A national plan to make sure children and adults with autism

in Wales get consistent support, regardless of where they live,

It follows concerns that services across the country are "patchy".

More than 31,000 people here live with autism and Asperger's Syndrome.

:01:47.:01:51.

And according to a survey of people with autism spectrum disorders,

:01:52.:01:54.

and their carers, 64% experienced issues with getting a referral

:01:55.:01:59.

70% had to wait more than 6 months for their first appointment.

Our health correspondent, Owain Clarke, has the details.

That's the challenge for these pupils at Caedraw primary

But each of the children in this class has autism -

a condition that affects, to varying degrees, how they see

:02:26.:02:28.

the world and interact with each other.

What do you like best about the activities?

It means lessons, and even the classroom,

:02:34.:02:57.

It is quite different from a mainstream classroom.

:02:58.:03:01.

Mainly because distractions in the classroom are minimised

:03:02.:03:03.

and there are other strategies that are used which helps them deal

:03:04.:03:12.

with transition during the day, so when they move from activities,

:03:13.:03:16.

they know what's going to happen next and they are prepared.

:03:17.:03:21.

Wales was the first country in the UK to introduce

:03:22.:03:23.

a National Autism Plan six years ago.

:03:24.:03:25.

It's raised awareness of the condition and forced councils

:03:26.:03:27.

to develop local services, but some children still wait too

:03:28.:03:31.

Guidelines say it should happen within three months,

:03:32.:03:36.

but charities claim some wait up to seven years.

:03:37.:03:40.

People don't recognise that autism is a condition in itself

:03:41.:03:43.

and they quite often get bandied back and forth between mental health

:03:44.:03:46.

services and learning disabilities, and that's precisely one

:03:47.:03:50.

Faced with criticism, autism services across Wales

:03:51.:03:56.

The National Autism Plan has been revamped with a promise to establish

:03:57.:04:02.

It will bring health, education, social services,

:04:03.:04:09.

and even housing together to try to make sure you get the same

:04:10.:04:12.

As far as we understand, it's the first in the world.

:04:13.:04:16.

Certainly the first in the UK, and this really is Wales leading

:04:17.:04:19.

the way and it's leading the way because we've listened to people

:04:20.:04:22.

about what's worked in the past, what hasn't worked successfully,

:04:23.:04:25.

and to understand the problem as it exists and then to try to do

:04:26.:04:28.

But the new national service won't just be there

:04:29.:04:31.

It's estimated over 31,000 people have autism in Wales,

:04:32.:04:36.

and amongst those, there'll be many adults who won't be aware

:04:37.:04:39.

they have the condition, even though diagnosis

:04:40.:04:41.

Former maths lecturer Ian Walker was told he had Asperger's Syndrome

:04:42.:04:45.

- a form of autism - five years ago, at the tender

:04:46.:04:49.

One of the consequences in my case is that I cannot cope

:04:50.:04:55.

I thought I just had a very, very bad temper, but I think

:04:56.:05:06.

it is at least part of the Asperger's that makes me

:05:07.:05:09.

unable to cope with things when they don't go just

:05:10.:05:12.

Generally speaking, the new plan has been welcomed,

:05:13.:05:16.

although there are concerns there aren't enough concrete targets

:05:17.:05:19.

Others argue a new law is needed to back it up, but if the plan means

:05:20.:05:24.

others benefit like these pupils at Caedraw Primary,

:05:25.:05:27.

What issues matter most to you ahead of the National Assembly

Hundreds of people turned up outside the Senedd in Cardiff Bay this

:05:38.:05:41.

afternoon to try and get politicians to put housing at the top

Organised by housing groups under the name Homes for Wales campaign,

they claim the country is facing a housing crisis.

They came from all over Wales, people with a common aim to push

housing to the top of the political agenda.

Shelter Cymru, the Home Builders Federation and the Church in Wales

Some here had personal stories to tell, like Emma.

I'm 41, I don't mind admitting that, and I'm still at home

with my parents, just trying to get money together so I can move

:06:17.:06:19.

It's happening more often, it's more common that people

:06:20.:06:25.

are getting older now before they can move on to a larger

:06:26.:06:28.

property or even get a first-time property.

:06:29.:06:30.

According to the campaigners here, we are facing a housing crisis.

:06:31.:06:33.

We are only building half the number of homes that we need to each year,

:06:34.:06:37.

so if we need 12,000 homes a year across Wales,

:06:38.:06:39.

we are only building just over 6,000.

:06:40.:06:41.

Families being accepted as homeless - 5,000 last year.

:06:42.:06:43.

Young people who have to go back home and live with their parents -

:06:44.:06:46.

We have actually made some progress in the last Assembly term,

:06:47.:06:51.

but this campaign is not about looking backwards,

:06:52.:06:53.

it's about looking forwards, it's a real ambition.

If we solve the housing crisis in Wales, we can definitely build

:06:56.:06:58.

We've spoken to all the main political parties today,

:06:59.:07:06.

and each has told us housing is a priority.

Tonight, after the march, Emma is going home to her parents.

She counts herself as lucky to have that option,

but says she will be watching this election carefully to see

Conservatives and Ukip. That has led to speculation that all roads will

lead to some kind of deal with Labour. The question is whether that

:10:31.:10:35.

is still possible after such a highly critical speech of labour

:10:36.:10:41.

they would work with in any detail, claiming it is a huge turn-off to

What do we learn about the offer that they will put to voters in a

few months? I think in some previous assembly elections, quite often the

:11:23.:11:25.

parties are arguing about variations on similar themes. This time round,

:11:26.:11:30.

there are sharply contrasting offerings to the voters out there. I

:11:31.:11:34.

to Plaid's policy on health. They are the only party at the assembly

It's building up to a lot of money that us as rate payers

Many can't understand why it's taking so long and costing so much -

the town council say they've been pressing for answers

We as a community want to know what's going on.

We're losing holiday trade because people don't want to travel
