Good evening. Learning through play - the Welsh government's flagship | :01:29. | :01:34. | |
programme for our youngest school children. Three years on, a new | :01:35. | :01:38. | |
report says teaching of the foundation phase varies considerably | :01:39. | :01:41. | |
from school to school but, overall, it has a positive impact on how our | :01:42. | :01:46. | |
pupils learn. Here's our education correspondent Arwyn Jones. | :01:47. | :01:59. | |
It has been called play -based learning but when the Education | :02:00. | :02:05. | |
Minister is watching, it is a serious business. The foundation | :02:06. | :02:08. | |
phase has been a band running for nearly three years. It concentrates | :02:09. | :02:13. | |
on developing children's ability to learn rather than just transferring | :02:14. | :02:19. | |
knowledge. Most teachers see it as benefiting their pupils, especially | :02:20. | :02:21. | |
boys and those with special educational needs. The key thing is | :02:22. | :02:27. | |
in the planning and delivery. Making sure good activities are planned | :02:28. | :02:31. | |
which give the children opportunities to think for | :02:32. | :02:34. | |
themselves but also to talk about what they have learned afterwards so | :02:35. | :02:37. | |
they really can communicate what they have learned. Teachers don't | :02:38. | :02:42. | |
all agree about how the programme improves literacy, numerous Eeyore | :02:43. | :02:47. | |
improving performance of pupils from poorer brat grounds. And there are | :02:48. | :02:52. | |
other issues about how it prepares pupils for the rest of their time in | :02:53. | :02:59. | |
school. Last year, testing was introduced. One in four teachers | :03:00. | :03:06. | |
felt the foundation phase prepare children well for that but one in | :03:07. | :03:14. | |
five took the opposing view. Those tests are being reviewed but the | :03:15. | :03:20. | |
Minister accepts there are problems. There are still some qualms amongst | :03:21. | :03:23. | |
some professionals about how the foundation phase knits together with | :03:24. | :03:28. | |
what else we are asking teachers to deliver. But we can point to best | :03:29. | :03:32. | |
practice settings like this one and say confidently, this is what we | :03:33. | :03:36. | |
need to be happening in every foundation phase setting across | :03:37. | :03:42. | |
Wales. The foundation phase does not come cheap. It calls for one adult | :03:43. | :03:48. | |
for every eight pupils. It says fostering a love of learning among | :03:49. | :03:51. | |
our young children will pay dividends in the future but at the | :03:52. | :03:55. | |
moment it is still not clear if that is happening. | :03:56. | :03:56. | |
Dr Sam Waldron from Cardiff University was one of the research | :03:57. | :04:02. | |
team. Parents watching this will be concerned that there is variation | :04:03. | :04:06. | |
from school to school and that we are three years into this. I can | :04:07. | :04:12. | |
understand that. There is variation but when done right it does seem to | :04:13. | :04:17. | |
be having a positive impact. Why is there variation? We can't be | :04:18. | :04:23. | |
entirely sure but largely it is down to perceptions people have of the | :04:24. | :04:28. | |
foundation phase. The guidance provides opportunities for different | :04:29. | :04:32. | |
things to happen within a classroom and teachers have some opportunities | :04:33. | :04:37. | |
there. So this is only as good as the school in forcing the scheme | :04:38. | :04:42. | |
will stop it does come down to the senior management team and | :04:43. | :04:49. | |
practitioners views. How does Welsh government improve the variation? | :04:50. | :04:51. | |

pretty rigorous system of testing? That tests have been introduced in | :05:16. | :05:21. | |
year two so the initial report found that teachers are struggling a | :05:22. | :05:25. | |
little bit to marry the two but there will be another report on | :05:26. | :05:28. | |
transition and assessment in particular. The foundation phase is | :05:29. | :05:36. | |
essentially an experiment and we are not really going to know its success | :05:37. | :05:39. | |
or otherwise until the children we saw in that film are much older. It | :05:40. | :05:48. | |
is an initial evaluation. We have found evidence that children are | :05:49. | :05:53. | |
enjoying learning more but a longer term evaluation looking at the | :05:54. | :05:57. | |
impact this has on the children when they are 12 or 13 will also be of | :05:58. | :06:00. | |
great value. And for parents who home school | :06:01. | :06:04. | |
their children, plans for a register to check on the quality of the | :06:05. | :06:07. | |
education they provide have been dropped. Opponents say the proposals | :06:08. | :06:12. | |
amounted to a licensing scheme. The Education Minister says he's now | :06:13. | :06:14. | |
looking at introducing guidance that's not legally binding to | :06:15. | :06:17. | |
support councils and home educating families instead. | :06:18. | :06:26. | |
The bodies of two servicemen from Wales who were killed along with | :06:27. | :06:29. | |
three others in a helicopter crash in Afghanistan have been flown back | :06:30. | :06:33. | |

working as normal and I'm fine". The 15-year-old girl is from Newbridge, | :11:22. | :11:24. | |
while the 14-year old-girl is from Risca. They were both arrested on | :11:25. | :11:28. | |
suspicion of conspiracy to commit murder, while the 15-year-old was | :11:29. | :11:31. | |
also arrested on suspicion of making threats to kill and of having a | :11:32. | :11:35. | |
bladed article on school premises. They've now been bailed. The | :11:36. | :11:39. | |
incident happened just days after another teacher, Ann Maguire, died | :11:40. | :11:43. | |
after being stabbed at a college in Leeds. The day after, police were | :11:44. | :11:47. | |
called to a primary school in Warwickshire after it was reported | :11:48. | :11:50. | |
two boys had poured a bleach-like substance into their teacher's | :11:51. | :11:54. | |
coffee. No-one was harmed in the incident at Cwmcarn. In a statement | :11:55. | :11:58. | |
on the school's website, its Chair of Governors says he's pleased with | :11:59. | :12:01. | |

answer seems to be, not very. The latest research from the online | :12:37. | :12:39. | |
video regulator suggest thousands of children have viewed pornography on | :12:40. | :12:43. | |
the internet. And around half of parents are failing to use online | :12:44. | :12:47. | |

crossing the road. They deal with the Internet here as well with the | :14:22. | :14:30. | |
risks are far less obvious. To help, they have created an Internet | :14:31. | :14:37. | |
character called Chaos. We try to encourage them to teach Chaos how to | :14:38. | :14:48. | |

We offer parents programmes and we try to make them aware of what their | :14:56. | :14:59. | |

putting parental controls on their computers, they gaming consoles, on | :15:09. | :15:15. | |

week. The gym has only been open since February but already extra | :17:34. | :17:36. | |
classes have been put on to help cope with an increase in numbers. We | :17:37. | :17:42. | |
are surprised. We thought we would be busy but we did not think we | :17:43. | :17:46. | |
would be as busy as we are. We seem to be doing something right. Just | :17:47. | :17:52. | |
being attractive for women to come and have a go. Sport Wales say there | :17:53. | :17:59. | |
is a 34% jump in the number of people doing regular exercise | :18:00. | :18:05. | |
between 2008 and 2012. That is 262,000 more people aged 15 - 65 | :18:06. | :18:12. | |
doing some form of sport or activity three or more times a week. But | :18:13. | :18:17. | |
while Wales is bucking the trend can pay to the rest of the UK, there is | :18:18. | :18:22. | |
concern that some are missing out. A recent assembly committee report | :18:23. | :18:25. | |
said there is not enough information about sport levels for people from | :18:26. | :18:30. | |
deprived backgrounds or those with cultural barriers. There are some | :18:31. | :18:37. | |
barriers ahead. We know that women take part less frequently than men | :18:38. | :18:41. | |
do in sport. And in poorer areas of Wales there is lower rates of | :18:42. | :18:47. | |
participation. We will be working doubly hard once we have digestive | :18:48. | :18:53. | |
the findings from the survey to make sure the offer for all adults across | :18:54. | :18:57. | |
every community in Wales is right and keep them involved for life. | :18:58. | :19:03. | |
Keeping people involved in sport could potentially save the NHS in | :19:04. | :19:07. | |
Wales ?53 million a year. The survey shows that through exercising three | :19:08. | :19:14. | |
or four more times a week, you are more likely to be healthy. It is | :19:15. | :19:20. | |
incredibly busy no matter what class you can do. People from all | :19:21. | :19:24. | |
different walks of life as well. You start making friends with people you | :19:25. | :19:29. | |

1906 as recorded on this plaque. But it was his behaviour off the pitch | :20:41. | :20:44. | |
which led to his eccentric reputation. A playboy linked with a | :20:45. | :20:48. | |
string of women, including music hall star Marie Lloyd, he wore | :20:49. | :20:55. | |

Peter Schmeichel, he was that kind of character. Playing as an amateur, | :21:04. | :21:09. | |

Aston Villa, so hired his own private engine and carriage to take | :21:16. | :21:18. | |

While many goalkeepers used to stay between the posts, Roose, so | :21:28. | :21:29. | |

ball beyond their penalty area. His story is just one to form part of a | :21:38. | :21:41. | |
pop-up museum at this shopping centre. Made from fans' memorabilia, | :21:42. | :21:45. | |
it will mark Wrexham FC's 150th anniversary. The third oldest club | :21:46. | :21:55. | |
in the world. We think that probably out there in lofts and back rooms | :21:56. | :21:59. | |
there are going to be posters and shirts and medals and maybe even | :22:00. | :22:03. | |
some international caps. We want the public to bring them into the museum | :22:04. | :22:10. | |

Roose's story has a tragic ending though. He joined the Royal Welsh | :22:15. | :22:19. | |
Fusiliers and fought in France during the First World War. His | :22:20. | :22:22. | |
football skills were reflected in his ability to throw grenades over | :22:23. | :22:26. | |
huge distances. But he was killed at the Somme in 1916. His contribution | :22:27. | :22:29. | |
to battle both on and off the football field will be marked at the | :22:30. | :22:32. | |
