The battle to improve cancer care after the worst miss target figures | :00:00. | :00:16.
from one than two years. A 100 day action plan to improve services. | :00:17. | :00:21.
Jailed after a road rage attack brash Lewis Evans threatened a | :00:22. | :00:25.
couple with an airgun, terrifying their children in the back of the | :00:26. | :00:27.
car. For years, health boards have missed | :00:28. | :00:38.
targets set for cancer patients who are waiting | :00:39. | :00:42.
to receive treatment. Now, after the worst set of figures | :00:43. | :00:45.
for two-and-a-half years, the Welsh government has begun | :00:46. | :00:50.
what they call a 100-day action plan The cancer charity Macmillan say | :00:51. | :00:53.
they've been concerned about the lack of improvement | :00:54. | :00:58.
in cancer waiting times. Here's our political | :00:59. | :01:01.
editor, Nick Servini. Waiting times for the treatment | :01:02. | :01:03.
of cancer are among the most sensitive produced by the NHS | :01:04. | :01:05.
and as a result few statistics Figures published today | :01:06. | :01:08.
showed that in October, 81% of patients diagnosed | :01:09. | :01:17.
with cancer began their treatment And there were | :01:18. | :01:23.
significant variations. The Aneurin Bevan board | :01:24. | :01:29.
in south-east Wales did While Cardiff and Vale | :01:30. | :01:31.
did the worst with 63%. The Welsh Government says | :01:32. | :01:39.
the new 100 day plan prepared by health boards will focus | :01:40. | :01:42.
on speedier treatment. This month, some of the figures | :01:43. | :01:45.
are disappointing. The 100 day plans that the health | :01:46. | :01:48.
boards have produced, I asked for them earlier this month | :01:49. | :01:50.
so it's not just about reacting It is about saying we need | :01:51. | :01:53.
to have a refocus on what we do. We need to set out what we want | :01:54. | :02:01.
to improve in a definitive period of time and then look | :02:02. | :02:06.
at the long-term future as well. Of all the areas of the NHS | :02:07. | :02:09.
the treatment of cancer is often used by Welsh ministers | :02:10. | :02:12.
to defend their record on health. Latest figures for England | :02:13. | :02:14.
are virtually identical to Wales. But the downward trend over the past | :02:15. | :02:19.
few years and the inconsistency among health boards will be | :02:20. | :02:23.
a worry for ministers. Many will be acutely aware of the | :02:24. | :02:41.
political timetable. This action plan but last 100 days and in 140 | :02:42. | :02:47.
days, we all go to the polls for the Assembly elections to decide who we | :02:48. | :02:51.
want to run the Welsh NHS over the next five years. | :02:52. | :02:54.
The cancer charity Macmillan says it is dismayed the waiting | :02:55. | :02:56.
If the health boards get it right it's going to make a huge difference | :02:57. | :03:01.
to people affected by cancer because when people receive a cancer | :03:02. | :03:04.
diagnosis it can be absolutely devastating and one of the issues | :03:05. | :03:06.
is that they face a period waiting for their treatment and they can | :03:07. | :03:09.
And not just them, their families and friends and those around them. | :03:10. | :03:16.
And obviously then the outcome of their cancer can be | :03:17. | :03:18.
affected as well if there is a delay to treatment. | :03:19. | :03:21.
There has been a huge rise in the number of cancer patients | :03:22. | :03:24.
being treated successfully in the Welsh NHS in recent years. | :03:25. | :03:29.
The challenge is keeping waiting lists down in the face | :03:30. | :03:31.
A 19-year-old man has been jailed for pointing an air gun at a couple | :03:32. | :03:38.
and threatening to kill them in their car in | :03:39. | :03:40.
Newport Crown Court heard the couple's children were screaming | :03:41. | :03:44.
hysterically as their parents feared for their lives. | :03:45. | :03:47.
An immature teenager who committed an absolutely stupid act, | :03:48. | :03:54.
But what possessed Lewis Sims to threaten this family | :03:55. | :03:59.
Back in September - here, near Pontypool - | :04:00. | :04:06.
Sims was accused by another motorist of driving dangerously. | :04:07. | :04:09.
A scuffle broke out but the pair later parted. | :04:10. | :04:13.
Later that day Sims caught up with that driver again as he stopped | :04:14. | :04:16.
He dragged the man's partner from the car and threatened them | :04:17. | :04:24.
both with a gun as their children sat in the back seat. | :04:25. | :04:27.
Police described it as a road rage incident. | :04:28. | :04:30.
Gareth Oram was the man Sims threatened to kill that day in front | :04:31. | :04:33.
This is his reaction to the sentence of 12 months in prison. | :04:34. | :04:41.
Me and my family are quite happy about the sentence because he is | :04:42. | :04:45.
a young boy and hopefully he can reflect over the Christmas period | :04:46. | :04:52.
and hopefully in the New Year he will come out a different person. | :04:53. | :04:56.
This has affected you and your family since though, | :04:57. | :04:58.
The children still talk about it now. | :04:59. | :05:02.
My five-year-old and three-year-old bring it up quite regularly. | :05:03. | :05:08.
To see the reaction of my children with someone waving a gun | :05:09. | :05:10.
at their father, which is pretty sickening. | :05:11. | :05:15.
I can close my eyes now and still think about it | :05:16. | :05:18.
This is the gun police retrieved and that Lewis Sims said he used. | :05:19. | :05:32.
But his victims say they think he used another weapon which is yet | :05:33. | :05:35.
Lewis Sims is likely to be released in March, when he will have served | :05:36. | :05:40.
half of his 12-month custodial sentence. | :05:41. | :05:44.
The judge said today he hopes that sends a message to others looking | :05:45. | :05:47.
His victims have told me they simply hope he will take this opportunity | :05:48. | :05:53.
The number of people out of work in Wales has fallen, | :05:54. | :06:01.
with 17,000 fewer people unemployed than a year ago. | :06:02. | :06:05.
There are now 88,000 people looking for work - | :06:06. | :06:07.
That's higher than the UK rate of 5.2%. | :06:08. | :06:15.
An area of Wrexham was evacuated this afternoon as police dealt | :06:16. | :06:18.
with an incident at a house in the Caia Park area. | :06:19. | :06:21.
Emergency services were called just after lunch and police asked people | :06:22. | :06:24.
to stay away from the immediate area. | :06:25. | :06:28.
A 26-year-old local man is now in custody. | :06:29. | :06:35.
Work on new flood defences in Denbighshire is going ahead next | :06:36. | :06:42.
year at the announcement of ?3 million from the Welsh Government. | :06:43. | :06:46.
The area was badly hit by flooding three years ago an elderly woman | :06:47. | :06:50.
died. There are concerns locally that the work will not be finished | :06:51. | :06:54.
for another three years but natural resources Wales say this is a cop | :06:55. | :06:56.
located scheme. As you can see, there | :06:57. | :07:00.
are houses and gardens close by and we have an old waste tip | :07:01. | :07:02.
so we have to do some investigation. There will be a traditional flood | :07:03. | :07:06.
bank building but it's not A Welsh-based company and academics | :07:07. | :07:09.
from Cardiff University have received funding worth over ?160,000 | :07:10. | :07:19.
to develop new materials for use They're using a 3D printer to create | :07:20. | :07:23.
a multi-layered elastic material that has been described as having | :07:24. | :07:32.
"game changing" potential. It's part funded by the NFL | :07:33. | :07:34.
and the material created in Wales could be used commercially | :07:35. | :07:38.
to improve brain protection during high-impact sports | :07:39. | :07:42.
like American football. The main thing is the amount of | :07:43. | :08:01.
folds and they can dissipate energy and mitigate energy from an impact. | :08:02. | :08:05.
Typical sport injury would be one of those impacts and current technology | :08:06. | :08:09.
does not deal with non-vertical impacts this material, this new | :08:10. | :08:13.
development offers good opportunities to develop that | :08:14. | :08:14.
further. Let's take a look at | :08:15. | :08:17.
the weather forecast. The mild theme is set to continue | :08:18. | :08:19.
over the coming days. A wet start to tomorrow | :08:20. | :08:22.
morning and by the afternoon we can look forward | :08:23. | :08:24.
to dry, bright conditions but for the rest of tonight, | :08:25. | :08:26.
remaining cloudy and any remaining drizzle will fizzle away for a time | :08:27. | :08:29.
and by the early hours of tomorrow morning we'll start to see the rain | :08:30. | :08:32.
approaching from the west. Tomorrow, we have this cold | :08:33. | :08:35.
weather front sweeping across the country and that is | :08:36. | :08:39.
going to bring some rain For the rush hour, it is a wet start | :08:40. | :08:42.
in the west with brisk winds coming in from a | :08:43. | :08:49.
south-westerly reaction. That rain band continues | :08:50. | :08:50.
its journey slowly but surely For the rest of the British Isles, | :08:51. | :08:52.
we have that front from Scotland right down the south-west | :08:53. | :09:01.
of England, sweeping across the country | :09:02. | :09:02.
and further south and east, dry and brighter but the rain | :09:03. | :09:04.
will reach you later on in the day with highs of 12 | :09:05. | :09:08.
to about 15 Celsius. A better looking afternoon tomorrow | :09:09. | :09:10.
afternoon, some hints of brightness, much dryer and temperatures, | :09:11. | :09:13.
12 to about 14 Celsius. Through tomorrow night, | :09:14. | :09:17.
we have quite a bit of cloud but remaining dry and perhaps | :09:18. | :09:22.
the odd spot if you are unlucky. The bulk of the country | :09:23. | :09:26.
will remain dry and mild with those temperatures ranging | :09:27. | :09:28.
between ten and 12 Celsius. Feeling less mild, we do have | :09:29. | :09:30.
some patchy, light rain or drizzle and highs of 12 | :09:31. | :09:34.
to about 13 Celsius, still above the average and then | :09:35. | :09:38.
we see the return of the milder Dryer with the risk | :09:39. | :09:41.
of some showers but also some sunshine and feeling | :09:42. | :09:48.
cooler as we head into the second | :09:49. | :09:51. |
