According to NHS targets, nobody should wait that long. | 0:01:16 | 0:01:18 | |
It is a life-changing operation, totally life-changing. | 0:01:18 | 0:01:24 | |
Unfortunately, the stress, the length of time that I had | 0:01:24 | 0:01:27 | |
to wait has put pressure on my other hip, so I am now, | 0:01:27 | 0:01:31 | |
having recovered from the first operation, | 0:01:31 | 0:01:33 | |
I am now on the urgent list. | 0:01:33 | 0:01:41 | |
But is Carol's case exceptional or symptomatic of deeper problems | 0:01:41 | 0:01:43 | |
in the Welsh NHS? | 0:01:43 | 0:01:44 | |
If you think answering that question would be | 0:01:44 | 0:01:46 | |
easy, think again. | 0:01:46 | 0:01:48 | |
That's because health statistics in Wales and England are often | 0:01:48 | 0:01:50 | |
collected and measured in different ways. | 0:01:50 | 0:01:56 | |
We've been digging deeper for figures we're able to compare. | 0:01:56 | 0:02:00 | |
They suggest the median waiting time in Wales was longer than in England | 0:02:00 | 0:02:05 | |
by some margin for seven out of 11 key treatments and diagnoses. | 0:02:05 | 0:02:10 | |
For hip replacements, the average wait was 122 days longer | 0:02:10 | 0:02:13 | |
here than on the other side of the border. | 0:02:13 | 0:02:15 | |
And there was a difference of 70 days for diagnosing hernias. | 0:02:15 | 0:02:23 | |
And for this, hips and treating cataracts, the gap with England had | 0:02:23 | 0:02:26 | |
grown in the previous three years. | 0:02:26 | 0:02:28 | |
However we measure it, I think it is unacceptable | 0:02:28 | 0:02:30 | |
for a patient with a painful hip to be waiting more than six months | 0:02:30 | 0:02:33 | |
for a hip operation. | 0:02:33 | 0:02:34 | |
The system is working flat out at the moment, | 0:02:34 | 0:02:36 | |
and the staff in the hospitals are working flat out trying to keep | 0:02:36 | 0:02:39 | |
up with the demand. | 0:02:39 | 0:02:40 | |
But still the waiting lists appear to grow, | 0:02:40 | 0:02:42 | |
and do grow. | 0:02:42 | 0:02:43 | |
But there is more encouraging news on more urgent care. | 0:02:43 | 0:02:46 | |
In three years, waiting times for types of heart surgery showed | 0:02:46 | 0:02:48 | |
a big improvement, with the gap with England reducing by 65 days, | 0:02:48 | 0:02:51 | |
although patients in Wales were still typically waiting almost | 0:02:51 | 0:02:53 | |
eight weeks longer, and the performance between the two | 0:02:53 | 0:02:56 | |
nations is similar on cancer diagnosis and better on waiting | 0:02:56 | 0:03:00 | |
times for kidney transplants. | 0:03:00 | 0:03:09 | |
So why have waiting times lengthened for surgeon treatment? | 0:03:13 | 0:03:16 | |
According to the doctor in charge of a Wales-wide plan to reduce | 0:03:16 | 0:03:19 | |
waiting times, it is a case put simply of supply not meeting demand. | 0:03:19 | 0:03:22 | |
If you are a service which receives 100 referrals per month, | 0:03:22 | 0:03:24 | |
if you don't have the activity to cope with those 100 referrals | 0:03:24 | 0:03:27 | |
per month, each month, you are going to add patients | 0:03:27 | 0:03:30 | |
to a waiting list. | 0:03:30 | 0:03:32 | |
So the waiting list will grow and grow and grow, | 0:03:32 | 0:03:41 | |
and just to increase your activity to burn off the backlog, | 0:03:41 | 0:03:48 | |
as it is commonly described, alone, can be toxic. | 0:03:48 | 0:03:50 | |
Here in Swansea, the local health board believes | 0:03:50 | 0:03:52 | |
they have | 0:03:52 | 0:03:53 | |
found one solution. | 0:03:53 | 0:03:54 | |
11,000 patients a year are seen by doctors and physiotherapists | 0:03:54 | 0:03:56 | |
at this clinic. | 0:03:56 | 0:03:57 | |
Gail Crockett came here within weeks. | 0:03:57 | 0:03:59 | |
She may have been waiting many months had she been sent to see | 0:03:59 | 0:04:02 | |
a hospital specialist. | 0:04:02 | 0:04:03 | |
80% of those that get seen here end up needing no extra treatment. | 0:04:03 | 0:04:06 | |
It is much more personal, and much easier to come to this | 0:04:06 | 0:04:09 | |
level rather than go into more serious, like operations | 0:04:09 | 0:04:11 | |
and things like that. | 0:04:11 | 0:04:15 | |
The majority of people do not need the surgical intervention, | 0:04:15 | 0:04:22 | |
and I think the population is actually starting to get used | 0:04:22 | 0:04:24 | |
to that idea, as well. | 0:04:24 | 0:04:26 | |
And I think looking after yourself and maintaining yourself with a good | 0:04:26 | 0:04:29 | |
lifestyle is important. | 0:04:29 | 0:04:32 | |
So what accounts for the differences between Wales and England? | 0:04:32 | 0:04:36 | |
The waiting list gap has been there for a long time, | 0:04:36 | 0:04:38 | |
so it is not a new problem. | 0:04:38 | 0:04:41 | |
Also the population of Wales, generally speaking, is older, | 0:04:41 | 0:04:43 | |
sicker and poorer than in England, placing more burden on services. | 0:04:43 | 0:04:49 | |
But independent experts tell us that wouldn't account | 0:04:49 | 0:04:51 | |
for such a disparity. | 0:04:51 | 0:04:53 | |
Wales certainly does seem to have some difficulties with waiting | 0:04:53 | 0:04:56 | |
times, but I think it is also worth pointing out that Wales has done | 0:04:56 | 0:04:59 | |
some really good things in the areas of for example patient safety | 0:04:59 | 0:05:02 | |
and quality of care. | 0:05:02 | 0:05:11 | |
If you ask the public, what matters to you more, | 0:05:11 | 0:05:13 | |
the quality and safety | 0:05:13 | 0:05:14 | |
of treatment you get, or the time you get it, | 0:05:14 | 0:05:17 | |
I think most people would say that quality and safety is | 0:05:17 | 0:05:19 | |
much more important. | 0:05:19 | 0:05:20 | |
As long as people don't suffer harm while they're waiting. | 0:05:20 | 0:05:23 | |
So the message from him is don't judge the Welsh NHS on speed alone, | 0:05:23 | 0:05:26 | |
because as we race towards the Welsh election, how patients might get | 0:05:26 | 0:05:29 | |
treated will soon be at heart of the debate. | 0:05:29 | 0:05:31 | |

A primary school of less than 100 pupils, they will have eight, | 0:07:24 | 0:07:27 | |
nine, ten in a year group, and they're applying percentage | 0:07:27 | 0:07:29 | |
benchmarks to that. | 0:07:29 | 0:07:30 | |
And in those circumstances, a school might be tipped | 0:07:30 | 0:07:35 | |
into the amber category by virtue of a performance | 0:07:35 | 0:07:37 | |
largely of one pupil. | 0:07:37 | 0:07:42 | |
The Welsh Government says because schools cannot just rely | 0:07:44 | 0:07:46 | |
on the performance of their top students, it is a system that | 0:07:46 | 0:07:49 | |
delivers for all learners. | 0:07:49 | 0:07:52 | |
It is also an absolute system, which means that schools are not | 0:07:52 | 0:07:55 | |
in the situation where if one school goes up the league tables, | 0:07:55 | 0:07:58 | |
another one has to fall, because that is the way | 0:07:58 | 0:08:00 | |
league tables work. | 0:08:00 | 0:08:06 | |
Every school in Wales is capable of hitting the green category, | 0:08:06 | 0:08:09 | |
the top category, if they follow that improvement journey. | 0:08:09 | 0:08:14 | |
The NUT is cautiously positive, but warns against using it | 0:08:14 | 0:08:19 | |
as a method of judging individual schools. | 0:08:19 | 0:08:24 | |
If it is seen not as a judgment but as a way of recognising | 0:08:24 | 0:08:28 | |
where schools need support and where they can build capacity, | 0:08:28 | 0:08:30 | |
where they can work with each other to improve each other's practices, | 0:08:30 | 0:08:33 | |
then of course it can be used as useful measure. | 0:08:33 | 0:08:35 | |
Opposition parties have raised concerns over the number of schools | 0:08:35 | 0:08:38 | |
in the red category. | 0:08:38 | 0:08:40 | |
But the Government says it's not about labelling schools, | 0:08:40 | 0:08:42 | |
but directing the right support to ensure improvement | 0:08:42 | 0:08:44 | |

Here at Mount Stuart, being green two years in a row means | 0:08:48 | 0:08:51 | |
that parents are now actively approaching the school to seek | 0:08:51 | 0:08:53 | |
places for their children. | 0:08:53 | 0:08:59 | |
But elsewhere in Wales, schools will be keen to know | 0:08:59 | 0:09:02 | |
what support the Welsh Government plans to put in place for those | 0:09:02 | 0:09:04 | |
schools deemed to need it. | 0:09:04 | 0:09:06 | |
