The latest development follows a report by assembly members | :01:45. | :01:46. | |
in January which said the taxpayers had lost tens of millions of pounds. | :01:47. | :01:49. | |

Exactly four years after the sale of 15 publicly-owned sites | :01:57. | :01:58. | |
In January a report by the Public Accounts Committee | :01:59. | :02:05. | |
described the sale for ?21 million as cavalier and scandalous. | :02:06. | :02:11. | |
The sites were sold without an open tender by the regeneration | :02:12. | :02:16. | |
investment fund for Wales, a body owned by the Welsh | :02:17. | :02:27. | |
government to a company based in currency called South Wales Land | :02:28. | :02:30. | |
Developments, owned by one of the richest men in Wales, | :02:31. | :02:32. | |
These included a site in the Vale of Glamorgan which was bought | :02:33. | :02:36. | |
from the taxpayer for less than ?3 million. | :02:37. | :02:38. | |
It has since been sold on for housing by South Wales Land | :02:39. | :02:41. | |
Another was bought for ?100,000 for 1.9 million. | :02:42. | :02:49. | |
And the so-called jewel in the crown in Lisvane on the edge | :02:50. | :02:52. | |
of Cardiff was off the taxpayer for ?1.8 million. | :02:53. | :02:54. | |
The report says it now has a potential open market | :02:55. | :02:57. | |
A third of that will be paid back to the public purse | :02:58. | :03:01. | |
in what is called a claw-back arrangement. | :03:02. | :03:05. | |
The findings prompted the First Minister to | :03:06. | :03:08. | |

The way that it was managed fell well below the standards we expect | :03:19. | :03:24. | |

by the Serious Fraud Office but came to | :03:29. | :03:30. | |
nothing, internal enquiries and do report by the public spending | :03:31. | :03:32. | |
watchdog, the Wales Audit Office, which identified a conflict | :03:33. | :03:36. | |
of interest as one Lambert Smith Hampton employee had represented | :03:37. | :03:39. | |

For years, those who sold this land insisted it was a good deal and then | :03:58. | :04:07. | |
we had a series of damning reports and a public | :04:08. | :04:09. | |
Now the prospect of those involved slugging | :04:10. | :04:11. | |
As the government tries to reclaim lost | :04:12. | :04:14. | |
There has been no comment from Lambert Smith | :04:15. | :04:18. | |
Hampton in response to today's developments. | :04:19. | :04:24. | |

buy the land. I would expect that to form the basis of the legal action | :05:14. | :05:18. | |
in whatever form it takes in future. Despite the huge controversy | :05:19. | :05:21. | |
surrounding this story, I would have expected in many other circumstances | :05:22. | :05:27. | |
for the Welsh government to try to close this story down and put it | :05:28. | :05:32. | |
down as an unfortunate business. The fact illegal action being continues, | :05:33. | :05:38. | |
