You normally see them on TV or just in a stadium and they are quite | :01:29. | :01:33. | |
But seeing them up close here doing training is amazing. | :01:34. | :01:43. | |
Chris Wood, from Cardiff, killed himself when he was just 25. | :01:44. | :01:48. | |
He had complex mental health problems but a new report, | :01:49. | :01:50. | |
seen exclusively by BBC Wales, says he would still be | :01:51. | :01:54. | |
alive had he received the care he needed. | :01:55. | :01:58. | |
The charity, Hafal, is now calling on the Welsh Government to do more | :01:59. | :02:01. | |
to ensure health boards comply with the law on mental health. | :02:02. | :02:06. | |
That is what Chris Wood's family called him when | :02:07. | :02:13. | |
His mum, Debbie Wood, says he was gentle and kind, | :02:14. | :02:17. | |
But life become very difficult for him when he | :02:18. | :02:21. | |
started suffering from mental ill-health when he was 21. | :02:22. | :02:25. | |
He had borderline personality disorder | :02:26. | :02:27. | |
which meant he couldn't cope with intense emotions | :02:28. | :02:29. | |
He tried to kill himself 32 times in his short life. | :02:30. | :02:35. | |
In January 2013, he went missing and Debbie and Chris's father, | :02:36. | :02:40. | |
Robin, found him in a lane. | :02:41. | :02:42. | |
We had taken him to A so many times and always brought | :02:43. | :02:49. | |
him back with us, that was a part of me that couldn't quite | :02:50. | :02:52. | |
But what a lovely son, we had fought so hard to keep safe. | :02:53. | :03:00. | |
To die in the street like that, to try and explain that | :03:01. | :03:03. | |
to my husband's 90-year-old parents was unbelievable. | :03:04. | :03:10. | |
It was just horrendous, it really was. | :03:11. | :03:12. | |
I think I fought hard because I wanted | :03:13. | :03:15. | |
them to actually acknowledge what they had done to him. | :03:16. | :03:19. | |
That acknowledgement came after an independent report looking | :03:20. | :03:21. | |
at how Cardiff and Vale Health Board had cared for Chris. | :03:22. | :03:24. | |
It found his death would have been prevented had | :03:25. | :03:27. | |
he received a reasonable standard of care, tspecifically a care | :03:28. | :03:31. | |
co-ordinator to oversee a consistent approach to his complex problems. | :03:32. | :03:37. | |
Debbie said that reading this report was devastating. | :03:38. | :03:39. | |
It found there was no evidence that Chris's risk to himself | :03:40. | :03:43. | |
was correctly assessed the year before he died. | :03:44. | :03:46. | |
It also says his care plan was inadequate and | :03:47. | :03:49. | |
there was grave concern about the lack of the involvement of | :03:50. | :03:52. | |
Now, there are calls for the Welsh Government to do more to | :03:53. | :03:57. | |
ensure that services comply with mental health law. | :03:58. | :04:00. | |
We hear too much, we've learned lessons from these cases. | :04:01. | :04:03. | |
If people don't want to deliver the mental health measure, | :04:04. | :04:06. | |
they should give up delivering the mental health services | :04:07. | :04:09. | |
themselves and give it to a health board that's capable of doing that. | :04:10. | :04:12. | |
The Welsh Government, that spends 11% of the health budget | :04:13. | :04:14. | |
on mental health, says it is a priority. | :04:15. | :04:16. | |
They say they expect services to comply with national guidelines | :04:17. | :04:20. | |
and it has introduced a measure to ensure all those | :04:21. | :04:23. | |
in secondary services have a care and treatment plan. | :04:24. | :04:27. | |
Cardiff and Vale University Health Board has apologised to Chris's | :04:28. | :04:30. | |
family and said they have taken steps to address the issues raised | :04:31. | :04:34. | |
It also says it has been developing services for people | :04:35. | :04:38. | |
I just feel he was let down so badly and so were we. | :04:39. | :04:44. | |
There was nobody for us to turn to for advice or help because every | :04:45. | :04:48. | |
time we asked, there was no response. | :04:49. | :04:50. | |
We said everything there was to say and nobody was listening. | :04:51. | :04:53. | |
That is the worst thing and it will haunt me forever. | :04:54. | :04:56. | |
It is impossible to know how many people have gone | :04:57. | :04:59. | |
through a similar experience to Chris but mental | :05:00. | :05:03. | |
health charities say it isn't uncommon. | :05:04. | :05:05. | |
It has taken Chris's family three years to fight for answers. | :05:06. | :05:08. | |
They are speaking out now as they want changes made | :05:09. | :05:10. | |
so people like Chris, who have complex mental health issues, | :05:11. | :05:13. | |
There are plans to reduce the maximum size of infant classes | :05:14. | :05:22. | |
But an education expert says it won't have much impact on learning | :05:23. | :05:28. | |
and there's also concern that already overcrowded schools | :05:29. | :05:32. | |
will struggle to cope with the change. | :05:33. | :05:34. | |
The policy is part of the deal between the Labour-run Welsh | :05:35. | :05:37. | |
Government and the Liberal Democrats which saw the Lib Dems' only | :05:38. | :05:41. | |

You can't do that with huge class sizes. | :06:19. | :06:24. | |
is so much better for the children and it is nice | :06:25. | :06:30. | |
One expert, who's advised the government for the last | :06:31. | :06:34. | |

in Powys has closed. The council has plans to close | :09:15. | :09:17. | |
Gwernyfed and Brecon schools, and create a single school | :09:18. | :09:21. | |
in their place, and doing the same at Builth Wales | :09:22. | :09:24. | |
and Llandrindod schools. The changes could be put | :09:25. | :09:26. | |
in place for the start The number of adults in Wales | :09:27. | :09:29. | |
who say they smoke has fallen to 19% according to the Welsh Government's | :09:30. | :09:39. | |
latest Health Survey. But there's still concern | :09:40. | :09:42. | |
