The main campaign groups in the referendum would be formed into we | :04:49. | :04:52. | |

in the audience are many of the opinion formers in Wales, one of | :06:19. | :06:23. | |

The state of the steel industry is expected to come up in the debate | :07:58. | :08:00. | |

It's a good barometer of the health of the steel industry | :08:04. | :08:07. | |
Scrap steel is only reaching half the price it was fetching this time | :08:08. | :08:11. | |
last year - of great concern because of the thousands of jobs | :08:12. | :08:14. | |
Our economics correspondent, Sarah Dickins, has the story. | :08:15. | :08:25. | |
In Swansea docks, scrap metal is prepared to export and usually with | :08:26. | :08:32. | |
the neighbouring steelworks. It notably buys scrap steel from this | :08:33. | :08:37. | |
site to add to the steering makes from raw materials. None has been | :08:38. | :08:40. | |
ordered for the first three months of this year. The demand for scraps | :08:41. | :08:45. | |
steel fell throughout last year. 2015 has been tough. We have seen | :08:46. | :08:51. | |
cheap Chinese still coming in from China into traditional European | :08:52. | :08:55. | |
markets. In the UK particularly, they have suffered as a result of | :08:56. | :09:01. | |
high energy tariffs as well. It is a double whammy with cheap Chinese | :09:02. | :09:05. | |
products as well as the electricity tariffs. That has dampened the price | :09:06. | :09:10. | |
of steel scrap down to virtually all time lows when you take into account | :09:11. | :09:15. | |
annual inflation. Scrap cars were fetching ?85 per tonne a year ago. | :09:16. | :09:23. | |
Now they are sold for ?25. 15 people are employed here. The scrap is | :09:24. | :09:30. | |
change for different customers. These bundles will be exported to | :09:31. | :09:38. | |
India. This has a copper content in it. We send that the fragmentation. | :09:39. | :09:44. | |
On the left-hand side, this parlours where we load up the steel. We send | :09:45. | :09:50. | |
that to Spain. The scrap sector employs 1500 people in Wales, 10,000 | :09:51. | :09:55. | |
across the UK and impacts many different parts of the economy. When | :09:56. | :10:00. | |
economies around the world of feeling strong, confident and | :10:01. | :10:02. | |
optimistic about the future, scrap like this game is huge value. | :10:03. | :10:09. | |
Everybody wants it because it goes into so many commodities. The fact | :10:10. | :10:13. | |
it is so low, the price, now and that there is a demand across the | :10:14. | :10:18. | |
world suggests we have bumpy months ahead. Many economic forecasters say | :10:19. | :10:22. | |
growth around the world will slow further as the year progresses, | :10:23. | :10:27. | |
hitting scrap and the steel industry in general. South Wales particularly | :10:28. | :10:32. | |
was the hub of the steel-making sector and relied upon steel scrap | :10:33. | :10:36. | |
is a vital raw material within the steel-making chain so scrap matters | :10:37. | :10:42. | |
absolutely. It is an essential raw material. And steel scrap is not the | :10:43. | :10:46. | |
only commodity where prices are plummeting. The same is happening | :10:47. | :10:51. | |
with oil, copper and iron ore, all indicators economies around the | :10:52. | :10:52. | |
world are weakening. So Sarah, if the world's demand | :10:53. | :10:53. | |
for steel doesn't pick up, it's a real worry | :10:54. | :10:56. | |
for the industry here? It is. The works are loosing hundred | :10:57. | :11:07. | |
million pounds a day and has been a long time. However committed Tata | :11:08. | :11:13. | |
Steel is in the UK and Wales, and it clearly is, even through difficult | :11:14. | :11:17. | |
times, there comes a point when things have to change. There are no | :11:18. | :11:21. | |
indications that China will suddenly start using itself, the steel that | :11:22. | :11:26. | |
makes, and start exporting steeper steel here. World prices are down. | :11:27. | :11:34. | |
Even the steel Port Talbot is making our low prices. If you remember, | :11:35. | :11:39. | |
before Christmas, we heard the unions were working with Tata Steel | :11:40. | :11:45. | |
to save Port Talbot 4000 jobs. What they want to do is save it as much | :11:46. | :11:51. | |
as possible. It is pretty likely, almost inevitable, that we will not | :11:52. | :11:56. | |
see hundreds of jobs going very soon in the hope of saving as many of | :11:57. | :12:05. | |
those 4000 as we possibly can. A pre-inquest hearing into the death | :12:06. | :12:10. | |
