transfer for 2016-17. The government said it was always a draft budget | :03:15. | :03:18. | |
and liable to be changed. Nevertheless it is a climb-down from | :03:19. | :03:23. | |
its original standpoint a fortnight ago. We have a sector that has eight | :03:24. | :03:30. | |
times as many reserves as the government itself! This doesn't | :03:31. | :03:35. | |
square with the kind of semi-hysterical shroud waving that | :03:36. | :03:39. | |
we are hearing from universities Wales and I have to say it from | :03:40. | :03:46. | |
individuals to. The Higher Education Funding Council for Wales said it | :03:47. | :03:48. | |
was delighted the contribution to the universities to the economy and | :03:49. | :03:55. | |
society 's to Wales was being acknowledged. It is what makes us | :03:56. | :04:00. | |
attractive to investors, enables companies to spin off from the best | :04:01. | :04:05. | |
ideas at universities and supports part-time learners. Councils across | :04:06. | :04:09. | |
Wales are being affected by cuts. Protesters took to streets in | :04:10. | :04:15. | |
Cardiff this week and objective to reductions in arts budgets. But in | :04:16. | :04:22. | |
rural areas, today there was an agreement to give an extra two and | :04:23. | :04:27. | |
half million pounds to three rural councils. People will be content | :04:28. | :04:38. | |
that local government views have been recognised by the finance | :04:39. | :04:42. | |
minister in the budget debate today. But this budget is about far more | :04:43. | :04:46. | |
than rural Daugherty and higher education. The main headlines are a | :04:47. | :04:55. | |
broader settlement for councils that was better than expected. Labour | :04:56. | :04:59. | |
doesn't have a overall majority but this forms part of a deal struck | :05:00. | :05:03. | |
with the liberal democrats who claim to have one valuable concessions | :05:04. | :05:10. | |
themselves. The Conservatives set out their concerns. Year on year of | :05:11. | :05:17. | |
previous failures of underfunding the health service. These sums will | :05:18. | :05:21. | |
not make up for previous cuts. It is too little, too late. This draft | :05:22. | :05:26. | |
budget was passed, it goes to a final vote next month to be | :05:27. | :05:30. | |
So a climbdown or a U-turn to be rubber-stamped. | :05:31. | :05:32. | |
What was interesting that the government gave the clear impression | :05:33. | :05:43. | |
that they were reluctant to do it. Not just with the outburst two weeks | :05:44. | :05:49. | |
ago but in the chamber today with the First Minister saying | :05:50. | :05:51. | |
universities had big reserves and as a result they should be called upon | :05:52. | :05:58. | |
as a result of that. I guess the political calculation here is if | :05:59. | :06:01. | |
they could deal with this, then it was probably best to do it. | :06:02. | :06:05. | |
Particularly as it was starting to get messy and the whole of the | :06:06. | :06:09. | |
government's policy on university tuition fees was beginning to get | :06:10. | :06:11. | |
sucked into the debate. This is the last budget before | :06:12. | :06:14. | |
the Welsh election in May. And important because of that. The | :06:15. | :06:24. | |
central theme I think will be funding on the NHS. Labour will try | :06:25. | :06:29. | |
to use it to show what they believe will be their commitment to funding. | :06:30. | :06:33. | |
The Tories conversely will say they should have done this kind of thing | :06:34. | :06:37. | |
for five years ago. The Lib Dems will say it shows they are a party | :06:38. | :06:41. | |
that can punch above their weight and Plaid Cymru will look to use | :06:42. | :06:46. | |
these discussions to illustrate problems as they see it with that | :06:47. | :06:50. | |
university tuition policy. One final thought, this is the last budget of | :06:51. | :06:56. | |
the last full assembly term we have had since the start of devolution | :06:57. | :07:02. | |
governed by cuts rather than budget increases. With the state of | :07:03. | :07:05. | |
finances at the moment, this won't be the end of it and stays like this | :07:06. | :07:09. | |
no matter who forms the next government. | :07:10. | :07:13. | |

MP Neil Hamilton will be foisted upon them as candidates. But Ukip 's | :13:21. | :13:27. | |
national executive committee has decided party members will rank | :13:28. | :13:29. | |
their lists of regional candidates for the assembly. I have worked for | :13:30. | :13:35. | |
Ukip in Wales for 11 years. I know the vast majority of members, I have | :13:36. | :13:40. | |
canvassed with people all over Wales in every single area. I know the | :13:41. | :13:46. | |
quality of the people we have, the passionate membership, the | :13:47. | :13:49. | |
capability that we have and I have stood up for them. Maybe some of the | :13:50. | :13:53. | |
members haven't seen that because it has happened behind closed doors but | :13:54. | :13:59. | |
I have stood up for Wales. Mr Gill, a father of five and an MEP wants to | :14:00. | :14:03. | |
swap Brussels for Cardiff Bay and become an assembly members in May. | :14:04. | :14:08. | |
Whether he gets the chance will depend on party members. He says he | :14:09. | :14:12. | |
has their support, that will soon be tested. | :14:13. | :14:14. | |
And we'll be speaking to the leaders of all the main parties over | :14:15. | :14:17. | |

Given the small amount of money to carry out any kind | :15:25. | :15:27. | |
The only realistic option is to maintain a safe level | :15:28. | :15:30. | |
of water to plant trees and put a public path through the site. | :15:31. | :15:34. | |
That there are still those who feel that | :15:35. | :15:35. | |
A fund of just ?5.7 million has been left to do the work. | :15:36. | :15:46. | |
A strict time frame was set out in September to ensure | :15:47. | :15:49. | |
the restoration gets done but a delayed planning | :15:50. | :15:51. | |
application submission which has since been deemed as invalid has | :15:52. | :15:53. | |
left some people living in the shadow of the site to doubt | :15:54. | :15:56. | |
I am confident to the extent that Neath Port Talbot put | :15:57. | :16:06. | |
options before committee to achieve what they call the alternative | :16:07. | :16:09. | |
restoration, which in fact is no restoration at all. | :16:10. | :16:11. | |
It means that this area has been betrayed. | :16:12. | :16:14. | |
In a statement, Neath Port Talbot's council spokesperson said... | :16:15. | :16:23. | |
Bridgend council says it will be considering the proposals | :16:24. | :16:37. | |
of the planning application in due course. | :16:38. | :16:39. | |
