That's all from the BBC News at Six, so it's goodbye from me | :00:00. | :00:00.
Talks will get underway tomorrow between Labour and Plaid Cymru - | :00:00. | :00:08.
after both party leaders gained equal support | :00:09. | :00:11.
from Assembly members to become the next First Minister. | :00:12. | :00:16.
Tonight, we're in Blaenau Gwent, asking voters if Carwyn Jones | :00:17. | :00:18.
They had the most seats so I think they had a | :00:19. | :00:25.
So you are not impressed with the opposition? | :00:26. | :00:29.
I think we have got to do something, anyway, in order to shake it up. | :00:30. | :00:35.
They've been fighting to save their sixth forms. | :00:36. | :01:00.
Now councillors in Pembrokeshire scrap plans to shut | :01:01. | :01:02.
We have been fighting this fight for two years. | :01:03. | :01:07.
It is incredibly tiring but also incredibly fulfilling. | :01:08. | :01:16.
What do we want? Sixth forms. | :01:17. | :01:18.
Carving a way out of poverty - a charity says a new approach | :01:19. | :01:21.
is changing lives and saving public money. | :01:22. | :01:23.
In a country twinned with ours - we're with Welsh charities | :01:24. | :01:26.
in Lesotho trying to help those facing starvation after drought. | :01:27. | :01:36.
And less than a month to go before the Euros 2016, | :01:37. | :01:38.
and the Manic Street Preachers unveiled their anthem | :01:39. | :01:41.
When sport and music meet, either it tends to be a disaster | :01:42. | :01:48.
and I think we've pulled it off, hopefully. | :01:49. | :01:58.
Talks between Labour and Plaid Cymru will get underway tomorrow, | :01:59. | :02:02.
following yesterday's tied vote for First Minister. | :02:03. | :02:08.
Despite not winning a majority in last week's election, | :02:09. | :02:10.
Carwyn Jones was expected to be reappointed to the top job | :02:11. | :02:12.
as his party won the most Assembly Members. | :02:13. | :02:14.
But Plaid Cymru nominated it's leader Leanne Wood - | :02:15. | :02:19.
she won the backing of the Conservatives and Ukip - | :02:20. | :02:22.
Our political editor Nick Servini is at the Senedd. | :02:23. | :02:27.
A lot of informal chat and talks about talks, but nothing | :02:28. | :02:43.
particularly concrete. The truth is, it has been quiet today. A lot of | :02:44. | :02:49.
the AMs have been in their constituencies. Some movement from | :02:50. | :02:53.
Ukip who said they might support Carwyn Jones in future but when you | :02:54. | :02:56.
look at the list of demands, that seems unlikely. We go full circle | :02:57. | :03:02.
and we are left with, I think, the only realistic game in town, which | :03:03. | :03:09.
is a Labour and Plaid Cymru deal. Talks tomorrow. The lieutenants | :03:10. | :03:15.
rather than generals are being sent in, so we are not aware will be from | :03:16. | :03:20.
the Plaid Cymru side of things. In terms of town, from Labour at least, | :03:21. | :03:26.
a more conciliatory aspect to the talking. Less of the attack - minded | :03:27. | :03:32.
criticism, reflected in a chat I had earlier with this labour | :03:33. | :03:33.
representative. It was a difficult day for the whole | :03:34. | :03:34.
institution yesterday. We recognise we have | :03:35. | :03:37.
got responsibilities We think we have got a mandate to | :03:38. | :03:38.
form a Government, in Welsh Labour. We also recognise we have a real | :03:39. | :03:43.
responsibility for the way in which we work with other parties, | :03:44. | :03:46.
because we recognise So we are having conversations and, | :03:47. | :03:48.
in fact, we had a conversation today with Plaid Cymru | :03:49. | :03:54.
to arrange for talks. These talks should take place | :03:55. | :04:01.
tomorrow. And politicans are accusing other | :04:02. | :04:02.
parties of not acting That is right. No shortage of | :04:03. | :04:16.
politicians slinging mud at each other. It is a week since the actual | :04:17. | :04:21.
election and we still don't have a Government. An inevitable question | :04:22. | :04:27.
in all of this is, what do the voters think about it? James | :04:28. | :04:31.
Williams has spent the day in Ebbw Vale. | :04:32. | :04:36.
A town and area built on steel, with an eye on core of political | :04:37. | :04:44.
independence. The people Ebbw Vale are not afraid shaking things up. It | :04:45. | :04:49.
was a sensational victory at the 2005 general election, as Labour's | :04:50. | :04:56.
safest seat in Wales at the time fell to their former AM Peter. The | :04:57. | :05:03.
voters around a Ebbw Vale almost delivered another shock result last | :05:04. | :05:07.
week. The expectation beforehand was that Labour would walk it but | :05:08. | :05:10.
against the odds Plaid Cymru pushed them all the way, slashing Alan | :05:11. | :05:16.
Davies's majority from over 9000 votes to a slender 650. Did you | :05:17. | :05:22.
vote? No, we're not interested in | :05:23. | :05:26.
politics. OK, not interested. And you voted? | :05:27. | :05:31.
I voted Plaid Cymru. I voted Labour. | :05:32. | :05:36.
Why did you vote for the different parties? | :05:37. | :05:38.
To have a change because they have not been in before. | :05:39. | :05:43.
You fancied something different? Yes. | :05:44. | :05:46.
Gwyneth, have you always voted Labour? | :05:47. | :05:50.
I have great faith in the Labour Party. | :05:51. | :05:52.
After yesterday's vote, Labour say Plaid Cymru will have to explain to | :05:53. | :05:57.
their voters across Wales why they were on the same side as Ukip. | :05:58. | :06:03.
Plaid Cymru have got in coalition with the Conservatives. | :06:04. | :06:06.
Did you see that? It was disgusting. | :06:07. | :06:12.
You did not like that? She said she was not going to | :06:13. | :06:15.
collaborate with anybody, didn't she? And she has gone in with them. | :06:16. | :06:21.
I do like her. For Plaid Cymru and the opposition | :06:22. | :06:24.
parties, it was about sending a message. Labour does not have a | :06:25. | :06:28.
majority. I think both parties were damaged by | :06:29. | :06:34.
yesterday's events. For Plaid Cymru, there is the claim be supported Ukip | :06:35. | :06:37.
and the Conservatives, which they said they would not doing the | :06:38. | :06:42.
election. For Labour it was difficult because Carwyn Jones | :06:43. | :06:44.
looked out of control and, when you try to take control of the | :06:45. | :06:47.
Government, that is a bad place to be. | :06:48. | :06:52.
Wales needs a Government. It was not a bad day for democracy, | :06:53. | :06:56.
we saw democracy in action, but Wales needs a Government at the | :06:57. | :07:00.
moment. A few more days will not harm things too much. | :07:01. | :07:04.
How much do these little events in the Senedd register outside of the | :07:05. | :07:09.
Cardiff Bay bubble? Did you see what happened in the Assembly yesterday | :07:10. | :07:12.
with the First Minister 's vote? Not all of it. It started and I | :07:13. | :07:19.
think I went in the other room. I don't know... I'm not that | :07:20. | :07:24.
interested. It is early days in the new Assembly | :07:25. | :07:29.
and a long time until the next election. But if events of the last | :07:30. | :07:33.
few days have set the tone for this term, it is going to be an | :07:34. | :07:40.
interesting five years. James Williams reporting from Ebbw | :07:41. | :07:41.
Vale. Nick, an interesting | :07:42. | :07:41.
day tomorrow as well. That is right and I think the | :07:42. | :07:50.
biggest question we are trying to answer is what exactly Plaid Cymru | :07:51. | :07:54.
want. In order for them to give their support to Labour, what do | :07:55. | :07:58.
they want? On the table from Labour at the moment is an offer to Plaid | :07:59. | :08:05.
Cymru to take a formal party and put together any negotiations in new | :08:06. | :08:07.
legislation. That will not be good enough for Plaid. They will have to | :08:08. | :08:12.
go back to their supporters and party with a real gain as a result | :08:13. | :08:17.
of what has happened and all the indications... The only indication | :08:18. | :08:21.
so far say that... Leanne Wood says they will not be a pushover. Also | :08:22. | :08:25.
possibly voting reform, they want to look at. All should be revealed | :08:26. | :08:30.
tomorrow but it could take some time before they reach a concrete | :08:31. | :08:32.
agreement. Thank you, Nick. | :08:33. | :08:33.

Controversial plans to shake up secondary education in Pembrokeshire | :09:51. | :10:01.
Campaigners fighting to save their school sixth forms | :10:02. | :10:04.
shouted out applause when councillors decided not | :10:05. | :10:07.
What do we want? Sixth form! | :10:08. | :10:12.
Where do we want it? School! | :10:13. | :10:15.
Their message couldn't have been clearer and this | :10:16. | :10:17.
After two years railing against plans to scrap their sixth | :10:18. | :10:23.
form, today it was the plans themselves that were scrapped. | :10:24. | :10:28.
Pembrokeshire is languishing towards the bottom of the pile | :10:29. | :10:32.
The Council say that, of those who do go on to do | :10:33. | :10:36.
A-levels, a quarter of them drop out. | :10:37. | :10:39.
In a bid to drive up performance, they wanted to merge two failing | :10:40. | :10:42.
schools and build a new one minus a sixth form, | :10:43. | :10:47.
hiving that off a specialist centre at Pembrokeshire College, | :10:48. | :10:51.
which they argue would have offered greater choice. | :10:52. | :10:57.
I hoped that councillors would see this as an amazing opportunity, | :10:58. | :10:59.
rather than just carry on with the status quo. | :11:00. | :11:03.
We are not doing well with education. | :11:04. | :11:05.
Our results are incredibly low and we have just | :11:06. | :11:08.
proposed that we carry on doing that and nothing new has come out of this | :11:09. | :11:11.
whole consultation, which is incredibly sad. | :11:12. | :11:14.
Tensions have always run high over these proposals, and there had been | :11:15. | :11:20.
fears that time was running out to secure vital funding | :11:21. | :11:23.
for a new school, but campaigners say they were right to hold out. | :11:24. | :11:28.
Quite frankly, it is better to get it... | :11:29. | :11:30.
For the time frame in terms of finances to be tighter, | :11:31. | :11:34.
to get it right, rather than for the council to relax | :11:35. | :11:36.
It is too big a decision for the next half century | :11:37. | :11:40.
and the next generation of students in this town and county. | :11:41. | :11:43.
St David's and Fishguard supported these plans and, for them, | :11:44. | :11:48.
a new sixth form centre at Pembrokeshire College will go | :11:49. | :11:51.
ahead, just not on the scale the council had hoped, | :11:52. | :11:55.
and for those in Haverford West, well, it's back | :11:56. | :11:58.
What do we want? Sixth form! | :11:59. | :12:02.
A GP surgery with almost four thousand patients in Conwy has | :12:03. | :12:04.
announced it will be terminating its | :12:05. | :12:06.
Betsi Cadwaladr Health Board says it will write to patients | :12:07. | :12:11.
of the Llys Meddyg practice to keep them informed of developments. | :12:12. | :12:14.
It follows similar moves by GPs in Prestatyn, | :12:15. | :12:17.
Also in Conwy, 10,000 households will have their rubbish | :12:18. | :12:23.
collected once a month instead of once a fortnight as part | :12:24. | :12:27.
Recycling will still be picked up weekly. | :12:28. | :12:32.
The money-saving changes are expected to start in July | :12:33. | :12:38.
Nearly a quarter of Welsh households live in poverty. | :12:39. | :12:42.
At 23%, that's only 2% less than in 1999, despite it | :12:43. | :12:47.
being a priority for successive Welsh governments. | :12:48. | :12:50.
In more than half of poor families, someone has a job. | :12:51. | :12:57.
But the charity, Oxfam Cymru, has been piloting a new way | :12:58. | :12:59.
of tackling the issue, which it says changes lives | :13:00. | :13:03.
Our economics correspondent, Sarah Dickins, | :13:04. | :13:06.
has been to visit Banwen, at the top of the Dulais Valley. | :13:07. | :13:12.
This is where the coalfield and the Brecon Beacons meet. | :13:13. | :13:15.
Now the industry is largely gone, it is among the poorest | :13:16. | :13:17.
Until now, the Welsh Government's approach to tackling poverty has | :13:18. | :13:22.
been to focus support on the entire local area. | :13:23. | :13:25.
In contrast, Oxfam Cymru's approach concentrates on individuals. | :13:26. | :13:30.
I didn't feel confident about anything, and I couldn't, | :13:31. | :13:34.
so I felt I was really stuck in a rut. | :13:35. | :13:49.
To prove he was trying to find work and get jobseeker's allowance, | :13:50. | :13:52.
But he could not use a computer and his benefits were cut. | :13:53. | :13:56.
Tim is now part of Oxfam's Building Livelihoods project. | :13:57. | :13:58.
It is to improve my confidence and lift myself esteem | :13:59. | :14:06.
and the courses like IT, English and maths, | :14:07. | :14:08.
This used to be an industrial community - a coal community. | :14:09. | :14:15.
Now it is classed as a rural one and the push is to come | :14:16. | :14:18.
here for walking and mountain biking. | :14:19. | :14:21.
In a similar way, the Oxfam project is not looking at the skills people | :14:22. | :14:24.
don't have, but instead trying to look at what they can do | :14:25. | :14:27.
The charity says the new approach pays dividends. | :14:28. | :14:33.
Just because people live close by, it does not mean | :14:34. | :14:35.
Isn't the best way out of poverty jobs? | :14:36. | :14:39.
And actually, only about 12 out of 100 people that have been | :14:40. | :14:43.
A lot of the people we're working with are long-term unemployed | :14:44. | :14:48.
and have a huge number of very complex difficulties. | :14:49. | :14:51.
Obviously, work is a good long-term route out of poverty, | :14:52. | :14:54.
but we have to get people ready for their journey to work. | :14:55. | :15:01.
Also, we need to understand that work in Wales is not as much | :15:02. | :15:04.
of a route out of poverty as it once was. | :15:05. | :15:06.
More than half of poorer families in Wales are in poverty, | :15:07. | :15:09.
despite the fact that someone has a job. | :15:10. | :15:11.
Jan moved to Banwen with her disabled husband | :15:12. | :15:13.
It left me with major problems, anxiety issues... | :15:14. | :15:20.
Having been helped by the Oxfam Cymru project, | :15:21. | :15:26.
she now works as a volunteer teaching jewellery | :15:27. | :15:29.
To help someone, if they achieve that little thing, and you've | :15:30. | :15:35.
been a part of that, it's like, "I did that." | :15:36. | :15:39.
The charity claims that, for every ?1 spent on the project, | :15:40. | :15:42.
A roll call by the Manic Street Preachers in their anthem for Wales' | :15:43. | :16:10.
Eurovision 2016 campaign. Musically it has a feel as if it can | :16:11. | :16:15.
be sanguine a terrace. I think that is what you need from one of these | :16:16. | :16:20.
kind of songs. -- it can be sung on a terrace. | :16:21. | :16:22.
It's been the last day in the job for the man who's been | :16:23. | :16:25.
in the driving seat of Admiral insurance for the last 25 years. | :16:26. | :16:28.
Henry Engelhardt stands down as chief executive, | :16:29. | :16:31.
having taken the company from a start-up - to one of the UK's | :16:32. | :16:34.
This morning, our business correspondent, | :16:35. | :16:37.
Where would you like me to sign the shirt? | :16:38. | :16:50.
Not many departing chief executives get the rock star treatment but not | :16:51. | :16:54.
many turn up on their final day to find 2000 workers wearing T-shirts | :16:55. | :16:59.
with the boss' face on the front and 22 of his sayings on the back. One | :17:00. | :17:03.
of those, if people like what they do they will do it better, has | :17:04. | :17:09.
become Admiral's motto and the driving force behind its success. | :17:10. | :17:13.
It is about giving people the environment to flourish and use | :17:14. | :17:18.
their minds and creativity and intellect, and ingenuity. | :17:19. | :17:21.
The company was built from the ground up to its current position, | :17:22. | :17:24.
implying many people worldwide, the vast majority in Wales. -- | :17:25. | :17:30.
employing. From the terrace of the new headquarters building, Henry | :17:31. | :17:34.
Engelhardt told me how the city had changed since they came to look at | :17:35. | :17:37.
it before setting up the company in 1981. | :17:38. | :17:45.
They had a council building. -- 19 91. | :17:46. | :17:47.
They took us to the roof terrace and the shops. Appleby businesses and | :17:48. | :17:53.
houses and a hotel. We nodded our head and looked out at one vast | :17:54. | :17:57.
rubbish tip and now it is incredible. There's restaurants and | :17:58. | :18:01.
hotels and businesses, and homes. It is fantastic. People talk about, | :18:02. | :18:08.
Navy the Welsh do not have that can do mentality, but I say rubbish. -- | :18:09. | :18:13.
maybe they do not. It was not all plain sailing. | :18:14. | :18:19.
Hopefully it is like that but there are worse struggles. Especially in | :18:20. | :18:21.
our early years. What were your highlights for | :18:22. | :18:25.
Admiral? When we went public on London stock | :18:26. | :18:31.
exchange, every one of us was a shareholder, and it was a big day. | :18:32. | :18:36.
What is next we personally? Our foundation will go forward and | :18:37. | :18:42.

Wales and Wales in general, not just south Wales. This is our adopted | :18:48. | :18:51.
home and we are pleased to live here and be a part of this community. | :18:52. | :18:56.

Africa, which is twinned with Wales, is facing a crisis that could lead | :19:03. | :19:05.
to thousands of people Food emergencies have been declared | :19:06. | :19:07.
across Lesotho, as a result of the drought caused | :19:08. | :19:12.
by El Nino, a natural warming Now Welsh charities have travelled | :19:13. | :19:15.
to the region to help From Lesotho, Garry Owen sent | :19:16. | :19:19.
this special report. It's a busy morning here in Maseru | :19:20. | :19:26.
city centre and you could argue there are no obvious visible signs | :19:27. | :19:29.
of famine here, but if you move out in that direction | :19:30. | :19:33.
into the countryside, the effect of the lack of food | :19:34. | :19:37.
becomes painfully obvious. The rain never came to Lesotho | :19:38. | :19:46.
this summer and it was 80% of the people of Lesotho | :19:47. | :19:49.
rely on farming for a living but, as you see, their crops | :19:50. | :19:58.
are failing and the situation Water table levels are down | :19:59. | :20:01.

the United Nations. Dolen Cymru has launched an appeal | :20:13. | :20:15.
and has teachers and education experts advising in the remote | :20:16. | :20:23.

coming here for over 40 years and set up a clinic ten years ago | :20:36. | :20:41.
to help deal with The doctor at the clinic has huge | :20:42. | :20:44.
concerns for the future. A state of emergency has been | :20:45. | :21:08.
declared, but the fear is that the situation can only get | :21:09. | :21:10.
worse, as the winter months set in And you can see more | :21:11. | :21:14.
on the Lesotho drought crisis In Football, Cardiff City have held | :21:15. | :21:21.
talks with first team coach James Rowberry about | :21:22. | :21:30.
the possibility of becoming Slade was removed as manager | :21:31. | :21:32.

their target of a place There's been more success for Welsh | :21:38. | :21:39.
athletes at the Invictus Games for wounded servicemen | :21:40. | :21:45.
and women in Florida. Flight Lieutenant Nathan Jones | :21:46. | :21:48.
from Colwyn Bay has Earlier the officer who broke his | :21:49. | :21:52.
back in a flying accident in Afghanistan had his hopes | :21:53. | :21:55.
of a cycling medal dashed He told the BBC he'd had | :21:56. | :21:58.
an eventful games so far. It was quite a successful day | :21:59. | :22:05.
after my unsuccessful day Tell us about your cuts | :22:06. | :22:08.
and bruises there. A couple of war wounds from having | :22:09. | :22:13.
a little altercation All you have been through, | :22:14. | :22:16.
and the barrier gets you Yeah. | :22:17. | :22:20.
The bike, I think, came off worse. It was carbon and it | :22:21. | :22:23.
smashed to pieces. With less than a month to go before | :22:24. | :22:30.
the start of Euro 2016, the Manic Street Preachers have | :22:31. | :22:33.
unveiled their official anthem The song, called Together Stronger, | :22:34. | :22:35.
celebrates the team qualifying for its first major football | :22:36. | :22:38.
championship in nearly six decades. It's one of a number tracks by Welsh | :22:39. | :22:44.
artists that are being released ahead of the championship, | :22:45. | :22:47.
as Carwyn Jones now reports. There are regular trade may be | :22:48. | :23:06.
political punk music but today the Manics revealed another side to | :23:07. | :23:11.
their songwriting. # Let's set the world alight... #. | :23:12. | :23:17.
It is a triumphal track designed to be charted from maximum volume from | :23:18. | :23:26.
the terraces. The Manics have always been a possessive about sport. But | :23:27. | :23:29.
this is a labour of love. In the past, we wanted to support | :23:30. | :23:40.
sport, during that Welsh manager, and many successive campaigns, with | :23:41. | :23:49.
glorious Billy. When sporting music made, it tends to be either a | :23:50. | :23:54.
disaster really go well and I think we have done well hopefully. | :23:55. | :24:04.
The manics are not the only artists releasing tunes to coincide with the | :24:05. | :24:06.
championship. Singer Chris Phillips releasing tunes to coincide with the | :24:07. | :24:11.
from Cardiff wrote this track, Let The Good Times Roll. | :24:12. | :24:17.
Originally I wrote it while we were playing Russia in the play-offs. We | :24:18. | :24:23.
got knocked out. When we beat Belgium last summer, my friend | :24:24. | :24:29.
texted me and said he should release that football song and record it. -- | :24:30. | :24:35.
that I should. Another song coming our way about | :24:36. | :24:41.
football comes from Super Bari Animals. Returning to the studio, | :24:42. | :24:48.
they have given us an old song. It is not officially released until | :24:49. | :24:52.
tomorrow but we know it is sung entirely in Welsh. -- Super Furry | :24:53. | :25:03.
Animals. Sporting anthem is usually are disliked by music critics but | :25:04. | :25:06.
why do so many Welsh artists give it a go? | :25:07. | :25:10.
It is not like they are jumping on the bandwagon and glory hunters. We | :25:11. | :25:16.
know that the Manics and the super Bari animals are writing it because | :25:17. | :25:21.
of the songs for the situation ahead. | :25:22. | :25:25.
However it goes, at least we will have plenty of anthems to charge | :25:26. | :25:30.
from the terraces and victory in the Euros will certainly be music to | :25:31. | :25:31.
their ears. Let's get a full | :25:32. | :25:33.
weather forecast now. Behnaz, how's it looking? | :25:34. | :25:34.
It is not looking and buying and things turned more | :25:35. | :25:42.
mild by the middle of next week. A reminder of our top story and | :25:43. | :27:34.
talks between Labour and Plaid Cymru will get underway tomorrow after a | :27:35. | :27:39.
vote for First Minister was tied between Carwyn Jones and Leanne | :27:40. | :27:40.
Wood. We'll have a quick update at 9pm, | :27:41. | :27:41.
and more after the BBC News at 10pm. From all of us here, | :27:42. | :27:46.
have a good evening. | :27:47. | :27:48. |
