From 2018 we are going to halve the prize of tolls on the Severn

:00:00.:00:15.

A welcome budget announcement for businesses and commuters who've

:00:16.:00:18.

It's good news, obviously, it goes up every year. That will be good

:00:19.:00:30.

then, halving it. Lovely. The chancellor also announces

:00:31.:00:31.

a so-called "growth deal" for north Wales, and says he'll start talks

on a city deal for Swansea. We'll bring you all the analysis

:00:36.:00:38.

on the Budget from our correspondents in Westminster

and Cardiff Bay. Also tonight, 9-year-old Gracie

:00:44.:00:45.

thanks the hospital staff who help treat her rare disease,

:00:46.:00:52.

now she's celebrating after funding for a life changing

after describing the "gypsy boy" comment made to Samson

Lee as "banter". They've been the subject of long

standing campaigns by businesses and commuters, and now Severn

from our correspondents here, First tonight, our Business

:02:06.:02:08.

Correspondent, Brian Meechan. Around 80,000 vehicles cross the

:02:09.:02:25.

seven bridges every day. The tolls we pay have been described as a tax

:02:26.:02:29.

on entering Wales. One of the poorest parts of the UK. Today the

:02:30.:02:34.

Chancellor said tolls will be cut in half from 2018. They currently cost

:02:35.:02:42.

?6.60 for cars and ?19.80 for lorries and buses. He signalled his

:02:43.:02:47.

intention for future investment in Wales.

:02:48.:02:51.

We are committed to devolving power was to the Assembly and yesterday we

:02:52.:02:56.

signed ?1 billion deal for the Cardiff region. We are opening

:02:57.:03:00.

discussions on a city deal for Swansea undergrowth deal for North

:03:01.:03:04.

Wales to better connect it to the northern powerhouse. I have listened

:03:05.:03:08.

to the case made by Welsh Conservative colleagues and I can

:03:09.:03:11.

announce today that from 2018 we will half the price of the tolls on

:03:12.:03:14.

The Severn crossing tolls have been a frustration for businesses for

:03:15.:03:22.

years, today's announcement was welcomed.

:03:23.:03:28.

It is more than we hoped for. There is still room left for reduction

:03:29.:03:32.

because the Welsh affairs select committee, after hearing the

:03:33.:03:35.

evidence, suggested the tolls should be reduced to around ?1.50 which

:03:36.:03:41.

would cover maintenance. While, if that is what they are on

:03:42.:03:45.

about that is good for business, isn't it? We are all trying to make

:03:46.:03:51.

money, so that's good. That would be good, then. Halving

:03:52.:03:55.

it. Lovely. Brilliant. The Chancellor

:03:56.:03:59.

also said he would negotiate a city deal for these once the region,

:04:00.:04:04.

that's a ?500 million plan to ensure that the area is at the centre of

:04:05.:04:09.

the next generation of technology. This business is already operating

:04:10.:04:13.

at the cutting edge of industry. It is one of Wales great success

:04:14.:04:17.

stories, making semiconductors that are exported across the world. If

:04:18.:04:24.

you have a mobile phone, the chances are, it was almost certainly got one

:04:25.:04:28.

of these products are decided. The Chancellor's support for the Swansea

:04:29.:04:32.

-based city deal with emphasis on technology is welcome here.

:04:33.:04:37.

When you look at innovation which is a key part of the Swansea city deal

:04:38.:04:42.

and also the Cardiff City deal, innovation is one of the most

:04:43.:04:46.

innovative industries in the world, it has been semiconductors. It is

:04:47.:04:51.

great that the Chancellor has recognised the importance of

:04:52.:04:53.

semiconductors. Helping taboos to investment is also

:04:54.:04:57.

part of the Chancellor's plans for Port Talbot which has been hit for

:04:58.:05:03.

job losses are Tartar steel. The aim to create an enterprise zone and

:05:04.:05:06.

more jobs. There are plans to ensure North

:05:07.:05:09.

Wales will benefit from being able to do business with the northern

:05:10.:05:11.

powerhouse. My question is where desert north

:05:12.:05:16.

Wales see it fits? In Cardiff they talk about links to London? Are we

:05:17.:05:21.

really talking about links to Liverpool and Manchester in North

:05:22.:05:23.

Wales. They are a lot closer. Sugary drinks

:05:24.:05:29.

manufacturers took a hit with a new levy. It will raise more than ?500

:05:30.:05:33.

million across the UK to Charcoal childhood obesity. Some of that will

:05:34.:05:39.

come to Wales. It is up to ministers hear how that money is spent.

:05:40.:05:42.

We need to do something, it is a real problem, putting strain on the

:05:43.:05:48.

national house. It will be interesting to see what BR reaction

:05:49.:05:52.

of other people is. Will a pay that money or avoid the

:05:53.:05:57.

drinks? I think grazing awareness is worth trying. It may put some people

:05:58.:06:02.

off. The Government also introduced a

:06:03.:06:05.

series of measures to boost the Welsh colony. They also talked about

:06:06.:06:10.

the election campaign in the coming weeks.

:06:11.:06:11.

So that's the business point of view, lets look now at how

:06:12.:06:14.

the Budget is likely to affect taxpayers in Wales.

:06:15.:06:16.

Here's our economics correspondent, Sarah Dickins.

:06:17.:06:17.

When we think about taxes there are taxes on what we directly

:06:18.:06:20.

earn as individuals and taxes on businesses.

:06:21.:06:22.

The chancellor today in effect cut taxes on both of those.

:06:23.:06:24.

Let's first look at the money in our pockets.

:06:25.:06:27.

Those of us who pay income tax will be a bit better off

:06:28.:06:30.

Around 1.3 million people in Wales pay income tax,

:06:31.:06:37.

and they start paying when they earn more than ?10,600 pounds a year.

:06:38.:06:43.

In Wales nine out of ten of those only pay the 20% basic rate,

:06:44.:06:52.

from next April all income tax payers will be able to earn ?11,500

:06:53.:06:59.

before they start paying tax, broadly a saving of about ?180

:07:00.:07:02.

Also from next April the 40% rate of income tax won't come

:07:03.:07:17.

in until people earn ?45,000, at the moment in Wales only 140,000

:07:18.:07:22.

Nathan Palmer is a tailor in Penarth.

:07:23.:07:37.

He employs six people on a part-time basis.

:07:38.:07:44.

It's going to be fantastic for our business. It gives us the

:07:45.:07:52.

opportunity to reinvest what we save on tax on machinery, new staff, and

:07:53.:07:58.

taking on apprentices. I can't teach them the skills that I've learnt and

:07:59.:08:01.

it gives them the opportunity to expand and grow.

:08:02.:08:05.

What is clear is that the public sector in Wales faces more cuts

:08:06.:08:08.

The Chancellor says there needs to be another ?3.5 billion

:08:09.:08:12.

of savings to be made across the UK, in the next three years,

:08:13.:08:19.

that will take money out of the Welsh economy.

:08:20.:08:31.

It was at Westminster that the Chancellor delivered his budget, are

:08:32.:08:37.

Parliamentary correspondent is therefore for us tonight.

:08:38.:08:43.

MPs are also doing it number crunching tonight, looking at the

:08:44.:08:48.

budget. They will spend a week debating it. Stephen Crabb will be

:08:49.:08:51.

telling me in a moment what he thinks it is a good deal for Wales.

:08:52.:08:55.

But first you is a look at other Welsh political reaction.

:08:56.:09:00.

We know these targets, we know that growth is done. We know he is

:09:01.:09:04.

spending less on infrastructure. The worst thing of all is the way he has

:09:05.:09:08.

been hitting disabled people with this massive cat in the personal

:09:09.:09:13.

independent payment. It's what he didn't say that is most telling of

:09:14.:09:20.

the announcements regarding Wales we knew already, or the only affect

:09:21.:09:25.

England. The education announcements, the

:09:26.:09:27.

infrastructure announcements, the business tax announcements all

:09:28.:09:32.

relates to England. There are some interesting topics in

:09:33.:09:36.

this but there are big concerns and worries, not least the 5p worth of

:09:37.:09:42.

cuts which are going to impact on many people in Wales.

:09:43.:09:45.

There's just too much additional taxes, yet the Government is still

:09:46.:09:50.

boring. It's just busted back beyond the horizon, they'll deal with it in

:09:51.:09:56.

2019. -- was still borrowing. The Government is borrowing far too

:09:57.:10:02.

much. Stephen Crabb joins me now. Severn crossing tolls if you live

:10:03.:10:07.

near the motorway, if you don't, what will be the impact on that cut

:10:08.:10:15.

in the rest of Wales? Research has shown that the levels are high and

:10:16.:10:20.

it has a knock-on impact for, not just people who live near the

:10:21.:10:24.

bridge, but the businesses who use it.

:10:25.:10:27.

It has a knock-on impact for the south Wales and Welsh economy. The

:10:28.:10:32.

announcement today about slashing the tolls in half is good news for

:10:33.:10:36.

economic terms. So why not scrap them altogether?

:10:37.:10:42.

Well, the Severn Bridge is one of the most important bits of transport

:10:43.:10:46.

infrastructure in the UK, it requires a lot of maintenance every

:10:47.:10:50.

year. There are things we want to do to improve it in the future. We want

:10:51.:10:55.

to allow cars to move through three league so they can pay without

:10:56.:10:58.

stopping using digital technology. That needs funding. -- to move

:10:59.:11:08.

through really. George Osborne says the budget opens

:11:09.:11:11.

the door for a deal for North Wales, what does that mean, it's vague?

:11:12.:11:16.

People are asking the same question about the Cardiff City deal and

:11:17.:11:20.

yesterday we landed the largest ever deal with Cardiff with ?1.2 billion.

:11:21.:11:25.

Of course, people are asking the same questions were North Wales. I

:11:26.:11:30.

say the same thing we did 12 months ago, it's about beginning

:11:31.:11:32.

discussions with businesses, local authorities about what they want to

:11:33.:11:36.

see happen over the next 20 years to lift economic growth and investment

:11:37.:11:41.

in North Wales. There is massive potential there already. With a new

:11:42.:11:45.

growth do we can't ignore the rest of the next level.

:11:46.:11:49.

The Swansea city deal, nothing in the budget about the tidal lagoon

:11:50.:11:53.

project in which the local economy regeneration could depend?

:11:54.:11:57.

But right before the budget the Prime Minister was on his feet

:11:58.:12:00.

talking about the Swansea Bay tidal lagoon. He said, look, we set up a

:12:01.:12:05.

review to see if we can make this project happen. It is exciting, but

:12:06.:12:10.

it is expensive. We want to find out if there is a way to make this

:12:11.:12:11.

We want to find out if there is a way to make this happen.

:12:12.:12:15.

We'll have more on the budget later in the programme,

:12:16.:12:20.

but you can find more details about what's been announced

:12:21.:12:22.

Some of the day's other news now: Unemployment in Wales has fallen

:12:23.:12:32.

again, meaning the gap between Wales and the rest of the UK has narrowed.

:12:33.:12:35.

The rate now stands at 5.2% compared to 5.1% across the UK.

:12:36.:12:38.

The number unemployed here between November and January

:12:39.:12:41.

was 79 ,000 that's 13,000 fewer than the same time last year.

:12:42.:12:56.

Equipment has started to arrive at a collapsed power plant

:12:57.:12:58.

in Oxfordshire, to help recover the bodies of three workers,

:12:59.:13:01.

34-year-old Christopher Huxtable, from Bonymaen, was part of the team

:13:02.:13:04.

preparing one of the buildings at Didcot Power Station

:13:05.:13:06.

for demolition, when it collapsed last month.

:13:07.:13:08.

His family has been critical of the rescue operation.

:13:09.:13:11.

The family of a nine-year-old girl from Flintshire with a rare

:13:12.:13:14.

inherited disease are celebrating after the Welsh NHS agreed to fund

:13:15.:13:16.

an expensive drug which improves her quality of life.

:13:17.:13:22.

Gracie Mellalieu, from Mynydd Isa near Mold, is one of a handful

:13:23.:13:25.

of people in Wales with Morquio Syndrome,

:13:26.:13:27.

which affects her joints and mobility.

:13:28.:13:30.

But the drug Vimizim has been approved for use here.

:13:31.:13:33.

Gracie Mellalieu is having her weekly lesson at

:13:34.:13:39.

Clwyd Special Riding Centre near Mold.

:13:40.:13:42.

It's something that's been made possible by the treatment she's been

:13:43.:13:44.

Morquio Syndrome is a life-limiting condition which affects her vision,

:13:45.:13:49.

Until now she's been included on an experimental trial of a drug

:13:50.:13:55.

called Vimizim which appears to help her symptoms.

:13:56.:13:57.

She's growing really well, aren't you?

:13:58.:14:06.

She doesn't need a wheelchair in school.

:14:07.:14:11.

I used to just walk there, but now I'm starting

:14:12.:14:15.

But the trial was coming to an end and there was a question mark over

:14:16.:14:21.

whether the NHS in Wales would fund the therapy as it costs around

:14:22.:14:25.

?900,000 a year to treat the small number of patients here.

:14:26.:14:28.

The recommendation has come from the All Wales Medicines

:14:29.:14:31.

Strategy Group which decides on the clinical

:14:32.:14:33.

Patients can provide personal testimony and health boards must

:14:34.:14:38.

make funding available within three months of the decision.

:14:39.:14:44.

But until now we've only had therapies that helps people

:14:45.:14:47.

to manage a condition, this new drug, Vimizim,

:14:48.:14:51.

actually makes a difference to the condition itself.

:14:52.:14:54.

It will really make a difference, and although it's very expensive

:14:55.:14:57.

and very rare, the advice is that we should fund it in Wales,

:14:58.:15:01.

# I can be anything # You can see anything # I can be anything It's

:15:02.:15:14.

enough to make anyone want to burst into song.

:15:15.:15:16.

Footage of Gracie at Wrexham Maelor hospital shows her indulging her

:15:17.:15:19.

passion for singing during her treatment.

:15:20.:15:22.

The decision to fund Gracie's treatment here in Wales will make

:15:23.:15:24.

a huge difference to her quality of life.

:15:25.:15:27.

As well as making a difference to her family it means she can spend

:15:28.:15:30.

more time indulging her passions, singing, attending brownies,

:15:31.:15:34.

Martin Richards, BBC Wales Today, Llanfynedd.

:15:35.:15:39.

Four days after the "gypsy boy" comment to Samson Lee it's

:15:40.:15:44.

still making headlines, as the Wales coach apologies

:15:45.:15:49.

And there's more dry weather to come, but will it be sunny or cloudy

:15:50.:16:01.

tomorrow. And some weather watcher's photos.

:16:02.:16:03.

More reaction now on the Chancellor's Budget.

:16:04.:16:07.

The Welsh Government has responded by saying that it fails to reverse

:16:08.:16:10.

Funding from Westminster to ministers here is due to rise

:16:11.:16:13.

by around ?90 million a year over the next four years.

:16:14.:16:17.

The Welsh government's finance minister Jane Hutt gave this

:16:18.:16:19.

Clearly, there is a bit of funding coming our way. But we are worried

:16:20.:16:33.

about is the .5 billion cuts he has to make over the next four years.

:16:34.:16:38.

This time last year they cut out budget and this is a Chancellor who

:16:39.:16:42.

loves to come back with changes, up and down, so we are a bit concerned

:16:43.:16:49.

about the future. Our political editor is at the Senedd, what is the

:16:50.:16:51.

reaction they? There has been a huge sigh of relief

:16:52.:17:00.

from the Conservatives after the spring conference which saw a lot of

:17:01.:17:06.

divisions between the party in Wales and number ten. They have now been

:17:07.:17:11.

given a gift from the Chancellor, and the Welsh Tories will look to

:17:12.:17:15.

use that in the Assembly campaign. The other parties here are saying

:17:16.:17:18.

they welcome the reduction in tolls but would like to see them scrapped

:17:19.:17:23.

altogether. The pressure won't stop on that front.

:17:24.:17:25.

Another very interesting potential development would be the extent to

:17:26.:17:32.

which it really focuses minds on plans for the M4 relief road in

:17:33.:17:34.

Newport. Baby ideas, new tolls -- lower tolls

:17:35.:17:44.

-- the reality is that it would put things under severe strain. It is

:17:45.:17:52.

not often we say this extraordinary developments here at the Senedd. The

:17:53.:17:58.

final piece of legislation of this Assembly term, the public health

:17:59.:18:03.

Bill. The most contentious parts are banning the use of electronic

:18:04.:18:08.

cigarettes in public places. Labour, which doesn't have a majority, was

:18:09.:18:12.

going to get support from Plaid Cymru members, but what happens

:18:13.:18:17.

earlier is that the Labour minister, Leighton Andrews referred to an

:18:18.:18:19.

earlier deal between Labour and plied as a cheap date, Plaid Cymru

:18:20.:18:25.

have taken offence and withdrawn their support. As things stand, this

:18:26.:18:31.

bill is going to fail. So, it would be the first time that any proposed

:18:32.:18:35.

legislation from this government would have failed at this stage, an

:18:36.:18:40.

enormous waste of hours and time, and efforts from officials and

:18:41.:18:45.

Assembly members and, strikingly, it will cause enormous divisions

:18:46.:18:51.

between Labour and Plaid Cymru. One senior Labour spokesman told me

:18:52.:18:56.

that if this bill is rejected it would show that Plaid Cymru are

:18:57.:18:57.

would show that Plaid Cymru are unfit to govern.

:18:58.:19:02.

The Chief Executive of the only Health Board in Wales that's

:19:03.:19:04.

in special measures has said the structure of the NHS in Wales

:19:05.:19:07.

Gary Doherty was appointed the Chief Executive of North Wales'

:19:08.:19:11.

Betsi Cadwaladr University Health Board last month after moving

:19:12.:19:13.

There's less fragmentation here, what you've got our GPs, hospital

:19:14.:19:28.

doctors, community nurses, other staff, all in the same organisation,

:19:29.:19:35.

back in England, those people would often be in separate organisations.

:19:36.:19:36.

Warren Gatland has apologised for any offence he's caused

:19:37.:19:40.

in describing Joe Marler's 'gypsy boy' comment to Samson Lee

:19:41.:19:42.

His intention, he says, was to take focus away from Samson,

:19:43.:19:46.

and he doesn't condone racism of any kind.

:19:47.:19:56.

Warren Gatland was asked for an opinion, he was referring to this

:19:57.:20:04.

incident when Samson Lee was called Gypsy boy during the six Nations

:20:05.:20:09.

game at Twickenham. Yesterday the head coach described it as banter.

:20:10.:20:15.

I am sure it was just a bit of banter, that is what Samson said.

:20:16.:20:20.

Joe said, look, I was just having a bit of fun. He apologised at

:20:21.:20:24.

half-time and Samson has no issue. He apologised at half-time

:20:25.:20:26.

and Samson has no issue. Former Captain Gareth Thomas

:20:27.:20:29.

responded on social media describing The Wales Head Coach

:20:30.:20:31.

has since apologised, and in a statement this afternoon

:20:32.:20:35.

says he doesn't condone racism His intention, he says,

:20:36.:20:38.

was to take focus away from Samson and the comments were made

:20:39.:20:45.

following a discussion with the Wales prop,

:20:46.:20:46.

who doesn't believe it was racist in intent and has

:20:47.:20:49.

accepted Joe's apology. In a week when attention should be

:20:50.:20:57.

on the final game against Italy the comments made four days ago is still

:20:58.:21:04.

at the major talking point. The language on the pitches is

:21:05.:21:08.

different to the language you speak in the street. You know, it's OK.

A lot of fans will say things and say that's just banter. In the

:21:15.:21:18.

playground is just banter, is it banter or bullying?

:21:19.:21:23.

It is as if they were discussing his colour, race or ethnic background.

:21:24.:21:27.

It's all part of the same thing, it's not banter.

:21:28.:21:31.

Sam from within the Gypsy community were heard by the comments but hope

:21:32.:21:36.

some good can come of the incident. -- some people from the gypsy

:21:37.:21:41.

community. If the word black, gay, disabled,

:21:42.:21:46.

Jew had been used, that wouldn't be acceptable. Being a Romany Gypsy

:21:47.:21:52.

myself I felt hurt when I heard it that weekend. But, hopefully, there

:21:53.:21:57.

is opportunity for diversity and equality training and e-learning

:21:58.:22:00.

opportunity. Mahler has admitted to foul play

:22:01.:22:06.

after allegedly striking Rob Evans. A disciplinary committee concluded

:22:07.:22:09.

the incident would not have wanted a red card. The prop is free to resume

:22:10.:22:15.

playing immediately. It is expected the six Nations will now look at the

:22:16.:22:16.

matter involving Samson Lee. Time for a look at

:22:17.:22:18.

the weather forecast. Derek's here, is this dry

:22:19.:22:20.

weather going to last? There is more dry weather to come

:22:21.:22:28.

into next week and some more sunshine but if you cloudy days on

:22:29.:22:30.

sunshine but if you cloudy days on the horizon.

:22:31.:22:32.

After cloudy start for most of us this morning.

:22:33.:22:34.

Blue sky and sunshine and a fine afternoon too in some places.

:22:35.:22:43.

A bit of a chill in the air, though, with a cool north-easterly breeze.

:22:44.:22:47.

Clearer in parts of the south and west and colder than last night.

:22:48.:23:12.

A few places falling to freezing with a slight frost.

:23:13.:23:17.

The chart for tomorrow shows high pressure over the UK

:23:18.:23:21.

and that's the reason for the dry, settled weather.

:23:22.:23:24.

The jet stream over the Atlantic diverted north

:23:25.:23:28.

Another part of the jet stream over Spain and North Africa and that

:23:29.:23:38.

Most of the north, Powys and the Marches cloudy and cold.

:23:39.:23:51.

Maybe a spot of drizzle otherwise dry.

:23:52.:23:53.

Parts of the south and west bright and sunny.

:23:54.:23:56.

Most places enjoying a fine and sunny afternoon.

:23:57.:24:07.

Maybe a few clouds in the north east.

:24:08.:24:10.

8 to 11 Celsius but in the sunshine feeling pleasant with a light

:24:11.:24:20.

chilly, cloudy start but brightening-up

:24:21.:24:22.

10 celcius in Porthcawl with a cool breeze.

:24:23.:24:39.

A few clouds otherwise the sky clear with a widespread frost.

:24:40.:24:42.

On Friday frost and fog will lift leaving a dry day.

:24:43.:24:55.

Sunshine for most but the Marches may be cloudy and cool.

:24:56.:25:00.

Highest temperatures in the west 11 or 12 Celsius.

:25:01.:25:03.

High pressure still in charge but it will drift a little further west

:25:04.:25:07.

allowing moister air to reach us from the Atlantic.

:25:08.:25:11.

So much cloudier over the weekend but mostly dry and settled.

:25:12.:25:15.

No more than the odd spot of drizzle.

:25:16.:25:20.

More dry weather but it may turn more unsettled Easter weekend.

:25:21.:25:27.

A reminder of our top story. Tolls on the Severn crossing will be

:25:28.:25:35.

halved from 2018. George Osborne announced the cuts in the budget. He

:25:36.:25:39.

is also looking at a good deal for North Wales and starting talks on a

:25:40.:25:43.

city deal for Swansea. We are committed to devolving new

:25:44.:25:47.

powers to the Assembly, yesterday, my right honourable friend is the

:25:48.:25:51.

Welsh Secretary and Chief Secretary signed ?1 million deal for the

:25:52.:25:54.

Cardiff region. We are opening discussion on a city deal for

:25:55.:25:57.

Swansea undergoes deal for North Wales to bat connected to the

:25:58.:26:01.

Northern powerhouse. I have listened to the case made by Welsh

:26:02.:26:05.

Conservative colleagues and can announce today that from 2018 we are

:26:06.:26:09.

going to half the price of tolls on the seven crossings.

:26:10.:26:12.

Let's get a final word from our economics correspondent

:26:13.:26:14.

Sarah Dickins - how could be the impact of this budget be

:26:15.:26:17.

Hauliers will be very happy tonight. There are 60,000 people work for

:26:18.:26:30.

hauliers, they will be happy. There are also other things that

:26:31.:26:34.

could hurt the economy picked up, for instance, the way is open for

:26:35.:26:38.

tax breaks to be offered on an enterprise zone in Port Talbot that

:26:39.:26:42.

the Welsh government would have two launch itself and talk they are of a

:26:43.:26:48.

city deal for Swansea Bay region. That is talking about ultrafast

:26:49.:26:51.

broadband which could affect much more of the Welsh economy. The

:26:52.:26:56.

growth fund for the North are also positives.

:26:57.:26:59.

Some people will be happier today. So what is the forecast life? That's

:27:00.:27:05.

not so happy. There are dark clouds on the global economy horizon. The

:27:06.:27:09.

forecasts are not good for the UK either. We are part of that. The

:27:10.:27:14.

message is that the UK economy is slowing down. The message from the

:27:15.:27:20.

Chancellor is because of those dark clouds more cuts are necessary, and

:27:21.:27:26.

that takes money out of our economy. Some people will be happy, but it's

:27:27.:27:27.

Some people will be happy, but it's not much growth overall.

:27:28.:27:31.

I'll be back with a quick update at 8pm, and a full round up

:27:32.:27:34.

That's Wales Today, from everyone on the programme,

:27:35.:27:39.
