Good evening. The shadow Welsh Secretary Owen Smith says Labour

could give the Welsh government more powers over income tax if they win

the General Election. He says the new powers would allow ministers in

Cardiff Bay to potentially reintroduce the 50p top rate of

income tax. Here's our political editor, Nick Servini.

This Labour bric-a-brac was being sold to party members this morning.

But could the parties sell the idea to the people of Wales that 15 key

in the pound of income tax could be devolved? As well as the power to

raise and not lower the top rate. Constitutional matters might not be

a big issue on the doorsteps of Llandudno, but these Labour -- where

these Labour canvassers have been. But this goes much further than the

current plan. Owen Smith told the party that all of this would be

subject to what he calls a fair funding settlement for Wales from

Westminster. And also a referendum. That will mean extending the amount

of income tax potentially devolved to Wales from the 10p proposed by

the Tories to 15p. Giving wells control over a third of all the

taxes it spends. -- giving Wales control. Now, that would increase

the accountability of the Assembly and its borrowing capacity, too. So,

what we have learnt is that if Labour wins the general election, it

would look to give Wales greater powers but the clear message is only

up to a point. Owen Smith doesn't like this state of what he calls

permanent revolution, and he says devolution will continue to evolve,

but we are getting closer to the endgame.

Two women are in hospital tonight, one in a critical condition, after

being pulled from the water at Cefn Sidan beach in Carmarthenshire.

Swansea Coastguard said the women were cut off by the incoming tide.

Both are being treated at Morriston Hospital.

A man has been arrested after another person was seriously injured

in a pub fire in Gwynedd. Jason Robertshaw, who's 29, suffered burns

and internal injuries after jumping from the second floor window to

escape. A 30-year-old man is being held on suspicion of arson following

the blaze at the Three Crowns Inn in Bangor.

Councils in Wales could be forced by law to make sure they have enough

public toilets under proposals to be unveiled by the Welsh government

later this week. BBC Wales understands the new duty will be

part of a draft law to be published on Wednesday which will set out a

range of measures aimed at improving public health. From the research

we've done, older people tell us that when they need toilets, they

are often not open or dirty. Without public toilets, we are concerned

that many older people will become prisoners in their own home because

they are afraid to go out into the town centres.

And, finally, Hollywood star Russell Crowe has been speaking to Wales

Today about his love for Pembrokeshire. He was in Cardiff

last night for the premiere of his new film, Noah. He explained his

time in West Wales, filming for Robin Hood in 2009, reminded him of

his home in Australia. I love Pembrokeshire, fantastic. The

Cate Blanchett was standing on the beach one day. And we were looking

down the full length of the beach, the yellow sand, and the sun came

out, it was a gorgeous day. And she was standing there with her hands on

her hips, she looked one way and the other and sugars, does this remind

you of home? I said, yes. She says, I suppose that's why it is called

New South Wales. We laughed together. It is very much like

Australia. The weather now. A mild weekend for

most, temperatures nudging 20 Celsius and early figures suggest

march has been warmer, drier and sunnier than average. Tonight is

largely dry, clear spells with some scattered showers edging in from the

south, turning misty with some low cloud developing. Tomorrow, some

early mist, some showers, otherwise largely dry and warm. Heavier

showers in the West as we have this unstable low. Mild on Tuesday and

Wednesday, variable cloud, sunny spells, some showers, but not as
