funding arrangement has to change, but there is no easy solution. There | :03:01. | :03:06. | |
is a debate between the people who believe that the public purse in | :03:07. | :03:10. | |
Wales should not be paying for students to study outside against | :03:11. | :03:15. | |
those who say they should. Our panel has received representations on both | :03:16. | :03:21. | |
sides of that divide, one of the things clear and my mind is that we | :03:22. | :03:24. | |
will be debating and discussing over the next couple months will be what | :03:25. | :03:29. | |
our recommendations will be in that regard. | :03:30. | :03:32. | |
This issue is never far from the headlines. | :03:33. | :03:35. | |
Good evening, it costs more than ?200 million per year, tonight, | :03:36. | :03:40. | |
questions over whether the Welsh Government House policy of funding | :03:41. | :03:51. | |
students... A warning to note that our universities could fall behind. | :03:52. | :03:57. | |
Earlier this year the Higher Education Funding Council for Wales | :03:58. | :04:00. | |
once that universities this country could fall behind English | :04:01. | :04:07. | |
institutions. More recently, the body which represents Welsh | :04:08. | :04:10. | |
universities said the focus should be on helping the poorest students. | :04:11. | :04:16. | |
Means testing would mean that those students who really need support | :04:17. | :04:20. | |
would get support. Those who are more able to support themselves | :04:21. | :04:23. | |
would be able to do that. That is surely fair. | :04:24. | :04:30. | |
The Welsh Government says it is investing in young people and argues | :04:31. | :04:36. | |
that more money comes into Wales' higher education system then goes | :04:37. | :04:42. | |
out. Sir Ian Diamond will publish his recommendations next September. | :04:43. | :04:44. | |
Cemlyn joins me now - this is likely to be a key issue | :04:45. | :04:47. | |
in the run up to the Assembly election, isn't it? | :04:48. | :04:49. | |
Certainly. We know where the political parties roughly stand on | :04:50. | :04:57. | |
this issue. The Conservatives want to scrap the current policy and have | :04:58. | :05:02. | |
a fund to help the poorest students instead. Plaid Cymru say they would | :05:03. | :05:06. | |
like to have a scheme which supports Welsh students studying in Wales. | :05:07. | :05:10. | |
The Liberal Democrats would start the full grant and help with living | :05:11. | :05:19. | |
costs. But the political parties will be giving this issue plenty of | :05:20. | :05:23. | |
thought over the coming months. They know it is a key issue, one that is | :05:24. | :05:28. | |
important to voters. It also recognise that any change to the | :05:29. | :05:32. | |
status quo is unlikely to be popular, even if change is | :05:33. | :05:38. | |
necessary. They will not get any help from Sir Ian Diamond, because | :05:39. | :05:42. | |
as we read their heads recommendations will not be | :05:43. | :05:46. | |
published until September, well after polling day. | :05:47. | :05:48. | |
An engineering company in Merthyr Tydfil has been fined | :05:49. | :05:50. | |
?50,000 after 21 of its workers suffered permanent injury | :05:51. | :05:52. | |
from using vibrating power tools. | :05:53. | :05:57. | |
Linde Heavy Truck Division pleaded guilty to failing to ensure | :05:58. | :06:00. | |
the health and safety of its workers. | :06:01. | :06:01. | |
Now closed until 2013, this factory made trucks. At its height, | :06:02. | :06:17. | |
employing 500 people here. But when employees started to report problems | :06:18. | :06:20. | |
with their hands, it emerged the company had been breaching the law | :06:21. | :06:26. | |
for years. Today, it was fined ?50,000. | :06:27. | :06:28. | |
It is important that the lesson is learned not only by the company, | :06:29. | :06:32. | |
that other companies doing similar work, potentially exposing their | :06:33. | :06:38. | |
employees to vibration. But they do understand the seriousness of the | :06:39. | :06:41. | |
risk. The employees were using vibrating | :06:42. | :06:45. | |
hand tools like our trolls for as many as six hours a day. The judge | :06:46. | :06:49. | |
ruled there was no adequate risk assessment. -- like power drills. | :06:50. | :07:01. | |
This syndrome is preventable, but is permanent once the damage is done. | :07:02. | :07:05. | |
Across the UK, nearly 2 million people are at risk of it, and it is | :07:06. | :07:11. | |
considered serious and disabling. It can damage the ability to find work | :07:12. | :07:16. | |
and colds can trip European in the fingers. That is why one of its | :07:17. | :07:20. | |

The judge said this was not a case where a company had put profit | :08:22. | :08:24. | |
before safety, but there had been failings of many years and the | :08:25. | :08:29. | |
consequences were serious. The fines must be substantial enough to have | :08:30. | :08:34. | |
an effect on management, he said. The company has apologised for the | :08:35. | :08:38. | |
breach, saying it deeply regrets the situation, and lessons will be | :08:39. | :08:39. | |

Every year, thousands of women in Britain suffer mental health | :17:47. | :17:49. | |
