nursing home. Compare it to a few months ago, lying in her bed | :01:02. | :01:04. | |
sobbing. She was living in Newtown, her family installed a camera in her | :01:05. | :01:08. | |
room because they were worried. What they found shocked them. | :01:09. | :01:26. | |
It is horrible. I tried to block it. I did not watch as much. It broke my | :01:27. | :01:39. | |
heart. It is my mum. I wouldn't treat anyone like that and my mum | :01:40. | :01:43. | |
has never been treated like that, which adds to my naivete. Veronica | :01:44. | :01:50. | |
Teal had a stroke 20 years ago, she cannot use her legs and can only use | :01:51. | :01:53. | |
one arm. She also has difficulty with her speech. In November last | :01:54. | :02:02. | |
year, Mrs Teal and her family decided she needed full-time care. | :02:03. | :02:05. | |
Her daughter chose this nursing home because it was church-run, | :02:06. | :02:12. | |
independent and purpose-built. While she can understand everything, she | :02:13. | :02:15. | |
cannot always respond the way she would like. Her care plan says she | :02:16. | :02:19. | |
will only use one word. Using yes and no answers but not always | :02:20. | :02:23. | |
appropriately. The plan says everyone working with her needs to | :02:24. | :02:26. | |
give her time and assistance to respond. Mrs Teal's son gave me the | :02:27. | :02:34. | |
footage and I have watched 168 hours of it. What I have seen is | :02:35. | :02:37. | |
distressing and far from the dignified care you would expect for | :02:38. | :02:40. | |
your loved ones. On one occasion she was left for 26 hours without her | :02:41. | :02:42. | |
catheter bag being emptied. Her care plan also says she needs | :02:43. | :02:52. | |
encouragement to eat. I spoke to the manager of the home | :02:53. | :03:31. | |
and Reverend Alan Hewitt, the chair of Trustees and pastor of the | :03:32. | :03:35. | |
church. They declined my request for an interview but gave me a | :03:36. | :03:43. | |
statement. The trustees regret an isolated incident of verbal abuse | :03:44. | :03:46. | |
was brought to their attention. The member of staff involved has been | :03:47. | :03:49. | |
disciplined and is undergoing further training. The trustees are | :03:50. | :03:52. | |
confident the residents continue to receive excellent care. Social | :03:53. | :04:00. | |
services says it has been investigating and will share the | :04:01. | :04:03. | |
outcome of the investigation tomorrow. I saw Veronica Teal last | :04:04. | :04:06. | |
week, she is much happier and has settled into her new home. | :04:07. | :04:12. | |
It is his number one priority and a real game changer, that's how a new | :04:13. | :04:16. | |
flagship policy has been described by the education minister, Huw | :04:17. | :04:28. | |
Lewis. Schools Challenge Cymru will cost ?20 million a year and aims to | :04:29. | :04:31. | |
raise standards in under performing schools. Similar schemes have been | :04:32. | :04:34. | |
running successfully in London and Manchester for nearly a decade. | :04:35. | :04:36. | |

Wales don't measure up. Many in our poorer areas are set to get a boost. | :04:41. | :04:50. | |
Here at Willows in Cardiff they have seen an improvement in their results | :04:51. | :04:54. | |
over the past two years and as part as Schools Challenge Cymru, they | :04:55. | :04:57. | |
will get extra help. They will draw up a plan looking at the school's | :04:58. | :05:01. | |
weaknesses and needs. All the support they need will be paid for | :05:02. | :05:11. | |
out of the ?20 million fund. I would expect for the challenge adviser to | :05:12. | :05:15. | |
be aware of the fact that as a headteacher, we know the school and | :05:16. | :05:19. | |
we know where the gaps are with our pupils. We know what to do to make | :05:20. | :05:22. | |
those gaps appropriate and ensure we are held to account for putting | :05:23. | :05:26. | |
those gaps right. In February I visited schools in London who have | :05:27. | :05:29. | |
been part of a similar scheme launched ten years ago. It was a | :05:30. | :05:32. | |
huge success and enabled schools to build on what they had. They did | :05:33. | :05:43. | |
bring in consultants and experts who worked alongside my teachers to get | :05:44. | :05:46. | |
them to focus on the things that were critical, to develop the | :05:47. | :05:49. | |
teaching so the learning of the children improved. The scheme in | :05:50. | :05:52. | |
London was funded for nine years, which is less than what has been | :05:53. | :05:55. | |
promised by the education minister here. I can guarantee that this | :05:56. | :05:59. | |
programme will be here for the next two years. We will have to evaluate | :06:00. | :06:05. | |
it, and I would like us to move on to a second phase of Schools | :06:06. | :06:10. | |
Challenge Cymru. But those involved say it is not about money, but | :06:11. | :06:13. | |
making sure the schools work together. After criticisms of the | :06:14. | :06:17. | |
Welsh government for lacking strategy, the hope now is that this | :06:18. | :06:21. | |
policy will stay the course. I really sense there is a hunger for | :06:22. | :06:27. | |
this, most importantly in the schools themselves. Teachers and | :06:28. | :06:32. | |
head teachers want to know there is a policy to get behind. I'm hoping | :06:33. | :06:36. | |
this will signal that that is what is in place now. The Welsh | :06:37. | :06:39. | |
government has been criticised for its handling of education. The idea | :06:40. | :06:43. | |
here is, by raising the standards of our most challenging schools, they | :06:44. | :06:46. | |
will raise the standards for everyone. | :06:47. | :06:51. | |
Three people have been stabbed at a house in Caerphilly. It's thought | :06:52. | :06:56. | |
