Tonight's headlines: The Welsh Government takes legal

:00:07.:00:09.

action against its own property advisors after a damning report

:00:10.:00:11.

into the biggest sale of public land in Wales in recent years.

:00:12.:00:16.

As the fallout continues, we'll assess the impact.

:00:17.:00:34.

Assia Newton was stalked and killed by her estranged husband -

:00:35.:00:36.

now her sister supports a campaign to highlight the

:00:37.:00:38.

He was letting himself in the house but it was unwarranted. That is

:00:39.:00:51.

This man says he'll drop allegations of historic sex abuse

:00:52.:00:55.

at a children's home because it's taking too long to come to court.

:00:56.:00:58.

Getting to grips with the traffic - the M4 relief road could cost over

:00:59.:01:01.

And our BBC School Reporters hold their own election

:01:02.:01:08.

to ask their classmates if they think they should

:01:09.:01:10.

In a few years, when we are 18, we will be able to vote.

:01:11.:01:25.

But should we be able to cast our ballot sooner?

:01:26.:01:28.

The Welsh government has confirmed tonight it's taking legal action

:01:29.:01:32.

against its former property advisors after a damning report

:01:33.:01:34.

into the biggest sale of public land in Wales in recent years.

:01:35.:01:37.

It says it's also referred Lambert Smith Hampton

:01:38.:01:40.

to its professional body over its conduct in the case.

:01:41.:01:44.

The latest development follows a report by assembly members

:01:45.:01:46.

in January which said the taxpayers had lost tens of millions of pounds.

:01:47.:01:49.

Our political editor Nick Servini has the latest.

:01:50.:01:56.

Exactly four years after the sale of 15 publicly-owned sites

:01:57.:01:58.

In January a report by the Public Accounts Committee

:01:59.:02:05.

described the sale for ?21 million as cavalier and scandalous.

:02:06.:02:11.

The sites were sold without an open tender by the regeneration

:02:12.:02:16.

investment fund for Wales, a body owned by the Welsh

:02:17.:02:27.

government to a company based in currency called South Wales Land

:02:28.:02:30.

Developments, owned by one of the richest men in Wales,

:02:31.:02:32.

These included a site in the Vale of Glamorgan which was bought

:02:33.:02:36.

from the taxpayer for less than ?3 million.

:02:37.:02:38.

It has since been sold on for housing by South Wales Land

:02:39.:02:41.

Another was bought for ?100,000 for 1.9 million.

:02:42.:02:49.

And the so-called jewel in the crown in Lisvane on the edge

:02:50.:02:52.

of Cardiff was off the taxpayer for ?1.8 million.

:02:53.:02:54.

The report says it now has a potential open market

:02:55.:02:57.

A third of that will be paid back to the public purse

:02:58.:03:01.

in what is called a claw-back arrangement.

:03:02.:03:05.

The findings prompted the First Minister to

:03:06.:03:08.

publicly apologise to assembly members.

:03:09.:03:18.

The way that it was managed fell well below the standards we expect

:03:19.:03:24.

as a government and for that we are sorry.

:03:25.:03:26.

This has been a long-running sagawhich included an investigation

:03:27.:03:28.

by the Serious Fraud Office but came to

:03:29.:03:30.

nothing, internal enquiries and do report by the public spending

:03:31.:03:32.

watchdog, the Wales Audit Office, which identified a conflict

:03:33.:03:36.

of interest as one Lambert Smith Hampton employee had represented

:03:37.:03:39.

both the seller and the buyer at the same time.

:03:40.:03:41.

The Public Accounts Committee had recommended

:03:42.:03:43.

the Welsh government carefully consider action against Lambert

:03:44.:03:47.

Smith Hampton and a referral to its professional body the Royal

:03:48.:03:50.

Both recommendations have been taken up by ministers.

:03:51.:03:55.

And so we have another major development in

:03:56.:03:57.

For years, those who sold this land insisted it was a good deal and then

:03:58.:04:07.

we had a series of damning reports and a public

:04:08.:04:09.

Now the prospect of those involved slugging

:04:10.:04:11.

As the government tries to reclaim lost

:04:12.:04:14.

There has been no comment from Lambert Smith

:04:15.:04:18.

Hampton in response to today's developments.

:04:19.:04:24.

You've followed this story from the very start -

:04:25.:04:27.

what's the significance of tonight's move?

:04:28.:04:32.

With all the twists and turns, who would have thought we would end up

:04:33.:04:37.

with this? I can't recall a time where we have the Welsh given and

:04:38.:04:43.

suing an organisation that it was supposed to advise it on in the

:04:44.:04:47.

disposal of tens of millions of pounds of taxpayers assets. Lambert

:04:48.:04:54.

Smith Hampton Strongly defended their role in all of this in the

:04:55.:04:57.

enquiries and the committee hearings we have had but they were accused of

:04:58.:05:03.

having sold the land at the wrong price the wrong time line and even

:05:04.:05:08.

not passing on expressions of interest from different companies to

:05:09.:05:13.

buy the land. I would expect that to form the basis of the legal action

:05:14.:05:18.

in whatever form it takes in future. Despite the huge controversy

:05:19.:05:21.

surrounding this story, I would have expected in many other circumstances

:05:22.:05:27.

for the Welsh government to try to close this story down and put it

:05:28.:05:32.

down as an unfortunate business. The fact illegal action being continues,

:05:33.:05:38.

-- is being continued and they are referring it to the body is a

:05:39.:05:42.

reflection of the strength of feeling the Welsh government feels

:05:43.:05:46.

behind the scenes about the validity of the professional advice it

:05:47.:05:48.

received in the sale of this land. A man from Caernarfon has been found

:05:49.:05:52.

guilty of attempted murder after attacking his wife as she

:05:53.:05:55.

walked her children to school. Mold Crown Court heard how

:05:56.:05:57.

to the ground and repeatedly It has been a hectic few months

:06:00.:06:02.

and it is all over now. I can get on with my

life and breathe again. I can get my kids

:06:15.:06:16.

that the body which distributes public money to universities should

:06:27.:06:31.

:06:32.:06:37.

a decision will be made A man who claims he was abused

:06:38.:06:40.

in a children's home two decades ago has told BBC Wales he no longer

:06:41.:06:47.

wants to pursue his allegation because of the length of time it's

:06:48.:06:50.

taking to come to court. The man, who can't be named,

first raised his complaint more His case has been investigated

of child abuse in North Wales but the Crown Prosecution Service

:07:06.:07:07.

still hasn't decided Here's Roger Pinney's

:07:08.:07:09.

exclusive report. John told me he feels

:07:10.:07:13.

like he's living in limbo, waiting to discover

:07:14.:07:24.

what will happen next. Not knowing if he will have

:07:25.:07:27.

to face his abuser in court. Is it delves into allegations

to understand the implications of someone's behaviour

:08:03.:08:05.

on someone so vulnerable. John told me he doesn't remember why

:08:06.:08:09.

he first made the complaint in 2012. It may have been

:08:10.:08:13.

because of stories about historic child abuse

:08:14.:08:15.

or something else. He was first interviewed

:08:16.:08:19.

by the Operation Pallial team They then set about

:08:37.:08:38.

to look for some conclusion. Three and a half years later,

:08:39.:08:41.

I've not got that conclusion. I think I'm letting myself down

:08:42.:08:44.

by giving up at this point but I just don't know how long

:08:45.:08:47.

I can keep on waiting. It really does feel as though I'm

:08:48.:08:50.

in limbo at the moment in terms of work and relationships

:08:51.:08:53.

and things so I I need that closure

:08:54.:08:55.

so I can move on the start. John told me he isn't

:08:56.:08:59.

withdrawing his complaint but for what he says

:09:00.:09:01.

is the sake of his sanity, he doesn't want to be part

:09:02.:09:03.

of an ongoing trial. In a statement, the operation said

:09:04.:09:09.

this: We asked the CPS

:09:10.:09:15.

for an interview. It is in the name of the chief

:09:16.:09:16.

prosecutor for Wales. He says victims are

central to what the CPS does and says it is a concern

:09:25.:09:26.

if anyone feels justice is not The statement also pointed

:09:27.:09:29.

to the complexity of these cases and the volume of information

the CPS is having to deal with. John no longer lives

on specific cases but concedes there can be problems

for those who live We have been able

:10:31.:10:32.

to access support but what is beyond our control

:10:33.:10:40.

are things like travelling distance, waiting times and obviously,

without the concentration of demand that other providers

:10:45.:10:47.

may not prioritise If people feel that there

further efforts are now being made The wait for justice

:11:07.:11:15.

to charge owners of second homes and long-term empty properties 25%

:11:16.:11:18.

extra for their council tax. The changes will come

:11:19.:11:27.

into force in April. Meanwhile, Flintshire and Powys

:11:28.:11:29.

councils have already voted to charge an extra 50%

:11:30.:11:31.

in their areas and Pembrokeshire and Swansea Councils are discussing

:11:32.:11:33.

the issue this evening. Some on Anglesey are

concerned the hike could hit Tourism is a very important

:11:36.:11:37.

industry on this island, not only do the local contractors

:11:38.:11:48.

get work but it also employs a lot My feeling is we have got to be

:11:49.:11:51.

seen as being welcoming. We have been taking

:11:52.:11:56.

a reasonable first step, a measured first step,

:11:57.:11:57.

with increasing the premium of 25%. I know other councils have gone

:11:58.:12:04.

further than us but we want to make sure that we do not give a negative

:12:05.:12:08.

impression or message at all. A national campaign has been

:12:09.:12:19.

launched to highlight the danger posed by people who stalk

:12:20.:12:21.

their ex-partners. The charity behind it says the vast

:12:22.:12:23.

majority of women murdered by ex-partners will have

:12:24.:12:26.

been stalked beforehand. In the two and-a-half

:12:27.:12:27.

years to last April, nearly 250 people reported suspected

:12:28.:12:29.

stalkers to police here. Jordan Davies has been to speak

:12:30.:12:36.

to the sister of one victim. She has shaved off her hair because

:12:37.:12:54.

she said it was for charity. We found out that he had shaved it.

:12:55.:12:58.

Assia Newton was attacked regularly by her husband

:12:59.:13:00.

After decades of abuse she separated from Kelvin Newton.

:13:01.:13:03.

But he continued to turn up at her home unannounced.

:13:04.:13:07.

A few days before she was due to go on holiday he turned up

:13:08.:13:11.

Now her sister Nadia Salaman believes Assia may still be alive

:13:12.:13:18.

if Kelvin Newton's behaviour was viewed as stalking at the time.

:13:19.:13:26.

I would have thought that stalking was a stranger outside your house.

:13:27.:13:34.

It doesn't need to be. It could be someone unfamiliar with you. He was

:13:35.:13:38.

letting himself into the house but it was unwanted so it is stalking.

:13:39.:13:46.

How could things have gone if that behaviour was recognised?

:13:47.:13:48.

If he was arrested, it would have given my sister some reading space.

:13:49.:13:55.

New stalking laws were introduced in 2012 which carry

:13:56.:13:58.

The charity behind this campaign wants more people to use it before

:13:59.:14:02.

The charity says that over a recent two-and-a-half year period nearly

:14:03.:14:08.

250 people reported suspected stalkers to Welsh police.

:14:09.:14:10.

The charity says many victims won't contact police

:14:11.:14:14.

until there have been over 100 incidents.

:14:15.:14:23.

A lock of the research has been published around coercive control...

:14:24.:14:29.

Dr Jane Monckton-Smith has written several books on the issue and says

:14:30.:14:32.

the relationship between stalking and violence is extremely strong

:14:33.:14:34.

and that dangerous behaviour can often be missed.

:14:35.:14:36.

The most dangerous form of stalking is that perpetrated by an

:14:37.:14:46.

ex-partner, for example. Much more dangerous than stranger stalking.

:14:47.:14:50.

The research that has come out of America has shown up to 90% of cases

:14:51.:14:53.

had stalking prior to Humberside. of cases had stalking

village split in two The planned M4 relief road

:15:16.:15:18.

could cost over a billion pounds. That's despite the First Minister,

:15:19.:15:30.

Carwyn Jones, saying last year that the cost would be

:15:31.:15:32.

much lower than that. Our Political Reporter,

:15:33.:15:35.

Carl Roberts, is in Newport for us The latest is that a new M4 relief

:15:36.:15:53.

road could cost as much as ?1.41 billion before VAT. It would be a

:15:54.:15:59.

six lane motorway built south of here across the city of Newport and

:16:00.:16:05.

across the Gwent levels, all designed to avoid traffic down to

:16:06.:16:13.

the tunnels. Not too bad this evening. Carwyn Jones says building

:16:14.:16:18.

that stretch of the road would cost below ?1 billion. The government's

:16:19.:16:23.

latest figures contradict that. We have learned something of the

:16:24.:16:28.

design. 35 new bridges, 12 houses will be docked down including a

:16:29.:16:34.

great true listed vicarage -- 12 houses will be knocked down

:16:35.:16:40.

including a grade two this did vicarage.

:16:41.:16:46.

There will be things added to appease people and a cycle

:16:47.:16:50.

superhighway between Cardiff and Newport. The message from the

:16:51.:16:53.

government is that they are committed to a vital project for the

:16:54.:16:58.

Welsh economy, as they call it. There is a political implication.

:16:59.:17:03.

This is the plan designed by Labour. If they don't have the majority they

:17:04.:17:07.

will need the support of opposition parties and they don't have it

:17:08.:17:12.

already so they could be the roadblock to building this new road.

:17:13.:17:15.

Young journalists from schools across Wales have been taking part

:17:16.:17:18.

in the BBC School Report Project today - learning to how

:17:19.:17:20.

With the assembly elections around the corner in May, school reporters

:17:21.:17:24.

from Ysgol Gyfun Cymer Rhondda decided to ask the First Minister

:17:25.:17:27.

if he thought they should be able to vote when they turn 16.

:17:28.:17:30.

Hi. My name is Jenny.

:17:31.:17:36.

And in a few years, when we're 18, we will be

:17:37.:17:47.

But should we be able to cast a ballot sooner?

:17:48.:17:51.

Choosing which politicians represent us is a

:17:52.:17:52.

But if 16-year-olds can get married and

:17:53.:18:03.

17-year-olds could learn to drive, should tbey be able to vote as well?

:18:04.:18:06.

I think they should have the right to

:18:07.:18:08.

vote because they should be able to have a say on who they want.

:18:09.:18:11.

They are old enough to make their own

:18:12.:18:13.

If it was me then I wouldn't know who I would vote for because I don't

:18:14.:18:18.

If I wasn't interested, I wouldn't feel in as though I had

:18:19.:18:25.

enough information to know who to vote for.

:18:26.:18:27.

Because we don't, people would not vote and there would be no point.

:18:28.:18:34.

We asked a class of people at our school if they thought

:18:35.:18:37.

16-year-olds should be polled in the election

:18:38.:18:39.

for the National Assembly in Cardiff?

:18:40.:18:40.

The votes are in and have been counted.

:18:41.:18:44.

72% want the voting age lowered and 16% think it should stay at 18.

:18:45.:18:47.

12% said they didn't have enough information.

:18:48.:18:53.

But do we learn enough about politics here at school

:18:54.:18:55.

18 months ago, people in Scotland were asked if they wanted

:18:56.:19:02.

independence from the rest of the UK.

:19:03.:19:07.

A higher proportion of 16 and 17-year-olds voted

:19:08.:19:11.

Megan is now in Germany but was 17 and still in school

:19:12.:19:20.

I didn't know that much until we got the chance to vote in the referendum

:19:21.:19:25.

and it got me to do more research because we had a say in it

:19:26.:19:29.

and I feel as though it was good because we got involved.

:19:30.:19:32.

We have come to the assembly in Cardiff Bay to ask the man

:19:33.:19:35.

in charge, the First Minister Carwyn Jones,

:19:36.:19:38.

If the proposed law is passed the Welsh government will be able

:19:39.:19:44.

to set the voting age for elections to the

:19:45.:19:46.

I think you should be able to vote at 16 and 17.

:19:47.:19:50.

If you can get a job and pay taxes and join

:19:51.:19:53.

Are there any plans to introduce politics to the curriculum?

:19:54.:19:58.

We can weave it through PSE and the Welsh baccalaureate so young

:19:59.:20:04.

people are aware of issues on how to vote.

:20:05.:20:06.

The things that are important in the world.

:20:07.:20:18.

The experience of teenagers like Megan in Scotland show 16

:20:19.:20:21.

and 17-year-olds want to be part of the political process.

:20:22.:20:23.

But it is up to politicians here and in London to

:20:24.:20:26.

decide whether we will be able to choose who represents us in this

:20:27.:20:30.

And if they teach us more about democracy in school.

:20:31.:20:38.

And you can see stories by other young reporters from around Wales

Rugby and England's Manu Tuilangi is on the bench for the first time

:20:52.:21:04.

in nearly two years as Wales take on England this Saturday.

:21:05.:21:09.

Meanwhile, Wales forwards coach Robin McBryde says England has more

:21:10.:21:12.

of an edge compared to when Wales beat them in last year's World Cup.

:21:13.:21:20.

They have got the bit between their teeth. Created quite a lot of

:21:21.:21:26.

momentum three out of three. They are sitting pretty and they are not

:21:27.:21:32.

Football - Swansea City coach Francesco Guidolin

:21:33.:21:34.

insists his future remains at the club despite an illness

:21:35.:21:37.

which means he'll miss a third game at Bournemouth on Saturday.

The 60-year-old Italian has spent five nights in a London hospital

Boxer Lee Selby returns to London to defend his IBF

:21:43.:21:47.

World Featherweight title next month.

:21:48.:21:52.

He'll be taking on the American, Eric Hunter, at the O2 Arena.

:21:53.:21:55.

29-year-old Selby from Barry, first captured the World Title

And Cyclist Geraint Thomas remains fifth overall in the Paris-Nice

:21:58.:22:03.

He was swiftly guided back into position by his teammates,

:22:04.:22:07.

He remains 19 seconds behind the yellow jersey

:22:08.:22:13.

of Orica GreenEdge's Michael Matthews.

People living in a village in Ceredigion say it's been split

:22:19.:22:20.

in half after a historic bridge partially collapsed.

:22:21.:22:24.

The bridge in Llanfair Clydogau near Lampeter connects the village,

:22:25.:22:26.

but it was closed after part of it gave way at the weekend.

:22:27.:22:31.

It's stood in this village for over a century and half.

:22:32.:22:39.

But at the weekend the bridge in Llanfair Clydogau partially

:22:40.:22:41.

Now too unsafe to use it's closed and split the village in two.

:22:42.:22:50.

With half the village unable to get to the local shop unless the take

:22:51.:22:53.

a long detour it's quieter than normal.

:22:54.:22:58.

It has caused havoc in the village because the shop is on this side and

:22:59.:23:04.

most people live three miles that way and it is about seven miles

:23:05.:23:10.

round trip. Just to come to the shop.

:23:11.:23:10.

So with shop and post office on one side and the bus stop and village

:23:11.:23:15.

hall on the other I took the detour to see how long it'd take.

:23:16.:23:19.

I have just arrived at the other side of the village. It has taken me

:23:20.:23:27.

just under 25 minute. It has been a long journey and I've gone into

:23:28.:23:30.

Lampeter where there was roadworks going on and in and out of two

:23:31.:23:39.

counties. Now, as I said, it has taken me just under 25 minutes,

:23:40.:23:42.

which would normally take me two minutes.

:23:43.:23:44.

Alan Leech makes the drive to the shop daily to pick

:23:45.:23:47.

up his morning paper but is now greeted by this.

:23:48.:23:50.

The state of repair of the bridge has been known for some time and in

:23:51.:23:57.

2014, there was a plan to renovate it. They did luminary work and then

:23:58.:24:02.

went away, claiming there was no more money available. -- they did

:24:03.:24:06.

Ceredigion County Council say engineers have carried out

:24:07.:24:10.

an inspection and the bridge is a priority.

:24:11.:24:12.

But it's a listed structure so they are liaising with CADW

:24:13.:24:14.

and at the moment cannot say when it will reopen.

:24:15.:24:17.

So with the village split in two it looks like a frustrating wait

:24:18.:24:20.

Much nicer today compared to yesterday.

:24:21.:24:29.

A few clouds but some lovely sunshine as well.

:24:30.:24:36.

This picture taken by our weather watchers at Cefn Hengoed

:24:37.:24:39.

And in Porthmadog the temperature reached a spring-like 12C.

:24:40.:24:51.

Over the next few days, plenty more dry weather.

:24:52.:24:55.

Milder than recently as well although we haven't seen the last

:24:56.:24:58.

of the frost and that goes for tonight!

:24:59.:25:02.

Temperatures in Powys and the Marches falling as low as -3

:25:03.:25:16.

So a chilly, cold start tomorrow morning but dry.

:25:17.:25:23.

Much of the country bright and sunny with light winds.

:25:24.:25:27.

A few clouds near the border and in the far west.

:25:28.:25:30.

Anglesey and the Lleyn Peninsula maybe cloudier.

:25:31.:25:40.

Now during the day clouds will build-up and spread out.

:25:41.:25:42.

So more cloud around tomorrow afternoon.

:25:43.:25:45.

Still some sunshine in places and dry.

:25:46.:25:50.

Temperatures reaching 8 to 11 Celsius with a light to moderate

:25:51.:25:53.

A high of 11C in Abergele will feel pleasant.

:25:54.:26:07.

Dry in Monmouthshire tomorrow with some cloud and sunshine.

:26:08.:26:11.

Maybe a few spots of light rain in the NW later in the night.

:26:12.:26:22.

Less cold tomorrow night with temperatures staying above freezing.

:26:23.:26:28.

On Saturday maybe a few spots of light rain in the NW for a time.

:26:29.:26:32.

Bright in places with breaks in the cloud and a little sunshine.

:26:33.:26:41.

If you travelling along the M4 towards Twickenham the weather

:26:42.:26:43.

The wettest and warmest on record but next week we're in for a dry

:26:44.:26:57.

A chilly breeze and still cold enough at night

:26:58.:27:03.

It's coming up to 7 o clock, a reminder of the top stories

:27:04.:27:11.

from the BBC: Energy bills could come down for millions

:27:12.:27:14.

of households under new plans to shake up the industry.

:27:15.:27:18.

The competition watchdog wants a price cap for the poorest

:27:19.:27:20.

customers on the most expensive tariffs.

:27:21.:27:24.

And the Welsh government has confirmed tonight it's taking legal

:27:25.:27:27.

action against its former property advisors after a damning report

:27:28.:27:29.

into the biggest sale of public land in Wales in recent years.

:27:30.:27:34.

I'll have an update for you here at 8 o'clock and again after the BBC

:27:35.:27:38.

That's Wales Today thank you for watching.

:27:39.:27:41.

From all of us on the programme, have a good evening.
