about paperwork but, charged with conspiracy to defraud, | :02:01. | :02:04. | |

It was always that the prosecution and the CPS were not ready and legal | :02:09. | :02:11. | |
people kept saying to us from the start the minute we can | :02:12. | :02:15. | |
show our evidence, this will be dropped for sure. | :02:16. | :02:18. | |
It was three years before Mr O'Connell was told to leave court | :02:19. | :02:22. | |
The judge said it was not the Crown Prosecution Service's | :02:23. | :02:26. | |

It had an enormous impact on all of us and people maround me. | :02:31. | :02:34. | |
I was clearly shunned by a number of people in the business community. | :02:35. | :02:40. | |
There is now concern from the body representing barristers here that | :02:41. | :02:43. | |
mistakes like this could happen more often. | :02:44. | :02:45. | |
Colleagues in the Crown Prosecution Service and in the police | :02:46. | :02:49. | |
are struggling with a lack of resources so that, | :02:50. | :02:51. | |
in effect, they are operating almost with one hand tied behind their back | :02:52. | :02:55. | |
Plenty of people have been leaving the CPS in recent years. | :02:56. | :03:00. | |
In Wales they used to have around 400 staff, now more like 300. | :03:01. | :03:04. | |
If you don't resource the system properly, you are increasing a risk | :03:05. | :03:07. | |
that things will go wrong and if things do go wrong, | :03:08. | :03:10. | |
that does lead, in the worst case scenario, in people who are innocent | :03:11. | :03:15. | |
going to prison and people who have been properly wronged, | :03:16. | :03:18. | |
people who are the victims of criminal offences, | :03:19. | :03:21. | |
not seeing justice take place in front of them. | :03:22. | :03:24. | |
There are lots of complicated reasons as to why someone might be | :03:25. | :03:28. | |
charged with a crime but not face a jury in court. | :03:29. | :03:31. | |
It could be because they themselves have pleaded guilty. | :03:32. | :03:34. | |
But it can sometimes be to do with what the prosecution | :03:35. | :03:39. | |
Perhaps their witness is no longer willing to give evidence in court | :03:40. | :03:44. | |
or the prosecution themselves have not disclosed all the evidence | :03:45. | :03:49. | |
The proportion of cases that don't make a full trial for prosecution | :03:50. | :03:54. | |
It used to be around one in six cases, more recently it is more | :03:55. | :04:00. | |
That is cases that don't reach a full trial for decisions that | :04:01. | :04:06. | |
were made by the Crown Prosecution Service. | :04:07. | :04:10. | |

basics. What a difference a year makes for the Liberal Democrats. At | :08:43. | :08:47. | |
their last spring conference, Nick Clegg was the Deputy Prime Minister | :08:48. | :08:52. | |
announcing new powers for Wales alongside David Cameron. And they | :08:53. | :08:56. | |
had 57 MPs across the UK. This time they meet having nearly been wiped | :08:57. | :09:01. | |
out that the Parliamentary level in a disastrous general election which | :09:02. | :09:04. | |
left them with eight MPs and just one in Wales. Never before has a | :09:05. | :09:10. | |
group of five Assembly Members been so important but with the rise of | :09:11. | :09:14. | |
Ukip as a serious challenge, can they hold on to them? Ukip are | :09:15. | :09:20. | |
likely to pick up several seats on the regional lists. That was | :09:21. | :09:24. | |
traditionally the route Liberal Democrat Assembly Members got their | :09:25. | :09:29. | |
seats. Those were quite often narrow margins for the Liberal Democrats so | :09:30. | :09:33. | |
a strong performance from Ukip is likely to significantly dent the | :09:34. | :09:37. | |
chances of the Liberal Democrats on the regional list. The party says | :09:38. | :09:41. | |
the focus on the basics will be relentless but will be enough? | :09:42. | :09:45. | |
Nick is in Cardiff where the Liberal Democrats are holding | :09:46. | :09:47. | |
What's your assessment of their strategy? | :09:48. | :09:55. | |
They have done a lot of soul-searching, they say they have | :09:56. | :10:00. | |
listened to their members and they have come up with this strategy of | :10:01. | :10:04. | |
stripping away anything they believe will get in the way of a core | :10:05. | :10:10. | |
function and purpose in the Assembly campaign of getting a message across | :10:11. | :10:14. | |
quickly on the doorstep that they are in the business of reducing | :10:15. | :10:19. | |
class sizes and improving hospitals. As a result, in marked contrast to | :10:20. | :10:24. | |
many conferences in recent years, things like the constitution will be | :10:25. | :10:28. | |
deemed surplus to requirements as we get into the business end of an | :10:29. | :10:32. | |
Assembly campaign. Like all the opposition parties, they are not | :10:33. | :10:36. | |
going to hold back in their criticism of the Labour government. | :10:37. | :10:40. | |
The line of criticism will be that the government has lost sight of its | :10:41. | :10:44. | |
core function. I understand Kirsty Williams will accuse Labour of being | :10:45. | :10:49. | |
more interested in things like banning the use of each cigarette in | :10:50. | :10:54. | |
public places rather than driving down hospital waiting lists. It is | :10:55. | :10:59. | |
pretty stark and brutal stuff but it is a pretty stark and brutal time if | :11:00. | :11:04. | |
you are a Lib Dem at the moment. How much of a challenge is the party | :11:05. | :11:09. | |
facing? They are all facing having rallying calls in the room behind | :11:10. | :11:14. | |
me. No doubt they are calling on and remembering the resilient times they | :11:15. | :11:19. | |
have had in the past. People who have been covering politics longer | :11:20. | :11:23. | |
than I have will tell you they have served -- survive crises but I'm not | :11:24. | :11:27. | |

what a Lib Dem disaster looks and feels like after that general | :11:33. | :11:36. | |
election disaster last year. By hook or by crook, the people behind me | :11:37. | :11:40. | |
have got to stop history repeating itself. | :11:41. | :11:42. | |

We have been to the island camp as Wales head to Dublin for their six | :11:47. | :11:57. | |

internationally important species, including the harbour porpoise - | :12:42. | :12:44. | |

is West Wales Marine, which stretches from the Lleyn | :12:49. | :12:53. | |

vital for their survival as it will protect their feeding | :13:30. | :13:34. | |
and breeding grounds, which is especially important | :13:35. | :13:37. | |
during the winter months when it The biggest threat to these species | :13:38. | :13:40. | |
is entanglement in fishing nets but also pollution and noise | :13:41. | :13:46. | |
and because porpoises and sea birds cover a great stretch of our waters, | :13:47. | :13:49. | |
these potential areas They are large areas and in some | :13:50. | :13:53. | |
cases they reflect the highly mobile nature of the species such | :13:54. | :13:59. | |
as harbour porpoises but it is worth reflecting that we have very good | :14:00. | :14:03. | |
populations of species such as the sea birds and harbour | :14:04. | :14:06. | |
porpoise and this is in recognition of how important these sites | :14:07. | :14:10. | |
are in a European context. This consultations will | :14:11. | :14:14. | |
