about that is good for business, isn't it? We are all trying to make | :03:46. | :03:51. | |
money, so that's good. That would be good, then. Halving | :03:52. | :03:55. | |

at the cutting edge of industry. It is one of Wales great success | :04:14. | :04:17. | |
stories, making semiconductors that are exported across the world. If | :04:18. | :04:24. | |
you have a mobile phone, the chances are, it was almost certainly got one | :04:25. | :04:28. | |
of these products are decided. The Chancellor's support for the Swansea | :04:29. | :04:32. | |
-based city deal with emphasis on technology is welcome here. | :04:33. | :04:37. | |
When you look at innovation which is a key part of the Swansea city deal | :04:38. | :04:42. | |
and also the Cardiff City deal, innovation is one of the most | :04:43. | :04:46. | |
innovative industries in the world, it has been semiconductors. It is | :04:47. | :04:51. | |
great that the Chancellor has recognised the importance of | :04:52. | :04:53. | |
semiconductors. Helping taboos to investment is also | :04:54. | :04:57. | |
part of the Chancellor's plans for Port Talbot which has been hit for | :04:58. | :05:03. | |
job losses are Tartar steel. The aim to create an enterprise zone and | :05:04. | :05:06. | |
more jobs. There are plans to ensure North | :05:07. | :05:09. | |
Wales will benefit from being able to do business with the northern | :05:10. | :05:11. | |
powerhouse. My question is where desert north | :05:12. | :05:16. | |
Wales see it fits? In Cardiff they talk about links to London? Are we | :05:17. | :05:21. | |
really talking about links to Liverpool and Manchester in North | :05:22. | :05:23. | |
Wales. They are a lot closer. Sugary drinks | :05:24. | :05:29. | |
manufacturers took a hit with a new levy. It will raise more than ?500 | :05:30. | :05:33. | |
million across the UK to Charcoal childhood obesity. Some of that will | :05:34. | :05:39. | |
come to Wales. It is up to ministers hear how that money is spent. | :05:40. | :05:42. | |
We need to do something, it is a real problem, putting strain on the | :05:43. | :05:48. | |

When we think about taxes there are taxes on what we directly | :06:18. | :06:20. | |
earn as individuals and taxes on businesses. | :06:21. | :06:22. | |
The chancellor today in effect cut taxes on both of those. | :06:23. | :06:24. | |
Let's first look at the money in our pockets. | :06:25. | :06:27. | |
Those of us who pay income tax will be a bit better off | :06:28. | :06:30. | |
Around 1.3 million people in Wales pay income tax, | :06:31. | :06:37. | |
and they start paying when they earn more than ?10,600 pounds a year. | :06:38. | :06:43. | |
In Wales nine out of ten of those only pay the 20% basic rate, | :06:44. | :06:52. | |
from next April all income tax payers will be able to earn ?11,500 | :06:53. | :06:59. | |
before they start paying tax, broadly a saving of about ?180 | :07:00. | :07:02. | |
Also from next April the 40% rate of income tax won't come | :07:03. | :07:17. | |
in until people earn ?45,000, at the moment in Wales only 140,000 | :07:18. | :07:22. | |

It was at Westminster that the Chancellor delivered his budget, are | :08:32. | :08:37. | |

We know these targets, we know that growth is done. We know he is | :09:01. | :09:04. | |
spending less on infrastructure. The worst thing of all is the way he has | :09:05. | :09:08. | |
been hitting disabled people with this massive cat in the personal | :09:09. | :09:13. | |
independent payment. It's what he didn't say that is most telling of | :09:14. | :09:20. | |
the announcements regarding Wales we knew already, or the only affect | :09:21. | :09:25. | |
England. The education announcements, the | :09:26. | :09:27. | |
infrastructure announcements, the business tax announcements all | :09:28. | :09:32. | |
relates to England. There are some interesting topics in | :09:33. | :09:36. | |
this but there are big concerns and worries, not least the 5p worth of | :09:37. | :09:42. | |
cuts which are going to impact on many people in Wales. | :09:43. | :09:45. | |
There's just too much additional taxes, yet the Government is still | :09:46. | :09:50. | |
boring. It's just busted back beyond the horizon, they'll deal with it in | :09:51. | :09:56. | |
2019. -- was still borrowing. The Government is borrowing far too | :09:57. | :10:02. | |

near the motorway, if you don't, what will be the impact on that cut | :10:08. | :10:15. | |
in the rest of Wales? Research has shown that the levels are high and | :10:16. | :10:20. | |

announcement today about slashing the tolls in half is good news for | :10:33. | :10:36. | |
economic terms. So why not scrap them altogether? | :10:37. | :10:42. | |
Well, the Severn Bridge is one of the most important bits of transport | :10:43. | :10:46. | |
infrastructure in the UK, it requires a lot of maintenance every | :10:47. | :10:50. | |
year. There are things we want to do to improve it in the future. We want | :10:51. | :10:55. | |
to allow cars to move through three league so they can pay without | :10:56. | :10:58. | |
stopping using digital technology. That needs funding. -- to move | :10:59. | :11:08. | |
through really. George Osborne says the budget opens | :11:09. | :11:11. | |
the door for a deal for North Wales, what does that mean, it's vague? | :11:12. | :11:16. | |
People are asking the same question about the Cardiff City deal and | :11:17. | :11:20. | |
yesterday we landed the largest ever deal with Cardiff with ?1.2 billion. | :11:21. | :11:25. | |
Of course, people are asking the same questions were North Wales. I | :11:26. | :11:30. | |
say the same thing we did 12 months ago, it's about beginning | :11:31. | :11:32. | |
discussions with businesses, local authorities about what they want to | :11:33. | :11:36. | |
see happen over the next 20 years to lift economic growth and investment | :11:37. | :11:41. | |
in North Wales. There is massive potential there already. With a new | :11:42. | :11:45. | |
growth do we can't ignore the rest of the next level. | :11:46. | :11:49. | |

project in which the local economy regeneration could depend? | :11:54. | :11:57. | |

review to see if we can make this project happen. It is exciting, but | :12:06. | :12:10. | |
