That's the message from unions tonight, angry that some council

workers in Wales are facing a pay freeze when all other authorities

are giving their staff pay rises. A meeting is underway right now with

:01:53.:01:55.

Bridgend Council urging unions to change their minds. James Williams

reports. It was all calm on Porthcawl beach

today but inland there is a storm brewing. It's all to do with

:02:13.:02:16.

Bridgend councils pay negotiations for this financial year and the deal

:02:17.:02:20.

on the table is to freeze the pay of all but its lowest paid staff, a

:02:21.:02:24.

deal that will affect 6000 of its workers. So a librarian earning less

:02:25.:02:30.

than ?15,000 would see their pay rise by 1%. A bin man whose salaries

:02:31.:02:36.

above that threshold would also be had either freeze. It is the same

:02:37.:02:43.

for Jane who is a on a full-time secondment that receives her ?19,000

:02:44.:02:47.

salary from her job as a council tax inspector. If there are individuals

:02:48.:02:53.

who are being paid a better wage just across the border, 15 miles

having to balance the books against a difficult background and Bridgend

:06:12.:06:16.

council has to save ?36 million over the next years. Given this pay

:06:17.:06:22.

decision only saves them ?1 million, it gives you an idea of how

:06:23.:06:27.

difficult it is. They have looked at cutting nursery places and school

:06:28.:06:30.

transport services and they have been opposed but they have opted for

:06:31.:06:36.

this regional pay bargaining system which has angered the unions because

:06:37.:06:41.

they say it will lead -- lead to a situation where Bridgend Council is

:06:42.:06:44.

the lowest paying council in the whole of Wales which will lead to a

:06:45.:06:48.

haemorrhaging of staff and lower morale. Labour members feel up --

:06:49.:06:56.

aggrieved because this is a Labour run council which has adopted a

:06:57.:07:02.

regional pay system which has been opposed by Labour when it was

:07:03.:07:07.

brought forward by the Conservatives at Westminster.

Staying with council budgets, there'll be changes to bin

:07:11.:07:13.

collections in Gwynedd from October. The council has become the first in

:07:14.:07:16.

Wales to approve three-weekly refuse collections. The decision was

:07:17.:07:19.

prompted by increasing fines for authorities who don't meet landfill

:07:20.:07:22.

targets. The council says the changes will save money and help the

:07:23.:07:25.

environment, but some residents aren't happy.

:07:26.:07:33.

For many parts of Wales, this is becoming a less frequent sight.

:07:34.:07:37.

Kerbside refuse collection for non-recyclable waste. In Gwynedd

though, the current fortnightly pick-ups are being cut back to just

one every three weeks. The council says it's facing fines from the

waste collections as well as bigger bins for households of six or more

nappies too. But will it persuade people to recycle more? I am very

good at recycling. I've got two boxes and the little brown bin for
