A drug trafficker and fraudster from Swansea, who's been on the run for

years, will be extradited to the UK after being caught in South Africa.

Martin Evans was jailed eight years ago but later absconded from prison.

Back in the '90s Evans had conned investors in a south Wales ostrich

He was one of the UK's most wanted criminals. After three years on the

run and a global operation to finding, Martin Evans walked into

court and into the glare of the cameras. He was arrested in

Johannesburg. Officers swooped while he was getting out of his car at a

housing complex. His life as a criminal goes back to decades, when

he stepped this ostrich farm near Swansea. He started the business

after his double glazing firm import all but failed. He promised

investors big profits but come from out of nearly ?1 million. Before he

came to trial, he fled to Spain. There he masterminded a

multi-million pound drugs and money-laundering operation. He was

eventually caught in the US and sentenced to 21 years in jail in

2006 stop during a weekend release from prison in 2011, he disappeared

and went on the run for three years, sparking an international search

which led to South Africa. Evans will remain in jail until the

justice minister agrees for him to be extradited to the UK. He told the

court he won't be appealing the decision.

Just before we came on air I spoke to the BBC's Africa

I asked him what happens next to Martin Evans.

As you saw there, he looked pretty happy in court and offered no

challenge to his extradition. Which means that, in simple terms, it's

almost a procedural issue, not much in the way of legal headaches in the

days or weeks to come. We're not yet being given any clear idea by the

South African authorities exactly how long will keep him. He is

remaining in custody. The Magistrates' Court is here in

Johannesburg and presumably he's being kept somewhere in this area.

There are complicated extraditions, one thinks of Shrien Dewani, took

many months for him to get extradited, but the assumption is

that Mr Evans will be put on a plane relatively quickly after a few more

documents have been signed and agreements reached. This is headline

news here. Is it making reports in South Africa? I'm afraid not. There

were some cameras in court today but it certainly wasn't a packed

courtroom like we are seeing in Pretoria for the Oscar Pretorius --

Oscar Pistorius trial. There is some interest, above all, South Africa's

received from Westminster has been one of the dominant stories in

recent years. Much of it is down to one equation, the Barnett Formula

has been with us since the 1970s, but a report five years ago found

that funding for areas like Alf and education is around ?300 million

below what it should be be taken into account the needs of Wales.

Westminster. It is possible that Northern Ireland would be able to

say in a year or two that it is underfunded as well pull stop in

that case, they will ask for a top up. You then get a select the

English public that anybody who is underfunded gets a top up at

somebody who is underfunded gets a top up back. Nice work if you can

get it, but I don't know how well that will play. There are plenty of

doesn't want ministers who in Cardiff to have control over income

tax. If there is more money from Westminster in future, it could make

it more likely that ministers here have responsibility some of the big

taxes we all pay. The funding of devolved government is being thrown

in the months ahead. How realistic is this millions of pounds flooding

from Westminster? The Treasury haven't given an inch on this in the

five years since the report, so even if the Lib Dems form part of a

coalition, it will be a tall order for them. One of the main reasons I

say that is whoever forms the next UK Government, they will face a

tight set of financial conditions. There is not going to be less money

for Scotland, regardless of the referendum, so any new money for

Wales will have to come from other budgets, they would have to be cut,

as you believe that will lead to a perception that exists that Wales

has an overly generous settlement from the Westminster government.

That said, the Lib Dems have gone further than all the other parties

on this but they are not the only party talking about it. Labour are

talking about addressing a specific set of issues in relation to Wales,

and the big unknown is the Scottish referendum. Maybe it does throw up

up particular set of circumstances, and momentum, for a change and this

which hasn't happened until now. The former Welsh Conservative leader's

duties will consist of managing the legislative framework in the Lord.

their opening times disrupted during the NATO Summit.

but once in the Vale of Glamorgan closing? In Newport, 49 out of 54

schools will be closed or partially closed on Friday. In Cardiff, 63,

around half the total, will do the same.

The owner of Murco has reached an agreement to sell

the company's filling stations to Motor Fuel Group for ?200 million.

The news comes less than a fortnight after Murphy Oil revealed it was

also selling the Murco refinery in Milford Haven - bringing

but get their fuel from Murco. The deal will see Motor Fuel Group take

fuel to the independently owned forecourts. Many of them are in rule

areas, if they closed, they wouldn't be replaced so it is good news that

the motorists are going to have access to that local fuelling

facility, often with a shop, and that is going to happen with jobs,

and all the people that supply the filling station. Today's

announcement comes less than a fortnight after Murphy Oil revealed

it had reached an agreement to sell the Murco refinery in Milford Haven

--. Murco's future is suddenly much clearer. A new company coming at it

in the form of motor fuel will be able to put its own business model

onto these garages, that business model is to provide the users of the

garages with more services than just filling up the tank. And to build on

the convenience stores and that sort of thing that exists in many of

these garages already. The fuel stations will continue to operate

under the Murco banner and the sale is expected to be completed before

suggests that those from ethnic minorities are unaware support out

there. The charity's Hospice in the Vale of Glamorgan has been given big

lottery funding to try and understand why that is. The biggest

thing is people's like knowledge around our services and what would

provide, what we support. We support people with terminal illnesses and

support them in a variety of ways, maybe in their own homes, maybe in

the hospice. It's about giving people a choice. People are anxious

for the people will have their dietary, religious needs met if they

use our services. Whether it is a chef using halal meat, or

interpreters available around the clock, the hospices is looking at

how can do more. People from other cultures can't always carefully sick

and elderly at home and of course economic pressures apply regardless

of your data. I think the point of referral is essential, it is really

people off the street, there is always a point of referral from your

GP or hospital, that's a conversation that needs to be had at

that point so you aware of what is there. In Cardiff and Vale, 15% of

people are from ethnic minority backgrounds. We didn't see that

reflected on the wards today but the Hospice says that since the project

started there has been a 37% increase in the number of people

one belongs to Barbara Williams. She was killed in an air raid at the age

of 17. Her great-nephew readily visits her grave here in Cardiff.

is a way of getting a new generation engaged in a wartime history, and

you if you are a dab hand at technology, you can install one

yourself. Jo Davies lost his father here two years ago. He is buried

here in Bridgend. Charles Davies said that a merchant seaman and

survive the deadly Arctic convoys when he and his crew were hunted day

and night by German U-boats. After his death, Jo decided to install a

QR code on his father's grey. It cost less than ?100 and takes

visitors to websites containing old photographs of Charles, his wartime

records and a of him. I found that to be extremely therapeutic myself,

as his son, I felt it was part of the grieving process, honouring his
