Welcome to Wales Today - our top stories. | :00:00. | :00:00.
Face to face with flood victims - the First Minister in Talybont | :00:00. | :00:08.
in Gwynedd where residents were left waiting for him a week ago. | :00:09. | :00:13.
And Connor Marshall murdered in an unprovoked attack. | :00:14. | :00:15.
His mother tells us his killer was already being supervised | :00:16. | :00:17.
by probation workers for previous offences. | :00:18. | :00:36.
Across Wales, people affected by flooding over the Christmas | :00:37. | :00:40.
holidays are continuing to assess the damage. | :00:41. | :00:42.
Today the First Minister announced an extra ?2.3 million | :00:43. | :00:47.
It's the Welsh share of a similar announcement made in England. | :00:48. | :00:52.
Carwyn Jones was at Talybont near Bangor in Gwynedd | :00:53. | :00:54.
where he finally met flood victims there. | :00:55. | :00:58.
They were expecting him last week, but he failed to arrive | :00:59. | :01:01.
They are drying out in Talybont now, the First Minister could see that. | :01:02. | :01:09.
He could also probably detect the strength of feeling here. | :01:10. | :01:13.
Through the front doors, through the back doors, | :01:14. | :01:15.
meeting in the middle, try and save what you can by rushing | :01:16. | :01:18.
Unless something is done, it will happen again. | :01:19. | :01:31.
Villagers thought they would be meeting the First Minister last week | :01:32. | :01:34.
but there was a mix-up and he did not arrive. | :01:35. | :01:36.
This is a community which believes it has been let down. | :01:37. | :01:39.
A scheme to help remains on the drawing board and that has | :01:40. | :01:44.
Plaid Cymru politicians blaming a Labour Welsh Government, | :01:45. | :01:49.
the Welsh Government dishing it back by return. | :01:50. | :01:53.
Over the last week, what happened here in Talybont has turned | :01:54. | :01:56.
into a political row, but then this is an election year | :01:57. | :01:59.
and political parties are keen to score points off each other | :02:00. | :02:03.
but for the people of Talybont, what is more important | :02:04. | :02:05.
is that the problems which caused the flooding gets sorted out. | :02:06. | :02:09.
Last week we spoke to Eirlys Evans, as she attempted to deal | :02:10. | :02:12.
with the latest flood to sweep into her home. | :02:13. | :02:16.
Pictures recorded by visitors show the force of the water as it ripped | :02:17. | :02:19.
Today, Eirlys Evans was among those to tackle Carwyn Jones | :02:20. | :02:25.
We need a flood defence now because if it rains, | :02:26. | :02:30.
we are going to be petrified here again. | :02:31. | :02:32.
It only takes about 35-40 minutes for the water to come | :02:33. | :02:37.
You would have thought they would have learnt | :02:38. | :02:43.
How long is it going to take them to learn? | :02:44. | :02:48.
Talybont's problems are bound up with a wider issue, | :02:49. | :02:51.
flooding on the nearby A55, North Wales' main road artery. | :02:52. | :02:56.
This picture shows what it was like on Boxing Day, | :02:57. | :02:59.
A planned flood scheme would stop this and the flooding in nearby | :03:00. | :03:05.
Today the First Minister said there was no reason | :03:06. | :03:08.
The issue was getting the easements overland that were required to take | :03:09. | :03:14.
a pipe through the land, as I understand it, | :03:15. | :03:18.
That has been resolved, so there is no reason now widely | :03:19. | :03:23.
Everybody in this village wants to see it. | :03:24. | :03:26.
The money is there, Gwynedd are keen to move forward with it. | :03:27. | :03:29.
He seems to think there was no problem with the money. | :03:30. | :03:32.
If that is the case, and he is true to his word, | :03:33. | :03:35.
there is no reason why we cannot go out to tender within a month | :03:36. | :03:38.
and complete the work before next winter. | :03:39. | :03:40.
In Talybont, they said they wanted to make the most | :03:41. | :03:44.
They wanted him to see first-hand what had happened and that seems | :03:45. | :03:48.
A baby born by emergency caesarean section after his mother | :03:49. | :03:54.
was involved in a car crash has died. | :03:55. | :04:01.
The boy's father, Simon Lewis, died in the crash in Cardiff, | :04:02. | :04:04.
His wife and their three-year-old daughter were passengers. | :04:05. | :04:07.
The baby was born three months prematurely on Sunday, | :04:08. | :04:09.
Two more people have been arrested in connection with the fire | :04:10. | :04:15.
which gutted a primary school in Cwmbran. | :04:16. | :04:18.
The men, aged 18 and 21, have been arrested on suspicion | :04:19. | :04:20.
of arson after the blaze at Coed Eva Primary in the early | :04:21. | :04:23.
Four teenage boys have also been arrested and released on bail. | :04:24. | :04:28.
The school is closed until next week at the earliest. | :04:29. | :04:33.
An inquest has heard of a father's desperate attempts | :04:34. | :04:35.
to save his six-year-old daughter after she choked on a grape. | :04:36. | :04:38.
Jasmine Lapsley died in August 2014 whilst on holiday in Gwynedd. | :04:39. | :04:42.
Her parents say the 25-minute wait for an ambulance was far too long. | :04:43. | :04:50.
The mother of a teenager who died after an unprovoked attack, | :04:51. | :04:54.
says her son would still be alive if his killer had been properly | :04:55. | :04:57.
Connor Marshall was murdered in Porthcawl last year by a man | :04:58. | :05:03.
who was already being monitored after previous offences. | :05:04. | :05:08.
But officials say nothing could have been done to predict | :05:09. | :05:10.
Connor Marshall was a lively, likeable teenager, just | :05:11. | :05:18.
But last year on a trip to Porthcawl's Trecco Bay, | :05:19. | :05:22.
he was murdered in an unprovoked attack. | :05:23. | :05:25.
His family was to learn later it was a case of mistaken identity. | :05:26. | :05:29.
Connor was attacked in Porthcawl on March the 8th, | :05:30. | :05:36.
We then spent four horrible days in hospital with the two children, | :05:37. | :05:41.
having to look at somebody that did not resemble Connor at all. | :05:42. | :05:50.
In June last year, Connor's killer, David Braddon, was sentenced to life | :05:51. | :05:53.
The court heard that Braddon was subject to a supervision order | :05:54. | :05:58.
for two previous drug offences and assaulting a police officer. | :05:59. | :06:02.
A review of the way he had been supervised was ordered, | :06:03. | :06:04.
and the family has seen a summary of that report, | :06:05. | :06:07.
which says they could have adopted a more targeted and proactive | :06:08. | :06:10.
approach in trying to engage him, reassess and manage his risk. | :06:11. | :06:15.
It is just a gutting feeling to know already that the mistakes | :06:16. | :06:25.
prevented what happened to Connor, | :06:26. | :06:27.
would mean my family is as it should be. | :06:28. | :06:30.
Do you really feel that the mistakes were so serious that this murder | :06:31. | :06:36.
But the Ministry of Justice say nothing could have been done | :06:37. | :06:42.
to predict or prevent Connor's killing. | :06:43. | :06:44.
And no one could have foreseen that Braddon would go on to commit | :06:45. | :06:48.
They go on to say serious further offences are rare, | :06:49. | :06:52.
is taken extremely seriously and investigated fully. | :06:53. | :06:57.
They add that "public protection is our priority and we continue | :06:58. | :07:00.
"to consider the findings in this case." | :07:01. | :07:01.
But Connor's mother is not satisfied. | :07:02. | :07:04.
She has started an online petition, demanding access to the full report. | :07:05. | :07:09.
He had escalated in the violence, he had escalated in the number | :07:10. | :07:14.
of offences, he had escalated in his ability to abscond. | :07:15. | :07:19.
We should have had tighter controls, better management. | :07:20. | :07:23.
David Braddon was a time bomb waiting to explode. | :07:24. | :07:25.
Memories of happier times cover the wall of the Marshall home. | :07:26. | :07:33.
And for mum Nadine, Connor will always be close by, | :07:34. | :07:35.
A woman from Cardiff who's been blind for 16 years has recovered | :07:36. | :07:42.
Rhian Lewis has been fitted with what's called a bionic eye - | :07:43. | :07:47.
a tiny electronic chip - that's helping her to see again. | :07:48. | :07:50.
The pioneering operation by doctors in Oxford could transform the way | :07:51. | :07:54.
Let's see what the weather has in store - Derek's got the forecast. | :07:55. | :08:04.
Thanks, good evening. As you may know, December was the wettest on | :08:05. | :08:13.

slow to left. Otherwise some rain for parts of north-east England into | :08:59. | :09:03.
Scotland. Elsewhere in a lot of dry weather, the best of sunshine in the | :09:04. | :09:08.

Pembrokeshire towards dusk on Wednesday with a freshening | :09:25. | :09:29.
south-easterly wind. But rain will spread across Wales. Dry weather | :09:30. | :09:33.
behind by the rain may linger in the north-east on Thursday. Bright and | :09:34. | :09:40.
breezy on Thursday, sunshine and scattered showers. A little snow on | :09:41. | :09:45.
the hilltops and mountains. Friday and the weekend, more rain and heavy | :09:46. | :09:49.
showers on the way. Dry and Richard spells as well and then a cold snap | :09:50. | :09:55.
