has increased in recent years, doctors have described | :01:25. | :01:27. | |
All parties are promising to further increase funding for mental health | :01:28. | :01:33. | |

with what was going on in my mind. Their most dangerous experience | :02:05. | :02:08. | |
triggered by a series of family bereavement. It took months for her | :02:09. | :02:12. | |
to see a specialist. In total she spent years on waiting lists. The | :02:13. | :02:20. | |
waiting time to see somebody really did not help what I was going | :02:21. | :02:25. | |
through. Many people across Wales are treated for mental health issues | :02:26. | :02:31. | |
within weeks but, unlike other illnesses, waiting times for these | :02:32. | :02:33. | |
services are not published regularly. At the moment, in this | :02:34. | :02:39. | |
health board area, for some patients some therapies have a four year wait | :02:40. | :02:49. | |
because of problems. In others, some people are having to wait two years. | :02:50. | :02:55. | |
In south Wales, some patients are waiting more than six months. | :02:56. | :03:02. | |
Doctors have said time and time again that antidepressants or other | :03:03. | :03:08. | |
medication are sometimes the only option when weights are that long. | :03:09. | :03:14. | |
We need to see that continue to be pushed to get better services. It is | :03:15. | :03:19. | |
unacceptable, it is not right for the patients of Wales. We need to | :03:20. | :03:23. | |
see more investment and a commitment to solving this once and for all. A | :03:24. | :03:29. | |
quarter to run by volunteers. For many another step towards going back | :03:30. | :03:33. | |
to full-time employment after being unwell. The mental health charity | :03:34. | :03:38. | |

to do about this? The Welsh Liberal Democrats said they would give the | :04:06. | :04:08. | |
same access to bike noses and treatment to mental health patients | :04:09. | :04:11. | |
as patients with physical health problems. Ukip and the Welsh | :04:12. | :04:15. | |
Conservatives have promised to spend more money on mental health services | :04:16. | :04:20. | |
each year and introduce a 28 day referral to treatment time targets. | :04:21. | :04:25. | |
Like Camry say the service is underfunded as it is at the moment | :04:26. | :04:29. | |
and are pledging to spend ?68 million more by the year 2021 on | :04:30. | :04:34. | |
mental health services. The Welsh Labour Party, who have been in | :04:35. | :04:38. | |
charge of the service until recently, say they have already made | :04:39. | :04:42. | |
significant progress in mental health services in Wales over the | :04:43. | :04:45. | |
past few years and pledged to spend more money on it in the future and | :04:46. | :04:50. | |
they have already introduced and 80% target time for people to get some | :04:51. | :04:55. | |
kind of intervention with a mental health problem. Julie says her rich | :04:56. | :04:59. | |
spirits has improved in recent years. She eventually saw a | :05:00. | :05:03. | |
fantastic psychiatrist who gave her really good support, but she and | :05:04. | :05:07. | |
others feel there is a steep hill to climb before mental health is on an | :05:08. | :05:10. | |
even footing with other NHS services. | :05:11. | :05:12. | |

with a background in the metals industry has been tasked with | :08:40. | :08:42. | |

and discounts on business rates. Here, the focus is on small to | :09:25. | :09:28. | |
medium-sized enterprises and attracting further local investment. | :09:29. | :09:31. | |
These specific innovation Centre is developing technology to in -- | :09:32. | :09:36. | |
enable buildings to store their own solar energy. One of its main | :09:37. | :09:40. | |
partners is Tartar, which provides the steel for its products, | :09:41. | :09:45. | |
including this solar panel. This field is made in Port Talbot. It is | :09:46. | :09:51. | |
painted in Shotton steelworks with a specific kind of pain made in North | :09:52. | :09:56. | |
Wales. Ensuring the supply chain in remains local is key to their | :09:57. | :10:00. | |
operation. We are all about collaboration, between industry and | :10:01. | :10:03. | |
academic partners. Any environment which makes it more conducive for | :10:04. | :10:07. | |
businesses to come and set up in south Wales and work with us is a | :10:08. | :10:13. | |
positive thing to do. Uncertainty over the Port Talbot steelworks | :10:14. | :10:16. | |
remains but many are confident it is a town that will continue to have a | :10:17. | :10:18. | |
bright future in manufacturing. Meanwhile, Tata has denied reports | :10:19. | :10:20. | |
that it's setting a deadline of the end of May for bids | :10:21. | :10:22. | |
to buy its UK operations, including in Port Talbot, Llanelli, | :10:23. | :10:25. | |
Newport and Shotton. The company says the process | :10:26. | :10:28. | |
of finding bidders can't run forever, but it's committed | :10:29. | :10:30. | |
to being a responsible seller. With the UK Government announcing | :10:31. | :10:33. | |
this week it will consider co-investing with a private | :10:34. | :10:36. | |
sector partner to help save the Port Talbot steelworks, | :10:37. | :10:39. | |
our business correspondent Brian Meechan looks now | :10:40. | :10:42. | |
at the options available This is a town in Italy with a | :10:43. | :10:59. | |
steelworks that the local community depends on. Its similarities with | :11:00. | :11:04. | |
Port Talbot don't end there. With a population of 35,000, they are | :11:05. | :11:09. | |
roughly the same size. The steelworks was saved from closure of | :11:10. | :11:13. | |
four years ago by state intervention, although the European | :11:14. | :11:16. | |
Union is currently investigating the Italian government for its financial | :11:17. | :11:20. | |
support for the steel industry. The UK Government is trying to find a | :11:21. | :11:24. | |
way to help her without breaching those European state aid rules. The | :11:25. | :11:30. | |
UK Government says it is willing to, what it calls, co-invest in Tartar, | :11:31. | :11:35. | |
including at the Port Talbot site. But the only potential buyer to go | :11:36. | :11:39. | |
public at the moment, liberty steel, does not see a long-term future for | :11:40. | :11:43. | |
making steel from scratch in blast furnaces like these ones. The iron | :11:44. | :11:50. | |
and steel industry is now publicly owned. The steel industry was | :11:51. | :11:55. | |
nationalised in 1951, the year that the steelworks in Port Talbot | :11:56. | :11:59. | |
opened. Privatisation followed but the UK Government is not see | :12:00. | :12:03. | |
nationalisation as the answer now. That was the answer when Northern | :12:04. | :12:08. | |
Rock got into trouble in 2007. During the economic crisis that | :12:09. | :12:12. | |
followed, ministers spent billions on wrestling banks, including some | :12:13. | :12:16. | |
of the biggest names on the high Street, by taking shares. For the | :12:17. | :12:20. | |
banks, it has taken a decade to get the money back. With steel, unless | :12:21. | :12:24. | |
we see significant changes to the way we do business in the UK, I | :12:25. | :12:27. | |
can't see the money ever coming back. For some, it would be better | :12:28. | :12:32. | |
to let that are to take responsibility for the closure of | :12:33. | :12:36. | |
the site and their costs. But what other options are there? A worker | :12:37. | :12:44. | |
buyout? That led to the reopening of Tower colliery in 1995. Mine is used | :12:45. | :12:50. | |
their redundancy money to buy the site. Although it was on a much | :12:51. | :12:54. | |
smaller scale, they ran the new company but did not take any | :12:55. | :12:58. | |
responsibility for the old one's pension scheme or the environmental | :12:59. | :13:02. | |
liabilities. The most important challenge of all was that everyone | :13:03. | :13:06. | |
on that side understands their own shareholders. The rest of the time, | :13:07. | :13:12. | |
whether it is management, the chairman, workers on the line, for | :13:13. | :13:18. | |
360 days of the year, they are employees and workers. Whatever | :13:19. | :13:22. | |
happens with the steelworks, it is clear the UK Government is going to | :13:23. | :13:26. | |
face substantial costs. It also seems ministers are very keen to see | :13:27. | :13:27. | |

more often. It is almost an annual event across the UK. Our teams are | :20:58. | :21:02. | |
often called all around the UK. We have been to Cumbria, Berkshire, | :21:03. | :21:08. | |
Surrey, Somerset. Casualties clinging to fences and trapped in | :21:09. | :21:12. | |
homes were rescued while out in the bay itself dive teams scoured the | :21:13. | :21:17. | |
sea for more. Exercise polygon, months in the planning, brought a | :21:18. | :21:21. | |
host of different agencies together to reverse their response to a major | :21:22. | :21:25. | |
crisis. It is all being towards unaided from this car park in | :21:26. | :21:29. | |
Cardiff Bay. 15 different organisations involved. 250 members | :21:30. | :21:37. | |
of our emergency services taking part today. And further afield, a | :21:38. | :21:45. | |
range of different scenarios were played out. We have a rescue being | :21:46. | :21:51. | |
carried out on the bridge with two casualties clinging onto the bridge | :21:52. | :21:55. | |
and that will have to be carried out by boat teams. And then we have a | :21:56. | :21:59. | |
surge which is going to be carried out by the coastguard. We are | :22:00. | :22:03. | |
working together, liaising together, and it is so good to carry out an | :22:04. | :22:07. | |
exercise like this to test our capabilities. It is a while since | :22:08. | :22:11. | |
south-east Wales has faced major flooding. This was the scene in | :22:12. | :22:15. | |
Cardiff after the river bank burst its bank in 1979. More recently it | :22:16. | :22:23. | |
is made and North Wales which has been the brunt of the bad weather. | :22:24. | :22:28. | |
Hundreds of homes and businesses were affected in 2012. The | :22:29. | :22:33. | |
opportunity to practice their response in a controlled environment | :22:34. | :22:35. | |
will have been invaluable for when the next floodgates. | :22:36. | :22:40. | |
