Welcome to Wales Today - our top stories | :00:00. | :00:07.
Ebbw Vale beats off competition from across the UK. | :00:08. | :00:10.
The sports car company TVR is to base its new factory | :00:11. | :00:14.
They were more obvious places in the UK but we would be in danger of | :00:15. | :00:30.
being drowned out, we would be in competition for skill sets. There is | :00:31. | :00:35.
an opportunity here for us to carve out the new DVR. | :00:36. | :00:39.
What we don't know tonight - is how much of your money has been | :00:40. | :00:43.
given to TVR to come here - and whether it's a loan or a grant | :00:44. | :00:46.
the Welsh working and living in Brussels caught up | :00:47. | :01:06.
in the terrorist attacks tell us their stories. | :01:07. | :01:08.
The A55 - the main artery into North Wales - | :01:09. | :01:11.
is closed tonight - emergency teams try to contain | :01:12. | :01:13.
a corrosive chemical spillage from a tanker. | :01:14. | :01:16.
Another deterioration in waiting times at Emergency | :01:17. | :01:17.
And as Wales prepare for Northern Ireland, | :01:18. | :01:26.
a defiant message from the manager Chris Coleman amidst heightened | :01:27. | :01:28.
security concerns ahead of Euro 2016. | :01:29. | :01:33.
Everybody feels a little bit unsafe, especially going into a big | :01:34. | :01:36.
tournament like we are, we're told that's going to be | :01:37. | :01:39.
a target, but like we said earlier, we shouldn't give | :01:40. | :01:42.
It was one of the sexiest sports cars to come out of Britain - | :01:43. | :01:57.
now TVR has staked its future in Blaenau Gwent. | :01:58. | :01:59.
It'll start making new cars next year on Ebbw Vale enterprise zone - | :02:00. | :02:02.
creating 150 jobs - near the site of the planned Circuit | :02:03. | :02:05.
The Welsh Government is giving the company its financial backing | :02:06. | :02:13.
- but won't be drawn on how much taxpayers money TVR will get - | :02:14. | :02:16.
It is a British icon seemed to be made in Wales. While TVR is keeping | :02:17. | :02:30.
its new design under wraps, the models of the past certainly turned | :02:31. | :02:36.
heads. They signed on the dotted line this morning. The calming | :02:37. | :02:40.
effect says the Welsh government backing was a major reason for | :02:41. | :02:46.
deciding on Wales. We could have chosen many places, but we would | :02:47. | :02:50.
have been in danger of getting drowned out and in competition for | :02:51. | :02:55.
skill sets. There is an opportunity here, particularly in Ebbw Vale, for | :02:56. | :03:00.
us to carve out the new TVR. It was the rival to push but money problems | :03:01. | :03:05.
brought production to an end almost a decade ago. The next generation | :03:06. | :03:08.
will be made at the Ebbw Vale enterprise zone. It's no coincidence | :03:09. | :03:15.
there a multi-million plans to turn this into a race circuit. TVR | :03:16. | :03:20.
received financial support from the Welsh government though the First | :03:21. | :03:24.
Minister was reluctant to say how much money they were getting. Is | :03:25. | :03:29.
there an issue about transparency, learn what companies are getting? | :03:30. | :03:33.
Which end in the past to publish details further down the line. The | :03:34. | :03:40.
reality is, everybody put money on the table but money isn't | :03:41. | :03:43.
everything, we know that at Aston Martin there was more money | :03:44. | :03:47.
available elsewhere, it was the fact they saw there was a good investment | :03:48. | :03:50.
team and the Welsh government, they can work with us and we had passion | :03:51. | :03:56.
and professionalism. The deal comes weeks after Aston Martin was given | :03:57. | :04:00.
Welsh government money to move production here. Again, the amount | :04:01. | :04:03.
wasn't made public. Not all car company investments have gone plan. | :04:04. | :04:09.
The move to make hybrid cars in south Wales came to nothing, leaving | :04:10. | :04:14.
the Welsh government over ?1,000,000 out of pocket. These cars have | :04:15. | :04:17.
inspired a fan base that have remained loyal, even though they | :04:18. | :04:20.
have been out of production since 2006. The company plans to be making | :04:21. | :04:29.
2000 of them by 2022. TVR's attempt at a comeback is being fostered by | :04:30. | :04:34.
350 advance orders for the new model. Admirers of the brand have | :04:35. | :04:39.
been putting down ?5,000 deposits. It is what TVR enthusiasts have been | :04:40. | :04:46.
waiting for. Living in Wales, the fact it's being produced here is | :04:47. | :04:49.
brilliant as well, a lot of people in the North may think something | :04:50. | :04:57.
different, but in a industry coming to Wales is good. It will bring | :04:58. | :05:01.
well-paid jobs to the poorest parts of Europe and will help build on | :05:02. | :05:06.
Wales's reputation in the car industry. High-paid jobs for Ebbw | :05:07. | :05:12.
Vale but with the chequered history of TVR, how long-term is this? I | :05:13. | :05:18.
think the company certainly has had its problems in the past, and also | :05:19. | :05:23.
it has been taken over by new management. They say they have | :05:24. | :05:28.
already got a much brighter future. In the past, the company tried to do | :05:29. | :05:32.
everything, including making the engines, and that's not something | :05:33. | :05:34.
they are going to do in the short-term with this new TVR. They | :05:35. | :05:40.
say they have rectified some of those essential problems but many | :05:41. | :05:43.
observers would say that if you're going to have a luxury sports car | :05:44. | :05:47.
brand, you really want a parent company with deep pockets, | :05:48. | :05:51.
ultimately. The other thing is about the money from the Welsh government, | :05:52. | :05:55.
there are many people who will say they shouldn't give grants which | :05:56. | :05:59.
aren't paid back, they should give loans which are paid back. But 1 of | :06:00. | :06:03.
the main issues is transparent to, whether it is grants or loans. | :06:04. | :06:07.
People really need to know ultimately, what we are paying for | :06:08. | :06:13.
these companies. TVR going to the same site as the proposed circuit of | :06:14. | :06:17.
Wales racing track, is that an indication that the race track is | :06:18. | :06:22.
likely to go ahead? The Welsh government and the Company says it | :06:23. | :06:25.
is facilities like this 1 behind me that means they want to be here. But | :06:26. | :06:30.
ultimately circuit of Wales is moving forward, does seem to be | :06:31. | :06:33.
moving forward successfully and we could have an announcement soon on | :06:34. | :06:35.
its go-ahead. Police forces across Wales have | :06:36. | :06:38.
stepped up their presence at key locations following the terror | :06:39. | :06:40.
attacks in Brussels. The move is to protect the public | :06:41. | :06:44.
and provide reassurance but is not Caroline Evans has been speaking | :06:45. | :06:47.
to people from Wales who live and work in Brussels and were caught | :06:48. | :06:51.
up in attacks. Running, terrified. Behind them, | :06:52. | :07:08.
devastation. They are on business for the Wales audit office. It was 8 | :07:09. | :07:21.
a.m. Local time, and I heard a couple of bumps, I thought it was | :07:22. | :07:28.
people moving furniture in the room above me, I looked and all I could | :07:29. | :07:34.
see was people fleeing from the terminal building. I counted 25 | :07:35. | :07:39.
strategic casualties, they were being wheeled on luggage trolleys to | :07:40. | :07:47.
waiting abilities. I saw the army, who had been patrolling the streets | :07:48. | :07:51.
of Brussels regularly, they were clearly active, they were using the | :07:52. | :07:57.
Hotel is in an evacuation point to treat casualties and also, I saw at | :07:58. | :08:05.
least 1 bomb dog in the hotel and was advised they were sweeping the | :08:06. | :08:10.
hotel for bombs as well. For much of the day the European Parliament has | :08:11. | :08:14.
remained locked down. People have been asked not to come into the | :08:15. | :08:18.
Parliament, not to leave the Parliament, meetings have been | :08:19. | :08:22.
cancelled, we know most of the city is unlocked down as well, with all | :08:23. | :08:26.
the public transport being cancelled, many roads being closed. | :08:27. | :08:32.
We're hoping that situation will change later but at the moment, the | :08:33. | :08:35.
department is largely in lockdown as is the rest of Brussels. 1 man | :08:36. | :08:40.
working for the Welsh government told us he witnessed the horror | :08:41. | :08:45.
around the Metro. In walking to work, I passed the next station, and | :08:46. | :08:52.
then I saw some of the injured coming out of the station, I saw | :08:53. | :08:58.
around 30 people lying on the pavement. The ambulance services had | :08:59. | :09:10.
already arrived, they have blankets. The night as flags outside the SMB | :09:11. | :09:13.
at half-mast, the police here have said they are increasing presence at | :09:14. | :09:19.
key locations around Wales to provide reassurance. | :09:20. | :09:28.
Footballer Ched Evans is appealing against his conviction for rape. | :09:29. | :09:31.
His case was referred after his lawyers lodged fresh evidence. | :09:32. | :09:33.
The former Wales International player was jailed for five years | :09:34. | :09:35.
in 2012 after being found guilty of raping a 19 year old woman | :09:36. | :09:38.
at a hotel near Rhyl - he was released two years ago | :09:39. | :09:41.
The A55 - the main trunk road through North Wales - | :09:42. | :09:46.
has been closed through most of the day near Colwyn Bay | :09:47. | :09:49.
Fire crews using specialist equipment have been | :09:50. | :09:52.
The closure has meant long tailbacks and delays for motorists. | :09:53. | :09:55.
Chemical suits and breathing apparatus, an indication of the | :09:56. | :10:10.
seriousness of this spill. The was closed this morning, the lorry | :10:11. | :10:13.
driver noticed he had a leak, he was carrying a highly corrosive | :10:14. | :10:18.
chemical. The result of the road closure, traffic jams in every | :10:19. | :10:22.
direction. Here you have a sense of the problems being caused by this | :10:23. | :10:27.
road closure, traffic being siphoned off the A55, in this direction you | :10:28. | :10:32.
can see the flip road onto the A55, which is closed and these are cars | :10:33. | :10:37.
which are following the diversion along the promenade. For drivers it | :10:38. | :10:44.
all meant long waits in the queues. We set off at half 1 from Llandudno. | :10:45. | :10:50.
How long have you been in the traffic? 2 1/2 hours. Did you have | :10:51. | :11:00.
any warning? No. Back at the A55, fire crews worked throughout the day | :11:01. | :11:05.
to decant the remains of the chemicals into another vehicle, but | :11:06. | :11:09.
late this afternoon, there was a fresh concern, a small quantity had | :11:10. | :11:13.
got into the drains. It would have to be flushed out before it could | :11:14. | :11:15.
cause serious damage. New figures show another | :11:16. | :11:17.
deterioration in the waiting times of Emergency Departments | :11:18. | :11:20.
in the Welsh NHS this winter. Last month, more than three | :11:21. | :11:22.
and a half thousand people spent more than 12 hours waiting - | :11:23. | :11:25.
over three hundred more The Welsh Government says A | :11:26. | :11:27.
departments have been Let's talk to our health | :11:28. | :11:38.
correspondent Owain Clarke. The targets are clear, 95% of people | :11:39. | :11:51.
who turn up at a moved to the wards within four hours and nobody should | :11:52. | :11:56.
wait more than 12 hours it in February, almost 18,000 people | :11:57. | :12:00.
waited more than four hours, that's 23% of the total number of cases. | :12:01. | :12:08.
And 3264 cases waited over 12 hours. That figure is double the figure for | :12:09. | :12:16.
December. Now things are considerably worse compare to the | :12:17. | :12:19.
same time last year. The Department obviously struggling. What is going | :12:20. | :12:28.
on? More people are turning up at A, more elderly people who need | :12:29. | :12:34.
more care and spend longer in hospital. The Welsh government say | :12:35. | :12:38.
flu has been a problem, norovirus, although officially the incidents of | :12:39. | :12:48.
flu in February was low. In January respect to a senior consultant to | :12:49. | :12:51.
set departments across Wales were on the edge, we talk caught up with him | :12:52. | :12:55.
today. More and more people have been | :12:56. | :12:58.
leaving the department to look for jobs in other places, | :12:59. | :13:01.
and we're not able to recruit as quickly as these | :13:02. | :13:10.
people have been putting in their | :13:11. | :13:12.
resignations. But our biggest problem, | :13:13. | :13:13.
which is keeping us awake at night, the fact that patients | :13:14. | :13:17.
aren't moving out of the department in the fashion | :13:18. | :13:19.
we would like them to. That is the point. If people get | :13:20. | :13:27.
stuck in hospital, wards get full and A get logjams, it is a problem | :13:28. | :13:32.
that has been talked about the years but will be talked about with added | :13:33. | :13:38.
vigour in the weeks to come. But Identix pecked a big improvement in | :13:39. | :13:42.
March because staff told me it is good worse. -- I don't expect. | :13:43. | :13:48.
Thousands of children to a free computer to help develop their | :13:49. | :13:56.
programming skills. And the Wales squad prepare for their final home | :13:57. | :13:57.
game before the start of Euro 2016. The Education Minister Huw Lewis | :13:58. | :14:06.
says sweeping reforms to the way Wales' new teachers are trained | :14:07. | :14:08.
will lead to the "toughest" It comes following a report last | :14:09. | :14:13.
year which said there's But will it lead to higher | :14:14. | :14:18.
standards in the classroom? Here's our Education | :14:19. | :14:22.
Correspondent Bethan Lewis. Training the teachers of the future. | :14:23. | :14:34.
This classroom in the University of South Wales lets student teachers | :14:35. | :14:39.
get a feel for the real thing. Amy Griffiths is a member of generation | :14:40. | :14:45.
2016 panel of young people looking at election issues. She is trained | :14:46. | :14:54.
to be a primary school teacher. The amount of work that goes into the | :14:55. | :15:01.
job, outside of school, the planning, the resource that goes | :15:02. | :15:04.
into the everyday job is so much more. You are responsible for 30 | :15:05. | :15:08.
children a day, I don't think people realise how hard that is, but it's | :15:09. | :15:12.
so rewarding as well, it should be recognised, same as a doctor. And | :15:13. | :15:18.
raising the status of the profession is 1 of the aims of the reforms | :15:19. | :15:22.
outlined by the education minister. In his last big speech before he | :15:23. | :15:27.
steps down at the election. But the flip side is much higher | :15:28. | :15:31.
expectations of teachers, and more rigourous training. He wants longer | :15:32. | :15:36.
teaching courses and universities who want to teach the teachers will | :15:37. | :15:42.
also have 2 up their game, he says. We are taking a step upwards in | :15:43. | :15:46.
terms of the type of collocations, we're talking about an expectation | :15:47. | :15:53.
of a Masters level qualification for every teacher, as part of the | :15:54. | :15:57.
teacher training. In short, the most rigourous teacher training anywhere | :15:58. | :16:02.
in Britain but also the best. The reforms follow a critical report a | :16:03. | :16:05.
year ago by Professor John Furlong, which said that the standards of | :16:06. | :16:09.
teacher training in Wales had deteriorated over the previous | :16:10. | :16:15.
decade. 1 of the challenges is that universities expect to try and | :16:16. | :16:19.
collaborate with 300 different schools. And when you do that, the | :16:20. | :16:25.
idea of trying to achieve quality training is an immense challenge. So | :16:26. | :16:31.
it should be a smaller number of high quality schools to take the | :16:32. | :16:38.
lead role Labour role. There are development in technology, and plans | :16:39. | :16:43.
for a new curriculum in Welsh schools in the year ahead. So | :16:44. | :16:47.
reforming the training system is all about making sure that teachers have | :16:48. | :16:52.
the tools for the job. There will be a new education minister after the | :16:53. | :16:55.
election who may have different ideas about the best way forward. | :16:56. | :17:00.
While most agree there is a need for change, there are plenty of | :17:01. | :17:03.
questions about the training as well, and whether it will lead to | :17:04. | :17:05.
higher standards in schools. A Welsh MP has told the House | :17:06. | :17:09.
of Commons that counterfeit electrical goods are | :17:10. | :17:12.
undermining safety in the UK. died in a house fire last year, | :17:13. | :17:19.
after a faulty air purifier Speaking in a Westminster Hall | :17:20. | :17:23.
debate, Carolyn Harris said more than ?90 million was spent | :17:24. | :17:27.
on these products annually. Linda lost her life because of such | :17:28. | :17:31.
a small, imported electrical An item that had enormous and tragic | :17:32. | :17:33.
consequences for her and her family. This could quite easily | :17:34. | :17:40.
happen to anyone of us. Many homes throughout the UK | :17:41. | :17:45.
will have electrical products in use Thousands of children across Wales | :17:46. | :17:47.
will get a free pocket sized computer to help | :17:48. | :18:00.
develop their IT skills. The micro:bit is the result | :18:01. | :18:01.
of a project led by the BBC to introduce young people to coding | :18:02. | :18:04.
or programming as early as possible. Pupils at a school in Conwy | :18:05. | :18:08.
are already teaching It may not have the sleek design | :18:09. | :18:10.
of a Nintendo or a PlayStation but this small circuit | :18:11. | :18:21.
board has enough inbuilt technology to carry | :18:22. | :18:23.
out numerous tasks - starting with basic | :18:24. | :18:27.
instructions, it can display The BBC and its partners | :18:28. | :18:28.
in the project want every 11 and 12 -year-old pupil in | :18:29. | :18:35.
the UK to have one. Computers may have changed | :18:36. | :18:36.
since my school days years ago, the BBC Micro bit maybe | :18:37. | :18:39.
a lot smaller, but its Here at this school near Colwyn Bay, | :18:40. | :18:41.
the current year sevens are teaching next year's intake | :18:42. | :18:51.
and me how it works. I looked at it and | :18:52. | :18:54.
thought, what's this? This is going to be | :18:55. | :18:55.
the worst thing ever. Then I plugged it in, | :18:56. | :18:58.
did the thing to make it work, and I did a face, all I did | :18:59. | :19:01.
is a face, like this is amazing. Cos they don't think | :19:02. | :19:06.
they are learning anything, Which I think it's | :19:07. | :19:08.
a really smart idea. It is hoped coding will become | :19:09. | :19:15.
as normal a part of school The idea is to kickstart | :19:16. | :19:18.
another generation of young coders, children have not done | :19:19. | :19:21.
so much computer programming in recent years so the hope | :19:22. | :19:25.
is that this will kickstart children problem-solving for real | :19:26. | :19:28.
again and programming. The Microbit is | :19:29. | :19:32.
designed to work with other technology so its functions | :19:33. | :19:34.
can become increasingly complex, Wales manager Chris Coleman says | :19:35. | :19:37.
he has every confidence security measures will be heightened | :19:38. | :19:44.
at the European Championships this summer following | :19:45. | :19:47.
the attacks in Brussels. European Football's | :19:48. | :19:49.
governing body, UEFA, has tonight reiterated safety | :19:50. | :19:50.
and security are at the centre Wales are preparing for Euro | :19:51. | :19:55.
2016 with two friendlies against Northern | :19:56. | :19:58.
Ireland and Ukraine. At training this morning, the First | :19:59. | :20:12.
Minister. Carwyn Jones wished coaches and players well ahead of | :20:13. | :20:16.
this summer's great European Championships, the explosions in | :20:17. | :20:19.
Belgium cast a dark shadow over progressions. The event in Belgium | :20:20. | :20:24.
have been at the forefront of players's minds here. The attacks in | :20:25. | :20:28.
Brussels will deepen concerns over security at Euro 20 to Dean in | :20:29. | :20:34.
France, just 2 months away. Everybody feels a bit unsafe. | :20:35. | :20:39.
Everybody feels a little bit unsafe, especially going into a big | :20:40. | :20:42.
tournament like we are, we're told that's going to be | :20:43. | :20:44.
a target, but like we said earlier, we shouldn't give | :20:45. | :20:47.
Sam Vokes could continue his recent club form upfront, he has scored 10 | :20:48. | :21:03.
in his last 14 for Bosley. From Burnley. It has been important to | :21:04. | :21:09.
get back playing at club level, that's been going well recently, | :21:10. | :21:12.
hopefully I can take that form into the camp. The players also enjoying | :21:13. | :21:17.
new experiences that only come with qualification. Last night they were | :21:18. | :21:20.
busy recording their official song with the help of the manic Street | :21:21. | :21:26.
preachers. The song will be released in May, and will raise money for 2 | :21:27. | :21:33.
charities. They did what they have done. Good to get involved, we have | :21:34. | :21:40.
not had the song for 50 years, it might be a one-off. Gareth Bale | :21:41. | :21:44.
wasn't available to lend his vocal talents to the song, he was with his | :21:45. | :21:47.
long-term girlfriend, who gave birth to their 2nd daughter. Come the | :21:48. | :21:53.
summer, all boys, family members will be banned from the team hotel. | :21:54. | :21:57.
Coleman doesn't could any distractions. The decision went down | :21:58. | :22:02.
well with some. Definitely. Peace and quiet! The players are preparing | :22:03. | :22:10.
for their final game ahead of Euro 2016. After the match against | :22:11. | :22:13.
Northern Ireland they will have just 2 Games to fine-tune their | :22:14. | :22:15.
preparations ahead of the tournament. The night, another photo | :22:16. | :22:22.
opportunity, this time the players and their support to a scheme | :22:23. | :22:25.
encouraging children to learn a 2nd language. But some might need some | :22:26. | :22:30.
more help before leaving for France. Still on course for a change on | :22:31. | :22:43.
Thursday, but in the meantime, still dry, plenty of cloud around today, | :22:44. | :22:48.
this picture, taken in Conwy. But it did brighten up in parts of meat and | :22:49. | :22:54.
South Wales, with half hardly a breath of wind. Maybe the odd spot | :22:55. | :23:00.
of drizzle but no more than that, the cloud will keep the frost away. | :23:01. | :23:04.
Temperature is a few degrees above freezing. Still plenty of cloud | :23:05. | :23:13.
tomorrow morning, 1 or 2 spots of cloud, otherwise most places, dry, | :23:14. | :23:22.
the temperature at sixes and sevens. More dry and cloudy weather to come, | :23:23. | :23:30.
maybe the odd light shower, and later in the afternoon, a weak | :23:31. | :23:35.
front, maybe bringing some rain to Anglesey and Cardigan Bay. On Gower | :23:36. | :23:49.
tomorrow, mostly cloudy and dry. A little sunshine hopefully later in | :23:50. | :23:55.
the afternoon. The weather pattern. The change on Thursday. The | :23:56. | :23:59.
jetstream over the Atlantic will return, stirring things up. Thursday | :24:00. | :24:08.
will start dry but won't last, rain will spread from the West during the | :24:09. | :24:13.
day, the wind is picking up as well. Good Friday will turn into a nice | :24:14. | :24:20.
spring day, fine with some sunshine, light winds, temperatures rising | :24:21. | :24:25.
into double figures. But on Saturday, all change again, | :24:26. | :24:29.
frontier, outbreaks of rain, some moderate to heavy, in the afternoon. | :24:30. | :24:39.
The longest rice Bell since October. The break on Thursday -- longest dry | :24:40. | :24:47.
spell. Good Friday, the best day of the Easter weekend. | :24:48. | :24:52.
The headlines: Brussels is under lockdown after co-ordinated terror | :24:53. | :25:01.
attacks in the city. More than 30 people have been killed and dozens | :25:02. | :25:05.
injured, prompting security alerts across Europe. I will have an update | :25:06. | :25:13.
at 8 p.m. . At thank you for watching. | :25:14. | :25:14. |
