of historical sexual abuse may have been one of Wales' most prolific | :01:23. | :01:24.
paedophiles, according to solicitors representing his alleged victims. | :01:25. | :01:29.
Lawyers say Jon Styler, who killed himself while being | :01:30. | :01:32.
investigated by police, could have abused more than a hundred boys. | :01:33. | :01:37.
Jon Styler - as some would've known him. | :01:38. | :01:44.
A talented musician and charismatic young head teacher. | :01:45. | :01:53.
But others claim he was a predatory paedophile who abused young boys. | :01:54. | :01:56.
Solicitors now believe there may be more than 100 victims - | :01:57. | :01:59.
making him one of Wales' most prolific paedophiles. | :02:00. | :02:01.
This man, a former police officer, who doesn't want to be identified, | :02:02. | :02:05.
and who's speaking for the first time, says he and his brother were | :02:06. | :02:08.
abused by Jon Styler, and that his brother told police about the abuse | :02:09. | :02:11.
in 2005, but the details weren't recorded properly. | :02:12. | :02:17.
It's such a shame to hear that this type of incident, along with a lot | :02:18. | :02:21.
Little things, details matter in policing. | :02:22. | :02:31.
Jon Styler killed himself in 2007 following another allegation | :02:32. | :02:36.
BBC Wales has learned Gwent Police didn't connect these two | :02:37. | :02:43.

We also understand a formal complaint has been made to | :02:50. | :02:52.

But John Styler's alleged behaviour at the Malpas Church in | :02:56. | :02:58.
Wales Primary School was questioned as far back at the '70s. | :02:59. | :03:01.
Concerns were raised by this man, the deputy head, Lyndon Millinship. | :03:02. | :03:05.
Speaking publicly for the first time, he questions | :03:06. | :03:10.
The police came to the school, questioned the head and deputy head | :03:11. | :03:18.
and some of the teachers, but none of them had ever talked with Styler. | :03:19. | :03:24.
No police came at all and ask me anything about the situation. | :03:25. | :03:29.
Newport Council says it has no record of Gwent Police contacting | :03:30. | :03:37.
them about the allegations, nor does it have Jon Styler's | :03:38. | :03:39.
The council says it can't comment further as the matter is | :03:40. | :03:42.
The Children's Commissioner for Wales says the way the case was | :03:43. | :03:46.
handled should be looked at again, potentially by a high-profile, | :03:47. | :03:49.
This case fits for me in the Goddard inquiry - that's the general inquiry | :03:50. | :03:59.
into historic sexual abuse claims, for the whole of England and Wales. | :04:00. | :04:05.
Jon Styler denied all the allegations against him. | :04:06. | :04:08.
The Police and Crime Commissioner for Gwent says lessons have now been | :04:09. | :04:11.
learned, and urges any victims of historical abuse to come forward. | :04:12. | :04:18.

A fourth man is on police bail after being arrested on suspicion of | :04:51. | :04:52.
causing death by dangerous driving. A firm has been fined | :04:53. | :04:58.
after making more than two million unsolicited calls in the space | :04:59. | :05:01.
of two months - falsely claiming to be part of a Government campaign to | :05:02. | :05:04.
write-off debt. Oxygen Limited, | :05:05. | :05:06.
based in Port Talbot, has been ordered to pay ?120,000 | :05:07. | :05:07.
by the information commissioner. The number of cosmetic laser clinics | :05:08. | :05:12.
being investigated by regulators for dodging registration has quadrupled | :05:13. | :05:21.
in the past three years, a BBC Wales Healthcare Inspectorate Wales says | :05:22. | :05:25.
it will take action to crack down on unregistered clinics, and is | :05:26. | :05:28.
calling on the Welsh Government to consider the risks associated with | :05:29. | :05:31.
other cosmetic procedures. The growing popularity | :05:32. | :05:33.
of nonsurgical treatments like this means more clinics are | :05:34. | :05:37.
springing up to offer them. Three years ago, this woman, | :05:38. | :05:41.
who asked not to be identified, had She was badly burned | :05:42. | :05:47.
and left with unsightly scarring. Absolutely terribly stressful | :05:48. | :05:54.
and depressing. To think, well, | :05:55. | :06:01.
did I really need that treatment? I went in there to make | :06:02. | :06:08.
my life easier because I have a busy schedule, I'm always running | :06:09. | :06:11.
around, so the whole idea was not to make myself more beautiful, | :06:12. | :06:17.
but just to ease my routine. Concerns are growing about how | :06:18. | :06:24.
they some cosmetic procedures are regulated, and what safeguards | :06:25. | :06:31.
exist to protect the public. Healthcare Inspectorate Wales has | :06:32. | :06:33.
seen the number of investigations of unregistered clinics quadruple | :06:34. | :06:35.
in the last few years. It's risen from nine in 2013-14, | :06:36. | :06:38.
to 36 so far in 2015-16. We have certainly seen a growth in | :06:39. | :06:46.
the number of services we are aware of that aren't registered or which | :06:47. | :06:52.
the public have raised with us or It is a growing sector, | :06:53. | :06:55.
but we are following through on It is believed new Welsh Government | :06:56. | :07:05.
legislation could lead to more procedures being regulated | :07:06. | :07:11.
in the future. There are also concerns private | :07:12. | :07:15.
companies are stepping in with an alternative | :07:16. | :07:17.
of voluntary registers, offering I think there must be | :07:18. | :07:20.
issues that arise. Who is making sure | :07:21. | :07:25.
the standards are met? I am concerned about the effect | :07:26. | :07:33.
on patient's confusion as to where Is it medical practitioners or | :07:34. | :07:36.
is it those on the registers? Would I go back | :07:37. | :07:43.
and have it done again? Because of the area of | :07:44. | :07:46.
my body it is, I have to keep that I don't go swimming and I used to | :07:47. | :07:53.
love going swimming but I don't For this woman, the emotional | :07:54. | :08:03.
scars of this run deep. We discovered the clinic that | :08:04. | :08:12.
treated her is not registered with Healthcare Inspectorate Wales, | :08:13. | :08:14.
who are now investigating. Meanwhile, the Chief Executive of | :08:15. | :08:20.
Healthcare Inspectorate Wales has told the Assembly she doesn't have | :08:21. | :08:22.
enough funding for her organisation Dr Kate Chamberlain was appearing | :08:23. | :08:26.
before the Public Accounts Committee and was questioned over funding | :08:27. | :08:29.
by its Chair, Darren Millar. Are you adequately resourced to do | :08:30. | :08:36.
what you are doing at the moment? I think the big challenge we have | :08:37. | :08:39.
at the moment is resilience. Because we are | :08:40. | :08:43.
a small organisation... Are you sufficiently resourced to do | :08:44. | :08:45.
what you are required to do There isn't a yes or no | :08:46. | :08:50.
answer to that because... I don't want to make you | :08:51. | :08:56.
uncomfortable, but I am just asking if you might be able to give us | :08:57. | :09:01.
a yes or no answer because it would I think the answer to that | :09:02. | :09:05.
would have to be no. A court has heard that | :09:06. | :09:11.
a woman was brutally murdered at a flat in Pontypridd after | :09:12. | :09:24.
meeting a man in a nearby pub. The jury was warned that that | :09:25. | :09:27.
the details of the case are Tracey Woodford's body was found | :09:28. | :09:30.
dismembered in a flat in the town, days after being reported missing | :09:31. | :09:33.
in April. 50-year-old Christopher May, | :09:34. | :09:35.
seen here at a previous hearing. He was accused in court of | :09:36. | :09:40.
strangling and killing 47-year-old Tracey Woodford in a deliberate, | :09:41. | :09:45.
brutal and vicious murder. The two had met in the Jolly Cow pub | :09:46. | :09:47.
in Pontypridd on Tuesday 21st April. -- Skinny Dog Pub. Tracey Woodford, | :09:48. | :09:56.
who was single and unemployed, was Police called at Christopher May's | :09:57. | :09:59.
flat on Friday 24th April where they found what was described | :10:00. | :10:06.
as a truly gruesome sight. The jury was told that | :10:07. | :10:09.
when officers went to Christopher May's flat, they were immediately | :10:10. | :10:11.
struck by the foul smell, He allowed | :10:12. | :10:14.
the officers to search the flat and in the bathroom, one officer pulled | :10:15. | :10:18.
back the shower curtain he was confronted with a sight he had he | :10:19. | :10:25.
had never seen before and certainly Christopher May was immediately | :10:26. | :10:28.
arrested on suspicion of murder, and told officers they would find | :10:29. | :10:33.
further remains in a storm drain This sparked | :10:34. | :10:36.
a detailed forensic search in The jury has been told that | :10:37. | :10:39.
Christopher May admits that his actions were responsible | :10:40. | :10:47.
for Tracey Woodford's death, The trial is expected | :10:48. | :10:48.
to last two weeks. Limbering up in training, | :10:49. | :10:57.
but no Gareth Bale or Aaron Ramsey. Wales footballers' chance to prove | :10:58. | :11:02.
they're not a one or two-man team ahead of Friday's friendly | :11:03. | :11:05.
against the Netherlands. And last night was the warmest | :11:06. | :11:10.
November night on record. There's more mild, | :11:11. | :11:12.
damp and windy weather The Conservatives say they would | :11:13. | :11:17.
consider supporting the Welsh government's proposal | :11:18. | :11:25.
for a new motorway around Newport - if the First Minister can prove it | :11:26. | :11:27.
will cost less than the official Let's talk to | :11:28. | :11:31.
our political editor Nick Servini. During First Minister's Questions | :11:32. | :11:50.
was directly asked by the Conservatives on what basis he came | :11:51. | :11:54.
out and said last week that the overall cost of this project would | :11:55. | :12:00.
come under way below that ?1 billion figure. The subtext here was clear, | :12:01. | :12:06.
which was there was an opportunity to build consensus. In response to | :12:07. | :12:11.
that, Carwyn Jones said he always said the figure would come in below | :12:12. | :12:16.
?1 billion and, rather like a game of cards come he didn't want to show | :12:17. | :12:21.
his and the contractors who would be bidding for the contract. | :12:22. | :12:24.
It would be the biggest single infrastructure project carried | :12:25. | :12:26.
The six lane motorway 15 miles long to the south of Newport, | :12:27. | :12:30.
avoiding the notorious tunnels, with a price tag of ?1 billion. | :12:31. | :12:32.
Now the First Minister says it would be nowhere near that, | :12:33. | :12:45.
although he has refused to say how much it would cost, for fear | :12:46. | :12:48.
We're not going to release the figure publicly. | :12:49. | :12:51.
That's the equivalent of showing your card in a poker game. | :12:52. | :12:54.
We will have a process of tendering for | :12:55. | :13:04.
the contracts to build the M4, if it gets to that stage, as is our plan. | :13:05. | :13:08.
Revealing beforehand what your target figure is is not a wise | :13:09. | :13:10.
Without an overall majority, the Labour Welsh Government need support | :13:11. | :13:14.
And none have been prepared to give it. | :13:15. | :13:18.
Plaid Cymru and the Liberal Democrats support | :13:19. | :13:19.
a cheaper alternative, to upgrade the existing Southern | :13:20. | :13:21.
The Conservatives say there is an opportunity for the | :13:22. | :13:25.
First Minister to build support for the new motorway if he is more | :13:26. | :13:28.
He should come out with the parameters that he believes | :13:29. | :13:32.
his Government and any future Welsh Government will be operating on. | :13:33. | :13:34.
If he can do that, then I think he will gain a lot more | :13:35. | :13:38.
support and there will be traction in delivering this project. | :13:39. | :13:40.
What lorry drivers, van drivers, car drivers sitting on the M4, | :13:41. | :13:50.
week in, week out, want is a remedy to the situation they find | :13:51. | :13:53.
themselves in, and the blight on the community that run along the M4. | :13:54. | :13:57.
A final political decision on a new motorway will happen after | :13:58. | :13:59.
In the meantime, the Welsh Government is spending ?20 | :14:00. | :14:03.
million on preparatory work and the Economy Minister says 160 | :14:04. | :14:05.
Under the current plans, a public enquiry will begin | :14:06. | :14:11.
in 2016 and construction would get underway in 2018. | :14:12. | :14:14.
The idea of a new motorway is to improve | :14:15. | :14:16.
journey times, but this road's Janet do being built, if it ever happens, | :14:17. | :14:20.
A context here is important. There is a long way to go on the final | :14:21. | :14:36.
political decision won't be made until after the Assembly elections. | :14:37. | :14:41.
The Conservatives are not happy the First Minister is not giving them | :14:42. | :14:45.
the basis for the confidence in which he is saying that cost will | :14:46. | :14:50.
come down below ?1 billion. I think it is important to say we did learn | :14:51. | :14:55.
one thing today and it is, at a time when there are many people who | :14:56. | :15:00.
simply don't think this project is going to get the go-ahead because of | :15:01. | :15:04.
the level of political opposition, at least, I think we learned that if | :15:05. | :15:09.
a lead that can be kept on the cost of the project, there is a potential | :15:10. | :15:14.
deal to be done between Labour and the Conservatives. For those who | :15:15. | :15:18.
support it, it is a glimmer of hope and we have not had many days like | :15:19. | :15:20.
that. The Welsh Government has announced | :15:21. | :15:25.
a deal with a pharmaceutical company to give | :15:26. | :15:27.
patients access to a cancer drug Everolimus is used to treat certain | :15:28. | :15:29.
renal, As part of the agreement - the first | :15:30. | :15:32.
of its kind here - Novartis will invest ?1.3 million in breastcancer | :15:33. | :15:37.
research at Welsh oncology centres. A century on - | :15:38. | :15:43.
the first man from Cardiff to be awarded the Victoria Cross has been | :15:44. | :15:46.
honoured at a ceremony in the city. As this year's remembrance | :15:47. | :15:49.
commemoration continues, we look back now to 1915 - as Wales prepared | :15:50. | :15:52.
for its second Christmas at war. A hundred years ago | :15:53. | :15:54.
the conflict was spreading. A new regiment, | :15:55. | :15:56.
the Welsh Guards had been formed and soldiers from Wales were among the | :15:57. | :15:59.
first victims of chemical warfare. In the wind and rain they gathered | :16:00. | :16:20.
in Cardiff this morning to remember and honour one man in particular. | :16:21. | :16:26.
The city's first Victoria Cross winner. The plaque now marks his | :16:27. | :16:30.
achievement in 1915. Frederick Barter live eight men on an attack | :16:31. | :16:34.
in German trenches and captured more than 100 of the enemy. Today, his | :16:35. | :16:43.
Victoria Cross is held by the Royal Welch Fusiliers Museum. In the same | :16:44. | :16:47.
cabinet, another Welsh Victoria Cross for 1915. He died fighting at | :16:48. | :16:55.
Gallipoli. It was the year war really did go global. 1914 was the | :16:56. | :17:00.
time they said it would all be over by Christmas. That was when the | :17:01. | :17:06.
professional army without a fight. In 1915, they simply prayed the war | :17:07. | :17:12.
would end in 1915. It was the time of the Territorial Army, the | :17:13. | :17:16.
part-timers. They are the ones who went to the front and died in their | :17:17. | :17:20.
thousands. It was also the year a new horror came to the battlefield - | :17:21. | :17:26.
mustard gas, a weapon of mass destruction, in today's language. He | :17:27. | :17:33.
suffered for the rest of his life. He was the early victim of gas. His | :17:34. | :17:37.
granddaughter has researched his life. I feel as if I knew him | :17:38. | :17:43.
personally. A minor before the war he was captured, but escaped. His | :17:44. | :17:49.
experiences never let them, nor the effects of the gas that permanently | :17:50. | :17:54.
scarred his lungs. But having a cough and having to suck a copper | :17:55. | :17:58.
piece before each meal to get his saliva going. A certain amount of | :17:59. | :18:06.
mucous membranes to the lungs must have been damaged. He suffered | :18:07. | :18:12.
terribly. Along with so many others, by 1915 war was being waged | :18:13. | :18:18.
on an industrial scale and on many fronts. Welsh battalions were there | :18:19. | :18:23.
on numerous battlefields across Europe. The newly formed Welsh guard | :18:24. | :18:29.
also saw action for the first time. If they died before the dead man's | :18:30. | :18:36.
penny. Veterans of the daily experience artefacts from a century | :18:37. | :18:40.
ago. This is the UK blind veteran centre. It was first founded in | :18:41. | :18:46.
1915. Bill signed up before the Second World War. Now we remarked on | :18:47. | :18:54.
the enormous loss of life. They you then? Very much. My father was | :18:55. | :18:59.
involved in the First World War so it was important to me. The old | :19:00. | :19:04.
contemptible is, as the Germans called them, without the 1914 but a | :19:05. | :19:10.
lot of them were wiped out. Then the Territorial Army came in, butchers, | :19:11. | :19:15.
bakers, farmers and everything. Nobody had seen anything like that | :19:16. | :19:19.
the force. Nobody had seen anything like this before either. The funeral | :19:20. | :19:26.
of the tenant William Gladstone MP, grandson of a prime minister, he was | :19:27. | :19:31.
killed in April 1915. Among the thousands lined the streets must | :19:32. | :19:35.
have been many red lost their own husbands, brothers, sons, fathers. | :19:36. | :19:41.

And that his seventh goal for his country. What might he is Welsh | :20:13. | :20:27.
sporting greats have in common? They both grew up in Gorseinon and would | :20:28. | :20:34.
at some point kicked the ball around this part. Often an grandad duties | :20:35. | :20:40.
these days, he often brings a grandson here. But it plans to build | :20:41. | :20:43.
a school year, he is concerned that would be the case in the future. | :20:44. | :20:48.
Many residents feel the same way and they are also worried the roads | :20:49. | :20:51.
would cope with the extra school traffic. We have handed petitions | :20:52. | :21:00.
into the and the council with well over 3000 signatures. By my | :21:01. | :21:04.
mathematics, that is a substantial opposition to the school being | :21:05. | :21:09.
built. Swansea Council want to amalgamate three primary schools in | :21:10. | :21:13.
Gorseinon and build a brand-new one here. Despite local concerns about | :21:14. | :21:17.
the loss of playing fields, the council says the school will only | :21:18. | :21:21.
take up 6% of the park and they were also enhance the current playing | :21:22. | :21:25.
facilities. One of the school is hoping to move out of their | :21:26. | :21:30.
Victorian building is the Gorseinon infants. You don't have to look far | :21:31. | :21:34.
to see the structural issues here and the children are aware of the | :21:35. | :21:39.
uncomfortable and potentially hazardous environments. The piles on | :21:40. | :21:43.
the roof falling off and there is a massive hole underneath one of the | :21:44. | :21:48.
classrooms. Loud buzzing noises and open sewage in the toilet is just | :21:49. | :21:54.
another example of how desperate the situation has become. The park | :21:55. | :21:57.
offers so much for our children and for the community. To be able to | :21:58. | :22:05.
nurture the children's social and physical development, they don't | :22:06. | :22:10.
stand a chance here. Views on a new developments continue to be | :22:11. | :22:13.
reviewed. A decision on its future is expected in the coming weeks. | :22:14. | :22:19.
Tonight's top sports stories now - here's Iwan Griffiths. | :22:20. | :22:21.
Wales face the Netherlands on Friday evening. | :22:22. | :22:24.
It's a friendly, but marks the beginning | :22:25. | :22:26.
of the journey towards the European Championships in France next June. | :22:27. | :22:29.
The squad have been training in Cardiff, without Gareth Bale | :22:30. | :22:31.
and Aaron Ramsey, preparing for a game in which the younger | :22:32. | :22:36.
Two young and promising members of the Welsh Football squad. | :22:37. | :22:42.
Both aiming to steal the lime light in the absence | :22:43. | :22:44.
of Gareth Bale and Aaron Ramsey for this week's friendly. | :22:45. | :22:51.
It's always in the back of your mind when you're playing for your club. | :22:52. | :23:00.
You've got to perform as well as you can and hopefully you will be in | :23:01. | :23:03.
contention for France. It will be a massive moment and hopefully I can | :23:04. | :23:06.
It's time another striker stepped up - those are the words of Wales' | :23:07. | :23:10.
Well, the Burnley striker missed training | :23:11. | :23:15.
this morning but is expected to be fit for the Netherland's visit. | :23:16. | :23:18.
While Hal Robson Kanu is out injured. | :23:19. | :23:20.
Well, he has been left out of Chris Coleman's squad. | :23:21. | :23:23.
The Real Madrid player scored seven of the 11 goals | :23:24. | :23:25.
So can the squad shine without the star? | :23:26. | :23:34.
I think we have needed their quality to get us through some games, but | :23:35. | :23:42.
the chances now for the other players and we've got a chance as a | :23:43. | :23:45.
team to sure we aren't all but one or two players. | :23:46. | :23:51.
Under the leadership of captain Ashley Williams | :23:52. | :23:52.
Wales conceding just four goals whilst securing qualification | :23:53. | :23:55.
But will there be a chance to experiment this week? | :23:56. | :23:58.
And take full advantage of the coming friendly? | :23:59. | :24:03.
There's no point preaching at the beginning of a campaign that it's a | :24:04. | :24:08.
great effort and then when the opportunity comes we don't use | :24:09. | :24:12.
them. We've got an opportunity for someone to stake a claim, in many | :24:13. | :24:17.
ways because I think it is going to be competitive in getting into the | :24:18. | :24:22.
Fans may have had a glimpse today of the new Welsh kit | :24:23. | :24:26.
No official confirmation from the FAW, but with thousands | :24:27. | :24:30.
preparing to flock to France, it may well be the best selling | :24:31. | :24:33.
The journey to Euro 2016 starts with a fixture against the Netherlands | :24:34. | :24:37.
It may be a friendly, but the players, experienced, and new will | :24:38. | :24:41.
Welsh shooter Elena Allen has been named in the Great Britain team | :24:42. | :24:46.
The Russian-born 43-year-old is the third Welsh competitor to be | :24:47. | :24:53.
selected for the Games, following triathlete Non Stanford | :24:54. | :24:55.
Elena Allen, who lives in Blackwood, won silver at the Glasgow | :24:56. | :25:00.
Commonwealth Games after qualifying for Wales through residency. | :25:01. | :25:02.
This will be her third Olympic Games. | :25:03. | :25:08.
I think all experiences help in life. | :25:09. | :25:10.
Negative, positive, as long as you take lessons it's a great thing. | :25:11. | :25:15.
We're human beings and we learn from making mistakes. | :25:16. | :25:19.
Very rarely do we learn from getting things right. | :25:20. | :25:21.
I hope to medal, I hope to win, like anyone else, like most people | :25:22. | :25:24.
Let's get a full check on what the weather has in store. | :25:25. | :25:32.
No need for the winter duvet at the moment. | :25:33. | :25:37.
At Hawarden in Flintshire the temperature didn't | :25:38. | :25:42.
The reason it's so mild is down to the wind direction. | :25:43. | :25:53.
Southwesterly winds bringing air to us from the Tropics. | :25:54. | :25:55.
Mind you, as the air crosses the sea it picks-up moisture. | :25:56. | :25:58.
Most of the rain recently has fallen on the Snowdonia mountains | :25:59. | :26:00.
At the moment, there are seven flood alerts in force, but it | :26:01. | :26:04.

Our weather watcher Paul in Erddig recorded a high of 18 Celsius. | :26:11. | :26:14.
Most of the rain on the mountains in the northwest. | :26:15. | :26:19.
Places to the north and east of high ground drier and another mild night. | :26:20. | :26:22.

Further west, more rain and poor conditions | :26:34. | :26:37.
During the day a band of rain over the Irish Sea will spread southeast. | :26:38. | :26:44.
The heaviest rainfall on the hills and mountains | :26:45. | :26:47.
Another inch or two of rain in Capel Curig, but it should dry-up | :26:48. | :26:53.
Top temperatures 13 to 16 Celsius with southwesterly winds. | :26:54. | :27:00.
Tomorrow night becoming dry and clearer everywhere. | :27:01. | :27:01.
The wind easing and a much cooler night although by no means cold. | :27:02. | :27:04.
Thursday's chart shows a deep low over the Atlantic | :27:05. | :27:07.
which has become the first named storm of the season called Abigail. | :27:08. | :27:10.
Severe gales in north and northwest Scotland on Thursday | :27:11. | :27:18.
Thursday morning dry with some sunshine. | :27:19. | :27:22.
The wind will increase again with some rain arriving | :27:23. | :27:25.
On Thursday night the rain will clear. | :27:26. | :27:28.
Friday brighter and colder with sunshine and blustery showers. | :27:29. | :27:30.
Hail and thunder in places and little snow on Snowdon. | :27:31. | :27:33.
But over the weekend it's back to square one. | :27:34. | :27:35.
Turning milder and windy again with more rain and drizzle. | :27:36. | :27:41.
I'll have an update for you here at 8 o'clock and again | :27:42. | :27:44.
That's Wales Today, thank you for watching. | :27:45. | :27:47.
