David Cameron's efforts in Brussels? Join me on BBC Two.

:00:00.:00:00.

Tonight's headlines: Two of the four Welsh police forces are told to do

:00:00.:00:00.

more to keep people safe and reduce crime.

:00:07.:00:11.

And, as your chance to decide whether we leave or remain in the EU

:00:12.:00:14.

could move a step closer, we find out what impact the debate

:00:15.:00:17.

Two of Wales's police forces need to do more to reduce crime

:00:18.:00:37.

That's according to the police watchdog,

:00:38.:00:41.

Her Majesty's Inspectorate of Constabulary.

:00:42.:00:44.

It says Dyfed-Powys and North Wales Police require improvement.

:00:45.:00:48.

However Gwent and South Wales Police were ranked as good.

:00:49.:00:51.

It's one aspect of policing which rarely makes the headlines,

:00:52.:00:59.

not responding to but trying to prevent crime.

:01:00.:01:03.

Work like this earned Gwent police a Good rating,

:01:04.:01:06.

a skateboarding programme that's reduced anti-social behaviour

:01:07.:01:09.

by almost 20%, keeping youngsters on the right side of the law.

:01:10.:01:15.

You'd go to the park and play football.

:01:16.:01:18.

Now we have something to look forward to.

:01:19.:01:22.

The youth workers get you in shape so your behaviour changes.

:01:23.:01:30.

In organised crime too, like the widespread fraud scam

:01:31.:01:32.

involving cash for crash, Gwent were judged as good.

:01:33.:01:37.

Overall the HMIC said they'd made considerable progress

:01:38.:01:40.

But Wales's two rural forces have been told there's

:01:41.:01:45.

HMIC said North Wales police needed to do more to understand emerging

:01:46.:01:52.

threats like human trafficking and that some officers

:01:53.:01:56.

were investigating crimes beyond their level of training

:01:57.:02:00.

including high-risk domestic abuse cases, a criticism challenged today

:02:01.:02:04.

I have had the strongest possible rebuttal from the Chief Constable

:02:05.:02:14.

of the way they have gone about this particular aspect of it.

:02:15.:02:18.

The allocation of cases in North Wales I'm quite satisfied

:02:19.:02:21.

is done on a very solid, sound basis.

:02:22.:02:26.

Dyfed Powys was told it needs to improve the way it allocates

:02:27.:02:29.

crime for investigation and to better spot the vulnerability

:02:30.:02:32.

The force says it's able to offer a more local service and a new help

:02:33.:02:41.

hub is increasing support to victims of crime.

:02:42.:02:45.

Inspectors are more concerned about process.

:02:46.:02:46.

I'm concerned with outcomes and how the public see the police and how

:02:47.:02:51.

Dyfed Powys can still boast the lowest crime rate in England

:02:52.:02:57.

and Wales and, as they put it, prioritise bobbies over bricks.

:02:58.:03:03.

And that's meant closing or merging some police stations and using other

:03:04.:03:07.

methods like this mobile van to maintain their community presence.

:03:08.:03:12.

In the end all of this in the face of tough financial budgets comes

:03:13.:03:15.

down to resources and how a force chooses to prioritise them.

:03:16.:03:21.

In South Wales, the force is judged good at both the local level

:03:22.:03:24.

in understanding the neighbourhoods they police and tackling serious

:03:25.:03:28.

criminal drugs gangs by deploying specialist officers.

:03:29.:03:32.

Police forces across Wales face very different challenges,

:03:33.:03:36.

but the standards they have to meet do not.

:03:37.:03:40.

People have had to evacuate their homes as firefighters tackle

:03:41.:03:43.

a blaze at a linen hire company in Llandudno Junction.

:03:44.:03:46.

One man has been treated for smoke inhalation at the scene.

:03:47.:03:49.

The fire broke out at Express Linen Services

:03:50.:03:52.

People are being asked to avoid the area as emergency services deal

:03:53.:03:57.

The proportion of patients spending more than four hours in Welsh A

:03:58.:04:03.

units increased in January compared to December and was higher

:04:04.:04:06.

According to the Welsh Government, January was the busiest month

:04:07.:04:12.

Ministers insist the average time spent in A is just over two hours.

:04:13.:04:19.

Opposition parties say the performance is unacceptable.

:04:20.:04:24.

A mother from Swansea was killed by a speeding driver weeks

:04:25.:04:28.

after he completed a speed awareness course.

:04:29.:04:31.

Jayne Parker was hit on her way to work as she crossed the road

:04:32.:04:34.

Kiran Giri was travelling at least 50mph in a 30 zone before

:04:35.:04:42.

He's been suspended from driving for two years.

:04:43.:04:49.

Your chance to decide whether we leave or remain in the EU

:04:50.:04:53.

could move a step closer in the next few days.

:04:54.:04:55.

The Prime Minister is in Brussels where he hopes to agree a deal

:04:56.:04:58.

on changes that would trigger a referendum as early as June.

:04:59.:05:02.

The negotiations may be intense but what impact are they having

:05:03.:05:05.

Our political editor Nick Servini has been finding out.

:05:06.:05:12.

Welcome to the EU funding capital of Wales, Merthyr Tydfil.

:05:13.:05:16.

This is where the Welsh European funding office is based.

:05:17.:05:19.

It has also had plenty of cash from Brussels.

:05:20.:05:23.

If it was down to EU aid levels in an area like this it would be no

:05:24.:05:27.

This town at times, has had a strained relationship with the EU.

:05:28.:05:40.

A new wave of migrants has caused concern and,

:05:41.:05:42.

last year, Ukip launched their general election campaign

:05:43.:05:45.

If we was on our own the money in our country would be for us,

:05:46.:05:52.

but when you're in the EU it's spread out.

:05:53.:05:55.

I think there's a lot more causes in this country that need

:05:56.:05:58.

I think we have funding from them so it would be good to stay in.

:05:59.:06:10.

Vitor Gomes is a Portuguese pub manager who moved to Methyr three

:06:11.:06:15.

The UK benefit system, the NHS, there might be

:06:16.:06:28.

a lot of people that come in only for that.

:06:29.:06:32.

I think if people come to work, I think that's a positive thing.

:06:33.:06:38.

If people don't come to work, it's not.

:06:39.:06:43.

For everyone that is here, immigrant or not, I think it

:06:44.:06:46.

The debate has already been sparked at this engineering company.

:06:47.:06:51.

The staff were talking about it in their break this morning.

:06:52.:06:55.

Many people have already made up their minds, but the man

:06:56.:06:58.

in charge here says he is waiting on the details of the Prime

:06:59.:07:01.

If he comes back and says he's got all he wants,

:07:02.:07:07.

obviously, we'll have to analyse what he's got.

:07:08.:07:11.

I want an improvement on what we've got.

:07:12.:07:19.

Merthyr's a long way from intense negotiations between EU leaders

:07:20.:07:22.

but it's in towns and valleys like this where the arguments

:07:23.:07:26.

will be won or lost in the months ahead.

:07:27.:07:31.

The Welsh Conservatives would scrap the grant which helps pay

:07:32.:07:34.

for tuition fees and pay around half of students' rent instead.

:07:35.:07:38.

The party says the Welsh Government's approach is too

:07:39.:07:40.

The current Labour policy costs almost ?230 million a year.

:07:41.:07:47.

The Tories say their plan would cost closer to ?75 million.

:07:48.:07:53.

The biggest obstacle to students being able to go forward

:07:54.:07:55.

into universities are living costs and this policy will meet that need.

:07:56.:08:00.

It's sustainable, it can be carried forward for the lifetime of the next

:08:01.:08:03.

Assembly, it's affordable, ?75 million a year, and it

:08:04.:08:06.

will support students accessing the courses and accessing

:08:07.:08:09.

Prince William and the Duchess of Cambridge have been on Anglesey

:08:10.:08:15.

to say farewell to the RAF's Search and Rescue Force,

:08:16.:08:18.

which is being disbanded after more than three quarters of a century.

:08:19.:08:22.

The work is now done by private contractors.

:08:23.:08:25.

For three years, the prince was based on the island at RAF

:08:26.:08:28.

Valley, where he flew missions as a search and rescue pilot.

:08:29.:08:31.

The band played Auld Lang Syne as the colours were paraded

:08:32.:08:40.

With his three-years service and 160 operations under his belt

:08:41.:08:46.

Prince William was there not so much as a royal,

:08:47.:08:49.

Wherever it is you're going to, it focuses your mind when there's

:08:50.:08:56.

an actual real person at the end of it who needs your help.

:08:57.:08:59.

In the BBC's Helicopter Rescue series the prince gave us a flavour

:09:00.:09:02.

Some of the hardest flying is in the mountains.

:09:03.:09:11.

Because it's quite a small, mountainous area,

:09:12.:09:13.

We can be anywhere within a few minutes.

:09:14.:09:22.

Helicopter search and rescue missions have been flown

:09:23.:09:24.

The RAF's yellow aircraft became a familiar sight.

:09:25.:09:27.

In its final 30 years the search and rescue force was called out more

:09:28.:09:30.

than 34,000 times, rescuing nearly 27,000 people.

:09:31.:09:36.

It brought a string of bravery awards.

:09:37.:09:42.

If you speak to anyone here they will tell you that is a record

:09:43.:09:46.

And it's one the RAF wants to pay tribute to.

:09:47.:09:49.

Yes, Prince William's three years brought it public attention,

:09:50.:09:53.

but the RAF wants to stress that there are 75 years to remember.

:09:54.:09:58.

It's not about numbers and statistics.

:09:59.:10:00.

You making a difference to peoples' lives every time you go out

:10:01.:10:05.

Everything is equally valid, equally important because

:10:06.:10:10.

It was a chance for old friends to meet up and swap stories

:10:11.:10:17.

I asked about his new ambulance helicopter and how

:10:18.:10:23.

It's different from the military but whether he's enjoying it more

:10:24.:10:29.

What memories were you sharing today?

:10:30.:10:33.

I've taken on the position of winch man within the search and rescue

:10:34.:10:40.

force so I was explaining to him that I'd been given a job.

:10:41.:10:43.

He was quite surprised because I was quite junior with him

:10:44.:10:47.

He thinks I've progressed too quickly!

:10:48.:10:52.

A Westland Whirlwind, in service in the '50s and '60s.

:10:53.:10:58.

And then the Sea King, closing a chapter for

:10:59.:11:01.

Snooker, and Welshman Michael White cruised into the quarter finals

:11:02.:11:07.

The 24-year-old from Neath who's ranked 17th in the world beat

:11:08.:11:12.

He's the only remaining Welshman in the competition

:11:13.:11:18.

after Mark Williams was knocked out by world number one Mark Selby.

:11:19.:11:24.

There was plenty of sunshine about today, Derek.

:11:25.:11:27.

Don't suppose that's going to stay around!

:11:28.:11:32.

If only. Lovely weather today for us in Wales but it's not set to last.

:11:33.:11:40.

All change tomorrow. The wind and rain will be back. In the meantime,

:11:41.:11:46.

we have a few scattered showers. Wintering places, otherwise dry

:11:47.:11:51.

clear sky and some frost, temperatures inland falling below

:11:52.:11:55.

freezing. There is a risk of ice and any on treated services left wet

:11:56.:12:00.

from the showers. From tomorrow morning, much of the country dry

:12:01.:12:04.

freight time. Frost and icy patches, bright Ray while but it would last.

:12:05.:12:09.

Rain will spread from the West, wind is picking up as well. Across the

:12:10.:12:13.

rest of the UK, central and eastern areas dry, bright ray time, sunshine

:12:14.:12:19.

and frost but here comes the rain spreading eastwards during the day.

:12:20.:12:23.

Stronger winds as well, snow likely on higher ground in the north and in

:12:24.:12:28.

Scotland for a time. Should stay dry in Norwich for the evening with a

:12:29.:12:32.

high of eight Celsius. Here in Wales tomorrow afternoon, dull without

:12:33.:12:35.

breaks of rain, low cloud in the Hill. Breezy to and feeling chilly,

:12:36.:12:41.

the bridge is recovering and should turn to riot in the west by evening.

:12:42.:12:45.

Turning dry everywhere tomorrow night but staying breezy with

:12:46.:12:48.

showers and temperatures everywhere staying above freezing tomorrow

:12:49.:12:52.

night so no frost. On Saturday, it will be milder but windy. Outbreaks

:12:53.:13:00.

of rain, heaviest on high ground in mid and North Wales, particular in

:13:01.:13:04.

Snowdonia. A warning in force for heavy rain leading to flooding. It's

:13:05.:13:09.

a similar story on Sunday. Further heavy weighing rain in the North

:13:10.:13:17.

West. Turning milder and much more unsettled over the next few days.

:13:18.:13:19.

Writing colder with a few showers on Monday.

:13:20.:13:21.

We'll be back with updates in Breakfast from around 6:25am.

:13:22.:13:24.

From all of us on the programme, goodnight.

:13:25.:13:28.
