The Drive programme focuses on the perpetrators, | :01:27. | :01:31.
not the victims, of domestic violence and is being trialled | :01:32. | :01:34.
in Merthyr Tydfil, and could be introduced across the UK. | :01:35. | :01:43.
It's been welcomed by the charity Welsh Womens Aid, but they say | :01:44. | :01:46.
they don't want to see schemes like this funded at the expense | :01:47. | :01:49.
You like I finally found the courage, filed for divorce and left | :01:50. | :02:23.
him. On Friday, the 19th of August, he came to my workplace with a | :02:24. | :02:28.
shotgun. He aimed at my chest, told me he loved me and pulled the | :02:29. | :02:33.
trigger. If we do not deal with the perpetrators, they just go onto the | :02:34. | :02:37.
next victim. We need to change their mind set. | :02:38. | :02:40.
Now, a pilot targeting the most dangerous offenders is being | :02:41. | :02:46.
trialled in south Wales. It aims to work with violent abusers who may | :02:47. | :02:49.
have the potential to kill. This woman, who does not want to be | :02:50. | :02:53.
identified, says her partner was five and towards her for a teenage | :02:54. | :02:58.
years. She managed to escape by pretending she needed to see a | :02:59. | :03:02.
doctor. But she does not believe any degree of intervention would have | :03:03. | :03:06.
convinced him that what he was doing was wrong. I really do not think it | :03:07. | :03:11.
can because they have got to admit to themselves as well as the | :03:12. | :03:14.
professional services that they are a perpetrator, and these men or even | :03:15. | :03:21.
women, because I know it can work both ways, they have a way of | :03:22. | :03:29.
charming people. But underneath, they never change. And I do not | :03:30. | :03:37.
think they can change. I do not understand how a one to one | :03:38. | :03:41.
perpetrator would work with people that want actually admit they have a | :03:42. | :03:46.
problem. The behind this recognise they want to reach everyone, but | :03:47. | :03:51.
feel this pilot programme offers one of the best chances of changing | :03:52. | :03:57.
offenders' minds. This scheme is not voluntary. Abusers identified by the | :03:58. | :04:01.
authorities will have to cooperate. The sessions will deal with any drug | :04:02. | :04:07.
or up call problems, but those who do not take part will be dealt with | :04:08. | :04:15.
by the criminal justice system. -- alcohol problems. These female | :04:16. | :04:19.
victims were all murdered by current or former partners. Police in Wales | :04:20. | :04:24.
recorded almost 50,000 instances of domestic violence in a single year. | :04:25. | :04:31.
11% of women and 5% of men have been victims of domestic silence, and two | :04:32. | :04:35.
women are killed every week in Wales by a current or former partner. The | :04:36. | :04:40.
main domestic violence organisation here welcomes the programme but does | :04:41. | :04:45.
not want it to money away from other services like refugees, which they | :04:46. | :04:49.
say are already facing an uncertain financial future. Perpetrator | :04:50. | :04:53.
programmes are something we have been calling for. The concern is | :04:54. | :05:01.
that this is seen as part of the solution and does not take funding | :05:02. | :05:05.
away from those vital survivor services. This woman believes the | :05:06. | :05:10.
programme would not have worked for her. The pilot is aimed at | :05:11. | :05:14.
intervening in the most extreme situations before it is too late. | :05:15. | :05:17.
Unemployment has fallen again, with the number of people out | :05:18. | :05:20.
of work in Wales now standing at 80,000. | :05:21. | :05:27.
However the rate of unemployment in Wales, at 5.3%, is still higher | :05:28. | :05:30.
Nick Palit has been to meet one man who's recently found work | :05:31. | :05:34.
32-year-old Dean Morgan from Neath is now a construction site | :05:35. | :05:46.
supervisor, but until recently he was unemployed. | :05:47. | :05:52.
After being made redundant from his previous job he struggled | :05:53. | :05:55.
to get another for 8 months. It was really frustrating for myself | :05:56. | :05:58.
Just not having the go to do anything. | :05:59. | :06:05.
Trying with the job centre and trying to get back | :06:06. | :06:11.
You like I finally found the courage, filed for divorce | :06:12. | :06:23.
I went on a construction course with work ways. It was an introduction to | :06:24. | :06:32.
construction which was, basically, we were doing plastering. I was | :06:33. | :06:36.
offered a temporary job opportunity for eight weeks. Paid employment. | :06:37. | :06:42.
And from there, they took me on the box. The scheme has had 5000 people | :06:43. | :06:48.
in south-west Wales get back into work over six years. | :06:49. | :06:52.
It's benefited me great. It's benefited my family brilliantly. | :06:53. | :06:58.
It's nice to get the get up and go on warnings, and go to work and have | :06:59. | :07:04.
the boys on site. It's great. Today it was announced that the | :07:05. | :07:08.
scheme will be extended to her by the long-term unemployed to get | :07:09. | :07:09.
their lives back on track. Let's talk to our economics | :07:10. | :07:12.
correspondent Sarah Dickins. What do these figures | :07:13. | :07:14.
suggest about the state It shows as that those increases in | :07:15. | :07:24.
the number of people working in Wales are not just a testicle blips. | :07:25. | :07:31.
They are a trend. 49,000 more people are working in Wales than a year | :07:32. | :07:38.
ago. -- statistical blips. The total number of unemployed in Wales is | :07:39. | :07:42.
80,000. That is a significant increase in employment. When you | :07:43. | :07:46.
look at where those 49,000 extra workers as come from many have come | :07:47. | :07:50.
from that group that record economically inactive. | :07:51. | :07:54.
They may be students, maybe caring for somebody, or they may be set. As | :07:55. | :07:59.
many have come from that group as from the unemployment group. It | :08:00. | :08:02.
shows a trend of increased employment in Wales. | :08:03. | :08:07.
How do we compare to other parts of the UK? | :08:08. | :08:10.
Our rate is still highly of the UK average, but on the other hand, the | :08:11. | :08:15.
increase in jobs that we have on the decline in unemployment is steeper | :08:16. | :08:19.
than the UK average. That is good. We are moving along. It could be | :08:20. | :08:23.
that we are just a bit behind the trend that started much more in the | :08:24. | :08:27.
south-east of England. The North West of England is creating more | :08:28. | :08:30.
jobs more quickly across the year. But if you look at the Northwest, | :08:31. | :08:36.
they are unemployment is 8%. The problem for our economy now, really, | :08:37. | :08:40.
is not so much the level of unemployment but the level of wages. | :08:41. | :08:45.
We have the lowest level of wages on average in the UK. The latest | :08:46. | :08:50.
figures across the year, from April 2014 to April 2015, show that Wales | :08:51. | :08:53.
are actually the only part of the UK where average wages fell. | :08:54. | :08:56.
A 40-year-old Romanian man has been sentenced to 12 years in prison | :08:57. | :09:00.
for raping a 20-year-old woman in Cardiff in September last year. | :09:01. | :09:04.
Newport Crown court heard Remus Hamza attacked the woman close | :09:05. | :09:07.
to Cardiff University and the Civic Centre in the early | :09:08. | :09:10.
The jury took less than an hour to reach a guilty verdict. | :09:11. | :09:17.
The daughter of a missing woman from Cardiff is urging her mother | :09:18. | :09:20.
57 -year-old Lorraine Ridout was last seen leaving her home | :09:21. | :09:24.
Police say they may start searching the river Taff. | :09:25. | :09:31.
The new prison being built in Wrexham is to be called HMP | :09:32. | :09:34.
Schools and community groups were invited to come up with names | :09:35. | :09:39.
for the ?250 million complex which is due to open next year | :09:40. | :09:43.
The name was inspired by the surrounding landscape. | :09:44. | :09:51.
Two of our biggest cancer charities say they're being "inundated" | :09:52. | :09:54.
with patients wanting financial advice. | :09:55. | :09:57.
As more people survive cancer, and live longer, many are struggling | :09:58. | :10:00.
to meet basic living costs, especially if they're unable | :10:01. | :10:04.
This marina in Pembrokeshire is one of Eric's favourite places. But | :10:05. | :10:23.
since being diagnosed with prostate cancer strolling along the quayside | :10:24. | :10:26.
with his daughter has become more of a challenge. | :10:27. | :10:30.
The cancer spread to his bones taking its toll on his health and | :10:31. | :10:34.
finances. You need heating a lot more. I'd | :10:35. | :10:39.
never used it before. I used to walk to the shops. But now I've got to | :10:40. | :10:47.
drive. The cost of petrol. I'm lucky my wife works part-time, that helps | :10:48. | :10:50.
a little bit. Otherwise we would have been really struggling. | :10:51. | :10:56.
Navigating everyday life after a diagnosis of cancer is the challenge | :10:57. | :10:58.
facing more and more of the bunch population. Survival rates are at an | :10:59. | :11:04.
all-time high. Patients are living for longer with the consequences of | :11:05. | :11:09.
the disease. Claiming benefits can be a lifeline. | :11:10. | :11:17.
But two of the biggest charities in Wales offering the service have told | :11:18. | :11:20.
us they are struggling to cope with demand. | :11:21. | :11:23.
The increase in incidence in Wales has gone up by 11% in ten years. We | :11:24. | :11:27.
are definitely seeing that honour front line staff. We have over 150 | :11:28. | :11:33.
people waiting, half of those are terminally ill. We have more and | :11:34. | :11:39.
more people and we need more help. Advice with finances is something | :11:40. | :11:43.
every cancer patients should be offered when the diagnosed according | :11:44. | :11:46.
to the cancer delivery plan for Wales, set out by the Welsh | :11:47. | :11:50.
government. We hear that only 50% of people are | :11:51. | :11:54.
being signposted to financial benefits advice. | :11:55. | :11:59.
This is the tip of the iceberg. Ultimately, both charities want more | :12:00. | :12:03.
funding. With an election in May they also want more of a debate | :12:04. | :12:07.
around how we deal with cancer in years to come. The Welsh government | :12:08. | :12:11.
says it's issued guidance to health boards to increase the number of | :12:12. | :12:14.
people being offered financial advice. It's directly funds several | :12:15. | :12:19.
charities and continues to work with them. Back in Pembrokeshire Eric has | :12:20. | :12:24.
been hard to claim a benefit for over 65 is needing personal care. | :12:25. | :12:29.
He says it has made a big difference as he fights the disease and keeps | :12:30. | :12:33.
If you're deaf or hard of hearing the struggle to access | :12:34. | :12:41.
And can this American breathe new life into our dying churches? | :12:42. | :12:50.
With just under three months to go until the Assembly elections | :12:51. | :12:53.
Plaid Cymru are first out of the blocks in | :12:54. | :12:55.
Plaid's Leader Leanne Wood says she wants to concentrate on the NHS, | :12:56. | :13:03.
and says, after 17 years of Labour rule, it's time for a change. | :13:04. | :13:06.
from Cardiff City's changing room, a call for change from Plaid Cymru. | :13:07. | :13:20.
The party says its team are ready to go on and form the next government | :13:21. | :13:25.
and send Labour to the subs bench stop its pitch includes a thousand | :13:26. | :13:30.
more doctors and 5000 more nurses paid for by a sugary drinks levy. | :13:31. | :13:35.
There's also a promise of cancer diagnosis within 28 days, the | :13:36. | :13:40.
average time at the moment is only 22 days. They will introduce free | :13:41. | :13:44.
preschool care for all three-year-olds. Students will have | :13:45. | :13:47.
to pay their full tuition fees but that will be written off if | :13:48. | :13:50.
graduates return to work in Wales within five years of leaving | :13:51. | :13:57.
university. We make no apology for attempting to address this problem | :13:58. | :14:00.
whereby some of the brighter students leave the country after | :14:01. | :14:03.
we've invested in this study. We want those to make a contribution | :14:04. | :14:08.
back in this country. We want to see a return on our investment in their | :14:09. | :14:12.
education. On the economy plight say they'll | :14:13. | :14:15.
cut business rates and undertake what it calls the biggest investment | :14:16. | :14:18.
since devolution on transport and home energy efficiency schemes. Over | :14:19. | :14:26.
the last Assembly elections Plaid Cymru's support has remained static | :14:27. | :14:31.
at best, with Ukip seemingly increasing their support it might | :14:32. | :14:34.
make like difficult for plight to win seats this year. -- make life | :14:35. | :14:42.
difficult for Plaid Cymru. Maybe in the past, Plaid Cymru would have | :14:43. | :14:45.
been the obvious party to turn to, but now we have a new party | :14:46. | :14:50.
competing. Bags, one of the party's strategists | :14:51. | :14:57.
insist that voters in Wales are ready for change after 17 years of | :14:58. | :15:02.
Labour rule in Cardiff Bay. The people of Wales are looking for | :15:03. | :15:06.
a new direction, new leadership. I believe that Plaid Cymru can inspire | :15:07. | :15:11.
people to say, look, let's take an alternative direction. We can't go | :15:12. | :15:14.
on doing what we're doing, going back with another country. | :15:15. | :15:18.
Strong words on the need for change shape, but how likely is it that she | :15:19. | :15:22.
will be the First Minister after the Assembly elections? Opinion polls | :15:23. | :15:26.
suggest that Plaid Cymru will struggle to form a government on the | :15:27. | :15:31.
run. In the past they have gone into coalition with Labour. Today has | :15:32. | :15:34.
been all about the need to get rid of Labour from government. Leanne | :15:35. | :15:41.
Wood so she won't take the party into government with the | :15:42. | :15:45.
Conservatives. The path to power, to enact all these ideas, remains very | :15:46. | :15:46.
uncertain. When it comes to providing mental | :15:47. | :15:48.
health care for deaf people, services are 'inadequate' and leave | :15:49. | :15:51.
patients disadvantaged. That's the warning from | :15:52. | :15:53.
the British Deaf Association. The Welsh government says it's | :15:54. | :15:56.
spending more than ?100,000 over the next three years | :15:57. | :15:59.
to improve provision. As part of the BBC's In the Mind | :16:00. | :16:04.
season, Ben Price has this exclusive Andrea has been deaf all her life. | :16:05. | :16:19.
She became depressed as a result of events in her personal life. It was | :16:20. | :16:23.
almost impossible for her to find the right kind of help. Someone who | :16:24. | :16:28.
had the patience and ability to understand how she was feeling. | :16:29. | :16:36.
The doctor would just look at me and think, oh, a deaf person, he is a | :16:37. | :16:41.
prescription. I was asking for help and they couldn't offer me anything. | :16:42. | :16:49.
I just got more and more frustrated. At 1.I felt like giving up | :16:50. | :16:54.
completely. I'd had enough. It was a really hard time. And it's really | :16:55. | :16:59.
hard for the deaf community. I don't know how I got through it. The | :17:00. | :17:07.
British deaf Association says access to mental health services in Wales | :17:08. | :17:09.
is inadequate. We've spoken to deaf people who | :17:10. | :17:15.
struggle to access services that are specific to them. They have | :17:16. | :17:19.
communication issues, they can't speak to their GP. Therapy is | :17:20. | :17:26.
absolutely key to the recovery of mental illness. | :17:27. | :17:28.
The British deaf Association says Wales has a policy of sending people | :17:29. | :17:34.
to services in Birmingham or Manchester because it understands | :17:35. | :17:38.
numbers are too few to set up services here. But the situation in | :17:39. | :17:42.
Wales is improving, and it is hoped more will follow. In Swansea a | :17:43. | :17:46.
special programme has been adapted to cater for deaf people. It deals | :17:47. | :17:52.
with issues such as depression or anxiety. This course helped Andrea | :17:53. | :17:56.
and now she is here to help others open up about their daily | :17:57. | :18:01.
challenges. Sometimes, with my voice, it can be | :18:02. | :18:06.
difficult to talk to people. They find it difficult to understand me. | :18:07. | :18:12.
I have good days and bad days. When my father speaks to me he asks me to | :18:13. | :18:18.
repeat myself. Obviously, my mother can sign, so she can understand me. | :18:19. | :18:25.
My father asked me to repeat myself again, and again, and again. | :18:26. | :18:30.
I just get fed up with it. Part of it is communication, and also | :18:31. | :18:35.
barriers, accessing communication breakdowns that happen. Things like | :18:36. | :18:41.
education, my social life, it can be difficult. | :18:42. | :18:42.
More than ?100,000 will be spent on projects which aim to support deaf | :18:43. | :18:54.
people. The deaf Association has worked closely with the local health | :18:55. | :18:58.
boards to develop a special deaf mental health network. | :18:59. | :19:05.
There is a psychiatric nurse. A psychiatrist and a social worker | :19:06. | :19:11.
that form part of that team. The deaf person can access information, | :19:12. | :19:15.
advice and support from them. They will have an assessment which is | :19:16. | :19:19.
done through British sign language. Then they will be signposted to | :19:20. | :19:25.
other support services. Back in Swansea and Jess says she | :19:26. | :19:28.
will continue her fight to ensure deaf people get the support they | :19:29. | :19:29.
need in the future. -- Andrea says. Tomorrow we'll be looking | :19:30. | :19:33.
at the pioneering research being done here in Wales | :19:34. | :19:35.
into the complexities Airbus, which manufactures wings | :19:36. | :19:37.
at its plant at Broughton in Flintshire, has welcomed | :19:38. | :19:40.
a multi million pound deal It will order six A 350s, | :19:41. | :19:43.
with possibly another six to follow. Airbus has sold nearly 800 of these | :19:44. | :19:47.
planes to more than 40 airlines, making it one of the most successful | :19:48. | :19:51.
wide-bodied aircraft ever. The prototype for a new Welsh-made | :19:52. | :19:59.
hydrogen-powered car The two-seater Rasa, | :20:00. | :20:01.
which was developed in Llandrindod Wells | :20:02. | :20:04.
by the engineering firm, Riversimple has the lowest | :20:05. | :20:07.
carbon-emissions of any vehicle It's expected to go | :20:08. | :20:09.
on the market in 2018. The number of us going to church | :20:10. | :20:16.
here is falling and in an effort to attract new congregations | :20:17. | :20:19.
the Church in Wales is having a helping hand from | :20:20. | :20:21.
an American missionary. Mark Yaconelli from Oregon | :20:22. | :20:25.
will spend six months in North and Mid Wales helping communities | :20:26. | :20:28.
explore their spiritual roots. He's already found success | :20:29. | :20:32.
with similar projects Matthew Richards has | :20:33. | :20:35.
been to meet him. Our kids need to recapture that | :20:36. | :20:51.
