But a leading international expert suggests we could catch up,

if big changes are made to the way patients are diagnosed here.

Professor Frede Oleson suggests Wales could copy Denmark,

:08:13.:08:14.

which has made big changes to its cancer services.

:08:15.:08:17.

Our health correspondent, Owain Clarke, has this special report.

Glynis Watkins knows a thing or two about caring for all.

:08:29.:08:31.

She has been a nurse for over 40 years, but not so long ago,

:08:32.:08:34.

Today it is actually six years to the day that

:08:35.:08:42.

Her cancer was spotted because a colleague consultant

:08:43.:08:48.

Neither she nor her GP had suspected cancer.

:08:49.:08:53.

I wouldn't have gone back to my GP about the pain because I had already

:08:54.:08:57.

As far as I was concerned, problems were related to my back

:08:58.:09:01.

and I probably would not have gone back to my GP.

:09:02.:09:04.

I would have thought, wait for the surgery,

:09:05.:09:06.

In fact, around half of patients who have cancer don't have clear

:09:07.:09:10.

signs at the beginning and it can be a problem for GPs.

:09:11.:09:13.

In the end, some patients can spend months getting sent back and forth

:09:14.:09:16.

to hospital for various tests, which can mean delays in getting

:09:17.:09:19.

the right treatment with the risky cancer may have grown or spread.

:09:20.:09:31.

There are some symptoms that are bound or I am thinking

:09:32.:09:33.

And those individuals will be referred urgently

:09:34.:09:36.

but there are those symptoms that are vague, nonspecific,

:09:37.:09:38.

that makes a GP think, there is something going on here

:09:39.:09:41.

And therefore it is that situation that the GP has

:09:42.:09:45.

to balance their concern about the symptoms, the patient's

:09:46.:09:47.

concerned about the symptoms, against the resources

:09:48.:09:49.

It is devastating for us to see patients who have complained

:09:50.:10:00.

of vague or nonspecific symptoms for many months ultimately be

:10:01.:10:02.

I am convinced we should be doing better.

:10:03.:10:14.

It is a question he and other experts from the Welsh NHS have come

:10:15.:10:19.

16 years ago, Denmark found out it was performing as poorly

:10:20.:10:23.

What in hell was going on was the question.

:10:24.:10:34.

And this man is the brains behind many of the changes that

:10:35.:10:37.

First of all, we said, do we have the right equipment,

:10:38.:10:42.

do we have the right treatment, can we fix that?

:10:43.:10:44.

What became more and more on the agenda was that people had

:10:45.:10:47.

to wait too long within the health care system from when they attended

:10:48.:10:50.

the health care until the start of treatment.

:10:51.:10:52.

That was why we began to focus on the diagnostic pathway.

:10:53.:10:59.

So this system now is if a Danish patient has clear cancer symptoms

:11:00.:11:02.

then they are sent quickly to specialist hospital teams.

:11:03.:11:04.

But the system in Denmark is that a patient who is ill

:11:05.:11:09.

but with unclear symptoms can also be sent quickly but to diagnostic

:11:10.:11:12.

As many tests or scans as is necessary are performed

:11:13.:11:23.

here to find out what is wrong and only when there is an answer do

:11:24.:11:26.

So if a patient comes here who is sick but with symptoms

:11:27.:11:31.

which are not very clear or not very specific,

:11:32.:11:33.

they can expect to find out what is going on within a matter of days.

:11:34.:11:37.

Back home, that process could take weeks is, even months.

:11:38.:11:50.

Many patients coming here say that they find it relaxing.

:11:51.:11:53.

The other difference in Denmark is that if a GP does not suspect

:11:54.:11:56.

cancer but wants to make sure, they can send a patient for a simple

:11:57.:11:59.

yes or no test and get the result within hours.

:12:00.:12:02.

The system they argue when it is set up does not cost any more to run.

:12:03.:12:05.

I was bound to refer him anyway, so it is just a matter of a shorter

:12:06.:12:09.

waiting time and a shorter time for him to be anxious,

:12:10.:12:12.

if there was nothing to be anxious about.

:12:13.:12:22.

The Danish and Welsh health systems are similar, both are free

:12:23.:12:24.

for patients and have a similar mix of hospitals and GPs,

:12:25.:12:27.

so could what worked in Denmark also work in Wales?

:12:28.:12:38.

I am quite excited, having seen it in action that there is enough

:12:39.:12:42.

of the elements in place already that we could build this model on.

:12:43.:12:45.

I certainly feel we could pilot something in the short

:12:46.:12:48.

to medium-term that would then perhaps scale up.

:12:49.:12:52.

We have two strong health care systems in Britain and in Denmark

:12:53.:12:55.

and we should be able to perform in the absolute elite and the long

:12:56.:12:59.

So the picture that is emerging is that the changes to cancer

services here really have led to quite significant improvements.

The question is, to what extent can the Welsh NHS emulate that?

with the best in the world, the Welsh health experts

as they come home will no doubt be reflecting on whether another small

:13:20.:13:22.

at all and what they are going to do to help improve young people, the

chance to see where the leaders stand on the issues that matter to

them. If you think about the people in the audience tonight, a lot of

them will not have made up their mind how to vote. People watching at

home may not have thought about the Welsh assembly election yet and this

could be their contact. And something the potential leader might

say tonight might have a bearing on how they vote. But we are not just

:16:10.:16:13.

interested in what they have to say. I am creating a different kind of

:16:14.:16:17.

manifesto by asking you what you would do if you were in charge. If I

:16:18.:16:23.

were First Minister, I would like to improvement of health services and

:16:24.:16:27.

mental health support for young people and the people of Wales. If I

:16:28.:16:31.

was First Minister, I would ensure that an independent youth assembly

:16:32.:16:36.

for Wales would be created. If I was First Minister, I would reduce the
