That is all from the BBC News at 6.00pm. So goodbye

:00:00.:00:00.

Welcome to Wales Today - our top story.

:00:00.:00:00.

Named by police as most wanted-Martin Evans

:00:07.:00:11.

As Nato leaders prepare to arrive in Newport- is it necessary to close

:00:12.:00:16.

Why hundreds of millions of pounds in top up payments could be

:00:17.:00:20.

The firm selling Murco oil refinery in Pembrokeshire announces all

The firm selling Murco oil refinery in Pembrokeshire announces all

:00:30.:00:40.

of its UK petrol stations will also be sold.

:00:41.:00:43.

And it's bye bye Bertha - but hello to some pretty autumnal

:00:44.:00:46.

A drug trafficker and fraudster from Swansea, who's been on the run for

:00:47.:01:09.

years, will be extradited to the UK after being caught in South Africa.

:01:10.:01:13.

Martin Evans was jailed eight years ago but later absconded from prison.

:01:14.:01:18.

Back in the '90s Evans had conned investors in a south Wales ostrich

:01:19.:01:21.

He was one of the UK's most wanted criminals. After three years on the

:01:22.:01:48.

run and a global operation to finding, Martin Evans walked into

:01:49.:01:52.

court and into the glare of the cameras. He was arrested in

:01:53.:01:53.

Johannesburg. Officers swooped while he was getting out of his car at a

:01:54.:01:58.

housing complex. His life as a criminal goes back to decades, when

:01:59.:02:02.

he stepped this ostrich farm near Swansea. He started the business

:02:03.:02:05.

after his double glazing firm import all but failed. He promised

:02:06.:02:08.

investors big profits but come from out of nearly ?1 million. Before he

:02:09.:02:15.

came to trial, he fled to Spain. There he masterminded a

:02:16.:02:18.

multi-million pound drugs and money-laundering operation. He was

:02:19.:02:22.

eventually caught in the US and sentenced to 21 years in jail in

:02:23.:02:28.

2006 stop during a weekend release from prison in 2011, he disappeared

:02:29.:02:33.

and went on the run for three years, sparking an international search

:02:34.:02:37.

which led to South Africa. Evans will remain in jail until the

:02:38.:02:41.

justice minister agrees for him to be extradited to the UK. He told the

:02:42.:02:45.

court he won't be appealing the decision.

:02:46.:02:48.

Just before we came on air I spoke to the BBC's Africa

:02:49.:02:51.

I asked him what happens next to Martin Evans.

:02:52.:02:57.

As you saw there, he looked pretty happy in court and offered no

:02:58.:03:04.

challenge to his extradition. Which means that, in simple terms, it's

:03:05.:03:11.

almost a procedural issue, not much in the way of legal headaches in the

:03:12.:03:16.

days or weeks to come. We're not yet being given any clear idea by the

:03:17.:03:19.

South African authorities exactly how long will keep him. He is

:03:20.:03:25.

remaining in custody. The Magistrates' Court is here in

:03:26.:03:28.

Johannesburg and presumably he's being kept somewhere in this area.

:03:29.:03:35.

There are complicated extraditions, one thinks of Shrien Dewani, took

:03:36.:03:38.

many months for him to get extradited, but the assumption is

:03:39.:03:44.

that Mr Evans will be put on a plane relatively quickly after a few more

:03:45.:03:49.

documents have been signed and agreements reached. This is headline

:03:50.:03:54.

news here. Is it making reports in South Africa? I'm afraid not. There

:03:55.:04:02.

were some cameras in court today but it certainly wasn't a packed

:04:03.:04:06.

courtroom like we are seeing in Pretoria for the Oscar Pretorius --

:04:07.:04:14.

Oscar Pistorius trial. There is some interest, above all, South Africa's

:04:15.:04:20.

be tension as a haven for criminals of all sorts is a real concern --

:04:21.:04:27.

South Africa's repeat nation. They have been issues between the British

:04:28.:04:33.

and South African government is, that passports and pieces are too

:04:34.:04:36.

easy to get, it is certainly something that has been tackled at

:04:37.:04:42.

the highest level. -- visas are too easy to get.

:04:43.:04:47.

The Welsh Government could get hundreds of millions of pounds

:04:48.:04:49.

in top up payments under a pledge announced by the Liberal Democrats.

:04:50.:04:52.

The party claims that if it forms part

:04:53.:04:54.

of a coalition after the general election it would try to address

:04:55.:04:57.

concerns over the Barnett Formula - which is the way that Westminster

:04:58.:05:00.

Here is our political editor. The First Minister has tonight laid out

:05:01.:05:18.

what he calls... How much money the Welsh government

:05:19.:05:26.

received from Westminster has been one of the dominant stories in

:05:27.:05:29.

recent years. Much of it is down to one equation, the Barnett Formula

:05:30.:05:34.

has been with us since the 1970s, but a report five years ago found

:05:35.:05:39.

that funding for areas like Alf and education is around ?300 million

:05:40.:05:44.

below what it should be be taken into account the needs of Wales.

:05:45.:05:49.

Ashley Cross health and education. Sensitivity over the way Westminster

:05:50.:05:55.

funds Scotland has meant the many calls to reform Barnet in recent

:05:56.:05:58.

years have come to nothing. But if that's about to change? If there is

:05:59.:06:04.

a repeat of 2010 after next year's general election and the Lib Dems

:06:05.:06:07.

form a coalition government at Westminster, they claim it will be a

:06:08.:06:11.

priority for the party in any coalition talks. I see this

:06:12.:06:17.

commitment in the pre-manifesto is absolutely key, as a party, we have

:06:18.:06:24.

recognised that Wales is not only poorly funded by the Barnett

:06:25.:06:27.

Formula, we are proposing to do something about it, that will be key

:06:28.:06:30.

to us in taking forward negotiations. There has been a

:06:31.:06:35.

sceptical response from the man who wrote the original report that

:06:36.:06:39.

concluded that the Welsh government should get more money from

:06:40.:06:44.

Westminster. It is possible that Northern Ireland would be able to

:06:45.:06:47.

say in a year or two that it is underfunded as well pull stop in

:06:48.:06:51.

that case, they will ask for a top up. You then get a select the

:06:52.:06:58.

English public that anybody who is underfunded gets a top up at

:06:59.:07:00.

somebody who is underfunded gets a top up back. Nice work if you can

:07:01.:07:05.

get it, but I don't know how well that will play. There are plenty of

:07:06.:07:10.

hurdles to overcome but there could be Begovic and is of hurdles to

:07:11.:07:13.

overcome but there could be Begovic and is. It is the main reason why he

:07:14.:07:20.

doesn't want ministers who in Cardiff to have control over income

:07:21.:07:27.

tax. If there is more money from Westminster in future, it could make

:07:28.:07:30.

it more likely that ministers here have responsibility some of the big

:07:31.:07:38.

taxes we all pay. The funding of devolved government is being thrown

:07:39.:07:41.

into focus by the Scottish referendum. Expect there to be more

:07:42.:07:51.

in the months ahead. How realistic is this millions of pounds flooding

:07:52.:07:58.

from Westminster? The Treasury haven't given an inch on this in the

:07:59.:08:01.

five years since the report, so even if the Lib Dems form part of a

:08:02.:08:05.

coalition, it will be a tall order for them. One of the main reasons I

:08:06.:08:10.

say that is whoever forms the next UK Government, they will face a

:08:11.:08:15.

tight set of financial conditions. There is not going to be less money

:08:16.:08:20.

for Scotland, regardless of the referendum, so any new money for

:08:21.:08:23.

Wales will have to come from other budgets, they would have to be cut,

:08:24.:08:27.

as you believe that will lead to a perception that exists that Wales

:08:28.:08:33.

has an overly generous settlement from the Westminster government.

:08:34.:08:38.

That said, the Lib Dems have gone further than all the other parties

:08:39.:08:42.

on this but they are not the only party talking about it. Labour are

:08:43.:08:45.

talking about addressing a specific set of issues in relation to Wales,

:08:46.:08:53.

and the big unknown is the Scottish referendum. Maybe it does throw up

:08:54.:08:57.

up particular set of circumstances, and momentum, for a change and this

:08:58.:09:07.

which hasn't happened until now. The former Welsh Conservative leader's

:09:08.:09:13.

duties will consist of managing the legislative framework in the Lord.

:09:14.:09:17.

Nick Bourne is one of five Wales -based members of the UK Government.

:09:18.:09:22.

A row has broken out over whether schools should have

:09:23.:09:24.

their opening times disrupted during the NATO Summit.

:09:25.:09:26.

Schools in the Vale of Glamorgan have been advised to start late

:09:27.:09:29.

and close early during the summit, which is being held in Newport,

:09:30.:09:32.

The local MP says he's worried about the problems it could pose

:09:33.:09:35.

Flying into the biggest event Wales has ever seen. Resident Obama is

:09:36.:09:49.

full of 60 world leaders who will be in Newport next month for the NATO

:09:50.:09:53.

summit. 12 miles of fencing has already been put up. The security

:09:54.:09:57.

operation will be cute and the knock-on effects surrounding area

:09:58.:10:01.

significant, particularly in terms of getting around, but the summit

:10:02.:10:05.

taking place next to the M4. That is why the local council has of schools

:10:06.:10:08.

in the county should consider closing early and opening late the

:10:09.:10:14.

summit is on. I appreciate other people have different information

:10:15.:10:18.

that we have been given the advice in a meeting with officers, saying

:10:19.:10:22.

they try to limit the disruption for people and staff. If it is an

:10:23.:10:27.

overreaction, it is only a reaction to the commission we have been

:10:28.:10:32.

given. All we did was follow the advice. The letter from the Vale of

:10:33.:10:36.

Glamorgan Council says: The local MP says it is taking

:10:37.:11:08.

things too far. Schools in Cardiff and Newport will be at the risk of

:11:09.:11:13.

more disruption than schools in places like the Vale of Glamorgan.

:11:14.:11:18.

Why are the ones in Cardiff and Newport remaining open or untouched

:11:19.:11:20.

but once in the Vale of Glamorgan closing? In Newport, 49 out of 54

:11:21.:11:27.

schools will be closed or partially closed on Friday. In Cardiff, 63,

:11:28.:11:33.

around half the total, will do the same.

:11:34.:11:42.

Possibly including some, nearly 40 miles away from the summit venue.

:11:43.:11:53.

Between them, this pair of women have many 's children but have

:11:54.:11:57.

different views. It wouldn't be an issue but I will have two children

:11:58.:12:01.

in one school and two children in another school and they will close

:12:02.:12:04.

both at the same time, it will be difficult to pick some up and

:12:05.:12:08.

dropped them off at the same time. It's great, it puts Cardiff in South

Wales on the map, it is bring business to the area I am all for

:12:15.:12:19.

it. At the moment, the police said there are no plans to close the M4.

:12:20.:12:24.

The UK Government says it expects the busiest times to be on Thursday

:12:25.:12:27.

evening and Friday morning, when the summit is in full swing. Downing

:12:28.:12:32.

Street says that it expects some schools in Newport and Cardiff to be

:12:33.:12:36.

affected but even there, it would expect most schools to remain open.

:12:37.:12:41.

A coroners inquiry into the death of Arthur Jones, who died

:12:42.:12:44.

during a walking holiday in Crete has been opened and adjourned.

:12:45.:12:47.

The 73-year old from Denbigh went missing on the

:12:48.:12:49.

Today's hearing was told it still isn't known what caused his death

:12:50.:12:53.

The organisers of a long distance endurance race

:12:54.:13:00.

have had to cut short a kayaking leg after competitors encountered strong

:13:01.:13:03.

The event is a six hundred kilometre race through Wales involving kayaks,

:13:04.:13:07.

After leaving Caernarfon this morning to paddle to Llanfairfechan

:13:08.:13:10.

competitors were forced to come ashore in Bangor

:13:11.:13:12.

A 17-year-old boy has died following a house fire

:13:13.:13:22.

Fire crews were called to the house in Stewart Street at around

:13:23.:13:26.

Alex Lewis was taken to Nevill Hall Hospital in Abergavenny

:13:27.:13:29.

Police say the fire is not believed to have been started deliberately.

:13:30.:13:43.

The owner of Murco has reached an agreement to sell

:13:44.:13:46.

the company's filling stations to Motor Fuel Group for ?200 million.

:13:47.:13:48.

The news comes less than a fortnight after Murphy Oil revealed it was

:13:49.:13:51.

also selling the Murco refinery in Milford Haven - bringing

:13:52.:13:54.

The temp to logo -- the Murco logo is a common sight on roads

:13:55.:14:10.

throughout the south-west. There are 78 Murco fuel stations across

:14:11.:14:16.

Wales. The company owns a third of them, the others are in dependent

:14:17.:14:20.

but get their fuel from Murco. The deal will see Motor Fuel Group take

:14:21.:14:27.

ownership of the 25 stations owned by Murco in Wales and 200 others

:14:28.:14:33.

across the UK. MFG will also take over responsibility for transporting

:14:34.:14:37.

fuel to the independently owned forecourts. Many of them are in rule

:14:38.:14:42.

areas, if they closed, they wouldn't be replaced so it is good news that

:14:43.:14:47.

the motorists are going to have access to that local fuelling

:14:48.:14:52.

facility, often with a shop, and that is going to happen with jobs,

:14:53.:14:58.

and all the people that supply the filling station. Today's

:14:59.:15:04.

announcement comes less than a fortnight after Murphy Oil revealed

:15:05.:15:08.

it had reached an agreement to sell the Murco refinery in Milford Haven

:15:09.:15:16.

--. Murco's future is suddenly much clearer. A new company coming at it

:15:17.:15:24.

in the form of motor fuel will be able to put its own business model

:15:25.:15:28.

onto these garages, that business model is to provide the users of the

:15:29.:15:33.

garages with more services than just filling up the tank. And to build on

:15:34.:15:38.

the convenience stores and that sort of thing that exists in many of

:15:39.:15:44.

these garages already. The fuel stations will continue to operate

:15:45.:15:47.

under the Murco banner and the sale is expected to be completed before

:15:48.:15:49.

the end of September. Bale is back - as Cardiff prepares

lives of servicemen and women. Some patients don't access the care

they need at the end of their lives according to the charity, Marie

Curie. They've found that palliative care in ethnic minorities

communities is under-used. They've now launched a scheme to

:16:19.:16:19.

try and tackle some of the barriers faced when a relative is

:16:20.:16:22.

diagnosed with a terminal illness. It is not a topic any family will be

:16:23.:16:38.

comfortable discussing -- how best to look after your loved one at the

:16:39.:16:43.

end of their life. But today's report by Mary Keary Cancer care

:16:44.:16:48.

suggests that those from ethnic minorities are unaware support out

:16:49.:16:54.

there. The charity's Hospice in the Vale of Glamorgan has been given big

:16:55.:16:56.

lottery funding to try and understand why that is. The biggest

:16:57.:17:03.

thing is people's like knowledge around our services and what would

:17:04.:17:08.

provide, what we support. We support people with terminal illnesses and

:17:09.:17:13.

support them in a variety of ways, maybe in their own homes, maybe in

:17:14.:17:16.

the hospice. It's about giving people a choice. People are anxious

:17:17.:17:22.

for the people will have their dietary, religious needs met if they

:17:23.:17:25.

use our services. Whether it is a chef using halal meat, or

interpreters available around the clock, the hospices is looking at

how can do more. People from other cultures can't always carefully sick

of your data. I think the point of referral is essential, it is really

people off the street, there is always a point of referral from your

:17:57.:18:01.

GP or hospital, that's a conversation that needs to be had at

:18:02.:18:04.

that point so you aware of what is there. In Cardiff and Vale, 15% of

:18:05.:18:11.

people are from ethnic minority backgrounds. We didn't see that

:18:12.:18:16.

reflected on the wards today but the Hospice says that since the project

started there has been a 37% increase in the number of people
