It never goes away. Everyday I go on the train, I have to go past the | :02:04. | :02:11. | |
prison and I can see the cell where Darren was murdered. I'm not | :02:12. | :02:14. | |
religious but I say a Little prayer and it gets me through day. | :02:15. | :02:16. | |
Darren Thomas was in Cardiff prison for breaching his ASBO. | :02:17. | :02:18. | |
He was described by prison staff as quiet, timid and frail. | :02:19. | :02:21. | |
Colin Capp, the man who killed him, was a convicted arsonist. | :02:22. | :02:23. | |
He'd been recalled to prison in February 2014 after checking | :02:24. | :02:26. | |
When he arrived at Cardiff Prison, he was allowed to share a cell | :02:27. | :02:31. | |
with another prisoner after being assessed | :02:32. | :02:33. | |
But almost immediately, he was referred for a mental health | :02:34. | :02:37. | |
assessment after saying he felt suicidal. | :02:38. | :02:40. | |
A week later, two cellmates asked to be moved from his cell | :02:41. | :02:44. | |
A mental health assessment was scheduled for the 17th | :02:45. | :02:55. | |
The day before being put in a cell with Darren Thomas, | :02:56. | :03:02. | |
a prison officer described Capp as exhibiting bizarre, | :03:03. | :03:06. | |
Two nights later, Capp murdered Darren Thomas by suffocating him | :03:07. | :03:12. | |
with a plastic bag before stabbing him repeatedly with a pen. | :03:13. | :03:17. | |
The ombudsman said that while it's unlikely people would have seen | :03:18. | :03:20. | |
the extent of the danger Colin Capp posed to others, | :03:21. | :03:22. | |
he's concerned there were several failures from the moment | :03:23. | :03:24. | |
Even though we will never know, it's not clear to the investigator and | :03:25. | :03:39. | |
myself that even if the process was perfect, the risk would have been | :03:40. | :03:46. | |
identified, it's a sad story, tragic story, and one where at Cardiff | :03:47. | :03:47. | |
Prison needs to learn lessons. Earlier this month, Darren's | :03:48. | :03:49. | |
family met their local MP, What is known is that Darren had not | :03:50. | :04:00. | |
been in that cell with Colin Capp he would be alive so the only reason | :04:01. | :04:03. | |
he's not like this because he was in that cell at that time. Had those | :04:04. | :04:08. | |
procedures been followed properly, the probability is he would not have | :04:09. | :04:12. | |
ended up sharing a cell with Colin Capp. The Prison Service says it | :04:13. | :04:17. | |
takes its duty to keep prisoners, staff and other safe extremely | :04:18. | :04:21. | |
seriously and that they will learn lessons from this report. But the | :04:22. | :04:26. | |
Darren Thomas's family, that's little consolation. The last thing I | :04:27. | :04:30. | |
would want is any family to go to what we went through. If it was | :04:31. | :04:36. | |
picked up before, why have they not acted on that? What is in place now | :04:37. | :04:41. | |
to stop it happening again? If it had been acted on before then, my | :04:42. | :04:43. | |
brother would still be here. Two directors of a bus company have | :04:44. | :04:44. | |
been jailed for their parts in an ?800,000 fraud | :04:45. | :04:48. | |
of the Welsh Government's flagship A court heard they double counted | :04:49. | :04:52. | |
concessionary fare passengers at Padarn Bus, which was based | :04:53. | :04:57. | |
at Llanberis in Gwynedd. The fraud led to the | :04:58. | :05:01. | |

customers were counted twice. We estimate ?800,000 was over claim to. | :05:59. | :06:02. | |
There was a significant impact because the company folded. 80 full | :06:03. | :06:09. | |
or part-time employees lost their jobs. So it had a significant impact | :06:10. | :06:17. | |
in what was the Padarn Bus. The judge said Hume was a significant | :06:18. | :06:22. | |
shareholder in Padarn Bus and had a vested interest in the fraud. Price | :06:23. | :06:27. | |
was said to be in a position of responsibility and trust. Hume was | :06:28. | :06:31. | |
sentenced to six years in price to two years six months. They will each | :06:32. | :06:36. | |

were affected. The whole town was affected by that. This is the | :09:56. | :09:59. | |
second-largest announcement that this plant has faced since the 80s. | :10:00. | :10:05. | |
There is a serious threat to the remaining workers directly employed | :10:06. | :10:08. | |
including the thousands of on-site contractors those employed around. | :10:09. | :10:16. | |

with some schools but they are saying that councils are running | :12:39. | :12:41. | |
schools to an acceptable level but only one council over the past few | :12:42. | :12:47. | |

There's nowhere near enough provision for disabled people | :15:19. | :15:23. | |
I'm quite an active able wheelchair user. | :15:24. | :15:27. | |
But especially for people who use larger electric wheelchairs, | :15:28. | :15:33. | |
But what I would like to see more of, as well as disabled people | :15:34. | :15:38. | |
