The First Minister has given his strongest criticism yet

Carwyn Jones made the comments in a wide-ranging interview with

Education is never far from the spotlight.

Just to be clear on this, there is a stark message, what you

Some local authorities are not delivering.

If six of them are in special measures, they are failing.

There is no point beating around the bush.

If we have a system where six of the 22 local authorities are in that

Away from education, the NHS is the area where the Welsh Government

has faced the greatest criticism particularly over waiting times.

He said there would be some tough decisions as the NHS dealt with the

:03:17.:03:19.

What we have to do is decide what we are able to fund,

:03:20.:03:26.

to try to understand what demand will be like in the future

But at a time when our budgets are being cut

It isn't just your government but it is previous Labour governments

Does Labour need to apologise to the people of Wales

If we go back five or six years, the situation was different.

It has gone up and down in terms of the NHS as it has

:03:53.:03:56.

It woulnd't be correct to say somehow over the last 15 years the

:03:57.:04:04.

That is something I could never accept,

there have been times when we have found challenges, we have seen them

:04:09.:04:11.

lately and those challenges are made worse by the fact the money isn't

:04:12.:04:14.

But it isn't the land of milk and honey over the border.

:04:15.:04:19.

But over a 15 year period, a massive increase in funding.

:04:20.:04:22.

The thing about the health service is, the demand on the health

:04:23.:04:25.

It is a challenge for any government to ensure the funds

:04:26.:04:30.

Devolution is high on the agenda with the referendum

:04:31.:04:34.

on Scottish independence a matter of months away.

:04:35.:04:37.

With tax and borrowing powers in the process of being handed over,

:04:38.:04:40.

I asked Carwyn Jones how far he felt devolution should go here.

It clearly doesn't lead to independence.

:04:44.:04:46.

There are some areas which I think are not right for devolution,

:04:47.:04:50.

It is a system that distributes money around UK.

:04:51.:04:56.

I think having a wholly independent taxation system

Other areas such as defence, security, clearly not.

What is important is there is an established mechanism for devolving

You have been First Minister for four and a half years,

Presumably you will fight the next Assembly elections.

What I can tell you as I said in a speech I made to Cardiff
