goodbye from me and on BBC One, we now join the BBC's news teams where | :00:00. | :00:00.
Is Welsh Labour's call for more powers for Wales out | :00:00. | :00:07.
First Minister Carwyn Jones sets out his vision for Britain to the | :00:08. | :00:13.
The future we promised to Scotland must be delivered. An equal share of | :00:14. | :00:28.
resources, a powerful parliament. They must be offered two wheels and | :00:29. | :00:32.
Northern Ireland as well, home rule all around. | :00:33. | :00:34.
If you're home's on the border and you live in Wales | :00:35. | :00:37.
but use hospitals in England, why constitutional tinkering could | :00:38. | :00:39.
Good news for low paid workers but what about employers? | :00:40. | :00:44.
Driving through some of our most beautiful forests may | :00:45. | :00:46.
soon be a thing of the past all because of larch disease. | :00:47. | :00:56.
And the fine weather means it has been a bumpy year for fruit and veg | :00:57. | :01:03.
but who is going to pick all of this? Farmers are warning that we | :01:04. | :01:07.
need to make harvesting a more attractive career option. | :01:08. | :01:17.
Rebuild the UK and give more powers to Wales, or face growing calls | :01:18. | :01:21.
That was the message from the First Minister to the Labour Party | :01:22. | :01:26.
Carwyn Jones told delegates that, four days after the Scottish | :01:27. | :01:30.
referendum, a conversation needs to take place now | :01:31. | :01:33.
David Cornock reports from Manchester. | :01:34. | :01:48.
Better Together on the conference fringe. Ed Miliband was among | :01:49. | :01:54.
friends at this reception but the week after that referendum, the | :01:55. | :01:57.
cross-party consensus on what happens next is breaking down. | :01:58. | :02:02.
Cameras were kicked out for his speech but he used it, behind closed | :02:03. | :02:06.
doors, to rally the troops and accuse David Cameron of trying to | :02:07. | :02:10.
set the nations against each other. England versus Wales, Wales versus | :02:11. | :02:14.
Scotland, according to the Labour Leader. Labour's answer to questions | :02:15. | :02:21.
about the UK's future is a constitutional convention put | :02:22. | :02:23.
forward by the First Minister. It would meet in one year is Ed | :02:24. | :02:29.
Miliband becomes Prime Minister. But what would it do? It would look like | :02:30. | :02:34.
the Ford government sitting down and working out a plan as to how it | :02:35. | :02:40.
would develop. You then set up a standing executive or committee to | :02:41. | :02:42.
move it forward. You talk to the public and listen to them and come | :02:43. | :02:46.
back with a suggestion for the Constitution and all for government | :02:47. | :02:50.
agree. It cannot all be done by Westminster. It cannot all be done | :02:51. | :02:53.
by separate discussions with all the nations. Critics say that if a | :02:54. | :02:59.
device to avoid awkward questions about devolution and who pays for | :03:00. | :03:03.
it. The Labour Leader defended a spending formula the First Minister | :03:04. | :03:07.
says leaves his budget of ?300 million, or 2%, short each year. The | :03:08. | :03:15.
party leaders have all said that the Barnett formula is oriented towards | :03:16. | :03:19.
need and serve us well. It is based on population, not meant. Labour say | :03:20. | :03:24.
that they could top up the formula for Wales despite spending cuts | :03:25. | :03:27.
elsewhere but will not say who. There are awkward questions at | :03:28. | :03:33.
Westminster. Why should Welsh MPs vote on spending issues in England | :03:34. | :03:37.
when it does not approve the other way around. David Cameron thinks the | :03:38. | :03:47.
answer could be to stop Welsh MPs voting on English issues. Labour | :03:48. | :03:51.
have 41 of Scottish MPs. Labour have 26 of the 40 seats in Wales. One | :03:52. | :03:56.
Welsh MP has just published a history of Parliament and sees broad | :03:57. | :04:02.
change ahead. There is a big issue about how you make sure that English | :04:03. | :04:07.
people have more of a say on what affects them, and I do not just mean | :04:08. | :04:10.
Westminster affects them, and I do not just mean | :04:11. | :04:12.
England or London telling the rest of England, I mean genuinely people | :04:13. | :04:17.
across the North East, North West and Midlands. Scotland's referendum | :04:18. | :04:23.
may have set the rest of the UK on a journey. The final destination, | :04:24. | :04:29.
where ever you love, remains as much of a mystery as the estimated time | :04:30. | :04:32.
of arrival. We will have more on that story | :04:33. | :04:42.
later on. We will return to that story in a | :04:43. | :04:44.
few moments. The family of a 19-year-old | :04:45. | :04:47.
motorcyclist from Anglesey who was killed in a collision with | :04:48. | :04:50.
a 4x4 car say they are Ben Calveley, from Llanerchymedd, | :04:51. | :04:52.
died on Sunday in the crash on the B5109 between Bodffordd | :04:53. | :04:56.
and Llynfaes. I am just waiting to find out what | :04:57. | :05:04.
story to go on to next. South Wales Fire Authority has voted | :05:05. | :05:09.
by secret ballot to close Stephen Griffin died with | :05:10. | :05:12.
his colleague Kevin Lane in 1996 fighting a house fire with | :05:13. | :05:15.
the crew from Blaina. Campaigners say closing | :05:16. | :05:20.
the station will put lives at risk, Cwmbran station | :05:21. | :05:23.
in Torfaen will also lose one of its In the 25 years that I have worked | :05:24. | :05:39.
in their Fire and Rescue Services, this is the most difficult today I | :05:40. | :05:44.
have had. We have responded to queries and questions from the | :05:45. | :05:47.
public and other stakeholders. We have got through all trust and | :05:48. | :05:52.
confidence in their modelling and statistics that we have used to come | :05:53. | :05:56.
to the judgement that we have but we have also overlaid that with | :05:57. | :06:00.
professional opinion. Not just by myself but the rest of the senior | :06:01. | :06:04.
management team that have got over 100 years operation experience. | :06:05. | :06:09.
There are concerns tonight that one of Wales' most scenic roads could be | :06:10. | :06:12.
The 7-mile-long Cwmcarn Forest Road will be closed to cars in November, | :06:13. | :06:16.
to allow tens of thousands of diseased larch trees to be felled. | :06:17. | :06:19.
Locals are worried that heavy machinery and trucks will damage | :06:20. | :06:21.
the road to such an extent that it won't ever be reopened. | :06:22. | :06:24.
Our environment correspondent reports. | :06:25. | :06:33.
Mountain biking is increasingly popular in the forest. New tracks | :06:34. | :06:41.
are open but the forest's main tarmac road will be closed for at | :06:42. | :06:45.
least 2 years in November. 150,000 trees will be cut down to try and | :06:46. | :06:51.
stop the spread of a disease. It affect trees but is not harmful to | :06:52. | :06:56.
people or animals. Filling will be difficult on these steep slopes and | :06:57. | :06:59.
bloggers will have to use the Main Road that is normally open to | :07:00. | :07:04.
visitors. The uncertainty is what seems to be driving local concern. | :07:05. | :07:09.
Walkers and cyclists will still be able to come here when the filling | :07:10. | :07:13.
starts but this seven Mile Rd will be closed for 2 years. There are | :07:14. | :07:19.
seven concerns -- several concerns. Will the road reopened? What is the | :07:20. | :07:25.
cost of repairing and strengthening the road afterwards? And will there | :07:26. | :07:31.
be accessed for car as if the vote reopened? At a meeting yesterday, | :07:32. | :07:38.
locals came to voice their fears. -- for cars if the road is reopened. | :07:39. | :07:43.
People are taken up there by car to enjoy the views of the valley, | :07:44. | :07:49.
people in their 80s and 90s, they cannot walk or cycle. We are | :07:50. | :07:52.
concerned about it being reopened, and that is the thing we want. We | :07:53. | :07:56.
want an answer to say that they will do all they can to reopen. The | :07:57. | :08:01.
disease was 1st spotted in 2010. Millions of pounds have been spent | :08:02. | :08:09.
to clear it from the Aven Valley. Being a public body we rely on | :08:10. | :08:14.
public sector funding. Our ambition is to reopen the drive. We would | :08:15. | :08:17.
love to. There is an opportunity that we might be able to open it and | :08:18. | :08:22.
do something slightly different. 30,000 cars use the road each year. | :08:23. | :08:29.
In 2013,, 250,000 visitors came to picnic, walk and cycle in the area. | :08:30. | :08:34.
It will perhaps affect the work of the valley but we are keen to | :08:35. | :08:38.
emphasise that the council is keeping everything open so that | :08:39. | :08:45.
people can still, and enjoy walking, cycling, the visitors centre. In | :08:46. | :08:49.
all, 400 acres of trees could be affected. The work is necessary to | :08:50. | :08:53.
stop the disease spreading throughout the countryside but | :08:54. | :08:57.
budgets are tight and no guarantees if this broad can be open to cars in | :08:58. | :08:58.
future. -- this Road. Well, one proposal made by Labour at | :08:59. | :09:04.
their conference is raising the national | :09:05. | :09:06.
minimum wage to ?8 an hour in That would have more impact in Wales | :09:07. | :09:08.
than other parts of the UK because, Our economics correspondent | :09:09. | :09:13.
Sarah Dickins has been looking Thank you. Nortel 's and restaurants | :09:14. | :09:28.
employ many people on the minimum wage. As 2 sectors like social care | :09:29. | :09:36.
and retail. -- Portales. With average wages in Wales lower than | :09:37. | :09:42.
many other parts of the UK, changes to wages particularly affect the | :09:43. | :09:46.
Welsh economy. Minimum wage will dash-mac minimum wage will rise next | :09:47. | :09:54.
year. In contrast, ?8 per hour is being proposed by Labour. During the | :09:55. | :09:59.
next Parliament, that is if it wins the general election. That would | :10:00. | :10:03.
increase wages for around 291,000 employees in Wales. That is one in | :10:04. | :10:10.
four of the workforce. Those people with higher wages would have more | :10:11. | :10:14.
money in their pockets and would hopefully spend more back within the | :10:15. | :10:18.
Welsh economy. There would be more money circulating. But there is | :10:19. | :10:23.
another side to this. It would also put up wage costs for employers. | :10:24. | :10:30.
Around 95,000 people work in the hospitality industry in Wales and | :10:31. | :10:35.
many of those will be on minimum wages, as will many in tourism. | :10:36. | :10:39.
There is an argument that large increases in pay can cause problems | :10:40. | :10:43.
for small businesses. I think they would look at hours, | :10:44. | :10:52.
opening hours, the strategy with regards to business. Can they afford | :10:53. | :10:57.
to take on any extra stuff? Can they afford to keep the staff they have? | :10:58. | :11:01.
I think that is one thing that we need to ensure as an industry that | :11:02. | :11:06.
we are taking into account. But we need to remember the proposal for ?8 | :11:07. | :11:11.
per hour minimum wage is during the lifetime of the Parliament, five | :11:12. | :11:16.
years. It may seem like a big increase today for a quarter of the | :11:17. | :11:21.
people working in Wales and costly for their employers, but since the | :11:22. | :11:25.
national minimum wage owes up with inflation anyway, by 2020, it may | :11:26. | :11:31.
not seem as expensive or as generous after all. | :11:32. | :11:39.
Much more to come before seven o'clock. | :11:40. | :11:40.
Is this the man to take over at Cardiff City? | :11:41. | :11:44.
200 widows and hundreds of children left behind. | :11:45. | :11:46.
The 80th anniversary of the Gresford colliery disaster. | :11:47. | :11:56.
Senior Conservatives have spent the day at the Prime Minister's | :11:57. | :11:59.
country residence, Chequers, discussing those plans to change | :12:00. | :12:01.
David Cameron is adamant he wants to introduce plans that would see only | :12:02. | :12:05.
English MPs voting on English issues. | :12:06. | :12:14.
That's of particular concern to Welsh MPs who have constituencies | :12:15. | :12:16.
Here's our political reporter James Williams. | :12:17. | :12:21.
Welcome to border country. This village straddles the boundary | :12:22. | :12:32.
between Wales and England. It's politics already complicated by | :12:33. | :12:34.
devolution could become even more difficult. In the last days of the | :12:35. | :12:38.
Scottish independence campaign, the 3 main party leaders vowed to get | :12:39. | :12:44.
more powers to Edinburgh. Hours after the result, the Prime Minister | :12:45. | :12:49.
said it should go hand-in-hand with plans to make sure that only English | :12:50. | :12:54.
MPs vote on English issues. It would mean that MPs from the other nations | :12:55. | :12:59.
could not vote on issues devolved to their respective nations, such as | :13:00. | :13:03.
health and education. It could pose a particular problem for border MPs. | :13:04. | :13:09.
It would not work. The whole of my constituency depends on the Health | :13:10. | :13:11.
Service in Shropshire for their treatment. We do not a district | :13:12. | :13:20.
general hospital. The idea of us not being involved in the organisation | :13:21. | :13:23.
of services on the other side of the border is ridiculous and would not | :13:24. | :13:28.
work. Moving across the border is a part of daily life here. Even the | :13:29. | :13:33.
golf club's situated in both countries. Living on the Welsh | :13:34. | :13:39.
border, we can go to the orthopaedic be because petrol in Shropshire, | :13:40. | :13:45.
which people do from all over Wales. There is no reason why we couldn't | :13:46. | :13:54.
use and any department in a Welsh hospital. I hope it stays everyone | :13:55. | :14:00.
voting for the country, rather than the individual country, four other | :14:01. | :14:05.
words united country rather than the individual countries. Discussions | :14:06. | :14:08.
were also being held this afternoon at the Prime Minister's country | :14:09. | :14:14.
residence. Over a steak pie lunch, Conservative backbench MPs said they | :14:15. | :14:18.
wanted the prime ministers to go further on English devolution. 1 of | :14:19. | :14:21.
the two Welsh Conservative MPs at the summit said the issue of | :14:22. | :14:26.
significantly stronger powers four-wheeled was also on the table. | :14:27. | :14:29.
There is a lot of sympathy with any government that the work that has | :14:30. | :14:38.
been done by Lord Strathclyde in the Scottish contest. It goes much | :14:39. | :14:43.
further than anything the Labour Party has proposed. There was a | :14:44. | :14:49.
willingness to look at the possibilities of this being | :14:50. | :14:53.
implemented in a Welsh context. That could mean Phil income tax powers | :14:54. | :14:59.
for Cardiff Bay, as well as some control over VAT and welfare issues, | :15:00. | :15:02.
such as housing benefit. As the dust begins to settle, it is clear there | :15:03. | :15:08.
is still many issues to navigate on the political shape of the country. | :15:09. | :15:16.
Has significant are the MPs comments? Pretty significant. The | :15:17. | :15:21.
Strathclyde commission was set up by the Scottish Conservatives to look | :15:22. | :15:24.
at what they would devolved Scotland in the event of a no-mac Ford, and | :15:25. | :15:32.
they offered on the devolution of Phil income tax powers, some VAT | :15:33. | :15:35.
powers and some welfare powers on issues such as housing benefit. If | :15:36. | :15:40.
we considered that that cause a lot further than the Wales Bill going | :15:41. | :15:46.
through at the moment, which would devolved some of the income tax | :15:47. | :15:52.
powers, subject to referendum, and some powers on financial issues such | :15:53. | :15:56.
as stamp duty, this is going a lot further. So if this is what the | :15:57. | :16:00.
coalition is considering, it would be very significant increased | :16:01. | :16:05.
financial powers for Wales. Talk through what happens next. The | :16:06. | :16:09.
committee on devolution that the UK government has set up will meet on | :16:10. | :16:14.
Wednesday for the 1st time. It will be chaired by the leader of the | :16:15. | :16:17.
House of Commons, William Hague. And in discussions with the Welsh | :16:18. | :16:22.
Secretary, they say that Wales will be at the forefront and the heart of | :16:23. | :16:28.
this devolution committee and any proposals about devolution to the | :16:29. | :16:31.
different parts of the United Kingdom. We also understand from | :16:32. | :16:36.
Stephen Crabb that he has written a letter to the Welsh party leaders in | :16:37. | :16:39.
the Commons to ask him to join him at a summit to be held when the | :16:40. | :16:46.
little and returns dash-mac when the house of commons returns in a month | :16:47. | :16:52.
to discuss what we sold it in any further devolution package. | :16:53. | :16:56.
Many of us have been enjoying the unseasonable amount of sunshine | :16:57. | :16:58.
Many have been able to get ahead with harvesting, | :16:59. | :17:03.
and say the quality and quantity of crops this year has been good. | :17:04. | :17:06.
But there are concerns that in future the industry could | :17:07. | :17:09.
suffer, unless it can convince more people to get picking. | :17:10. | :17:11.
And you need it when picking tomatoes on an industrial scale. | :17:12. | :17:18.
Roughly a third of summer fruit and vegetable pickers used to come | :17:19. | :17:20.
from outside the EU, as part of the Seasonal Agricultural | :17:21. | :17:24.
But that's now come to an end and farmers are worried. | :17:25. | :17:29.
Our horticultural members within the NFU are arguing that there ought | :17:30. | :17:36.
to be a seasonal workers mark two, something along the lines of | :17:37. | :17:39.
Australia, or something along the lines of what we used to have in the | :17:40. | :17:42.
UK, to make certain that have those pool of people. The scheme closed | :17:43. | :17:46.
after working restrictions on Eastern European countries were | :17:47. | :17:49.
Once inside the EU, many workers are looking | :17:50. | :17:53.
On this organic vegetable farm near Tenby, | :17:54. | :18:01.
they're small enough to be able to do the work themselves for now. | :18:02. | :18:07.
But it would help them grow if picking was better promoted. | :18:08. | :18:09.
I think it does have a bad reputation but we need to | :18:10. | :18:13.
realise that we don't want to be bringing in all this food. | :18:14. | :18:20.
We need to be growing it locally but that is always going to involve | :18:21. | :18:25.
The fine weather has meant this season's crop has been | :18:26. | :18:30.
It's not just farmers who've had a good yield this year, | :18:31. | :18:36.
if you're a forager there's been plenty to catch your eye, too. | :18:37. | :18:41.
Just a few miles away at the National Trust's Colby | :18:42. | :18:44.
Woodland Gardens, the harvest is all around, and they | :18:45. | :18:48.
Hazelnuts are obvious and easy and blackberries, too, but there's a few | :18:49. | :18:55.
Getting to recognise which ones are going to have a nut. | :18:56. | :19:08.
But we do have also loads and loads of elderberries | :19:09. | :19:11.
which are really easy to pick, really good for bulking up | :19:12. | :19:15.
the blackberries, if you haven't got as many of those as you want. | :19:16. | :19:20.
Weather for money or for pleasure - this summer has been ripe | :19:21. | :19:23.
into tomorrow night's Capital One Cup match against | :19:24. | :19:45.
After Tony Pulis distanced him self from the role, Russell Slade | :19:46. | :19:48.
from League One side Leyton Orient has emerged as the new favourite to | :19:49. | :19:57.
While we have been on a, Cardiff City say they have refused to speak | :19:58. | :20:07.
to him. Well, the bookies have slashed | :20:08. | :20:10.
the odds on Russell Slade moving to South Wales after he revealed that | :20:11. | :20:14.
Cardiff had been in touch. The 53-year-old, | :20:15. | :20:17.

released the pressure valve, but there's now uncertainty about | :20:25. | :20:28.
his job for a different reason. It is nice to be linked with such a | :20:29. | :20:39.
huge club as Cardiff City. I was very proud that they have seen the | :20:40. | :20:42.
hard work that we have done at this 3rd book club are for -- from afar. | :20:43. | :20:50.
What can you see on that? Has there been an approach? I believe they | :20:51. | :20:52.
have but I am been an approach? I believe they | :20:53. | :20:54.

there's a local derby in the Conference, too, as Wrexham travel | :21:41. | :21:41.
just across the border to Chester. Wrexham could move up to fourth | :21:42. | :21:44.

mark the 80th anniversary of the Gresford Colliery explosion | :23:00. | :23:05.
and fire, which killed 266 people. 800 children were left fatherless | :23:06. | :23:11.
by the tragedy, one of the worst Relatives of those who died have | :23:12. | :23:14.
been paying tribute It was just after 2am on 22nd | :23:15. | :23:19.
September 1934 when a massive The most terrible colliery disaster | :23:20. | :23:28.
this country has suffered... Only 11 bodies were recovered | :23:29. | :23:42.
of the 266 men and boys who died. William, my father. My great | :23:43. | :23:50.
uncles. My great uncleus. It's still unclear what caused | :23:51. | :24:01.
the explosion but there's no doubt about the effect it had on | :24:02. | :24:03.
generations of people in the area. Ruby McBurney was just three | :24:04. | :24:06.
when her father died, but it was a tragedy shared | :24:07. | :24:08.
by 800 other children. The children never talked about it | :24:09. | :24:20.
because we had not been spoken to at home. I have got a little photograph | :24:21. | :24:25.
of my mother with ours, sitting around the table, being told about | :24:26. | :24:31.
what had happened. But that didn't mean anything to us then, only when | :24:32. | :24:33.
we look at it now. Today, the descendants of Gresford's | :24:34. | :24:34.
victims gathered Many have their own stories | :24:35. | :24:36.
of those who died. A lot of the men actually worked a | :24:37. | :24:50.
double shift on that night shift. They were working on the day after | :24:51. | :24:54.
so that they could go to the big derby in those days and they drew a | :24:55. | :24:57.
lot of crowds. Such was the scale of | :24:58. | :24:58.
the tragedy that even those who were spared felt they'd lost everything, | :24:59. | :25:01.
as miner Tom Taylor told his nephew My school friends, my football | :25:02. | :25:11.
friends, my Army friends, all my friends have gone. I said, "one | :25:12. | :25:19.
where?" "I don't know, uncle Tom." "They are still down that it." A bit | :25:20. | :25:26.
stronger than that! I said, "you were very fortunate." ", I have been | :25:27. | :25:30.
very lonely." Let's see what the weather has | :25:31. | :25:40.
in store. Thank you. We had a fairly quiet | :25:41. | :25:52.
weather today for the last day of summer. For the first day of Alton | :25:53. | :25:55.
we do have some rain to look forward to. To Nate is fairly quiet and it | :25:56. | :26:00.
will be rather chilly. Much of the cloud fading away and temperatures | :26:01. | :26:06.
dropping pretty quickly. Getting down to about three Celsius in the | :26:07. | :26:10.
heart of Wales. A touch of grass frost possible. These are the | :26:11. | :26:16.
temperatures in towns and cities. 8-12dC. We do have a cold weather | :26:17. | :26:21.
front approaching from parts of the north-west, bringing with it a bit | :26:22. | :26:25.
of rain. Behind that, we have got high pressure building in time for | :26:26. | :26:29.
weekend. Through tomorrow morning it is a chilly start. The mist and fog | :26:30. | :26:33.
will lift a pretty quickly and the crowds come in from the West. -- the | :26:34. | :26:42.
clouds come. Gradually spreading. The further south and east you are | :26:43. | :26:45.
you can look forward to something a bit drier and brighter with highs of | :26:46. | :26:51.
18 Celsius. The wind remaining light and that rain band will clear with | :26:52. | :26:56.
showers falling behind. It should be a mild night compared with tonight. | :26:57. | :27:03.
Through Wednesday, it is a Charolais start but an improving picture. By | :27:04. | :27:08.
the time we go into the afternoon, we can look forward to something | :27:09. | :27:12.
drier and brighter. -- a rainy start. Thursday, again, if a day of | :27:13. | :27:19.
sunny spells and showers. This time, Westerly winds. The | :27:20. | :27:25.
temperatures will start to recover. Hopefully by the time we get to the | :27:26. | :27:28.
weekend we can look forward to something a bit drier. | :27:29. | :27:30.
I'll have an update for you here at 8pm, | :27:31. | :27:32.
and again after the BBC News at Ten. | :27:33. | :27:35.
From all of us on the programme, good evening. | :27:36. | :27:44. |
