weather. Not a wash-out but stay tuned for the details. | :00:00. | :00:00.
Sometimes you only appreciate the services you receive when they are | :00:07. | :00:33.
not there. Everybody relies on these public sector services. | :00:34. | :00:36.
The walk out caused disruption across the country. | :00:37. | :00:38.
Traffic problems for some, no bin collections for others | :00:39. | :00:40.
I had to lose money because they did not have baby-sitters. | :00:41. | :00:50.
Tonight, we'll be assessing whether today's action is likely | :00:51. | :00:52.
Campaigners fighting to save special care baby services at Withybush | :00:53. | :01:06.
This wind turbine that cost taxpayers ?48,000. | :01:07. | :01:14.
Why the Welsh Government is now taking it down. | :01:15. | :01:17.
An unexpected discovery, the 5,000-year-old tools | :01:18. | :01:20.
shedding new light on life in ancient Wales. | :01:21. | :01:29.
Schools, courts, job centres and council services have all been | :01:30. | :01:33.
disrupted as public sector workers here joined a one-day strike. | :01:34. | :01:37.
Union leaders claim pay freezes leave low paid | :01:38. | :01:40.
So what's been happening across the country? | :01:41. | :01:45.
It's thought around 70,000 workers have been on strike. | :01:46. | :01:49.
More than 900 schools were closed with 215 others | :01:50. | :01:53.
Museums, leisure centres and libraries were shut and all business | :01:54. | :01:58.
And there have been no bin collections in many areas. | :01:59. | :02:02.
In a moment, we'll be looking at how the strike affected you today. | :02:03. | :02:10.
But first, Cemlyn Davies on a day of industrial action across Wales. | :02:11. | :02:22.
Standing side-by-side. Teachers, librarians, civil servant and | :02:23. | :02:28.
council workers voice their anger over pay, pensions and working | :02:29. | :02:38.
conditions. To be honest, it is the last straw. The unions say the | :02:39. | :02:47.
average public sector employee is more than ?2000 worse off. Here in | :02:48. | :03:00.
Swansea, at around 300 people have gathered at Castle Square and their | :03:01. | :03:06.
message is clear enough. People sometimes only appreciate the | :03:07. | :03:11.
services when they are withdrawn. This is our last resort. Publics | :03:12. | :03:18.
services are the glue that holds society together. It is estimated | :03:19. | :03:28.
70,000 public sector workers in Wales took part in today's mass walk | :03:29. | :03:33.
out. Further rallies were held in Cardiff, Carmarthen and Wrexham. A | :03:34. | :03:41.
large number of members work in local schools as cooks and | :03:42. | :03:48.
cleaners. Is it right that they should end up earning less than the | :03:49. | :03:56.
minimum wage? Firefighters have also been taking action. We feel we are | :03:57. | :04:02.
being forced into a corner by this Government. For us, firefighters | :04:03. | :04:09.
working until the age of 60 will put people in danger. We need the | :04:10. | :04:14.
government to come back to the table to negotiate. But the Welsh Local | :04:15. | :04:23.
Government Association said the strike would not change anything and | :04:24. | :04:28.
employees are already being offered the best possible deal in a | :04:29. | :04:32.
challenging economic climate. The UK Government described the day as | :04:33. | :04:41.
irresponsible. It is a strike against the public and a recovering | :04:42. | :04:45.
economy. A lot of people would not have footed in favour of the strike. | :04:46. | :04:52.
They cannot go to work. The strike will end at midnight. The unions | :04:53. | :04:55.
were not rule out further industrial action in the future. | :04:56. | :04:58.
So what has been the impact of today's strike | :04:59. | :05:00.
Caroline Evans has been looking at what's been happening across Wales | :05:01. | :05:04.
With around half our school closed the strike has meant more playtime | :05:05. | :05:11.
for children more pressure for parents, but at this soft play | :05:12. | :05:15.
centre in Wrexham there was a mixed level of support for the action. | :05:16. | :05:24.
It was a bit short notice. I ended up having to take a day off work, | :05:25. | :05:31.
which is a lot of money because they have not got baby-sitters. I have | :05:32. | :05:36.
sympathy for the teachers. They too are fabulous job and I do understand | :05:37. | :05:39.
why they are doing this. level of support for the action. | :05:40. | :05:44.
There was frustration for tourists as the doors of our most national | :05:45. | :05:47.
museum sites remained firmly shut. In Cardiff, | :05:48. | :05:49.
a small notice pinned to the main door was all there was to greet this | :05:50. | :05:53.
coach load of French tourists. Many leisure centres and community | :05:54. | :05:58.
centres across Wales were also shut. People who'd put out rubbish | :05:59. | :06:01.
in Neath found themselves bringing it back in. | :06:02. | :06:05.
no collections today means they'll have to store some of it | :06:06. | :06:07.
for a month, worried about smells and rats John Jones | :06:08. | :06:10.
questioned what it would achieve. These days, that sort of thing | :06:11. | :06:22.
should not happen. It is a negotiation. Years ago, it would | :06:23. | :06:28.
make a difference, it was a different thing was up strikes would | :06:29. | :06:31.
get you somewhere. But not these days. The public service, in | :06:32. | :06:36.
particular, should be provided. questioned what it would achieve. | :06:37. | :06:43.
Despite a picket line, the National Library of Wales in | :06:44. | :06:46.
Aberystwyth did stay open but the same was not true of many libraries | :06:47. | :06:49.
in Wales which remained closed. Motorists too saw | :06:50. | :06:52.
the effect Cardiff's Butetown tunnel was shut down making for slow going | :06:53. | :06:56.
in some parts of the city by rush hour traffic was at a standstill | :06:57. | :07:02.
in some roads around the centre. This evening fire fighters who | :07:03. | :07:05.
walked out at ten this morning remained | :07:06. | :07:08.
on the picket line in Pembroke Dock members of the FBU union are on | :07:09. | :07:11.
strike until 7pm tonight and they plan more strike action next week. | :07:12. | :07:16.
Our parliamentary correspondent David Cornock is at Westminster | :07:17. | :07:18.
David, what's the reaction been there to today's strike? | :07:19. | :07:29.
The Cabinet Office has been trying to manage the strike on behalf of | :07:30. | :07:36.
the government it has been trying to play down the impact of it. It is | :07:37. | :07:41.
pointing out job centres opened and four out of five driving tests took | :07:42. | :07:48.
place. In England, most schools opened and intensive civil servants, | :07:49. | :07:54.
82% turned up for work. The politics are pretty straightforward. Plaid | :07:55. | :08:04.
Cymru assembly members have been addressing those on strike at | :08:05. | :08:14.
rallies. The government 's handling of this has been criticised. The | :08:15. | :08:19.
Shadow Welsh Secretary have supported the strike this week. The | :08:20. | :08:23.
challenge for Labour is if they win the next election, they say they | :08:24. | :08:28.
will stick to coalition spending plans initially. That means they are | :08:29. | :08:32.
not in a position to offer the strikers any more money. Build the | :08:33. | :08:39.
action make a real difference? Ministers here say they do | :08:40. | :08:42.
understand the frustration of people who have gone on strike today. They | :08:43. | :08:47.
say if you work in the public sector, the chances are you'll pay | :08:48. | :08:53.
has gone down, or rather, gone up by more than those in the private | :08:54. | :08:57.
sector that from the start of the recession put up the Conservatives | :08:58. | :09:00.
are saying they may change the law if they win the next election to | :09:01. | :09:07.
introduce a threshold so 50% of union members would have to vote for | :09:08. | :09:10.
a strike before it could happen. If you apply that to assembly elections | :09:11. | :09:17.
or other elections, very few politicians would be elected. | :09:18. | :09:19.
Campaigners have lost their high court fight to stop | :09:20. | :09:21.
services being lost from Withybush Hospital in Pembrokeshire | :09:22. | :09:23.
A judge has dismissed their legal challenges against | :09:24. | :09:26.
Hywel Dda health board saying he was wholly unconvinced that the | :09:27. | :09:29.
procedure was in any way unlawful. Abigail Neal reports. | :09:30. | :09:38.
Their protests and please could not have been louder but so far, they | :09:39. | :09:45.
failed to hit their mark. Campaigners have been battling on a | :09:46. | :09:49.
couple of France. In Pembrokeshire, hiking plans to close the special | :09:50. | :09:56.
care baby unit and the last of a special care unit. In Llanelli, | :09:57. | :10:06.
against plans to downgrade the accident and emergency unit into a | :10:07. | :10:12.
GP and nurse led unit. A judge ruled both these decisions are lawful. We | :10:13. | :10:19.
are despondent. We are sad regarding the decision. As a group, we must | :10:20. | :10:27.
accept that it has gone through the legal forces and we must move on. | :10:28. | :10:41.
He said the courts were only concerned with the lawfulness of the | :10:42. | :10:47.
decisions and he was wholly unconvinced that any aspect of the | :10:48. | :10:52.
procedure was unfair or unlawful. Campaigners say they may have lost | :10:53. | :10:54.
the legal arguments that they will fight on. This is wrong for the | :10:55. | :11:00.
people of temperature. It is dangerous. I do believe that people | :11:01. | :11:07.
will die on the road between Pembrokeshire and Carmarthen. These | :11:08. | :11:15.
impressions show how the new maternity unit will look when it | :11:16. | :11:18.
opens in August. He has ordered said they hope this judgement followed | :11:19. | :11:23.
its staff and members of the public with the assurance they needed. The | :11:24. | :11:28.
Welsh Government have welcomed this ruling, saying had services here | :11:29. | :11:31.
need to evolve and modernised to meet the changing needs of the | :11:32. | :11:34.
population and to take full advantage of new benefits to | :11:35. | :11:39.
technology. The spokesperson called the judgement and important one for | :11:40. | :11:44.
the future of services here in Wales. | :11:45. | :11:46.
Vulnerable children and young people in the care system across Wales are | :11:47. | :11:48.
still being denied the right to an independent professional | :11:49. | :11:51.
That's according to the Children's Commissioner for Wales, who says | :11:52. | :11:56.
that whilst there has been progress, it's been too patchy, and slow. | :11:57. | :11:59.
The Welsh Government disagrees, and says it's committed to empowering | :12:00. | :12:02.
Tasha Wood has been in the care system for nine years. | :12:03. | :12:12.
When I was younger, I could have done with an advocate to explain | :12:13. | :12:22.
what was going on. I was informed and everything but an advocate would | :12:23. | :12:27.
have explained it to me so I had a deeper understanding also I was a | :12:28. | :12:32.
child at the time. If I had something to say, they could have | :12:33. | :12:34.
got that across the me. Schemes in Wales to help 19-24 year | :12:35. | :12:42.
olds get into work , education or training should be more | :12:43. | :12:44.
closely evaluated to establish what is good value for money according to | :12:45. | :12:47.
the Wales Audit Office . The same report said that they | :12:48. | :12:50.
Welsh Governments projects for 16 - Here's our economics | :12:51. | :12:53.
correspondent Sarah Dickins. Learning to climb. These young | :12:54. | :13:01.
people are on a scheme that aims to take them one stage closer to | :13:02. | :13:05.
employment. They have left school and have yet to find a job. They | :13:06. | :13:09.
have signed up for training. It is important. If children come out of | :13:10. | :13:16.
school without qualifications, you do not have somewhere to go. You | :13:17. | :13:23.
should not give up. The idea is to build social skills and team | :13:24. | :13:28.
working. Employers say it is important in the workplace and will | :13:29. | :13:31.
increase their chances of getting a job. In Cardiff and Newport, we find | :13:32. | :13:40.
the highest proportion of young people who are not in education, | :13:41. | :13:45.
employment or training. Without many of the people in that group between | :13:46. | :13:57.
16 and 19 has fallen, it has increased for the older age group. | :13:58. | :14:10.
It is not necessarily that they are not effective. The current economy | :14:11. | :14:19.
has had an effect. The plans for 16 to 18 euros have better coordination | :14:20. | :14:24.
and targeting and better use of resources. That could be applied to | :14:25. | :14:28.
the older age group as well and that would have more beneficial effect. | :14:29. | :14:35.
Training is not just about climbing. Extra lessons are giving and work | :14:36. | :14:43.
experience is arranged. We try to get them to get into as something | :14:44. | :14:47.
better. They are quite introverted at times and they have a lot of | :14:48. | :14:52.
trust issues. Coming to a centre like this is great to support | :14:53. | :14:56.
workers. We break down the barriers they have. Teenagers and 18 to not | :14:57. | :15:05.
have job-seeker's Allowance but they do get ?30 a week if they join a | :15:06. | :15:10.
training scheme. It takes us off the streets and from committing crimes. | :15:11. | :15:18.
It gives you money as well. The government says recommendations in | :15:19. | :15:20.
the report will be addressed and they will be a full evaluation. | :15:21. | :15:30.
A historic night for Welsh Premier side Aberystwyth | :15:31. | :15:33.
but they have a mountain to climb in the Europa League. | :15:34. | :15:36.
And we find out what life was like in Wales 5,000 years ago. | :15:37. | :15:44.
Last year we told you about the wind turbine on a Welsh | :15:45. | :15:47.
It cost ?48,000 to install, but had been generating an average of just | :15:48. | :15:51.
Our political reporter Paul Martin has the story. | :15:52. | :16:05.
The building behind me was designed to be environmentally friendly. It | :16:06. | :16:14.
has lots of features that help with that. The walls and windows are | :16:15. | :16:21.
designed for maximum natural ventilation. The rainwater gathered | :16:22. | :16:25.
on the roof is used to flush the toilet. The Welsh Government has | :16:26. | :16:29.
similar features in its buildings across the country, including the | :16:30. | :16:35.
turbine in Aberystwyth. But the performance has been poor. The data | :16:36. | :16:39.
last year showed it was generating around 33 kilowatt hours of | :16:40. | :16:44.
electricity per month. In the consumer market, it is worth about | :16:45. | :16:49.
?5. It would take hundreds of years to offset its initial cost. The | :16:50. | :16:53.
government said the reason for the poor performance was mechanical | :16:54. | :16:59.
problems. The company which men affected it said it was the poor | :17:00. | :17:04.
location. Its days are numbered. Yes, they are. Basically, there was | :17:05. | :17:16.
talk of moving the location but in January, it broke down altogether. | :17:17. | :17:20.
The manufacturers a few months later went bust. There is no prospect of | :17:21. | :17:26.
repair or maintenance. The government decided to take it away. | :17:27. | :17:32.
It is frustrating when government and politicians do something to look | :17:33. | :17:39.
green and use a tick box. This is what we have seen here. ?48,000 of | :17:40. | :17:45.
wasted money and the government tried to look green but did not | :17:46. | :17:52.
achieve what they wanted to. As for when the turbine will be removed and | :17:53. | :17:56.
how much it will cost, the government is not able to tell us. | :17:57. | :18:03.
Independent television producers in Wales have welcomed | :18:04. | :18:05.
a proposal by the BBC's Director General to introduce an open market | :18:06. | :18:07.
Lord Hall said he wanted to end a system which ensures that half | :18:08. | :18:11.
of the BBC's programmes are made by BBC production teams. | :18:12. | :18:14.
The move would also allow the BBC to sell programmes to other channels. | :18:15. | :18:20.
We always welcome the opportunity to cede more doors opening for the bits | :18:21. | :18:29.
they will be a wider Tendring process, that is acceptable because | :18:30. | :18:31.
we are not afraid of competition. Football | :18:32. | :18:41.
and Aberystwyth can make history It?s the club's first home match | :18:42. | :18:42.
in the Europa League and they have never won a European | :18:43. | :18:46.
game in their 130-year history. But heavy first leg defeats for | :18:47. | :18:49.
the Seasiders and Bangor City have led many to ask whether the Welsh | :18:50. | :18:52.
Premier League should consider moving to the summer to help clubs | :18:53. | :18:55.
playing in European competitions. Aberystwyth Town aren't lacking in | :18:56. | :19:01.
passion but they are lacking one but they are lacking one thing. | :19:02. | :19:08.
This club has never won a European game. That is our target. | :19:09. | :19:17.
but they are lacking one thing. Manager Ian Hughes | :19:18. | :19:20.
realises it'll be tough. Their opponents Derry City | :19:21. | :19:22.
arrive full of confidence. They thrashed the seasiders 4-0 | :19:23. | :19:24.
last week in the first leg. But the League of Ireland Premier | :19:25. | :19:28.
side are 18 games into their season. Their division switched to playing | :19:29. | :19:30.
summer football over a decade ago. Hughes thinks it could be worth | :19:31. | :19:33.
considering if clubs fair better in European competitions. | :19:34. | :19:35.
Although his main focus is securing a win tonight. | :19:36. | :19:42.
If we can get an early goal, the crowd can make it a good atmosphere. | :19:43. | :19:53.
But let us win the game and see where it takes us. | :19:54. | :19:57.
securing a win tonight. Aberystwyth Town is a club rich | :19:58. | :19:59.
in history. defunct Intertoto Cup. A win tonight | :20:00. | :20:04.
would be historic. Chris Hefferan is But this is | :20:05. | :20:04.
the club?s first appearance We had a good racketeer last year. | :20:05. | :20:43.
Football is a funny game. This fan cheered his club to a home win last | :20:44. | :20:56.
season. It is a chance to see a different team and someone from a | :20:57. | :20:59.
different league coming along. The club has made headlines in recent | :21:00. | :21:06.
years. It got national coverage when they sent a tang in cheek to eat too | :21:07. | :21:14.
much is that United after they failed to qualify for a European | :21:15. | :21:15.
competition. football is short lived, it will | :21:16. | :21:35.
live long in the memory of fans. Next season's opening fixtures | :21:36. | :21:53.
for the newly named Guiness Pro 12 The season will begin on September | :21:54. | :21:56.
the fifth and through that weekend. The Scarlets take on Ulster at home, | :21:57. | :22:01.
while the Ospreys host Trevisio. The Cardiff Blues travel to Zebre | :22:02. | :22:05.
and the Dragons go to Connacht. Archaeologists excavating | :22:06. | :22:11.
an iron age hill fort in South Wales It was thought the site in Caerau, | :22:12. | :22:13.
in the West of Cardiff, But artefacts unearthed this week | :22:14. | :22:19.
reveal a settlement that's far older than anyone had thought, | :22:20. | :22:25.
shedding new light on life in Wales If your daily commute takes you | :22:26. | :22:37.
along the A4232 from the M4 to Cardiff Bay, you've probably passed, | :22:38. | :22:40.
without realising it, one of the most important archaeological | :22:41. | :22:44.
sites in South Wales. Above the Caerau housing estate | :22:45. | :22:48.
in Ely stands a hill where you'll find an early medieval church and | :22:49. | :22:52.
the foundations of a Norman castle. But the history of this site | :22:53. | :22:57.
dates back much earlier. These archaeologists are excavating | :22:58. | :23:01.
an area which once housed an Iron Age hillfort in about 700 BC. | :23:02. | :23:10.
Very little expression has been done in these thoughts. We went to know | :23:11. | :23:19.
if they were refugees of whether they were lived in permanently with | :23:20. | :23:23.
lots of people. It is clear from our work that these ports were occupied | :23:24. | :23:28.
for many centuries. Iron Age hillfort in about 700 BC. | :23:29. | :23:36.
This is an artists' impression of how the hillfort would have | :23:37. | :23:38.
looked around 2,500 years ago. It was always thought this site | :23:39. | :23:41.
belonged to the Iron Age period. But history may now | :23:42. | :23:42.
have to be rewritten. These artefacts date back to the | :23:43. | :23:55.
Neolithic period proving there was a community centre here more than 5000 | :23:56. | :23:56.
years ago. have to be rewritten. | :23:57. | :24:13.
And that's at least 3,000 years earlier than previously thought. | :24:14. | :24:16.
It means this hill top was likely to have been a significant settlement | :24:17. | :24:20.
as far back as 3,600 BC. This whole site is | :24:21. | :24:22.
a time travellers' dream. Archaeologists have found ornate | :24:23. | :24:25.
jewellery dating back to Roman times, the second century AD, | :24:26. | :24:28.
suggesting this hillfort was populated throughout | :24:29. | :24:28.
our early history. I have been finding parts and animal | :24:29. | :24:43.
bones. Last week, I found a Roman nail from the building. | :24:44. | :24:49.
our early history. Archaeologists will be digging | :24:50. | :24:52.
at this site until the end of the month. | :24:53. | :24:54.
What started as an Iron Age excavation has suddenly become | :24:55. | :24:56.
something a lot bigger and much more exciting. | :24:57. | :24:59.
I bet those archaeologists wouldn't mind this dry spell continuing | :25:00. | :25:01.
It's been a fine day across most of Wales. | :25:02. | :25:08.
Cardiff the hotspot reaching 24C in Usk. | :25:09. | :25:12.
Warmest in the east but where it's been cloudier further | :25:13. | :25:14.
west a bit cooler. 16C at Aberporth in Ceredigion | :25:15. | :25:18.
with a breeze off the sea. A mostly fine evening to come, | :25:19. | :25:20.
though the cloud will continue to thicken. | :25:21. | :25:23.
Maybe a few spots of rain further west but not amounting to much. | :25:24. | :25:26.
Some coastal mist and hill fog, remaining dry for most and mild | :25:27. | :25:31.
at 10-15C. Tomorrow, we're sandwiched | :25:32. | :25:33.
between two weather fronts. This warm front | :25:34. | :25:35.
which has brought rain across the east of the UK weakens as | :25:36. | :25:39.
it moves westwards and this one over Ireland heading in for the weekend. | :25:40. | :25:43.
So tomorrow's largely dry and often bright with sunny spells. | :25:44. | :25:46.
Some thicker cloud developing as both of those weather systems | :25:47. | :25:50.
edge a bit closer. That warm front | :25:51. | :25:53.
from the east bringing humid air could trigger an isolated shower. | :25:54. | :25:57.
But for most, remaining dry with highs between 18C along the west | :25:58. | :26:00.
coast with an on shore breeze, often feeling muggy elsewhere. | :26:01. | :26:04.
23C in Monmouthsire. Any showers should peter | :26:05. | :26:06.
out tomorrow night. Variable cloud with more extensive | :26:07. | :26:08.
mist and fog patches forming especially | :26:09. | :26:10.
along the Pembrokeshire coast. Otherwise dry and mild at 10-15C It | :26:11. | :26:14.
should be fine at first on Saturday, some sunny spells and warm | :26:15. | :26:19.
before cloud and showery rain push in from the west later on | :26:20. | :26:22.
and will begin to move eastwards, remaining humid at 18-21C. | :26:23. | :26:27.
But as these fronts push in later Saturday and into Sunday, | :26:28. | :26:31.
there's a more unsettled Atlantic influence to our weather | :26:32. | :26:35.
and feeling fresher too as we lose that humidity from the continent. | :26:36. | :26:38.
Those showers will clear through early Sunday, | :26:39. | :26:40.
turning into a brighter but breezier day, more in the way | :26:41. | :26:45.
of sunshine by the afternoon. Still warm but a much fresher feel. | :26:46. | :26:48.
So the weekend starts humid with sunshine and showers, | :26:49. | :26:53.
slightly fresher and changeable for the start of next week | :26:54. | :26:57.
but signs of things settling down and turning warmer midweek onwards. | :26:58. | :27:15.
Unions say people have been striking over conditions. Campaigners have | :27:16. | :27:23.
lost their High Court fight to stop services being lost from hospitals | :27:24. | :27:27.
in Pembrokeshire and Llanelli. We'll have a quick update at 8pm | :27:28. | :27:33.
and more after the BBC News at Ten. For now though from all of us on | :27:34. | :27:37.
the programme, have a good evening. | :27:38. | :27:40. |
