Tonight's headlines: Darren Thomas was killed by his cellmate

:00:07.:00:09.

A new report says the authorities missed opportunities

:00:10.:00:12.

to assess his attackers' mental health.

:00:13.:00:19.

If it had been acted on before then, my brother would still be here.

:00:20.:00:41.

The Prison Service promises lessons will be learned.

:00:42.:00:43.

Also tonight: Two men are jailed for their part

:00:44.:00:45.

I am an active able wheelchair user but especially for people who use

:00:46.:01:05.

larger electric wheelchairs, they wouldn't get the Cardiff.

:01:06.:01:12.

And the build-up to Euro 2016 continues with a friendly

:01:13.:01:15.

Fans are urged to turn up early amid heightened security.

:01:16.:01:26.

Cardiff Prison authorities failed to identify the true

:01:27.:01:30.

risk posed by a prisoner who suffocated his cellmate before

:01:31.:01:34.

A new report by the Prison Ombudsman says there were missed opportunities

:01:35.:01:40.

to assess the deteriorating mental health of Colin Capp before

:01:41.:01:43.

Gareth Bryer has this special report.

:01:44.:01:52.

Two years since his death and a year since his killer,

:01:53.:01:54.

Colin Capp, was convicted of his murder, Darren's Thomas'

:01:55.:01:57.

family are still looking for answers.

:01:58.:02:03.

It never goes away. Everyday I go on the train, I have to go past the

:02:04.:02:11.

prison and I can see the cell where Darren was murdered. I'm not

:02:12.:02:14.

religious but I say a Little prayer and it gets me through day.

:02:15.:02:16.

Darren Thomas was in Cardiff prison for breaching his ASBO.

:02:17.:02:18.

He was described by prison staff as quiet, timid and frail.

:02:19.:02:21.

Colin Capp, the man who killed him, was a convicted arsonist.

:02:22.:02:23.

He'd been recalled to prison in February 2014 after checking

:02:24.:02:26.

When he arrived at Cardiff Prison, he was allowed to share a cell

:02:27.:02:31.

with another prisoner after being assessed

:02:32.:02:33.

But almost immediately, he was referred for a mental health

:02:34.:02:37.

assessment after saying he felt suicidal.

:02:38.:02:40.

A week later, two cellmates asked to be moved from his cell

:02:41.:02:44.

A mental health assessment was scheduled for the 17th

:02:45.:02:55.

The day before being put in a cell with Darren Thomas,

:02:56.:03:02.

a prison officer described Capp as exhibiting bizarre,

:03:03.:03:06.

Two nights later, Capp murdered Darren Thomas by suffocating him

:03:07.:03:12.

with a plastic bag before stabbing him repeatedly with a pen.

:03:13.:03:17.

The ombudsman said that while it's unlikely people would have seen

:03:18.:03:20.

the extent of the danger Colin Capp posed to others,

:03:21.:03:22.

he's concerned there were several failures from the moment

:03:23.:03:24.

Even though we will never know, it's not clear to the investigator and

:03:25.:03:39.

myself that even if the process was perfect, the risk would have been

:03:40.:03:46.

identified, it's a sad story, tragic story, and one where at Cardiff

:03:47.:03:47.

Prison needs to learn lessons. Earlier this month, Darren's

:03:48.:03:49.

family met their local MP, What is known is that Darren had not

:03:50.:04:00.

been in that cell with Colin Capp he would be alive so the only reason

:04:01.:04:03.

he's not like this because he was in that cell at that time. Had those

:04:04.:04:08.

procedures been followed properly, the probability is he would not have

:04:09.:04:12.

ended up sharing a cell with Colin Capp. The Prison Service says it

:04:13.:04:17.

takes its duty to keep prisoners, staff and other safe extremely

:04:18.:04:21.

seriously and that they will learn lessons from this report. But the

:04:22.:04:26.

Darren Thomas's family, that's little consolation. The last thing I

:04:27.:04:30.

would want is any family to go to what we went through. If it was

:04:31.:04:36.

picked up before, why have they not acted on that? What is in place now

:04:37.:04:41.

to stop it happening again? If it had been acted on before then, my

:04:42.:04:43.

brother would still be here. Two directors of a bus company have

:04:44.:04:44.

been jailed for their parts in an ?800,000 fraud

:04:45.:04:48.

of the Welsh Government's flagship A court heard they double counted

:04:49.:04:52.

concessionary fare passengers at Padarn Bus, which was based

:04:53.:04:57.

at Llanberis in Gwynedd. The fraud led to the

:04:58.:05:01.

closure of the company. From Caernarfon Crown Court,

:05:02.:05:04.

Roger Pinney reports. John Hume and the Centre here, once

:05:05.:05:19.

managing director, was told to come to court expecting a prison

:05:20.:05:25.

sentence. On Monday a jury found him guilty of fraud and false

:05:26.:05:30.

accounting. He set up a scam. Darren Price was the operations director.

:05:31.:05:33.

It continued making force claims after Hume left the company. Price

:05:34.:05:40.

admitted. Counting. At one stage the company operated 43 buses. They had

:05:41.:05:46.

contracts for school runs and scheduled services. The court heard

:05:47.:05:51.

the fraud involved recording -- changing dates so some bus pass

:05:52.:05:58.

customers were counted twice. We estimate ?800,000 was over claim to.

:05:59.:06:02.

There was a significant impact because the company folded. 80 full

:06:03.:06:09.

or part-time employees lost their jobs. So it had a significant impact

:06:10.:06:17.

in what was the Padarn Bus. The judge said Hume was a significant

:06:18.:06:22.

shareholder in Padarn Bus and had a vested interest in the fraud. Price

:06:23.:06:27.

was said to be in a position of responsibility and trust. Hume was

:06:28.:06:31.

sentenced to six years in price to two years six months. They will each

:06:32.:06:36.

serve half their sentences in prison.

:06:37.:06:37.

A man who stabbed his neighbour to death at a homeless shelter

:06:38.:06:40.

in Newport last November has been jailed for life.

:06:41.:06:42.

28-year-old Rhys Barnes admitted stabbing 36-year-old Rhys Jones 13

:06:43.:06:45.

He'll spend a minimum of 26 years in jail.

:06:46.:06:51.

A former running champion from Powys has appeared in court,

:06:52.:06:54.

accused of stabbing three men at a UK athletics

:06:55.:06:57.

41-year-old Lauren Jeska from Machynlleth is charged

:06:58.:07:01.

with attempted murder and wounding two others with intent

:07:02.:07:05.

She'll appear in court again next month.

:07:06.:07:11.

400 new jobs will be created as part of a ?13 million investment

:07:12.:07:14.

in regeneration projects across Wales.

:07:15.:07:18.

The plans include a family entertainment zone in Rhyl,

:07:19.:07:20.

an employment hub on the Kingsway in Swansea and a restoration

:07:21.:07:23.

The money will also help build more than 220 homes across the country,

:07:24.:07:32.

The future of steel jobs at Tata in Port Talbot hasn't been far

:07:33.:07:40.

Now bosses have been told to hold their nerve and back

:07:41.:07:44.

the plan to save the steelworks when they meet in Mumbai on Tuesday.

:07:45.:07:49.

Almost 1,000 jobs have already been cut at the company's sites

:07:50.:07:51.

across Wales with concerns that more will follow.

:07:52.:07:55.

The first time in a generation there is a very real threat that our

:07:56.:08:10.

steelworks could close. Including the great Paul Tarbert furnaces. The

:08:11.:08:15.

situation critical. Campaign video released this week from a clear

:08:16.:08:20.

message from current and former steelworkers to save the nation's

:08:21.:08:23.

steel industry. With days to go before what could be a crucial

:08:24.:08:27.

meeting to decide the future of this heavy industry in Wales, communities

:08:28.:08:31.

including shoppers are fearing the worst. We have all got families

:08:32.:08:37.

working there, sons, fathers. They are all devastated. There are a lot

:08:38.:08:43.

of men coming out of that works. It's not only the works but the

:08:44.:08:50.

surrounding areas as well. I don't think it will stop until Tata Steel

:08:51.:08:56.

is closed. You see this as a one-way route? It would just have a bulk of

:08:57.:09:02.

people finished and then another bark until Tata Steel is gone.

:09:03.:09:07.

Already 750 jobs are gone at the steelworks site is here. At the

:09:08.:09:16.

meeting on Tuesday, the plans are short-term pain for long-term gain

:09:17.:09:20.

but that pain could mean further job cuts. A combination of high energy

:09:21.:09:24.

costs, high business rates and cheaper steel imports from China

:09:25.:09:29.

meals that Tata Steel is losing ?1 million a day. Job cuts are

:09:30.:09:35.

critical. This steelworks under local communities face tough times

:09:36.:09:39.

in the past but not quite like this. This is unprecedented. Since the 80s

:09:40.:09:45.

when there was wholesale redundancies, I remember 5000

:09:46.:09:50.

announced on Monday during the Thatcher era. My father and brother

:09:51.:09:55.

were affected. The whole town was affected by that. This is the

:09:56.:09:59.

second-largest announcement that this plant has faced since the 80s.

:10:00.:10:05.

There is a serious threat to the remaining workers directly employed

:10:06.:10:08.

including the thousands of on-site contractors those employed around.

:10:09.:10:16.

When Tuesday, the MP would join community leaders in buy to hold

:10:17.:10:19.

discussions with the Tata Steel board. Today he told me the company

:10:20.:10:24.

bosses must hold their nerve and make the right decision for Port

:10:25.:10:27.

Talbot and the country's steel industry. I hope that the Tuesday

:10:28.:10:33.

meeting is a decisive one because we need a clear pathway forward now and

:10:34.:10:39.

we need the board on Tuesday to back the plan. I am hoping that there

:10:40.:10:43.

will be a clear and positive decision on Tuesday. This is where

:10:44.:10:47.

we are going, this is the timeline. To many, its iconic. Others would

:10:48.:10:52.

prefer not to be there but still making has happened here for more

:10:53.:10:56.

than 100 years an hours future hangs in the balance.

:10:57.:10:57.

Education services at Wales' largest council will no longer need to be

:10:58.:11:00.

That's according to the education watchdog Estyn which,

:11:01.:11:03.

two years ago, said they needed significant improvement.

:11:04.:11:07.

Our education correspondent, Bethan Lewis, is here.

:11:08.:11:10.

What does Estyn say about the state of schools in Cardiff?

:11:11.:11:16.

They say there has been an improvement to the point where they

:11:17.:11:22.

don't think inspectors need to keep such a close watch on how Cardiff

:11:23.:11:26.

runs its schools and that is after problems dating back five years now.

:11:27.:11:32.

They say there has been progress in improving the performance at GCSE

:11:33.:11:36.

level, as they say Cardiff does a better job of challenging schools

:11:37.:11:41.

and is taking strong action to reduce exclusions but there are

:11:42.:11:45.

still big issues, especially the number of young people not in any

:11:46.:11:50.

education or training and it also says there is a performance of a few

:11:51.:11:54.

secondary schools which is significant concern. The council

:11:55.:11:59.

says this is a big an important step forward but there are big

:12:00.:12:00.

challenges. How does this fit in to

:12:01.:12:01.

the picture across Wales? Over the past four months, four

:12:02.:12:10.

councils have been taken out of special measures, the worst

:12:11.:12:16.

category. Today Cardiff has been taken out of the category above

:12:17.:12:24.

that. It means that at the moment, no council that danger category of

:12:25.:12:29.

being seen as needing extra and monitoring. Does that mean that

:12:30.:12:34.

everything is rosy? No. There are still big problems in some areas

:12:35.:12:38.

with some schools but they are saying that councils are running

:12:39.:12:41.

schools to an acceptable level but only one council over the past few

:12:42.:12:47.

years has been rated as excellent a couple of years ago.

:12:48.:13:01.

Why events have taken a dramatic turn at the Senedd.

:13:02.:13:04.

And we're in for some typical bank holiday weather this weekend,

:13:05.:13:06.

wind and rain, but it's not all doom and gloom!

:13:07.:13:13.

Disabled people in Wales are amongst those being failed by the UK

:13:14.:13:16.

That's according to a report from the House of Lords,

:13:17.:13:21.

which looked at how effective the Equality Act has been

:13:22.:13:23.

for disabled people over the past six years.

:13:24.:13:26.

It highlighted issues like taxi drivers refusing to take guide dogs

:13:27.:13:30.

Simon Green from Bridgend has been a wheelchair user for over a decade.

:13:31.:13:38.

He's been telling us about the daily challenges he faces.

:13:39.:13:48.

Chosen to come here because the access is really good.

:13:49.:13:54.

Can't really complain about the access.

:13:55.:13:56.

There's plenty of accessible parking bays.

:13:57.:13:57.

You do get some issues sometimes when a lot of people who don't

:13:58.:14:07.

necessarily need to use the lifts do use the lifts.

:14:08.:14:17.

The biggest problem sometimes is when people are walking

:14:18.:14:22.

and they don't see you when you are low down and most people these days

:14:23.:14:26.

tend to walk and talk on their mobile phones.

:14:27.:14:28.

Very often, they might not see you and they just walk

:14:29.:14:30.

I've come to pick up the bag I bought on Saturday.

:14:31.:14:47.

I'm travelling to New Zealand in June for the Wales tour

:14:48.:14:54.

so it was very, very difficult travelling anyway a long distance

:14:55.:14:58.

and carrying a large bag like this if you are a wheelchair user.

:14:59.:15:02.

I've been for months looking for a bag that I can strap

:15:03.:15:05.

to the front of the wheelchair in a clip and maybe guide and push

:15:06.:15:08.

I think the person who invents a bag that can easily attached

:15:09.:15:12.

to the front or the back of a wheelchair so a disabled person

:15:13.:15:15.

can travel abroad with ease on their own is going

:15:16.:15:18.

There's nowhere near enough provision for disabled people

:15:19.:15:23.

I'm quite an active able wheelchair user.

:15:24.:15:27.

But especially for people who use larger electric wheelchairs,

:15:28.:15:33.

But what I would like to see more of, as well as disabled people

:15:34.:15:38.

coming to visit these places, I'd like to see more disabled people

:15:39.:15:41.

That was Simon Green and tonight, the UK Government has told us it's

:15:42.:15:48.

committed to equality for disabled people.

:15:49.:15:53.

Tonight's the last chance for fans to see Wales play at home before

:15:54.:15:56.

this summer's European Championships.

:15:57.:15:59.

Northern Ireland take on Chris Coleman's side.

:16:00.:16:02.

Tomos, in light of recent events in Brussels, organisers

:16:03.:16:07.

In short, they are urging fans to turn up early because security has

:16:08.:16:26.

been stepped up. Fans will be required to open their coats and

:16:27.:16:31.

jackets on arrival. They are also being asked to leave large bags at

:16:32.:16:37.

home. There is no specific threats but security measures were stepped

:16:38.:16:41.

up at stadium right across Cardiff after the attacks in Paris last

:16:42.:16:46.

November. Let's talk about the football now and Chris Coleman's

:16:47.:16:51.

team taking on Northern Ireland tonight. Expect a few changes to the

:16:52.:16:58.

side because the likes of Aaron Ramsey, Ben Davis, Gareth Bale are

:16:59.:17:04.

all out. With eight players missing for Wales the night could be a real

:17:05.:17:08.

chance for others to stake a claim. There's still time to force a win to

:17:09.:17:13.

the final squad, be one of the lucky 23 heading to France. It might be a

:17:14.:17:17.

friendly but playing Northern Ireland, Chris Coleman says it will

:17:18.:17:21.

be like a derby match. I know the mentality of Northern Ireland, I

:17:22.:17:25.

have got more friends there. They will not want to come here and just

:17:26.:17:28.

think it's a little warm up game before the tournament. They will be

:17:29.:17:36.

feisty. That's what we want. And that is what they want. They want a

:17:37.:17:41.

proper game and I am sure what it will be. Wales have not lost on

:17:42.:17:50.

Northern Ireland for 36 years. In 1980, they lost by a single goal.

:17:51.:17:55.

Current Northern Ireland squad trained last night, unbeaten in

:17:56.:17:59.

eight, they will be in France this summer and like Wales, have also

:18:00.:18:05.

enjoyed a long painful wait to reach the tournament. A lot of players

:18:06.:18:09.

know each other, all play for same clubs. It may have more edge to it.

:18:10.:18:19.

The pitch by minders here is lively. That might contribute. But the most

:18:20.:18:23.

important thing is we get something from the games. It's the first

:18:24.:18:27.

meaningful step. Back in training this week and we learned about the

:18:28.:18:31.

hobbies of one particular Wales player. While most footballers spend

:18:32.:18:35.

their downtime playing golf, Joe Allen appeared on the front cover of

:18:36.:18:40.

chicken and egg magazine. Saving birds by bemoaning them is what

:18:41.:18:47.

keeps him busy. I wasn't expecting that! It's a big thing, it's a big

:18:48.:18:55.

passion of my wife's she does a of the animal charities. It's my way of

:18:56.:19:00.

showing support. Alan and his team-mates will be hoping to ruffle

:19:01.:19:04.

a few feathers tonight, the first of three friendlies before the euro

:19:05.:19:10.

rose in June. Chris Coleman has released his side. George Williams

:19:11.:19:18.

in midfield and Tom Lawrence will partner Sam Vokes upfront. Let's

:19:19.:19:23.

talk now to a formal Wales striker. But this game in the context for us.

:19:24.:19:27.

It's a friendly but how important is this match for Chris Coleman's team.

:19:28.:19:31.

Having lost our last two, it would be great to get a win once again.

:19:32.:19:37.

Performances are important. We only have three friendlies before France.

:19:38.:19:41.

It's an experimental side that Chris has picked. But I still think,

:19:42.:19:49.

looking at that site he has picked, they might be playing in France,

:19:50.:19:57.

they have an opportunity to shine on show what they are all about. Chris

:19:58.:20:02.

Coleman said there are one or two places still available for that

:20:03.:20:06.

final squad. Do you think a player could force their way into that

:20:07.:20:11.

squad at this late stage? It all depends how they finish. We have

:20:12.:20:18.

struggled to score goals. We rely heavily on Gareth, big Sam, Tom

:20:19.:20:26.

Bradshaw, he might play in Kiev. He has scored plenty of goals for us.

:20:27.:20:31.

EP finishes this season strongly, you might break into the final 23.

:20:32.:20:35.

Chris Coleman said this game will have a derby feel to it. Our panel?

:20:36.:20:40.

It will be a really competitive game for a friendly. Northern Ireland

:20:41.:20:47.

have done exceptionally well, top of their group, above Romania. They

:20:48.:20:54.

have not lost in eight. They are without Chris. It will be a tough

:20:55.:20:58.

game. You don't get anything else from Northern Ireland these days.

:20:59.:21:02.

But I fancy us to win. Enjoy the game, thank you very much indeed.

:21:03.:21:07.

The build-up continues over on BBC Two Wales.

:21:08.:21:09.

There's more build-up to the big game on Sport Wales at 7pm over

:21:10.:21:12.

That's followed by Match of the Day Wales.

:21:13.:21:15.

Commentary too on BBC Radio Wales and Radio Cymru.

:21:16.:21:18.

And we'll bring you all the goals and reaction on Wales Today

:21:19.:21:20.

Debates at the National Assembly can sometimes be described

:21:21.:21:23.

Now real actors and musicians have taken their own campaign

:21:24.:21:29.

to the Senedd in Cardiff Bay to help engage people

:21:30.:21:32.

National Theatre Wales' Big Democracy project will then

:21:33.:21:45.

Our arts and media correspondent, Huw Thomas, has more.

:21:46.:21:49.

Debates at the Senedd can be colourful but few can compete

:21:50.:21:51.

with National Theatre Wales's occupation.

:21:52.:21:55.

Their full day of performances gave a voice to the disengaged

:21:56.:21:58.

and a platform for the most pressing concerns.

:21:59.:22:07.

The audience are put into a different frame of mind. Their own

:22:08.:22:16.

ideas and opinions are formed. It seems like a really good way of

:22:17.:22:22.

engaging people politically but not necessarily in the usual context. No

:22:23.:22:27.

room here for political pantomime at the chance to thrash out the big

:22:28.:22:33.

issues. I am a voter and so are a lot of my generation and they are

:22:34.:22:37.

frightened. There is no information for people and Wells to make

:22:38.:22:43.

decisions about our own country. I genuinely thought it was a worthless

:22:44.:22:47.

they don't have a voice so taking part in a project like this gives

The rain returned today after almost two weeks of dry weather and I have

:23:48.:23:54.

a mixture of good news and bad news. There is more rain to come, blustery

:23:55.:24:00.

showers and strong to gale force winds, but not a total wash-out. I

:24:01.:24:05.

can promise you some sunshine. Good Friday the best day of doing

:24:06.:24:09.

gardening or a walk on the coast. This evening most of the rain in the

:24:10.:24:14.

south and west will gradually clear away. The whole country will dry up

:24:15.:24:20.

overnight and it will turn chilly. Temperatures in parts falling as low

:24:21.:24:24.

as two or three Celsius by the end of the night. That is low enough for

:24:25.:24:29.

a ground frost in places. Here's the picture for ATM. A pretty nice start

:24:30.:24:34.

the day for Good Friday. Cool and fresh but the whole country dry. A

:24:35.:24:41.

few clouds around but many places bright. Lovely sunshine and the wind

:24:42.:24:48.

light. Start at five Celsius. A much better day to come tomorrow. The

:24:49.:24:54.

sunshine probably turning hazy through the afternoon with

:24:55.:24:57.

increasing high cloud. Temperatures will be higher than today, reaching

:24:58.:25:03.

10-13dC. The wind light but becoming breezy in the west and north-west as

:25:04.:25:07.

we go to the afternoon. A pretty good day if you fancy a trip to the

:25:08.:25:15.

seaside tomorrow. Light winds, and in Saint Davids the best of the

:25:16.:25:19.

sunshine will be joined the morning. The sea temperature if you fancy a

:25:20.:25:25.

paddle, eight Celsius. Tomorrow night, the wind will increase

:25:26.:25:31.

everywhere. We have got rain on the way as well, arriving later,

:25:32.:25:34.

particularly in the West, accompanied by a strong to gale

:25:35.:25:39.

force southerly winds. The wind is a big feature on Saturday, enough of

:25:40.:25:42.

the Met Office to issue a yellow warning. Wet weather on Saturday,

:25:43.:25:48.

heavy rain later in the afternoon. Not a great day for travelling on

Saturday. Condition is not ideal for the world half Marathon taking place

on Cardiff. Good luck to everyone taking part, including our own Sue

:26:00.:26:04.

Charles. Easter day will be: breezy with blustery showers. Hail and

:26:05.:26:09.

ponder possible that in between the showers, dry, brighter spells and

:26:10.:26:13.

sunshine. You may even be lucky and see a rainbow or two. On bank

:26:14.:26:18.

holiday Monday, trouble is brewing. This deep area pressure looks like

:26:19.:26:22.

heading our way. It will bring more wet and windy weather followed by

:26:23.:26:26.

blustery showers. The messages, make the most of Good Friday if you can.

:26:27.:26:31.

Enjoy the sunshine tomorrow and don't forget the clocks go forward

this weekend, heralding the start of British summer Time. Something to

Darren Thomas two years ago. It never goes away. I have to go past

the prison every day and I can actually see the cell where Darren
