It's the season of goodwill, but who's getting the goodies

in the fifth and final budget of this Welsh government before we

This lunchtime, AMs got together to celebrate peace and harmony,

but there's precious little of that between the main parties here.

Five years ago, councils were being protected.

This term is ending with the main focus being given to the NHS.

There's an extra ?278 million for health.

It means by next year funding for the NHS will have risen by 0.6%

The Welsh government also points to the latest figures

from the Treasury, with spending per head on the NHS

The Conservatives claim that after taking into account

inflation, funding of the NHS this year is nearly ?6.3 billion,

because of the Welsh Government's decision not to protect health

and invest a bit more than they thought they would, but it is

There have been cash increases in every major department.

Economic development gets a boost of 6% and the communities

in tackling poverty department, which deals with things

Plaid claims increases in health funding has come too late

This seems like a desperate attempt from the Labour government,

The Health Minister, Mark Drakeford, has backed down on plans to ban

Instead the Welsh Government will change its Public Health Bill so

The plant would be built here and would turn waste, which may

The Newport company behind the plant, Hazrem

Environmental Limited, says any emissions would be well within safe

:06:46.:06:48.

limits and that Caerphilly County Borough Council has carefully

:06:49.:06:50.

But a planning document shows the council hasn't felt it necessary

:06:51.:06:57.

to carry out an Environmental Impact Assessment.
