That is why we need to make sure the future structure | :02:29. | :02:30. | |

We couldn't change the structure before 2011 anyway, | :02:34. | :02:46. | |
Just to be clear on this, there is a stark message, what you | :02:47. | :02:49. | |
are saying is, the people who were delivering education on the ground | :02:50. | :02:52. | |
Some local authorities are not delivering. | :02:53. | :02:57. | |
If six of them are in special measures, they are failing. | :02:58. | :03:00. | |
There is no point beating around the bush. | :03:01. | :03:03. | |
If we have a system where six of the 22 local authorities are in that | :03:04. | :03:07. | |
Away from education, the NHS is the area where the Welsh Government | :03:08. | :03:12. | |
has faced the greatest criticism particularly over waiting times. | :03:13. | :03:16. | |
He said there would be some tough decisions as the NHS dealt with the | :03:17. | :03:19. | |
What we have to do is decide what we are able to fund, | :03:20. | :03:26. | |
to try to understand what demand will be like in the future | :03:27. | :03:29. | |
But at a time when our budgets are being cut | :03:30. | :03:33. | |
It isn't just your government but it is previous Labour governments | :03:34. | :03:38. | |
Does Labour need to apologise to the people of Wales | :03:39. | :03:44. | |
If we go back five or six years, the situation was different. | :03:45. | :03:52. | |
It has gone up and down in terms of the NHS as it has | :03:53. | :03:56. | |
It woulnd't be correct to say somehow over the last 15 years the | :03:57. | :04:04. | |
That is something I could never accept, | :04:05. | :04:08. | |
there have been times when we have found challenges, we have seen them | :04:09. | :04:11. | |
lately and those challenges are made worse by the fact the money isn't | :04:12. | :04:14. | |
But it isn't the land of milk and honey over the border. | :04:15. | :04:19. | |
But over a 15 year period, a massive increase in funding. | :04:20. | :04:22. | |
The thing about the health service is, the demand on the health | :04:23. | :04:25. | |
It is a challenge for any government to ensure the funds | :04:26. | :04:30. | |
Devolution is high on the agenda with the referendum | :04:31. | :04:34. | |
on Scottish independence a matter of months away. | :04:35. | :04:37. | |
With tax and borrowing powers in the process of being handed over, | :04:38. | :04:40. | |
I asked Carwyn Jones how far he felt devolution should go here. | :04:41. | :04:43. | |
It clearly doesn't lead to independence. | :04:44. | :04:46. | |
There are some areas which I think are not right for devolution, | :04:47. | :04:50. | |
It is a system that distributes money around UK. | :04:51. | :04:56. | |
I think having a wholly independent taxation system | :04:57. | :05:00. | |
Other areas such as defence, security, clearly not. | :05:01. | :05:05. | |
What is important is there is an established mechanism for devolving | :05:06. | :05:10. | |

What I can tell you as I said in a speech I made to Cardiff | :05:23. | :05:28. | |
business club recently, I was at the centenary dinner, | :05:29. | :05:30. | |
I would not be there as First Minister at their bicentenary. | :05:31. | :05:35. | |

The First Minister's strongest comments there education | :05:39. | :05:40. | |

It has and it is interesting but council leaders said today. They | :05:53. | :05:57. | |
were calling everybody to pull together, calling on people to focus | :05:58. | :06:02. | |
on the positive. The clear inference there that Carwyn Jones's comments | :06:03. | :06:09. | |
were not helpful. Education is a system and council leaders are just | :06:10. | :06:12. | |
one part of the system and it is unfair to bring them. The context is | :06:13. | :06:17. | |
important. Carwyn Jones did not answer the question as to how long | :06:18. | :06:20. | |
he wants to continue as political career. One thing we do know is he | :06:21. | :06:26. | |
wants to drive through a major reorganisation of councils, a | :06:27. | :06:30. | |
substantial reduction in the number. When he is faced with resistance to | :06:31. | :06:34. | |
change, he cites problems in education as one of the main reasons | :06:35. | :06:38. | |
why he should do it. The councils are saying a lot of work is going | :06:39. | :06:43. | |
on, some of the inspections are improving. They pointed to these | :06:44. | :06:46. | |
regional partnerships tasked with the job of improving standards. The | :06:47. | :06:51. | |
Royal that Welsh Government acknowledge some of these | :06:52. | :06:55. | |
partnerships are effective but there wasn't a great deal of mention of it | :06:56. | :06:59. | |
in a blistering attack on councils. In order to drive through local | :07:00. | :07:03. | |
