreading westwards. Eastern counties will end | :08:21. | :08:25.
the night drive. The temperature in Denbighshire dropping to two | :08:26. | :08:34.
degrees. Tomorrow, watch out for scattered showers. Cloudy in the | :08:35. | :08:41.
West. The cloud will break with some sunshine. Over the rest of the UK, a | :08:42. | :08:47.
few showers in the West and for Northern Ireland. Some sunshine over | :08:48. | :08:51.
the West Country. The rest of England turning wet with showers. A | :08:52. | :08:58.
cold winds developing on the East Coast. Seven degrees in Norwich. | :08:59. | :09:05.
Some showers dotted around Wales tomorrow afternoon, but a lot of | :09:06. | :09:12.
places will be dry. Top temperature of 10 degrees. More showers to come | :09:13. | :09:16.
tomorrow evening and overnight. Cold enough for sleet in places. Even a | :09:17. | :09:21.
dusting of snow. On Thursday, some dry weather was sunny intervals. | :09:22. | :09:27.
Further scattered showers, heavy in places, a little slow on the | :09:28. | :09:30.
mountains. Easterly breeze picking up. The cool breeze stays with us on | :09:31. | :09:36.
Friday. As we head into the weekend, signs of drier and brighter | :09:37. | :09:42.
weather, some sunshine and rising temperatures. Hopefully becoming a | :09:43. | :09:44.
little bit warmer over the weekend. Some good news for you tonight, but | :09:45. | :09:53.
quite chilly over the next few days. Newsnight with Jeremy Paxman is over | :09:54. | :09:57.
on BBC Two now, with an exclusive interview with disgraced Co-op Bank | :09:58. | :10:00.
boss Paul Flowers. We are back tomorrow at 6:25am. Goodbye. | :10:01. | :10:02. |
