More than 31,000 people here live with autism and Asperger's Syndrome. | :01:47. | :01:51. | |
And according to a survey of people with autism spectrum disorders, | :01:52. | :01:54. | |
and their carers, 64% experienced issues with getting a referral | :01:55. | :01:59. | |
70% had to wait more than 6 months for their first appointment. | :02:00. | :02:06. | |

a National Autism Plan six years ago. | :03:24. | :03:25. | |
It's raised awareness of the condition and forced councils | :03:26. | :03:27. | |
to develop local services, but some children still wait too | :03:28. | :03:31. | |
Guidelines say it should happen within three months, | :03:32. | :03:36. | |
but charities claim some wait up to seven years. | :03:37. | :03:40. | |
People don't recognise that autism is a condition in itself | :03:41. | :03:43. | |
and they quite often get bandied back and forth between mental health | :03:44. | :03:46. | |
services and learning disabilities, and that's precisely one | :03:47. | :03:50. | |
Faced with criticism, autism services across Wales | :03:51. | :03:56. | |
The National Autism Plan has been revamped with a promise to establish | :03:57. | :04:02. | |
It will bring health, education, social services, | :04:03. | :04:09. | |
and even housing together to try to make sure you get the same | :04:10. | :04:12. | |
As far as we understand, it's the first in the world. | :04:13. | :04:16. | |
Certainly the first in the UK, and this really is Wales leading | :04:17. | :04:19. | |
the way and it's leading the way because we've listened to people | :04:20. | :04:22. | |
about what's worked in the past, what hasn't worked successfully, | :04:23. | :04:25. | |
and to understand the problem as it exists and then to try to do | :04:26. | :04:28. | |
But the new national service won't just be there | :04:29. | :04:31. | |
It's estimated over 31,000 people have autism in Wales, | :04:32. | :04:36. | |
and amongst those, there'll be many adults who won't be aware | :04:37. | :04:39. | |
they have the condition, even though diagnosis | :04:40. | :04:41. | |
Former maths lecturer Ian Walker was told he had Asperger's Syndrome | :04:42. | :04:45. | |
- a form of autism - five years ago, at the tender | :04:46. | :04:49. | |
One of the consequences in my case is that I cannot cope | :04:50. | :04:55. | |
I thought I just had a very, very bad temper, but I think | :04:56. | :05:06. | |
it is at least part of the Asperger's that makes me | :05:07. | :05:09. | |
unable to cope with things when they don't go just | :05:10. | :05:12. | |
Generally speaking, the new plan has been welcomed, | :05:13. | :05:16. | |
although there are concerns there aren't enough concrete targets | :05:17. | :05:19. | |
Others argue a new law is needed to back it up, but if the plan means | :05:20. | :05:24. | |
others benefit like these pupils at Caedraw Primary, | :05:25. | :05:27. | |

According to the campaigners here, we are facing a housing crisis. | :06:31. | :06:33. | |
We are only building half the number of homes that we need to each year, | :06:34. | :06:37. | |
so if we need 12,000 homes a year across Wales, | :06:38. | :06:39. | |
we are only building just over 6,000. | :06:40. | :06:41. | |

what you are getting back in return. Elsewhere, Plaid Cymru set out the | :09:57. | :10:00. | |
main policies which in health revolve around plans to recruit an | :10:01. | :10:04. | |
extra 1000 doctors, and a major reorganisation of the NHS to try to | :10:05. | :10:07. | |
bring hospital and social care closer together. If their policies | :10:08. | :10:13. | |
are to become a political reality, then inevitably, they are going to | :10:14. | :10:17. | |
have to strike some kind of deal with another party. As things stand, | :10:18. | :10:21. | |
the only thing that is off the table is a formal coalition with the | :10:22. | :10:26. | |
Conservatives and Ukip. That has led to speculation that all roads will | :10:27. | :10:30. | |
lead to some kind of deal with Labour. The question is whether that | :10:31. | :10:35. | |
is still possible after such a highly critical speech of labour | :10:36. | :10:41. | |
there by Leanne Wood. Plaid Cymru refusing to discuss publicly who | :10:42. | :10:45. | |
they would work with in any detail, claiming it is a huge turn-off to | :10:46. | :10:49. | |
voters. It is reasonable for voters do expect to know who would do a | :10:50. | :10:52. | |
deal with him, but that is not the political game we're playing. At the | :10:53. | :10:56. | |
moment, the aim of the game is to win as many votes as possible, | :10:57. | :10:59. | |
secure as many seats as possible, and get your own programme at. Their | :11:00. | :11:04. | |
grassroots were out in force here, but today was about appealing to | :11:05. | :11:08. | |
disillusioned Labour voters as much as traditional supporters, as the | :11:09. | :11:11. | |
party tries to get back into government. | :11:12. | :11:13. | |
What do we learn about the offer that they will put to voters in a | :11:14. | :11:22. | |
few months? I think in some previous assembly elections, quite often the | :11:23. | :11:25. | |
parties are arguing about variations on similar themes. This time round, | :11:26. | :11:30. | |
there are sharply contrasting offerings to the voters out there. I | :11:31. | :11:34. | |
was particularly struck by that is today. In relation, most evidently, | :11:35. | :11:39. | |
to Plaid's policy on health. They are the only party at the assembly | :11:40. | :11:44. | |
going into these elections pledging to bring gain a major restructuring | :11:45. | :11:48. | |
of the NHS as they try to bring together hospital services and | :11:49. | :11:52. | |
social care currently run by local authorities. Taken together, that is | :11:53. | :11:57. | |
the lion's share of everything a Welsh government spends its money | :11:58. | :12:01. | |
on. So really substantial differences between the parties that | :12:02. | :12:05. | |
inevitably will provoke substantial debate in the weeks ahead. As you | :12:06. | :12:10. | |
mentioned, they will need to find a partner somewhere. Any ideas who | :12:11. | :12:15. | |
that is likely to be? Nothing definitive on that. Plaid are in the | :12:16. | :12:20. | |
strange position where they have ruled out a formal deal with the | :12:21. | :12:24. | |
Conservatives or an informal arrangement with the Conservatives | :12:25. | :12:29. | |
looks difficult. A pre-election pact with the Liberal Democrats fell | :12:30. | :12:33. | |
apart. We are left with Labour, the party that Leanne Wood was ripping | :12:34. | :12:40. | |
into in her speech. Behind the scenes, I am told there is no | :12:41. | :13:54. | |
I'm worried the road's appetite getting worse | :13:55. | :13:56. | |
it's going to get more problematic and disrepair and more difficult | :13:57. | :14:01. | |
In order to do the repair work on this stretch of road, | :14:02. | :14:04. | |
the authorities need to buy land from two owners, | :14:05. | :14:07. | |
and a spokesperson for the Welsh Government told us this | :14:08. | :14:10. | |
But what has angered many here is the staggering costs that | :14:11. | :14:13. | |
have built up while these negotiations have been ongoing. | :14:14. | :14:16. | |
A Freedom of Information request has revealed that keeping the lights | :14:17. | :14:18. | |
The total cost to date for their hire is ?223,000. | :14:19. | :14:33. | |
It's building up to a lot of money that us as rate payers | :14:34. | :14:36. | |
Many can't understand why it's taking so long and costing so much - | :14:37. | :14:44. | |
the town council say they've been pressing for answers | :14:45. | :14:46. | |
