This morning's meeting was said to be constructive. It seems clear by | :01:40. | :01:45. | |

financial burden will have to be met by the UK. -- Welsh plants. | :01:55. | :01:58. | |
Ministers will not say how much they are prepared to put forward but | :01:59. | :02:02. | |
insists the options are open on pensions, energy costs and tariffs | :02:03. | :02:07. | |
on cheap steel imports. The Business Secretary, Sajid Javid, spoke to | :02:08. | :02:11. | |
frustrated steelworkers on a visit to Port Talbot last week after | :02:12. | :02:14. | |
criticism of his handling of the crisis. He is on his way to Mumbai | :02:15. | :02:20. | |
to meet with Tata bosses in the morning. What I want to achieve | :02:21. | :02:23. | |
mostly out of that is to have a final agreement on the sales | :02:24. | :02:26. | |
process, and it comes back to the role of the UK Government and I want | :02:27. | :02:30. | |
to make sure that when the documentation for that is issued, it | :02:31. | :02:35. | |
is clear that the UK Government understand the role of every | :02:36. | :02:38. | |
potential buyer and we are well coordinated with Tata. It is clear | :02:39. | :02:42. | |
that Tata has been focusing on other parts of its European business. | :02:43. | :02:45. | |
Diggers show that in February this year, Tata produced 598,000 tonnes | :02:46. | :02:53. | |
of steel at Port Talbot. That was a 37.9% drop on the previous year. At | :02:54. | :02:58. | |
the same time, the melly-mac increased production at its site in | :02:59. | :03:02. | |
the Netherlands to 602,000 tonnes of steel. That was up 9.4% on the | :03:03. | :03:08. | |
previous year. Speaking to the enterprise and Business Committee at | :03:09. | :03:11. | |
the SMB Mac, Tata says it is looking to find a buyer quickly. The | :03:12. | :03:19. | |
uncertainty that the process leads to amongst employees, customers, | :03:20. | :03:23. | |
suppliers etc, means we are very interested in completing the process | :03:24. | :03:29. | |
as quickly as we can. One potential buyer that has emerged is Newport's | :03:30. | :03:35. | |
Liberty Stadium. It has bought International Olympic Committee's | :03:36. | :03:39. | |
Scottish operations and took some part of another plant after when -- | :03:40. | :03:45. | |
it went to administration. But the Welsh operations are on a much | :03:46. | :03:49. | |
bigger scale. One of the key aspects is the energy question. We need a | :03:50. | :03:53. | |
solution to that. If we melt steel, it has to be melted on legislative | :03:54. | :03:57. | |
energy. But what realistically can be done about that? Expert on | :03:58. | :04:02. | |
European rules that restrict what governments can do to help | :04:03. | :04:06. | |
businesses says subsidising energy costs would be difficult. The | :04:07. | :04:10. | |
Government could not subsidise those costs, that would be seen as | :04:11. | :04:16. | |
operating in an illegal way. Business rates is a difficult one. | :04:17. | :04:23. | |
Again, that would have to be agreed with the Commission. It is | :04:24. | :04:31. | |
potentially very small money. One specialist says the steel industry | :04:32. | :04:34. | |
needs continuous innovation to improve productivity. That should | :04:35. | :04:38. | |
lead to smaller plants that are cheaper to run, similar to Liberty | :04:39. | :04:44. | |
Steel's mini meal. What we could see happening now is a move to | :04:45. | :04:47. | |
specialist smaller plants. -- mini mill. It could be it into four, | :04:48. | :04:53. | |
five, six smaller That could sit alongside one | :04:54. | :05:02. | |
another, you get economies of scale around the skilled workforce but the | :05:03. | :05:06. | |
funds themselves are specialist producers. It would see Port Talbot | :05:07. | :05:11. | |
change from making skills -- steal from scratch to recycling it from | :05:12. | :05:15. | |
scratch. It is not clear whether any other buyers will come forward who | :05:16. | :05:16. | |
want to keep the plant as it is. Brian is at Liberty Steel | :05:17. | :05:18. | |
in Newport tonight. Brian, the owner of that plant | :05:19. | :05:20. | |
is the centre of attention, but tomorrow, the focus | :05:21. | :05:22. | |
is back on Tata in Mumbai? That is absolutely right. Sanjiv | :05:23. | :05:33. | |
Gupta, who owns the site, met with the UK Government today, said it was | :05:34. | :05:38. | |
very positive, he said the Welsh Government has been very engaged, | :05:39. | :05:41. | |
but it is now up to Tata to outline the sales process and also to invite | :05:42. | :05:46. | |
buyers to come in and put their opposition. Mr Gupta said he will | :05:47. | :05:54. | |
look at that when that next step happens but he has also said that | :05:55. | :05:57. | |
everyone is very motivated to find a solution, and we are seeing the UK | :05:58. | :06:02. | |

Harnessing the power of the tide is not a new idea. | :13:55. | :14:03. | |
Plans for a ?1 billion lagoon in Swansea Bay are being considered, | :14:04. | :14:06. | |
although the UK Government is reviewing such schemes | :14:07. | :14:08. | |
to establish if they offer good value for money. | :14:09. | :14:11. | |

influencing how we will go forward. It is claimed the scheme would offer | :14:37. | :14:38. | |
flood protection to places along the coast and generate jobs, | :14:39. | :14:41. | |
as well as sustainable electricity. But the international scientists | :14:42. | :14:44. | |
here want to know how the sea bed will be affected | :14:45. | :14:46. | |
by offshore development. Offshore, where we are increasingly | :14:47. | :14:58. | |
building, building infrastructure because restrictions on energy, | :14:59. | :15:02. | |
tides, it is always using the sea bed, so we need to know what the | :15:03. | :15:05. | |
impact is on the sea bed in the long-term and in the short term. Not | :15:06. | :15:09. | |
just around the structure but in the forefront. | :15:10. | :15:10. | |
Around ?35 million of EU and private sector money is currently invested | :15:11. | :15:13. | |

at a hotel in Abergavenny in the latest of our interviews | :15:47. | :15:49. | |
Kirsty Williams, welcome. You and I did a similar interview around a | :15:50. | :16:12. | |
year ago, let's be honest, it has been a devastating year for the | :16:13. | :16:15. | |
Liberal Democrats, particularly after the General Election result. I | :16:16. | :16:20. | |
suppose the key question is, have you bottomed out yet in Wales? Well, | :16:21. | :16:26. | |
it is true, the General Election result was devastating for the | :16:27. | :16:30. | |
party. But since then, we are really seeing the party pick itself up, | :16:31. | :16:35. | |
dust itself down, a huge increase in members since the General Election | :16:36. | :16:39. | |
and similarly important electoral tests. For instance, we took a | :16:40. | :16:44. | |
council seat from Labour in a by-election in Wrexham, we took a | :16:45. | :16:49. | |
council seat from the Tories in Powys. A big difference between a | :16:50. | :16:53. | |
council by-election and something like the Cinema collection. I think | :16:54. | :16:59. | |
people will realise they need to listen to the Liberal Democrats | :17:00. | :17:03. | |
again and recognising hard-working campaigners in their communities. | :17:04. | :17:08. | |
And we will devastate we are a party that can deliver. Even with just | :17:09. | :17:13. | |
five members for the last five years, we have been able to change | :17:14. | :17:16. | |
the law to ensure we will have enough nurses on our hospital wards. | :17:17. | :17:20. | |
But we want to go further. Over the last five years, we have been able | :17:21. | :17:26. | |
to deliver additional money to our schools, targeted on her poorest | :17:27. | :17:31. | |
pupils, which the Government's to an inspector says is making a real | :17:32. | :17:35. | |
difference in closing the attainment gap between those poorer and richer | :17:36. | :17:39. | |
children. I have listened to a number of your speeches at | :17:40. | :17:42. | |
conferences, and you are very critical of the labour Government, | :17:43. | :17:47. | |
and yet, you prop them up time and time again. How do you square that? | :17:48. | :17:53. | |
If they are so bad, why do you keep supporting them? Well, as I said, we | :17:54. | :18:00. | |
live in a democracy. They have 30 seats, I do not like that, but that | :18:01. | :18:04. | |
is what the people of Wales have decided. Only 30? They do not have a | :18:05. | :18:10. | |
majority? And I do not have a majority either, and do -- I do not | :18:11. | :18:13. | |
have the votes to defeat the Government... But according to your | :18:14. | :18:17. | |
rhetoric, they are so bad, anyone who listens to your speeches come | :18:18. | :18:19. | |
and in your latest you basically accuse them of wrecking the | :18:20. | :18:28. | |
aspirations that people have. On any kind of logic, you would not touch | :18:29. | :18:32. | |
them with a barge pole! Let's be clear, after 17 years, if we are | :18:33. | :18:37. | |
truly honest about what devolution has achieved for people, if you | :18:38. | :18:41. | |
listen to people, they want the Welsh Government to work. They want | :18:42. | :18:46. | |
the National Assembly to work. But they need it to work better for | :18:47. | :18:51. | |
them. And I make no apology for getting up, week on week in that | :18:52. | :18:54. | |
chamber and holding First Minister to account in his failure, for | :18:55. | :18:59. | |
instance, to ensure that we have a Health Service that meets the needs | :19:00. | :19:04. | |
of people. What about after the election? Would you do a deal with | :19:05. | :19:10. | |
Labour again? Would you form a coalition, for example? I think what | :19:11. | :19:13. | |
people want to know is, what am I going to get from the Welsh Liberal | :19:14. | :19:17. | |
Democrat representative? And what they will get is an individual who | :19:18. | :19:24. | |
will, with whatever influence they have, whether that is in government, | :19:25. | :19:29. | |
but the government, will do certain things to build homes for people and | :19:30. | :19:34. | |
affordable homes... And a lot of people have come to the conclusion | :19:35. | :19:37. | |
that they will always prop up a Labour administration. We have not | :19:38. | :19:43. | |
propped up any Labour Laika you have done, for the past five years! | :19:44. | :19:49. | |
Budgets have got through because the Welsh Liberal Democrats have been | :19:50. | :19:52. | |
able to use their influence to make progress for the people of Wales. | :19:53. | :19:57. | |
You can stand on the sidelines, you can argue and shout and throw stones | :19:58. | :20:02. | |
at the window, like the official opposition has done, and it achieves | :20:03. | :20:09. | |
not a jot. But you have been there since 1999, how serious is the | :20:10. | :20:13. | |
situation for the Liberal Democrats? Presumably, this is the toughest | :20:14. | :20:17. | |
fight you have had. It is a very tough election for our party. And it | :20:18. | :20:22. | |
is very clear that if people want the Welsh Liberal Democrats to | :20:23. | :20:27. | |
continue to have that role in the National Assembly, we need to get | :20:28. | :20:33. | |
out -- they need to get out and vote for us. We are the only party that | :20:34. | :20:36. | |
is really listening to people, recognising that there is more to be | :20:37. | :20:40. | |
done... But is anyone listening to you? I believe so. People need to | :20:41. | :20:45. | |
know that they are putting together public services right in Wales, | :20:46. | :20:52. | |
making sure there is a GP for them, making sure there is a nurse on a | :20:53. | :20:55. | |
hospital ward. Kirsty Williams, thank you very much. | :20:56. | :20:57. | |
