with an almost electrical tension. Campaigners from the Yes and No | :01:56. | :01:59. | |
camps have come here from as far afield as Anglesey, | :02:00. | :02:03. | |
Pembrokeshire and the South Wales Valleys frantically making | :02:04. | :02:06. | |
their case to undecided voters who will hold the key | :02:07. | :02:10. | |
to the outcome. But it isn't just the future | :02:11. | :02:13. | |
of Scotland that will be decided - Wales, Northern Ireland and England | :02:14. | :02:17. | |
are also at a cross roads. We begin tonight with James Williams | :02:18. | :02:21. | |
who's been following the referendum campaign for Wales Today | :02:22. | :02:25. | |
from the beginning. A two-year debate is now in its | :02:26. | :02:37. | |
final hours. Time is running out for the two camps as they make their | :02:38. | :02:42. | |
final push for votes. Tomorrow's decision is for Scotland alone but | :02:43. | :02:46. | |
Wales' voice has also been heard in this campaign. Welsh politicians | :02:47. | :02:52. | |
from both sides of the debate have been making their case, including | :02:53. | :02:57. | |
the Welsh Secretary of state who was in Glasgow today campaigning in | :02:58. | :03:01. | |
support of the union. But Stephen Crabb recognises a mood for change | :03:02. | :03:05. | |
which could see more powers devolved to Wales and the issue of | :03:06. | :03:14. | |
underfunding addressed. It is work we are looking at closely at UK | :03:15. | :03:18. | |
Government level and going forward as part of this rethink of the | :03:19. | :03:22. | |
British constitution, we need to be looking at funding issues as they | :03:23. | :03:27. | |
apply to Wales. He also hinted at a shift in position which also | :03:28. | :03:30. | |
restricted income tax powers to Wales. I have always been | :03:31. | :03:37. | |
open-minded about income tax powers in Wales. As a Scotland is getting a | :03:38. | :03:42. | |
new swathe of powers, it is right that we look again at this, sooner | :03:43. | :03:47. | |
rather than later. These are issues to be addressed if Scotland votes | :03:48. | :03:54. | |
no. The latest polls suggest it has a slender lead when the undecideds | :03:55. | :04:00. | |
are excluded. But the supporters of independence say there is all to | :04:01. | :04:05. | |
play for. Welsh nationalists are buzzing with excitement at the | :04:06. | :04:08. | |
possibility. They feel it will reverberate southwards. In Wales, we | :04:09. | :04:14. | |
can take inspiration from this. We are a few years behind but the | :04:15. | :04:20. | |
people of Wales are also asking, if Scotland can decide on its own | :04:21. | :04:25. | |
future, this situation is not that different, why can't we also do it? | :04:26. | :04:29. | |
But what about the Welsh in Scotland who actually have a vote? This man | :04:30. | :04:36. | |
was born and raised in Ceredigion and he thinks a Yes vote can create | :04:37. | :04:40. | |
a new future for his adopted country. Why not go for it? Why does | :04:41. | :04:47. | |
anyone want to be controlled by someone in a different country, | :04:48. | :04:52. | |
especially as it stands just now, the three leaders in London are on a | :04:53. | :04:57. | |
different planet. But not everyone shares his conviction. In this rural | :04:58. | :05:05. | |
village, retiree Keith Bowen from Carmarthenshire is concerned about | :05:06. | :05:09. | |
an independent Scotland's finances. I think a lot of money will go out | :05:10. | :05:14. | |
of Scotland. The feeble amount of money I have got, I will try to | :05:15. | :05:21. | |
transferred down south. If it does go that way, I will certainly very | :05:22. | :05:29. | |
strongly think that we should move back to Wales. Keith believes | :05:30. | :05:35. | |
Scotland's future is best served in the union. This woman is not so | :05:36. | :05:39. | |
certain. The Glasgow University lecturer is wavering from one side | :05:40. | :05:42. | |
to the other on almost a daily basis. She wonders what impact a Yes | :05:43. | :05:50. | |
vote might have on Wales. Scotland going independent would leave Wales | :05:51. | :05:54. | |
as practically the loan Celtic voice in Westminster. Does that leave them | :05:55. | :06:00. | |
in a very weak position? Possibly. And on the one hand it might inspire | :06:01. | :06:04. | |
people in Wales to fight for independence and in some ways I | :06:05. | :06:09. | |
would like that they would, but Wales is in a very different | :06:10. | :06:12. | |
position to Scotland in terms of economics. Just some of the voices | :06:13. | :06:19. | |
with a Welsh accent in a national conversation of over 4 million but | :06:20. | :06:22. | |
with the referendum hanging in the balance, every vote will count. | :06:23. | :06:27. | |
Whatever happens, there is a promise that change is coming to this | :06:28. | :06:31. | |
place. But it is far less certain where that leaves Wales. | :06:32. | :06:34. | |

An historic day for Scotland, obviously, but also historic for | :06:46. | :06:52. | |
Wales, England and Northern Ireland. Absolutely. The union is often cast, | :06:53. | :07:01. | |
particularly in Scotland, as an Anglo Scottish relationship but it | :07:02. | :07:06. | |
is a 4 way relationship. Whatever happens, it will have an impact on | :07:07. | :07:09. | |
all four parts of the United Kingdom. You have lived in Wales for | :07:10. | :07:17. | |
a while. Independence is not on the agenda there in a way that it so is | :07:18. | :07:23. | |
here. Much lower levels. In recent polls it was 11%. Historically it | :07:24. | :07:29. | |
has been much higher in Scotland and now it is higher still. But I think | :07:30. | :07:34. | |
it would have a knock-on impact. It would certainly increase Plaid | :07:35. | :07:38. | |
Cymru's confidence going into the next assembly elections and | :07:39. | :07:42. | |
developing that argument in Wales. When you arrive in this city, the | :07:43. | :07:48. | |
place is electric. You can almost touch the atmosphere. The nervous | :07:49. | :07:53. | |
tension is extraordinary. I have been back-up for a few months. I was | :07:54. | :07:59. | |
in London before that. A lot of people are running on adrenaline. | :08:00. | :08:04. | |
Unusually, hyperbole does not apply but in this case it is absolutely | :08:05. | :08:10. | |
justified. The cliche, too close to call, applies to the result and also | :08:11. | :08:14. | |
another cliche that whatever happens, the status quo is not an | :08:15. | :08:16. | |
option. Thank you very much. If this campaign has been | :08:17. | :08:21. | |
about anything its been about winning hearts and minds, | :08:22. | :08:23. | |
but also pockets and purses too. The economy has been at | :08:24. | :08:26. | |
the centre of the debate here with both sides claiming the stability of | :08:27. | :08:29. | |
the country is best in their hands. So what would a Yes vote mean | :08:30. | :08:33. | |
for our businesses in Wales? Our correspondent Brian Meechan | :08:34. | :08:36. | |
has been finding out. It is Scotland's referendum but its | :08:37. | :08:56. | |
impact will be felt in Cardiff and across Wales for workers, shoppers | :08:57. | :09:00. | |
and businesses. The result is as uncertain as what comes next. And if | :09:01. | :09:05. | |
there is one thing businesses hate, it is an certainty. Whether there is | :09:06. | :09:10. | |
a yes or No vote in this referendum, it will usher in major changes in | :09:11. | :09:16. | |
Wales. For businesses, that means potential risks, but also if they | :09:17. | :09:22. | |
can adapt to whatever comes along, potentially great rewards. The Royal | :09:23. | :09:35. | |
Bank of Scotland has already said it will base its headquarters in London | :09:36. | :09:37. | |
in the event of independence although it does not expect jobs to | :09:38. | :09:40. | |
move. It means this Scottish company would remain firmly British in the | :09:41. | :09:42. | |
event of a Yes vote. Experts say companies could be attracted to | :09:43. | :09:44. | |
Wales' new financial zone but there would be competition from English | :09:45. | :09:49. | |
cities. Coming out of Scotland, they don't necessarily want to move to | :09:50. | :09:53. | |
London. The great advantage Cardiff has got is that you already have a | :09:54. | :09:58. | |
pool of knowledge in financial services, provide the infrastructure | :09:59. | :10:01. | |
and the people to do it, or the right elements, and it will attract | :10:02. | :10:08. | |
business. Even if there is a narrow No vote, some may decide to relocate | :10:09. | :10:13. | |
if it looks as if the issue is not settled and another referendum | :10:14. | :10:17. | |
looms. Another uncertainty is what currency Scotland will use. The | :10:18. | :10:20. | |
Scottish Government wants to continue with the pound as part of a | :10:21. | :10:26. | |
currency union with the UK. The Conservatives, Labour and the | :10:27. | :10:28. | |
Liberal Democrats have rejected the idea of a deal. And that matters to | :10:29. | :10:33. | |
businesses like this one where bosses do not believe there will be | :10:34. | :10:37. | |
any currency union. It employs 60 people, manufacturing knitwear and | :10:38. | :10:41. | |
socks for brands like burglary and the Royal Family. It is hard to see | :10:42. | :10:48. | |
how Scotland can vote yes and keep the pound. You can't have your own | :10:49. | :10:52. | |
tax making laws if you are going to run someone else's currency. There | :10:53. | :10:55. | |
is going to be a stranger rape issues. We will have two factor in | :10:56. | :11:05. | |
an element into our -- there is going to be exchange rate issues. | :11:06. | :11:19. | |
For businesses, workers and consumers in Wales, this referendum | :11:20. | :11:23. | |
has huge implications. We can't know yet the full extent of what they | :11:24. | :11:24. | |
are. In homes | :11:25. | :11:27. | |
across this country tonight, even now, people will be wrestling | :11:28. | :11:31. | |

product down there. Bingo. Several illegal packs hidden inside a | :13:21. | :13:25. | |
printer. They have a very small quantity under the counter, just to | :13:26. | :13:29. | |
show, and then they will have a larger stash somewhere else in the | :13:30. | :13:38. | |
store. If someone is found guilty of selling these, there is a fine and | :13:39. | :13:43. | |
ebb to ten years in prison and this team say they are uncovering more | :13:44. | :13:47. | |
and more. They recently seized ?40,000 worth of illegal cigarettes | :13:48. | :13:53. | |
in two days. And there are three types. Regular cigarettes imported | :13:54. | :13:56. | |
duty free from abroad. Illicit cigarettes for the black market. And | :13:57. | :14:03. | |
counterfeit tobacco. Most are sold from private homes but many can be | :14:04. | :14:08. | |
bought under the counter in pubs, clubs or shops. Organised criminals | :14:09. | :14:13. | |
have been linked to this apply. Typically, at around ?4 per packet, | :14:14. | :14:17. | |
they are half the price of regular packets. If you can access illegal | :14:18. | :14:23. | |
packets for half the price of retail tobacco, it makes it very easy to | :14:24. | :14:28. | |
start smoking. Adult smokers are not motivated to quit. Mark George is a | :14:29. | :14:33. | |
19-year-old youth worker and says more and more people are | :14:34. | :14:37. | |
deliberately sneaking out illegal smokes. People who smoke illegal | :14:38. | :14:46. | |
cigarettes are of college for a week. Tests have found high levels | :14:47. | :14:57. | |
of undesirable substances. The Welsh Governance Centre 's ?7,000 extra | :14:58. | :15:01. | |
will be spent on sniffer dogs and, in the backyard of another Cardiff | :15:02. | :15:05. | |
grocery store, this one has made another find. It looks like they | :15:06. | :15:10. | |
have arrived a little too late. We have found evidence of illicit | :15:11. | :15:17. | |
tobacco. The hundreds of cigarettes that were once inside have gone but | :15:18. | :15:20. | |

our own identity. Elin Williams is a teacher in the Swansea Valley who | :21:52. | :21:56. | |
has embraced the debate. I think it is really healthy to think about | :21:57. | :22:00. | |
your identity and yourselves of nationality or patriotism because it | :22:01. | :22:10. | |
knows -- makes you what you are. It affects how you see yourself because | :22:11. | :22:13. | |
it challenges people to take a step back and think about it and think | :22:14. | :22:16. | |
about what makes them proud to be Welsh or British and that can never | :22:17. | :22:22. | |
be a negative thing. What makes us feel Welsh, British or both has a | :22:23. | :22:28. | |
lot to do with our history. The two things interlock and work, for a | :22:29. | :22:33. | |
very long time, a very easy thing to say. I am British and I am Welsh. I | :22:34. | :22:39. | |
am proud of both. Somewhere along the line, there has been a falling | :22:40. | :22:44. | |
apart and I think part of the current crisis in Scotland is, | :22:45. | :22:49. | |
depending on which way they vote, how we address again the issue of | :22:50. | :22:53. | |
what it means culturally to be part of the British Isles. It is politics | :22:54. | :23:00. | |
that has prompted the debate about national identity and it can mean | :23:01. | :23:04. | |
the boundaries between identity and ideology become blurred. Within the | :23:05. | :23:08. | |
UK, national identity and its relationship with politics is | :23:09. | :23:12. | |
complicated. Over the last two centuries it has been perfectly | :23:13. | :23:16. | |
possible to say you are proud of being Welsh or Scottish without | :23:17. | :23:20. | |
meaning you want to see independence. It is exactly the same | :23:21. | :23:23. | |
with Britishness. Just because people say they feel they belong to | :23:24. | :23:27. | |
British does not mean it is a flag-waving patriotism. Defining the | :23:28. | :23:34. | |
parameters of national identity can be difficult, regardless of the | :23:35. | :23:38. | |
