There are more than a hundred headteacher vacancies

:00:08.:00:12.

Why don't more teachers want the top jobs?

:00:13.:00:20.

When I was starting off, you could have 16, 20 people applying.

:00:21.:00:26.

Tonight, the Welsh government insists there's no headteacher

:00:27.:00:28.

The three council bosses suspended on full pay.

:00:29.:00:52.

A million pounds in salaries - who should pick up the bill?

:00:53.:01:02.

He's the Welsh writer behind the television hit War and Peace.

Andrew Davies tells us what makes a blockbuster

:01:06.:01:07.

Good news ahead of the Six Nations opener.

:01:08.:01:12.

After Injury, Wales fullback Liam Williams and flanker

:01:13.:01:15.

Dan Lydiate are set to play some part in Sunday's game in Ireland.

:01:16.:01:24.

There is no headteacher crisis in Wales.

:01:25.:01:28.

That's the message tonight from the Welsh government,

:01:29.:01:30.

despite research by BBC Wales that's found posts are empty

:01:31.:01:33.

More than a hundred schools don't have a permanent headteacher

:01:34.:01:38.

and some are employing retired staff to fill the gaps.

:01:39.:01:42.

Unions say heavy workloads are putting off potential recruits.

:01:43.:01:45.

Cemlyn Davies has this special report.

:01:46.:01:49.

Ysgol Llannon near Aberaeron has been without a permanent headteacher

:01:50.:01:53.

since the start of the academic year.

:01:54.:01:56.

The school recently advertised the post for a third time,

:01:57.:02:00.

having previously failed to attract any applications.

:02:01.:02:03.

For now, there is an interim head teacher in place,

:02:04.:02:09.

one who had just retired after 33 years as a head.

:02:10.:02:12.

When I was starting off applying for headships,

:02:13.:02:13.

you could have 16, 20 people applying.

:02:14.:02:18.

These days, there is nobody applying.

:02:19.:02:21.

This is one of five schools in Ceredigion without a permanent

:02:22.:02:27.

head and research for BBC Wales has found many more councils

:02:28.:02:30.

Across the 18 local authorities which provided the information

:02:31.:02:37.

we needed, there are more than 1,200 schools.

:02:38.:02:40.

105 of those don't have a headteacher.

:02:41.:02:44.

Conwy has the highest percentage of schools without a head,

:02:45.:02:49.

It is difficult to appoint a head in some of the smaller rural schools.

:02:50.:02:55.

It is also difficult to find heads in bigger secondary schools

:02:56.:02:59.

There is a shortage of people applying for the jobs,

:03:00.:03:05.

partly because of the pressures of the job, no doubt about that.

:03:06.:03:10.

Headteachers manage their schools, implementing policies and making

:03:11.:03:13.

Despite all these responsibilities, heads are often not paid much more

:03:14.:03:21.

According to NUHT Cymru, two-thirds of local authorities have

:03:22.:03:26.

experienced recruitment difficulties and Julian Jones,

:03:27.:03:30.

who represents the union, isn't surprised.

:03:31.:03:33.

He says more teachers feel bing a head today isn't worth the hassle.

:03:34.:03:37.

Seeing first-hand what a headteacher has to cope with on a daily basis,

:03:38.:03:43.

these young people think to themselves, do I want

:03:44.:03:46.

Do I want to have to put up with that?

:03:47.:03:51.

Quite simply, their answer is no, and you can't blame them.

:03:52.:03:55.

There are now calls for headteachers to be given more support.

:03:56.:03:59.

You mentioned the Welsh government, should they be doing more

:04:00.:04:02.

Yes, we have certainly called for action, serious action,

:04:03.:04:10.

and reducing workload, across the board, in terms

:04:11.:04:14.

The Welsh government told us there is no headteacher recruitment

:04:15.:04:20.

crisis in Wales and around 800 teachers have gained

:04:21.:04:23.

the qualification needed to be a headteacher,

:04:24.:04:26.

with more to go on the course this year.

:04:27.:04:28.

The unions say that qualification is no guarantee a teacher will go

:04:29.:04:32.

In Llannon, there is hope the search for a new head is about

:04:33.:04:37.

Governors will discuss the response to their latest advert tomorrow.

:04:38.:04:45.

They were involved in big pay rises for themselves

:04:46.:04:57.

Three senior executives at Caerphilly Council were cleared

:04:58.:05:01.

The three are still suspended on full pay.

:05:02.:05:04.

It's cost the council more than a million pounds in salaries

:05:05.:05:07.

and there have been calls for the UK government to foot the bill.

:05:08.:05:10.

That call was rejected this morning in the House of Commons.

:05:11.:05:13.

It is a controversy which has played Caerphilly Council for around three

:05:14.:05:24.

years. The focus of protests over big pay rises, three senior

:05:25.:05:31.

executives here. Anthony O'Sullivan, Nigel Barnett and Daniel Perkins. On

:05:32.:05:38.

salaries of around ?80,000 -?100,000, then involved in the

:05:39.:05:41.

process that awarded them pay rises of up to 20%. Criminal charges

:05:42.:05:50.

against the three men were thrown out in October. The cost of the

:05:51.:05:54.

Council of backfilling their position is now well over ?1

:05:55.:06:00.

million. But the Crown cross at the -- prosecution service told me

:06:01.:06:04.

delays in the trial was not their fault. Much of the delay is not

:06:05.:06:09.

attributable in any way to the Crown Prosecution Service. That is not to

:06:10.:06:13.

say there was not elements of the prosecution that could have been

:06:14.:06:19.

conducted more swiftly and some learning has been taken away. The

:06:20.:06:24.

difficulty is, everybody blames everybody else. The Crown

:06:25.:06:28.

Prosecution Service blame others, the police blamed the judiciary, the

:06:29.:06:33.

judiciary blame the CPS. It was a catalogue of errors and mistakes and

:06:34.:06:38.

the system as a whole was at fault. Therefore, the buck stops with the

:06:39.:06:42.

government because they have responsibility for the legal system.

:06:43.:06:46.

The Minister for court and legal aid says cases like this take time. No

:06:47.:06:51.

compensation for the council but changes to the court system to speed

:06:52.:06:55.

things up in future. These are ambitious plans that the Ministry of

:06:56.:07:00.

Justice has put in place. I am confident they will take place in

:07:01.:07:05.

due course. However, I am sorry they were not in place for the benefit of

:07:06.:07:09.

the constituents at the time of the case. So what next for Caerphilly

:07:10.:07:16.

Council and council taxpayers? The legal advice is to wait for an

:07:17.:07:20.

external expert to advise them on what, if any, disciplinary action

:07:21.:07:26.

could take place in future. No estimate as it stands on when this

:07:27.:07:29.

long-running saga might finally come to an end.

:07:30.:07:34.

The Ministry of Defence says the future of RAF Valley on Anglesey

:07:35.:07:37.

as a fast training base has been secured until at least 2033.

:07:38.:07:40.

It's one of several bases in the UK which will benefit

:07:41.:07:43.

from a ?1.1 billion investment by the MoD into military flying

:07:44.:07:47.

training, which will also mean ten new aircraft which will be used

:07:48.:07:51.

After weeks of arguing, Ukip seems to have reached

:07:52.:08:03.

an agreement on how the party should select candidates for

:08:04.:08:05.

Some party members had been concerned that people from outside

:08:06.:08:09.

Now, an agreement's been reached that the pecking order

:08:10.:08:14.

in which candidates' names will appear on the regional list

:08:15.:08:16.

Nathan Gill, the party's leader in Wales, has claimed a victory

:08:17.:08:21.

after taking up the matter with the party's national executive

:08:22.:08:24.

In my view, the best people to represent Wales

:08:25.:08:29.

The grassroots members who have lived and worked in Wales and done

:08:30.:08:34.

everything they can to promote our cause,

:08:35.:08:37.

our beliefs and have shown themselves capable and loyal

:08:38.:08:41.

to the party and loyal to what it is Ukip stands for.

:08:42.:08:45.

Our political Editor Nick Servini is at the Senedd.

:08:46.:08:49.

Nathan Gill will want to put this row behind him.

:08:50.:08:57.

He will. It was interesting, it is the first time he has spoken about

:08:58.:09:04.

this and the big battle he has had with the party leadership. The

:09:05.:09:07.

National Executive Committee met three times. That has never happened

:09:08.:09:12.

before in the history of the party in recent years. It was all about

:09:13.:09:18.

the imposition, particularly of two high-profile Conservative MPs. Mark

:09:19.:09:23.

Reckless and Neil Hamilton, against the wishes of local party members

:09:24.:09:28.

for the regional list. The upshot is that they will still be regional

:09:29.:09:32.

candidates but the local candidates will decide the rankings. If it is

:09:33.:09:37.

true, as many local members have told us, that these two men are

:09:38.:09:41.

deeply unpopular, it is going to be difficult for them to be elected.

:09:42.:09:46.

You could argue that people will vote for Ukip because of the

:09:47.:09:49.

identity of the party and their policies on things like immigration

:09:50.:09:54.

and the EU. They will be damaged less than other parties would as a

:09:55.:09:59.

result of this. But this is a party all about trying to build

:10:00.:10:03.

credibility, particularly in terms of Assembly politics and the

:10:04.:10:06.

question is whether they really needed a battle like this at this

:10:07.:10:11.

stage. Staying with the Assembly elections, politicians are now going

:10:12.:10:16.

to have to keep one eye on a possible Euro referendum, which

:10:17.:10:20.

could come as early as June. Momentum really building for that.

:10:21.:10:25.

There is a growing realisation that we are going to have parallel

:10:26.:10:30.

campaigns, certainly for a period of time. Party leaders in Wales have

:10:31.:10:34.

written to the UK Government asking for that not to happen, talking

:10:35.:10:38.

about showing respect for the Assembly campaign. The real fear is

:10:39.:10:43.

that Assembly politics just gets steam roller had by a once in a

:10:44.:10:49.

generation juggernaut of an EU referendum campaign. The

:10:50.:10:52.

Conservatives and Labour are saying different things in Cardiff Bay and

:10:53.:10:56.

at Westminster. I guess this will come down to a calculation about how

:10:57.:11:01.

intelligent the voter is and whether they can handle two campaigns at the

:11:02.:11:07.

same time. Thank you. A former life card from North Wales

:11:08.:11:11.

has admitted travelling to America to read a tenure ruled girl he met

:11:12.:11:17.

online. Gareth Hall from Caernarfon has just appeared in court in Oregon

:11:18.:11:22.

to plead guilty to seven related charges. He was suspended from his

:11:23.:11:27.

job following a separate investigation into online charges.

:11:28.:11:35.

He faces up to 25 years in jail. Gareth Hall was arrested in Chicago

:11:36.:11:39.

last May, trying to re-enter the state is less than a month at the

:11:40.:11:44.

flying to Oregon to meet his victim. He made contact with the

:11:45.:11:48.

ten-year-old girl online. The girl's family learned of the rape only

:11:49.:11:53.

after he flew back to the UK. He was already known to the police here,

:11:54.:11:59.

having been questioned on separate allegations in 2015. He was

:12:00.:12:05.

suspended from his job once the Council learned of his arrest. It

:12:06.:12:10.

says it followed all relevant child protection procedures. It also said

:12:11.:12:14.

it has not received any complaints of children -- the parents of

:12:15.:12:18.

children who attended the leisure centre while he was there. There is

:12:19.:12:25.

sympathy for his family. I think he has an illness and I feel very sorry

:12:26.:12:30.

for him. I hope people in the area don't turn their backs on the

:12:31.:12:35.

family. This evening, Gareth Hall pleaded guilty to seven charges

:12:36.:12:39.

relating to rape and online grooming. He will face a minimum of

:12:40.:12:44.

25 years in jail. New information on the man from Wales accused of raping

:12:45.:12:52.

a young girl. The case was followed by TV stations in Oregon. Gareth

:12:53.:12:57.

Hall has been held in county jail since his arrest, a world away from

:12:58.:13:02.

where he grew up. Welsh language interpreter 's have reportedly been

:13:03.:13:05.

in court to translate proceedings for him. He is due to be sentenced

:13:06.:13:07.

next month. We pride ourselves on our

:13:08.:13:10.

countryside and wildlife and today a new law was passed to help manage

:13:11.:13:13.

and protect our natural environment. New targets for tackling climate

:13:14.:13:16.

change were also agreed by Assembly Members, along

:13:17.:13:18.

with stricter rules for recycling. From our mountains and forests

:13:19.:13:20.

to our coastline and seas, the natural environment in Wales

:13:21.:13:26.

contributes to our health and well-being but also brings

:13:27.:13:31.

jobs and investment. At times it can throw up some

:13:32.:13:34.

pretty big challenges to. The new Environment Bill

:13:35.:13:38.

is an attempt to make sure the landscapes we love are protected

:13:39.:13:41.

in the face of increasing pressures. It means we could see more

:13:42.:13:45.

schemes like this one, a natural wetland area for bids

:13:46.:13:49.

and other wildlife created alongside flood defences in the

:13:50.:13:53.

Lower Swansea Valley. The Environment Bill

:13:54.:13:56.

is part of a suite of tools we are using in Wales to create

:13:57.:13:58.

a better environment for communities and a very effective tool kit

:13:59.:14:01.

to develop a programme for looking after our natural

:14:02.:14:04.

resources across Wales. The new law sets out more clearly

:14:05.:14:07.

the responsibilities of Natural Resources Wales,

:14:08.:14:11.

the body in charge of landscapes They will have to produce a report

:14:12.:14:15.

every five years, setting out how well we are looking

:14:16.:14:19.

after the environment as well as priorities for each

:14:20.:14:22.

part of Wales. Public bodies like your local

:14:23.:14:25.

council and the NHS will have to show how their decisions help

:14:26.:14:28.

give nature a boost. There will be new rules

:14:29.:14:32.

on waste management too, forcing schools, hospitals

:14:33.:14:35.

and businesses to recycle more. A lot needs to happen in terms

:14:36.:14:38.

of development of policy and plans and it is crucial resources get

:14:39.:14:42.

behind those to make a real Real things have got to happen

:14:43.:14:45.

to get us into a better place but we feel there

:14:46.:14:53.

are good foundations there. On climate change, the new law

:14:54.:14:57.

brings us up to speed with the rest of the UK, setting a target

:14:58.:15:00.

for Wales to reduce emissions We do feel that the long-term target

:15:01.:15:03.

for 2050 which has been set in this bill is not high enough,

:15:04.:15:09.

especially in the light 1.5 Celsius global warming,

:15:10.:15:12.

and the targets set out in this bill The Liberal Democrats also say

:15:13.:15:20.

the new targets are not ambitious enough, while Plaid Cymru warn that

:15:21.:15:26.

giving Natural Resources Wales more responsibilities at a time of budget

:15:27.:15:30.

cuts could be problematic. The Welsh government insists this

:15:31.:15:33.

new law is world leading. Assembly Members decided this

:15:34.:15:38.

afternoon to accept it unanimously. Much more to come

:15:39.:15:43.

before seven o'clock. The only school from Wales who spent

you will never regret it. Its five-star reviews are testament

the nation reading War and Peace. More than 20 years ago,

:17:24.:17:28.

Colin Firth became the most famous man to dive into a lake

:17:29.:17:33.

when he starred in Andrew Davies' This year, War and Peace

:17:34.:17:37.

is competing with big budget dramas on streaming services like Netflix

:17:38.:17:44.

and Amazon but Andrew Davies says the BBC should remain

:17:45.:17:48.

the destination for quality drama. They have huge budgets but until now

:17:49.:17:53.

they still have tiny audiences. People say, everybody

:17:54.:17:58.

is watching Mad Men, everybody is watching

:17:59.:18:02.

the American House of Cards. It is just people in the business

:18:03.:18:06.

are watching it. Most people are watching Call

:18:07.:18:10.

the Midwife and War and Peace. The Welsh actor Aneurin Barnard

:18:11.:18:16.

plays the occasionally awkward Boris in War and Peace and had to get

:18:25.:18:27.

about the birth of the NHS Plenty of rugby and

:18:28.:18:30.

football for you now. And it's good news

:18:31.:18:34.

from the Wales camp. After playing just one game

:18:35.:18:38.

for the Scarlets following injury, fullback Liam Williams

:18:39.:18:40.

is ready to play some part in Sunday's Six Nations

:18:41.:18:43.

opener in Ireland. Flanker Dan Lydiate is also back

:18:44.:18:45.

in training after a shoulder injury. Meanwhile, the Ireland winger

:18:46.:18:48.

Luke Fitzgerald is set to miss But the Welsh players aren't taking

:18:49.:18:52.

the opposition lightly. The last two years, they have

:18:53.:19:00.

won the championship and they are a strong squad

:19:01.:19:03.

and they are a well drilled team. They are well coached

:19:04.:19:06.

and it is going to be a difficult task going to Dublin,

:19:07.:19:09.

which is a very difficult place to go and win, so we are under no

illusions about the task ahead of us this week but we need to make sure

:19:14.:19:17.

we prepare well and concentrate With Warren Gatland due

:19:18.:19:22.

to announce his team tomorrow, the spotlight may be

:19:23.:19:28.

on the current team's campaign, but the Welsh Rugby Union

:19:29.:19:31.

is also looking ahead, keen to develop the next

:19:32.:19:34.

generation of stars. It part funds 75 rugby officers

of the present rugby stars. I went to Newcastle Emlyn to meet

:19:48.:19:52.

the man who hopes to make the number nine shirt his own over

:19:53.:19:56.

the next few months. Meet the scrum-half

:19:57.:20:00.

from Newcastle Emlyn. He played all five games

:20:01.:20:03.

for Wales in the World Cup, He has his sights on starring once

:20:04.:20:06.

again in this year's Six Nations. As a player you want to be taking

:20:07.:20:12.

part in these tournaments. We go out to Dublin first,

:20:13.:20:15.

it's a massive challenge for us, and if we can get the victory out

:20:16.:20:20.

there, we come back, a couple of games in Cardiff

:20:21.:20:24.

and hopefully turn the English over again at Twickenham

:20:25.:20:28.

and then who knows? A pupil at Ysgol Dyffryn Teifi

:20:29.:20:30.

in Llandysul, Gareth Davies came through the school ranks,

his skills developed I grew up literally the other side

of the river in my mum I played all through the junior

section, up to youth rugby. I did not play much rugby in youth

:20:45.:20:49.

because my brother was the other scrum-half and he was getting

:20:50.:20:53.

picked in front of me. The Welsh Rugby Union are keen

:20:54.:20:56.

:24:07.:24:08.

Wales were some lucky pupils from Swansea. It was a once in a lifetime

opportunity to speak to Tim Peake. I was amazed because I never knew he

could do that in space. I knew he could float about. Due to the

demands on his time, pupils from the school were not able to ask him

questions, but they have since treated their questions in the hope

:24:34.:24:37.

and answer will come from outer space. Back at the school, their

friends watched online as Tim Peake answered questions about what life

:24:43.:24:46.

is like on board the International Space Station, even taking time to

show off. I think it was cool because I have not seen a live

exciting topic and it has been lovely to see them learning so many

different things about space. The solar system, the first man on the
