:04:10.:04:15.

An explosion. We felt the floor move,

it shook beneath our feet. We looked across the back of these

buildings and the rooves of the steelworks had black smoke coming

out of the top of the buildings. Paul Williams runs

us of what happened? May I start by saying my deepest sympathies to the

:05:53.:05:55.

families of these two men who've lost their lives. In regards to what

:05:56.:06:00.

happened today, what I understand, an explosion occurred in the cellars

:06:01.:06:07.

of the mill and this had tragic circumstances. Do you know anything

:06:08.:06:12.

more about the structure of where this explosion happened? You talk

:06:13.:06:18.

about a basement. From what I understand, there is a line that

:06:19.:06:22.

runs across the floor of the works, in layman 's terms within the

:06:23.:06:29.

seller, there is an oil accumulator which is an oil vessel which is

:06:30.:06:34.

under pressure and for whatever reason it's exploded. A huge shock

:06:35.:06:40.

for the community hair. What can you tell us of the community reaction?

:06:41.:06:47.

-- the community here. Nobody expects it in the 21st-century.

:06:48.:06:53.

Steel production has been happening here for 120 years. It is integral

:07:02.:07:04.

is hugely important to the community. Huge. There is a sense of

:07:05.:07:10.

pride in the community that steelworks are still happening. It

employs hundreds of people indirectly, 3000 people rely on this

functional and I would like to reckon I is the professionalism of

the staff in dealing with the incident. I would like to say thank

you to the health care partners and the public in dealing with the

:09:26.:09:29.

People who live and work in Cardiff have been learning

:09:30.:09:31.

The local MP Stephen Doughty has been giving

:09:32.:09:38.

This is a dark day in the history of steel-making in Cardiff and my heart

:09:39.:09:54.

and my prayers go to the family and friends of those affected. Also to

:09:55.:09:59.

those who have been injured but clearly the deaths of two people is

:10:00.:10:04.

extraordinary. A deep tragedy for the city.

:10:05.:10:05.

The noise from the explosion could be heard far across the city and the

:10:06.:10:08.

On the other side of Cardiff, the First Minister Carwyn Jones told

:10:09.:10:16.

the Senedd of what had happened and of his concerns for those

:10:17.:10:20.

There was an explosion in the rolling mill on

:10:21.:10:27.

The company immediately put their emergency plan into operation.

:10:28.:10:35.

The site is now in the control of the police

:10:36.:10:38.

and emergency services and we understand that the Health and

:10:39.:10:41.

I'm sure all members will join me in expressing our concern and

:10:42.:10:52.

of course join with me in sharing our thoughts with the

:10:53.:10:57.

employees and their families at this very worrying and difficult time.

:10:58.:11:03.

Let's talk to our business correspondent Brian Meechan.

:11:04.:11:08.

You know this site. You spend time here earlier this year. What goes on

:11:09.:11:17.

in there? Walking around in this site and seeing the processes and

:11:18.:11:20.

talking to the workers, two things stand out. First of all, the care

:11:21.:11:24.

and attention paid to health and safety by the workers at this site

:11:25.:11:29.

and secondly the reason for that, steel-making in such a day dangerous

:11:30.:11:36.

process -- dangerous process. Scrap metal is bought from all over and

:11:37.:11:40.

mixed up and put into a furnace and it comes out as liquid. It goes

:11:41.:11:43.

through various cooling processes and what they end up with is steel

:11:44.:11:48.

coil and bars that are used in construction projects like tunnels

:11:49.:11:56.

and energy projects. The steel industry is very dangerous but

:11:57.:12:01.

serious accident are unusual. They are. There was an accident last year

:12:02.:12:08.

here, three workers were treatable by that hospital but to have a loss

:12:09.:12:12.

of life, two people dead after coming to work, that is extremely

:12:13.:12:17.

rare. I'm trying to get a sense of what it is like inside. What are

:12:18.:12:23.

working conditions like? The heat is incredibly intense. There is molten

:12:24.:12:30.

steel flowing everywhere. The people who work there, 725 people, many

:12:31.:12:34.

have worked there for many years, they know the processes involved but

:12:35.:12:40.

also it is that issue of how potentially dangerous dealing with

:12:41.:12:40.

steel can be. Thank you. For any further developments or

:12:41.:12:43.

updates on this story, instant information through

but they did it for Tracey. It took the jury less than an hour

two casualties are being treated Emergency services mounted

:23:14.:23:15.

their serious incident response. The police and the Health and Safety

:23:16.:23:21.

Executive are already investigating what happened here at 10:30

:23:22.:23:25.

this morning. Vaughan Gething is

:23:26.:23:29.

the local Assembly Member. No, what is in the public domain is

:23:30.:23:44.

a limit of what we know and what we should know because the first point

:23:45.:23:47.

is we want to send our thoughts to the families of the deceased and

:23:48.:23:50.

those four people treated at the hospital. It is such a huge issue

:23:51.:23:55.

because steel-making hazarded big footprint in today's Cardiff but

:23:56.:24:00.

also the history of steel-making means that our extra families who

:24:01.:24:03.

will be directly affected by what has happened today. In my surprise

:24:04.:24:09.

people watching on Anglesey or west Wales at Cardiff as a steelworks in

:24:10.:24:14.

the middle of the city. There are thousands of retired steel workers

:24:15.:24:16.

and their families who will be watching today's news with real

:24:17.:24:22.

trepidation and loss. This site had a good safety record so the fact

:24:23.:24:25.

that two people will not be going home after work today will have a

:24:26.:24:30.

real impact in the broader community. A devastating loss for

:24:31.:24:34.

the families. Have you spoken to the management here? We have been in

:24:35.:24:38.

touch with them through the day. I'll be in touch with them through

:24:39.:24:41.

the week to understand what has happened and what support I can

:24:42.:24:45.

offer as a representative by one steel-making to a future in Wales

:24:46.:24:50.

with a safe future so that is important to understand what

:24:51.:24:55.

happened today. This is your constituency, the feeling from the

:24:56.:24:59.

community after today? A very real sense of loss and it is hard to

:25:00.:25:02.

overstate just how upset people are about it. The fact that it is not

:25:03.:25:07.

just people who've lost their lives, their workmates will be coming to

:25:08.:25:12.

work in the future and how it will affect them. A really tragic day for

:25:13.:25:16.

the workforce here and the wider community across Cardiff. Thank you.

:25:17.:25:19.

Let me take you over to the hospital now, where the

:25:20.:25:22.

Steffan Messenger is at University Hospital of Wales

:25:23.:25:31.

Two of the four casualties brought here to the university hospital of

:25:32.:25:45.

Wales remain in the care of trauma teams. We are told they have minor

:25:46.:25:49.

injuries. Two other patients have been discharged. The hospital stood

:25:50.:25:55.

down major incident protocol that has been in place earlier today. The

:25:56.:25:59.

health board has thanked all the staff involved in the care of these

:26:00.:26:03.

tragedies. They say the care has been professional and efficient.

:26:04.:26:07.

They also sent their condolences to all those affected by today's tragic

:26:08.:26:10.

events at the steelworks. Our reporter Rebecca John

:26:11.:26:17.

has been here all day. Within the last hour, it's emerged

:26:18.:26:32.

that two people have been discharged in hospital but the worst news was

:26:33.:26:36.

announced here confirmed by police fire and ambulance just over an hour

:26:37.:26:40.

ago. They emerge from the site to confirm that two people lost their

:26:41.:26:45.

lives in work here this morning. The company has extended its deepest

:26:46.:26:48.

sympathies, it's thoughts are with those affected and their families

:26:49.:26:52.

and said its utmost priority is to support all those who have been

:26:53.:26:59.

affected. A terrible day. A major incident. We saw rows of ambulances

:27:00.:27:04.

and Fire Services and the worst news was confirmed within the last hour.

:27:05.:27:06.

Thank you. Tonight, the ambulances

:27:07.:27:09.

and helicopter have left. The police and health

:27:10.:27:11.

and safety investigators are already beginning their painstaking work,

:27:12.:27:14.

piecing together exactly what when

:27:15.:27:18.

an explosion ripped through Celsa We'll have an update at 8pm

:27:19.:27:24.

and after the BBC News at Ten. That's Wales Today.

:27:25.:27:42.

Thank you for watching. From all of us on the programme,

:27:43.:27:44.

good evening.
