Good evening. Unemployment has fallen again in Wales, but there are | :01:25. | :01:27. | |
concerns that the jobs being taken are low paid, offering too few | :01:28. | :01:33. | |
hours. According to the latest figures, over 100,000 people here | :01:34. | :01:38. | |
are out of work. That's 6,000 fewer than the last quarter. That means | :01:39. | :01:43. | |
6.8% of us are unemployed - lower than the rate across the UK. That | :01:44. | :01:50. | |
stands at 6.9%. The UK and Welsh governments have welcomed the news | :01:51. | :01:53. | |
but unions say the labour market here is far from healthy. Our | :01:54. | :01:58. | |
business correspondent Brian Meechan is in Wrexham this evening. | :01:59. | :02:10. | |
This is the Wrexham Lager Brewery. It was started up two and a half | :02:11. | :02:13. | |
years ago and has just taken on a new employee. It has huge expansion | :02:14. | :02:20. | |
plans and it hopes to be taking on even more employees. I have spent | :02:21. | :02:25. | |
the last few days going around Wrexham talking to businesses. | :02:26. | :02:35. | |
Wrexham has a higher rate of implement than both the UK and Welsh | :02:36. | :02:39. | |
averages but when it comes to pay, it is similar to the rest of Wales. | :02:40. | :02:44. | |
Workers earn around ?4000 a year less than the average employee in | :02:45. | :02:48. | |
the UK. It has been a tough few months for the Wrexham economy. 230 | :02:49. | :02:55. | |
people lost their jobs at First cat promo in October. December saw | :02:56. | :03:01. | |
another blow with the news that another 600 jobs would go at the | :03:02. | :03:07. | |
electronics manufacturer, Shark. They were 140 under threat at the | :03:08. | :03:15. | |
start of the year at Kellogg's. Local people in Wrexham say job | :03:16. | :03:20. | |
losses affect the whole town. Lisa Howard manages a nursery in Wrexham. | :03:21. | :03:25. | |
We are lucky that none of our parents work for any of the | :03:26. | :03:28. | |
companies that have closed down because that would have an impact on | :03:29. | :03:33. | |
us as a provider of childcare. It is taking on new staff. The competition | :03:34. | :03:40. | |
for jobs is tough. Misery had fully qualified teachers applying for | :03:41. | :03:45. | |
minimum wage jobs. There has not been many jobs around so when this | :03:46. | :03:48. | |
opportunity came, an opportunity of a lifetime, I had to snap it up | :03:49. | :03:53. | |
because there is nothing here. I am pretty grateful. The concern has | :03:54. | :03:59. | |
been that many of the manufacturing jobs being lost will be replaced by | :04:00. | :04:05. | |
lower skilled, poorer paid, less secure work. The trend is for Wales | :04:06. | :04:12. | |
to be in the service sector. There are over a million people employed | :04:13. | :04:17. | |
in that sector. But we have got very buoyant tourism, leisure. Unions | :04:18. | :04:22. | |
have also raised objections to people being offered zero hours | :04:23. | :04:26. | |
contracts with AI not guaranteed work and under employment with | :04:27. | :04:32. | |
people have jobs are not doing as many hours as they want or need. A | :04:33. | :04:38. | |
lot of employers talk about the need for flexibility. If you have a new | :04:39. | :04:41. | |
contract which requires you to produce 107 more product next week | :04:42. | :04:46. | |
or next month than you did last month, you need to increase your | :04:47. | :04:54. | |
workforce very rapidly. But that might not be sustained work going | :04:55. | :05:00. | |
forward. As with much of Wales, Wrexham has traditionally relied on | :05:01. | :05:04. | |
manufacturing, but it is now usually cheaper to make goods abroad so if | :05:05. | :05:09. | |
they can't be the cheapest, they have got to be the best. The Wrexham | :05:10. | :05:18. | |
-based Moneypenny employs 250 people providing telephone reception for | :05:19. | :05:23. | |
businesses. When it advertised for further job it had a thousand | :05:24. | :05:30. | |
applicants. You have got to continue to change. The people and the | :05:31. | :05:36. | |
economies that have really benefited are the ones that have accepted that | :05:37. | :05:39. | |
change is going to happen and they roll with it. A new employee is one | :05:40. | :05:48. | |
of those who has changed careers. Have the strength to do it and the | :05:49. | :05:51. | |
belief in yourself that no matter how long you have been working in | :05:52. | :05:55. | |
one type of career, you can have a change and still be successful in | :05:56. | :06:03. | |
that career. Some of the themes we often hear | :06:04. | :06:06. | |
talking to businesses about the economy and how it is changing. For | :06:07. | :06:11. | |
example, we hear that there has got to be an upscaling. People have got | :06:12. | :06:17. | |
to be willing to train for different careers. But they also have to have | :06:18. | :06:22. | |
support from the Welsh government, they also need support from | :06:23. | :06:26. | |
businesses who need to be investing in order to delivering the | :06:27. | :06:31. | |
manufacturing we still can deliver. But also embracing other parts of | :06:32. | :06:34. | |
the economy and other sectors of the economy, for example services. | :06:35. | :06:38. | |
Last week the Prime Minister called Wales the UK capital for jobs | :06:39. | :06:42. | |
growth. This is what the UK and Welsh governments had to say about | :06:43. | :06:48. | |
today's figures. We know that this confirms a trend | :06:49. | :06:52. | |
that has been in place for some months now and it shows that Wales | :06:53. | :06:58. | |
is outperforming the rest of the UK. Lower unemployment than England and | :06:59. | :07:01. | |
historically that has been very unusual. It shows that what we are | :07:02. | :07:05. | |
doing as a Welsh government is helping. A year ago, when Wales was | :07:06. | :07:11. | |
lagging badly behind the rest of the UK, they blamed the UK government | :07:12. | :07:18. | |
entirely and said it did nothing to do with us. Now Wales is doing well, | :07:19. | :07:27. | |
suddenly they are rushing forward to take the credit. The truth of the | :07:28. | :07:32. | |
matter is, we are working well in partnership, the two governments | :07:33. | :07:36. | |
must work together in partnership in order for Wales's economy to | :07:37. | :07:39. | |
succeed. David Blackaby is a Professor of | :07:40. | :07:42. | |
Economics at Swansea University. We've just heard the politicians' | :07:43. | :07:49. | |
views there. Who should we credit? It is confirms that create jobs. Bad | :07:50. | :07:55. | |
policy can destroy jobs. We know in Wales in terms of labour market | :07:56. | :07:59. | |
policies, we have the jobs growth fund which has been very | :08:00. | :08:03. | |
successful. The work programme in the UK has been less successful. | :08:04. | :08:08. | |
These programmes usually only make small differences but the Welsh | :08:09. | :08:11. | |
government seems to make a positive impact on the Welsh economy. We have | :08:12. | :08:16. | |
heard concerns from the TUC that there are concerns about zero hours | :08:17. | :08:21. | |
contracts but if you are 22 and you want a job, a job is a job is a job. | :08:22. | :08:28. | |
We know you've unemployment is still over 20% which is far too high. It | :08:29. | :08:33. | |
is important that we get unemployment down. It has economic | :08:34. | :08:39. | |
costs but also social costs because people's health are affected, heart | :08:40. | :08:44. | |
disease, mental health are all badly affected. It is important that we | :08:45. | :08:50. | |
get people into work. In Wales we have people in low jobs which is a | :08:51. | :08:54. | |
concern and that may be the next policy we need to introduce. We have | :08:55. | :09:00. | |
just seen the picture in Wrexham and lots of well, high-end manufacturing | :09:01. | :09:04. | |
jobs lost. The concern is that those kind of jobs are not being replaced. | :09:05. | :09:11. | |
We have been losing manufacturing jobs since the 1970s so it is | :09:12. | :09:16. | |
nothing new. We still have more people employed in manufacturing in | :09:17. | :09:21. | |
Wales than in the rest of the UK and the recent increases are probably | :09:22. | :09:26. | |
related to manufacturing jobs. These jobs have grown over the last year | :09:27. | :09:33. | |
more quickly in Wales than the UK but there is a downward trend in | :09:34. | :09:41. | |
manufacturing. A major business park near Bridgend | :09:42. | :09:45. | |
which is home to Sony has been bought by the Welsh government in a | :09:46. | :09:48. | |
bid to attract new businesses and jobs. Several other life science and | :09:49. | :09:51. | |
technology companies are also located in Pencoed Technology Park, | :09:52. | :09:54. | |
which is just alongside the M4. It's been sold for ?12.3 million. | :09:55. | :10:28. | |
Another referral to the food bank. This time a woman who has three | :10:29. | :10:31. | |
children to feed. It is an emergency. In the last six months, | :10:32. | :10:37. | |
the food bank has held more than 350 people. 40% of them children. Across | :10:38. | :10:45. | |
Wales, almost 80,000 received food. That is more than double the figure | :10:46. | :10:50. | |
for the previous 12 months. All people in need and here they say it | :10:51. | :10:56. | |
is very often a short term need. The majority of our clients don't come | :10:57. | :11:00. | |
back more than once. They might come back once or twice until their | :11:01. | :11:06. | |
problem is sorted. It is not to meet a long-term situation. We don't want | :11:07. | :11:12. | |
to encourage a dependency culture. James works as a volunteer and | :11:13. | :11:17. | |
recently he has had to look for help himself. I put in for a claim of | :11:18. | :11:23. | |
benefits eight weeks ago and I have had one payment in the eight weeks. | :11:24. | :11:27. | |
For six weeks I have not had any money whatsoever. It came to a point | :11:28. | :11:33. | |
on Friday where I had been ill and suffered depression where I came | :11:34. | :11:36. | |
back to the Salvation Army and use a food bank. If you speed to those who | :11:37. | :11:43. | |
run food banks, the word you keep on hearing is crisis. For so many | :11:44. | :11:49. | |
people, any financial cushion they have had disappeared during the | :11:50. | :11:53. | |
recession so when a problem strikes, even buying essentials can become | :11:54. | :11:58. | |
impossible. At the cathedral, they run another of the food banks now | :11:59. | :12:03. | |
open in Wales. They find many to return for help time and again. The | :12:04. | :12:08. | |
biggest cause is welfare changes. The bishop is among those speaking | :12:09. | :12:13. | |
out today. We need to ask why there are so many people dependent on | :12:14. | :12:17. | |
others. We need to look at the way the welfare system is running. There | :12:18. | :12:21. | |
are lots of things that are feeding into the crisis. That word crisis | :12:22. | :12:28. | |
again. A crisis for those in need, certainly, although the UK | :12:29. | :12:31. | |
government questions today's figures. It says the numbers are | :12:32. | :12:35. | |
falling. A businessman from Haverfordwest who | :12:36. | :12:38. | |
died at Withybush Hospital following a routine operation would probably | :12:39. | :12:41. | |
have survived had it not been for a breach of duty, an inquest has | :12:42. | :12:44. | |
heard. Malcolm Green passed away in 2012. The Hywel Dda Health Board has | :12:45. | :12:49. | |
already apologised to his family and says an investigation has been | :12:50. | :12:57. | |
carried out. Cemlyn Davies reports. Malcolm Green was a fit 82-year-old | :12:58. | :13:03. | |
businessman who was awarded the MBE for services to the community. He | :13:04. | :13:07. | |
died at Withybush Hospital a few days after undergoing a routine | :13:08. | :13:11. | |
operation to remove a tumour from his: . Today his sons heard how | :13:12. | :13:17. | |
their father would probably have lived had it not been for what was | :13:18. | :13:22. | |
described as a breach of duty. His operation took place on June 26, | :13:23. | :13:29. | |
2012. Buying for 30 AM the following morning, there were indications | :13:30. | :13:34. | |
something was wrong. His blood pressure had dropped significantly. | :13:35. | :13:38. | |
But it was some hours before medical staff realised he was bleeding | :13:39. | :13:42. | |
internally and he was prepared for emergency surgery. That operation | :13:43. | :13:46. | |
did not get under way for another three hours. He died three days | :13:47. | :13:51. | |
later. This morning, this independent expert said he thought | :13:52. | :13:55. | |
the death was more likely than not aggravated by gross failure to | :13:56. | :13:59. | |
provide basic medical attention in the face of obvious need. The | :14:00. | :14:04. | |
professor of surgery told the inquest he believes that if Malcolm | :14:05. | :14:09. | |
Green had undergone surgery to stem the bleeding before 1015, the | :14:10. | :14:15. | |
multi-organ failure he suffered would have been avoided and he | :14:16. | :14:19. | |
probably would have survived. The Hywel Dda Health Board has | :14:20. | :14:22. | |
apologised to the family, acknowledging that on this occasion | :14:23. | :14:25. | |
the level of care provided fell below the acceptable level. The | :14:26. | :14:29. | |
health board says steps have already been put in place to ensure these | :14:30. | :14:34. | |
failings do not happen again. The coroner will deliver his inclusion | :14:35. | :14:40. | |

survey. Figures for last year show that nearly ten million people | :15:09. | :15:11. | |
travelled to Wales despite a dip in the number of trips across the UK as | :15:12. | :15:16. | |

Saundersfoot, the economy minister said those within the UK tourism | :16:55. | :16:58. | |
industry had at their game in recent years. The important thing is the | :16:59. | :17:02. | |
level of quality of experience we now offer in Wales. This is a | :17:03. | :17:08. | |
beautiful new project, we can look at the quality of the building, the | :17:09. | :17:12. | |
beautiful views, and this is what people want. A successful tourism | :17:13. | :17:17. | |
industry does not just affect those who provide the hotel rooms or run | :17:18. | :17:22. | |
the restaurant. This is a deli in Tenby town centre and a large | :17:23. | :17:25. | |
percentage of what they sell is produced locally so would be a | :17:26. | :17:29. | |
success as well as that of their suppliers is very much tied into the | :17:30. | :17:35. | |
town. Tenby as a whole is just tourist -based. It is very quiet | :17:36. | :17:39. | |
after season. It comes alive during summer and Christmas and the deli | :17:40. | :17:44. | |
now is really pushing for the summer trade. As far as tourism goes, Tenby | :17:45. | :17:49. | |
holds true for many places across Wales. It needs the visitors to come | :17:50. | :17:55. | |
to be successful and just as important is providing an experience | :17:56. | :17:58. | |
that means they will come back again and again. | :17:59. | :18:04. | |
Picking up on that last point, if you have ever driven to this part of | :18:05. | :18:08. | |

his defence team said his offending was partly due to his upbringing. He | :19:42. | :19:46. | |
was brought up in a Soviet orphanage before being adopted by a Welsh | :19:47. | :19:52. | |
vicar. The judge told him he was intelligent enough to do something | :19:53. | :19:56. | |
better with his life but today he was back in court facing his most | :19:57. | :20:01. | |
serious offences to date. This afternoon, at Reading Crown Court, | :20:02. | :20:04. | |
he pleaded guilty to seven counts, including two charges of causing | :20:05. | :20:10. | |
death by dangerous driving. Cyclists John Morland and Kris Jarvis were | :20:11. | :20:13. | |

regularly on Internet body-building forums as a place to get steroids | :22:22. | :22:25. | |
tested. One contributor says his dealer told him, we will be sending | :22:26. | :22:31. | |
in one tab every product we make to Wedinos. And there are other | :22:32. | :22:37. | |
examples. Another person says he bought a steroid because it checked | :22:38. | :22:41. | |
out on Wedinos. And this example, I am praying Wedinos test the sample. | :22:42. | :22:48. | |
It looks as though people are using this to endorse the quality of their | :22:49. | :22:51. | |
products and that can cause significant harm to those people who | :22:52. | :22:54. | |
