's Good evening. Wales could become the only part of the UK to restrict | :00:17. | :00:23.
the use of electronic-cigarettes in confined public places - under plans | :00:24. | :00:26.
put forward by the Welsh Government. There would also be a minimum price | :00:27. | :00:32.
for alcohol. The Health Minister says it's part of a radical package | :00:33. | :00:35.
of proposals to improve public health - but critics claim the move | :00:36. | :00:38.
to restrict e-cigarette use could be misguided. Here's our health | :00:39. | :00:45.
correspondent Owain Clarke. Enduring a puff over a cup, but do not be | :00:46. | :00:54.
fooled, this cafe is not breaking the smoking ban because this is not | :00:55. | :00:57.
smoke, this is vapour, and these are electronic cigarettes. E-cigarettes | :00:58. | :01:03.
come in all different shapes and sizes, and the idea is that by | :01:04. | :01:08.
inhaling vapour, people can get their fix of nicotine, but they are | :01:09. | :01:14.
not exposed to the toxins or poisons present in normal cigarette smoke. | :01:15. | :01:19.
It is a business that is growing rapidly, so what is the appeal? I | :01:20. | :01:27.
smoked about 20 a day. Since I started these, 15 months ago, I have | :01:28. | :01:34.
not smoked one cigarette. If the Welsh government had its way, this | :01:35. | :01:39.
place would have to close. Why? It argues that e-cigarettes normalises | :01:40. | :01:47.
smoking, and claims research from the USA says more young people are | :01:48. | :01:50.
trying them and could move on to real cigarette. It also argues the | :01:51. | :01:59.
evidence is limited of the health impact on the user and the | :02:00. | :02:03.
second-hand smoke is omitted. A number of studies show that people | :02:04. | :02:10.
are using them as effective aid to quit smoking. The studies that are | :02:11. | :02:14.
available do not suggest that e-cigarettes are being used as a | :02:15. | :02:18.
gateway, where you start using e-cigarettes and then end up using | :02:19. | :02:23.
tobacco. Welsh government also wants to introduce food standards in | :02:24. | :02:27.
nurseries and care homes, force councils to open a public toilet, | :02:28. | :02:32.
and introduce a register of tattooed parlours and tobacco sellers. It | :02:33. | :02:37.
also wants to follow Scotland's lead and introduce a minimum price for | :02:38. | :02:45.
alcohol at 50p a unit. Launching his proposals at the home of Welsh rugby | :02:46. | :02:49.
today, the Health Minister admitted he is likely to face a challenge | :02:50. | :02:53.
from the drink industry but he could also face a bigger hurdle. The UK | :02:54. | :02:58.
Government has said that he does not have the power to set a minimum | :02:59. | :03:03.
price in the first place. I am sure there will be a pushback from the | :03:04. | :03:08.
alcohol industry as there has been in Scotland and we cannot | :03:09. | :03:10.
necessarily prevent others from wanting to challenge our powers | :03:11. | :03:13.
through the courts. The UK Government? Well, you could describe | :03:14. | :03:20.
the UK Government as being trigger-happy in wanting to do | :03:21. | :03:25.
that. We are confident of our ground and we will defend it vigorously. In | :03:26. | :03:30.
the end, the Health Minister argues that improving people's health is | :03:31. | :03:35.
one of the most powerful things that a government can do but here, they | :03:36. | :03:45.
argue that the new law have the opposite effect. Clamping down on | :03:46. | :03:48.
e-cigarettes could stigmatise the very people trying to turn their | :03:49. | :03:53.
backs on tobacco. Hundreds of workers at the former Visteon car | :03:54. | :03:56.
parts factory in Swansea are being offered compensation after the value | :03:57. | :03:59.
of their pensions was slashed. The Ford motor company - which formerly | :04:00. | :04:03.
owned Visteon - and the union Unite said they had agreed a settlement. | :04:04. | :04:06.
It follows years of campaigning by the pensioners and local politicians | :04:07. | :04:09.
who took their case to Parliament today. David Cornock reports An | :04:10. | :04:10.
inquest this is a moral victory and hope we | :04:11. | :04:21.
get news. I have is open to a few of you and we have our fingers crossed. | :04:22. | :04:25.
Back to Westminster with a spring in their step. Workers who felt cheated | :04:26. | :04:30.
out of their pensions when their employer Visteon when asked by the | :04:31. | :04:35.
years ago. The owners deny any liability and the workers took legal | :04:36. | :04:40.
action against Ford, the motoring giant. Among them was John who works | :04:41. | :04:45.
at Visteon for nearly 50 years. In retirement he has thousands of | :04:46. | :04:49.
pounds less a year to live on. I have 40% less on my pension and my | :04:50. | :04:54.
standard of living has gone down considerably. What difference do you | :04:55. | :05:00.
hope today's deal will make? I'm hoping to get compensation for money | :05:01. | :05:10.
is lost. -- monies. He will not get back everything but the deal is said | :05:11. | :05:15.
to be worth thousands of pounds. I think it is important that each | :05:16. | :05:21.
pensioner understands how much money they will get from the deal. As I | :05:22. | :05:26.
understand it, everybody will get something but if there is a court | :05:27. | :05:29.
case not everybody will get a pay-out. It is for them to decide. | :05:30. | :05:35.
Four years, the Visteon pensioners have travelled from Wales to | :05:36. | :05:39.
Westminster to try and put political pressure on the Ford motor company. | :05:40. | :05:45.
They hope the deal will mean they never have to come here again. The | :05:46. | :05:50.
deal meets the approval of 95% of pensioners. | :05:51. | :06:05.
An inquest into the death of a Newport teenager -- who went missing | :06:06. | :06:09.
in December last year -- has been opened and adjourned. Nida Naseer's | :06:10. | :06:12.
body was found at the city's Wetlands last week. The coroner said | :06:13. | :06:16.
the cause of death has not yet been determined. Two teaching unions have | :06:17. | :06:18.
asked that pupils be allowed to re-sit the controversial English | :06:19. | :06:21.
Language GCSE this summer without any extra cost to their schools. A | :06:22. | :06:25.
review by the Welsh Government found there were a number of reasons why | :06:26. | :06:28.
thousands of pupils here received "unexpectedly low" grades but ruled | :06:29. | :06:31.
out paying for re-sits. The Prime Minister has told MPs the state of | :06:32. | :06:35.
the NHS in Wales "is a scandal". The claim is the latest twist in a row | :06:36. | :06:39.
between the UK Government and the Labour-run Welsh government over the | :06:40. | :06:42.
performance of the service in Wales. The Welsh Government said it was | :06:43. | :06:45.
"simply the latest chapter in the Tory war on Wales" by Mr Cameron's | :06:46. | :06:57.
Conservatives. What is happening in our NHS in Wales is a scandal and is | :06:58. | :07:01.
a scandal that is the responsibility of the Labour Party who are running | :07:02. | :07:05.
the Welsh Assembly government. They made the decision to cut NHS | :07:06. | :07:09.
spending by 8% in Wales and as a result they have not met the A | :07:10. | :07:17.
target since 2009. I do not know why the leader of the opposition is | :07:18. | :07:20.
laughing! It is not funny, the state of the NHS in Wales! The owner of | :07:21. | :07:24.
Neath Rugby Club has been released on bail, after being arrested on | :07:25. | :07:27.
suspicion of fraud and money laundering. Geraint Hawkes, who's 47 | :07:28. | :07:32.
and another man aged 44 were questioned as part of an ongoing | :07:33. | :07:35.
fraud investigation. Police say the arrests were made at addresses in | :07:36. | :07:38.
south Wales, including at Neath RFC. Both men have been bailed until | :07:39. | :07:42.
September. Let's get the weather now and there's a fair bit of rain on | :07:43. | :07:44.
the way, Derek. and there's a fair bit of rain on | :07:45. | :07:51.
the way, Yes, for some parts of the countries. It may be dry at the | :07:52. | :07:55.
moment but there is more rain in the forecast. That is not surprising | :07:56. | :07:57.
with the low pressure on our doorstep the Atlantic. -- over the | :07:58. | :08:05.
Atlantic. A lot of dry weather tonight but not completely dry. A | :08:06. | :08:08.
few splashes of rain drifting northwards overnight. Some mist | :08:09. | :08:14.
forming and a mild and muggy sort of night with the temperature not | :08:15. | :08:20.
dropping below 11. I can promise you dry weather tomorrow but that is | :08:21. | :08:23.
only half the story because there is more rain on the way. Dry start for | :08:24. | :08:28.
most of us tomorrow with some mist in certain areas. Rain looks like it | :08:29. | :08:34.
will spread into the south and west of the country. Across the rest of | :08:35. | :08:37.
the UK there will be rain and thunder. It is wet across the West | :08:38. | :08:43.
Country, and the south and west of Wales. That rain spread in towards | :08:44. | :08:46.
Northern Ireland. The best of the weather will be in the South East of | :08:47. | :08:50.
England, dry and bright at 19 degrees in London. It will be quite | :08:51. | :08:55.
hazy with some more of that nasty pollution. Eight dull and cold day | :08:56. | :09:02.
in the north-east of England, eight degrees in Newcastle. -- a dull and | :09:03. | :09:11.
cold day. The north coast of Wales, the far north-east, maybe some much | :09:12. | :09:15.
drier but I would not rule out any heavy showers. A high of 11 to 15 | :09:16. | :09:21.
Celsius. Tomorrow evening and overnight, the rain moves North. A | :09:22. | :09:28.
lot of low cloud, mist and hill fog. Into Friday, a better day in | :09:29. | :09:32.
prospect, drier but with one or two showers. Feeling fresher with better | :09:33. | :09:38.
air quality as well. The area is coming in from the Atlantic so it | :09:39. | :09:43.
will be cleaner. As for the weekend, more rain on the way and the breeze | :09:44. | :09:47.
is picking up as well. Not the best of whether this weekend but not a | :09:48. | :09:54.
total right off either. Thank you very much. And that is Wales Today. | :09:55. | :09:58.
We'll be back from around 6.25 in the morning with updates into | :09:59. | :10:02.
breakfast. For now from all of us here, good night. | :10:03. | :10:07. |
