morning that peace was shattered by the killing of a serving member | :01:48. | :01:50. | |
At first police said it was an unexplained death. | :01:51. | :01:55. | |
Now they're treating it as a murder inquiry and two men, aged 22 and 23, | :01:56. | :01:59. | |
The victim has been named as Private Matthew Boyd | :02:00. | :02:03. | |
He and his family lived in Gibraltar but he was originally | :02:04. | :02:08. | |
from Northern Ireland, where some of his | :02:09. | :02:11. | |
relatives still live in Carrickfergus, County Antrim. | :02:12. | :02:12. | |
The Watton Barracks is just 400 yards down the road and residents | :02:13. | :02:18. | |
are used to having many soldiers around. | :02:19. | :02:21. | |
Local people have naturally been shocked by what happened here. | :02:22. | :02:23. | |
All day a steady stream of people have been leaving flowers | :02:24. | :02:26. | |

Panels like these could allow the Port Talbot site | :05:18. | :05:22. | |
to generate its own electricity, mitigating those high energy costs. | :05:23. | :05:26. | |
Engineers here have also saved Tata ?5 million a year | :05:27. | :05:29. | |
by making its blast furnaces more efficient. | :05:30. | :05:33. | |
But experts are warning that without urgent investment | :05:34. | :05:38. | |
in research like this, steel-making in Wales will never | :05:39. | :05:41. | |
We should push quickly to form an innovation and knowledge centre | :05:42. | :05:48. | |
around steel and a role of the government in the UK | :05:49. | :05:51. | |
and in Wales is to underline the importance of innovation | :05:52. | :05:56. | |
and technology by supporting that almost with immediate effect. | :05:57. | :06:02. | |
Redefining steel production isn't cheap. | :06:03. | :06:05. | |
This microscope at Swansea University costs ?1.5 million, | :06:06. | :06:09. | |
but it has allowed engineers to modify metal particles at a size | :06:10. | :06:13. | |
That's led to the invention of lighter, stronger steel that's | :06:14. | :06:20. | |

But experts here believe that whoever takes over Tata's UK | :06:48. | :06:50. | |

the steel industry is obviously going to be very far reaching, but | :07:09. | :07:12. | |
even research and development in Wales could be affected. Research | :07:13. | :07:16. | |
and development is incredibly significant in terms of how well we | :07:17. | :07:20. | |
can keep with other parts of the world and we have already seen in | :07:21. | :07:25. | |
the UK and Wales in recent years a reduction in the amount that is | :07:26. | :07:28. | |
being spent on research and development so there are some | :07:29. | :07:32. | |
incredible projects like Specific that are working really well. But it | :07:33. | :07:37. | |
is about getting universities working with businesses to make | :07:38. | :07:41. | |
things practical and getting the UK Government and Welsh government to | :07:42. | :07:46. | |
back research and innovation. What more do we know about these seven | :07:47. | :07:51. | |
potential buyers? We know they are interested in buying the whole | :07:52. | :07:55. | |
business, including Port Talbot. Any bidder who only wants to buy parts | :07:56. | :08:01. | |
of it, cherry picking the profitable bits, have been rejected by Tata | :08:02. | :08:06. | |
Steel. Other businesses have also been asked to clarify their bids so | :08:07. | :08:10. | |
it could be a minimum of seven at this stage but they could be even | :08:11. | :08:12. | |

candidate waiting in the wings. Mr Davies is not doing any interviews | :11:02. | :11:06. | |
tonight. We are told he has universal backing in that meeting | :11:07. | :11:10. | |
but some dissent in the ranks nevertheless. I have just spoken to | :11:11. | :11:15. | |
Nick Ramsay, the Conservative Assembly Member for Monmouthshire, | :11:16. | :11:19. | |
who told me that Andrew wants to stay in the job, he has his full | :11:20. | :11:25. | |
support, but nevertheless, if he had been in his position, he would | :11:26. | :11:28. | |
probably have acted differently and resigned. Mr Davies, we should say, | :11:29. | :11:35. | |
is not entirely out of the woods yet because there is an internal review | :11:36. | :11:39. | |
being carried out by the Welsh Conservatives into what went wrong. | :11:40. | :11:45. | |
That is due to published in July, after the EU referendum. Presumably, | :11:46. | :11:49. | |

have an overall majority. They will need support from Plaid Cymru in | :12:18. | :12:20. | |
order to get budgets and other things through. It is a key | :12:21. | :12:24. | |
relationship that has come under a lot of strain. A senior figure in | :12:25. | :12:31. | |
Plaid Cymru on the weekend, Adam Price, said relations between Labour | :12:32. | :12:36. | |
and Plaid Cymru are at an all-time low. Tomorrow, Carwyn Jones will | :12:37. | :12:40. | |
meet Plaid Cymru leader Leanne Wood for the first time since the | :12:41. | :12:44. | |
election and he will try to take the heat out of the situation. They will | :12:45. | :12:49. | |

disagree with commissioners or did they not feel like they had enough | :15:20. | :15:22. | |

sheets were too complicated? Some criticised the lack of effort from | :15:28. | :15:34. | |
