It's taken three years but controversial plans to | :01:33. | :01:39. | |
centralise some specialist hospital services at five sites in | :01:40. | :01:42. | |
It comes after a patients' watchdog decided it would not ask the Health | :01:43. | :01:50. | |
It HAD opposed plans that would see consultant led care for mothers | :01:51. | :01:55. | |
and children - along with specialist A - moved from the Royal | :01:56. | :01:58. | |

How do you deliver better care for over 1 million people living in | :02:07. | :02:12. | |
South Wales? That's the question up for debate for almost three years. | :02:13. | :02:16. | |
It's here in a fairly anonymous building in the middle of a Merthyr | :02:17. | :02:20. | |
business park that the final go-ahead was given to redraw the map | :02:21. | :02:24. | |
of specialist hospital services. Members of the patients watchdog met | :02:25. | :02:31. | |
to decide whether to ask the health minister to change plans to move | :02:32. | :02:35. | |
care like consultant led accident and emergency and care for mothers, | :02:36. | :02:40. | |
babies and children from the Royal Glamorgan Hospital in Llantrisant. | :02:41. | :02:45. | |
In the end, by nine votes to three, they decided not to. | :02:46. | :02:49. | |
It was a difficult decision and it wasn't a unanimous decision. A lot | :02:50. | :02:54. | |
of tough and Frank arguments. I think what we recognised above all | :02:55. | :02:58. | |
else is these are South Wales problems and they deserve a South | :02:59. | :03:03. | |
Wales solution. It started in January 2012 when medical | :03:04. | :03:08. | |
professionals started working together to draw up plans. | :03:09. | :03:11. | |
Wind forward to May last year and six options were slimmed down to | :03:12. | :03:18. | |
four. An eight-week public consultation was launched with an | :03:19. | :03:22. | |
overwhelming response. In February this year, bosses decided to stick | :03:23. | :03:25. | |
with their preferred model, meaning the Royal Glamorgan would miss out. | :03:26. | :03:31. | |
The health board responsible for that hospital decided to veto | :03:32. | :03:34. | |
elements of the plan but in March, it fell in line after being given | :03:35. | :03:40. | |
assurances that as much babycare as possible would remain vocal and the | :03:41. | :03:43. | |
hospital but become a centre of excellence for diagnostic services | :03:44. | :03:47. | |
and care for the elderly. The only hope left for campaigners was that | :03:48. | :03:50. | |
the local patients watchdog would decide to appeal to the health | :03:51. | :03:55. | |
minister. Now that won't happen. If they remove the full accident and | :03:56. | :04:00. | |
emergency service from the Royal Glamorgan, that will mean that many | :04:01. | :04:05. | |
people will not choose to go, as the board want them to go, to Bridgend | :04:06. | :04:13. | |
or Merthyr, they will go to Cardiff. The Welsh government says it is | :04:14. | :04:18. | |
pleased the changes can be delivered and says it will lead to better care | :04:19. | :04:22. | |
across South Wales. The map of specialist health care in South | :04:23. | :04:26. | |
Wales can now be redrawn but not everybody is convinced patients will | :04:27. | :04:27. | |
benefit. Where does this now leave health | :04:28. | :04:29. | |
reorganisation across Wales? Plans for North Wales are now pretty | :04:30. | :04:39. | |
complete after the first minister made a decision on locating care at | :04:40. | :04:45. | |
Glan Clwyd hospital. In West Wales, changes are underway but some | :04:46. | :04:49. | |
campaigners are pinning their hopes on a forthcoming judicial reviews, | :04:50. | :04:57. | |
such as decisions to change urgent care in Llanelli. South Wales is the | :04:58. | :05:01. | |
last part of the jigsaw but what is common to these plans is how | :05:02. | :05:03. | |
difficult and controversial they have been to implement in the midst | :05:04. | :05:09. | |
of public outcry. On the one hand you have those that argue the NHS | :05:10. | :05:13. | |
can't stand still. It was designed in the 1950s and has to respond in | :05:14. | :05:20. | |
the 21st-century. On the other hand you have campaigners and opposition | :05:21. | :05:26. | |
parties that say some of these changes could have been avoided if | :05:27. | :05:31. | |
the NHS had been properly resourced. What's clear is there is more of | :05:32. | :05:33. | |

It's understood the council acted unlawfully - | :06:43. | :06:44. | |
it breached its statutory duties in the way it reached its decision, | :06:45. | :06:47. | |
We are just normal parents that felt like the council had done something | :06:48. | :06:59. | |
unlawful and we are trying to make sure they don't rush something | :07:00. | :07:01. | |
through they shouldn't be doing. This is not just a victory for us, | :07:02. | :07:07. | |
it is a victory for other things in Rhondda Cynon Taf and to say to | :07:08. | :07:12. | |
people that you can change things and challenge the council because we | :07:13. | :07:13. | |
have done it and succeeded. And she's not | :07:14. | :07:15. | |
the only one unhappy with the council's plans - many took to the | :07:16. | :07:18. | |
streets in protest last November. Cuts to nursery services would have | :07:19. | :07:21. | |
saved the council ?4.5m - part of plans to save ?56 million | :07:22. | :07:24. | |
over the next four years. The council says has no alternative | :07:25. | :07:30. | |
other than to make significant It says officers will now consider | :07:31. | :07:33. | |

The technology has certainly moved on an awful lot over the last few | :09:02. | :09:05. | |
years. The latest tablet computers aren't just toys, they are important | :09:06. | :09:11. | |
educational tools. The danger is while the technology has moved on | :09:12. | :09:17. | |
leaps and bounds, the curriculum in Wales hasn't. Some schools in Wales | :09:18. | :09:22. | |
are making great use of technology. The school in Swansea teaches pupils | :09:23. | :09:26. | |
about computer programming and coding. The headteacher here is a | :09:27. | :09:30. | |
former adviser to the Welsh government and has left his job to | :09:31. | :09:34. | |
set up a company advising schools on digital learning. | :09:35. | :09:37. | |
The possibilities across the curriculum of using technology | :09:38. | :09:40. | |
effectively, developing combination of thinking, with coding, are | :09:41. | :09:45. | |
immense. I only worry is that perhaps we are not moving forward at | :09:46. | :09:50. | |

In some ways, Wales is at the four forefront. The fear is that unless | :09:59. | :10:03. | |

reflection for one community. It is almost 54 years since the community | :19:37. | :19:44. | |
of Six Bells changed forever. Joe worked at the colliery and was in | :19:45. | :19:49. | |
bed after a night shift when he got news that there had been an | :19:50. | :19:54. | |
explosion. 45 men lost their lives. I think it happened about ten | :19:55. | :19:58. | |

before heading along the West Wales coast. Can-year-old Lauren Balch | :22:27. | :22:32. | |
will be having her moment in the spotlight when it arrives in her | :22:33. | :22:37. | |
town. She runs an after-school sports club and was nominated | :22:38. | :22:41. | |
because of her tireless energy in encouraging girls into sport. | :22:42. | :22:47. | |
