The number crunching is over, negotiations have ended,

:00:22.:00:25.

the Welsh Government has announced its spending plans for next year.

:00:26.:00:27.

It has more than ?15 billion to spend on public services -

:00:28.:00:30.

?40 million less than they have this year.

:00:31.:00:32.

But, the draft budget includes an extra ?425 million

:00:33.:00:35.

But the extra spending on health means cuts in local government

:00:36.:00:45.

Here's our political correspondent, Daniel Davies.

:00:46.:00:48.

Finance Minister Jane Hutt has less to spend.

:00:49.:00:55.

So another part of the public sector will feel the pain

:00:56.:00:58.

of her funding injection for the health service.

:00:59.:01:04.

Here's how the picture fits together.

:01:05.:01:06.

There'll be an extra ?425 million for the health service

:01:07.:01:08.

over two years - ?225 million of it next year.

:01:09.:01:12.

There'll be more for the economy, science

:01:13.:01:14.

and transport next year too - ?14 million.

:01:15.:01:18.

But every other department gets a cut.

:01:19.:01:21.

Education is down more than ?28 million.

:01:22.:01:25.

Funding for local councils will fall by more than ?192 million.

:01:26.:01:34.

The Welsh government isn't just short of cash.

:01:35.:01:36.

It's short of seats in the Assembly too - it has no majority.

:01:37.:01:39.

Fundamental differences with the Conservatives

:01:40.:01:41.

and a row with Plaid Cymru mean Labour has just one option

:01:42.:01:44.

Their price - a ?200 million deal over two years,

:01:45.:01:58.

with more funding for school children from deprived families.

:01:59.:02:00.

It has always been the Welsh Liberal Democrat priority to make sure that

:02:01.:02:03.

we begin to close the educational funding gap that exists between

:02:04.:02:06.

England and Wales, starting with our poorest pupils first. We have

:02:07.:02:09.

secured an increase in the amount of money that goes to schools to

:02:10.:02:13.

educate our most vulnerable children.

:02:14.:02:19.

The deal includes completing a long-awaited link road

:02:20.:02:22.

to Cardiff Bay and a pledge not to start building

:02:23.:02:25.

the new M4 relief road near Newport before the next assembly election.

:02:26.:02:29.

It was the government's support for that motorway which drove

:02:30.:02:31.

Unfortunately if you take money away from social services and

:02:32.:02:42.

from other supporting budgets, the elderly will suffer and there will

:02:43.:02:48.

be a merry-go-round and increased pressure

:02:49.:02:50.

will come on the health service again.

:02:51.:02:52.

Few AMs would begrudge a shot in the arm for the NHS.

:02:53.:02:55.

The reason the UK government is having to make cuts is

:02:56.:03:08.

because of the previous UK Labour government spending too much money.

:03:09.:03:10.

The debt has got to be paid off, even the Labour Party know that.

:03:11.:03:14.

But with the amount of money the assembly is getting, ?15 billion,

:03:15.:03:16.

the health service could be more of a priority.

:03:17.:03:27.

The people of Wales will be pleased to hear we are putting in ?425

:03:28.:03:34.

million into their health service but we have advice from the Nuffield

:03:35.:03:38.

foundation saying if we put this investment in, we can make the

:03:39.:03:41.

health service affordable and sustainable in Wales.

:03:42.:03:45.

If you were Carwyn Jones' Finance Minister,

:03:46.:03:46.

You have got to spend more on hospital nurses.

:03:47.:03:55.

the Accident and Emergency Department is going so the nearest

:03:56.:04:00.

Crafting a budget with fewer resources.

:04:01.:04:06.

Jane Hutt has got a deal on her spending plans, but when there

:04:07.:04:13.

are cuts to make, her handiwork won't be to everyone's taste.

:04:14.:04:24.

Senior health officer at Wales's largest health board has said that

:04:25.:04:31.

the death of a patient was a watermark in heavy deal with patient

:04:32.:04:41.

care. Timothy Cowen died after an operation to remove his gall

:04:42.:04:42.

bladder. Tim Cowans had severe learning

:04:43.:04:46.

difficulties since birth but the inquest heard he loved life

but carers noticed and he was taken to Accident

:05:09.:05:14.

and Emergency a few days later. But the inquest was told there were

:05:15.:05:19.

questions whether the hospital, whether

:05:20.:05:27.

his feeding was carried out safely. His condition was not properly

:05:28.:05:29.

assessed before he was discharged. Giving evidence, Betsi Cadwaladr

:05:30.:05:36.

Health Board chief of staff said the organisation had

:05:37.:05:38.

had some dark times. Timothy's case is a watershed case,

:05:39.:05:42.

she said. After the hearing,

:05:43.:05:50.

his family said despite having to fight for an enquiry into his death,

:05:51.:05:54.

they are now satisfied that changes That such a change is due to the

:05:55.:05:57.

death of my brother is humbling. In death, Timothy has achieved more

:05:58.:06:02.

than most would consider possible For the family, this was always

:06:03.:06:07.

about making sure this would not happen again and the training

:06:08.:06:21.

the coroner has asked the health board to put in

place will help. They have turned a corner

:06:24.:06:26.

but not completely yet. This evening, in a statement,

:06:27.:06:28.

the Betsi Cadwaladr Health Board apologised for what it said were

:06:29.:06:32.

a range of clinical errors. An investigation had recommended

redundancy scheme. Mr James was cleared of criminal

Kidderminster. Derek has the forecast for tonight.

:08:09.:08:11.

What a remarkable September it has been. More than likely, the second

:08:12.:08:18.

driest on record in Wales, the warmest since 2006 and Wales was the

:08:19.:08:22.

sunniest nation of the UK but there is a big change on the way. Next

:08:23.:08:27.

week, the jet stream will move further south and low pressure will

:08:28.:08:31.

bring us all some rain and it will turn cooler. Drive for most of us

:08:32.:08:37.

tonight, the odd spot of light rain -- dry. Tomorrow morning, the low

:08:38.:08:42.

cloud and best will lift, most of the country will try -- Cloud and

:08:43.:08:47.

mist. Not completely dry, a few spots of light rain in the North.

:08:48.:08:52.

Across the UK, bright spells and sunshine breaking through in England

:08:53.:08:56.

but more cloud than today, the thickest across northern England,

:08:57.:09:00.

with a few spots of rain. Brightening up nicely across

:09:01.:09:03.

Scotland and Northern Ireland with some sunshine. Showers in the far

:09:04.:09:08.

north-west where it will be breezy. 21 in London. In Wales tomorrow

:09:09.:09:13.

afternoon, quite cloudy, the odd light shower but not amounting to

:09:14.:09:17.

much and it will gradually improve from the West, the cloud breaking

:09:18.:09:20.

and lifting with a little sunshine. 17 the high in Aberystwyth. Tomorrow

:09:21.:09:26.

night is fine and dry with some mist patches forming and cooler than

:09:27.:09:31.

recently. Five or lower in Snowdonia. The fog patches will lift

:09:32.:09:37.

on Thursday morning and a measure of cloud and sunshine and generally

:09:38.:09:40.

dry. A few spots of drizzle on Friday and the wind picking up with

:09:41.:09:44.

some heavy rain reaching the far north-west later in the day. That

:09:45.:09:49.

will move south east and clear on Saturday with some sunshine, turning

:09:50.:09:53.

fresher. Thanks very much. More on all of our
