They are arguably the most sensitive and emotive subjects in the EU | :01:55. | :01:59. | |
referendum debate, aggression and the knock-on effect it has on public | :02:00. | :02:04. | |
services like the NHS. So unsurprisingly the claim and | :02:05. | :02:07. | |
counterclaim about the impact of a Domain or Leave food today turned | :02:08. | :02:14. | |
into a full-blown war of words. But leave has put together a range of | :02:15. | :02:19. | |
forecasts for the result of net migration, the difference between | :02:20. | :02:21. | |
the number of people arriving and leaving from the EU. It says if it | :02:22. | :02:27. | |
continues at its present rate until 2030, overall EU net migration will | :02:28. | :02:32. | |
be 60 5000. But the resource on upper end to the projections if a | :02:33. | :02:35. | |
number of new countries like Turkey become part of the club. Then the | :02:36. | :02:40. | |
estimate is that net migration will go to 130 1000. That is greater than | :02:41. | :02:47. | |
the population of Vale of Glamorgan. On the basis of current spending, it | :02:48. | :02:51. | |
is forecast that by 2030 the NHS will need ?246 million more every | :02:52. | :02:58. | |
year to cope with the extra people. Project fear is the government | :02:59. | :03:00. | |
coming up with scare stories that are unfounded about people losing | :03:01. | :03:04. | |
their jobs, the pound collapsing and world War three. That is project | :03:05. | :03:09. | |
fear. We're based these figures are reasonable estimate based on what | :03:10. | :03:12. | |
happened when Eastern European countries came in. There will be a | :03:13. | :03:16. | |
large movement of people coming from poorer countries to wealthier | :03:17. | :03:22. | |
countries. The main campaigners have pointed to various recruitment | :03:23. | :03:25. | |
drives across the EU by a number of Welsh health boards. They claim that | :03:26. | :03:29. | |
migrants strengthen the NHS rather than put a strain on it, and have | :03:30. | :03:35. | |
accused the Leave side of misleading people over 30's admission to the | :03:36. | :03:43. | |
EU. We know that the pressure on the NHS comes from ill-health, it does | :03:44. | :03:46. | |
not come from immigration. The NHS benefits from 10% of its doctors | :03:47. | :03:51. | |
coming from other EU countries, one fifth of care workers coming from | :03:52. | :03:56. | |
outside the EU. Let's look at the facts as they stand and not | :03:57. | :04:00. | |
outlandish statistics designed to scare ahead of this referendum. The | :04:01. | :04:05. | |
ability of the NHS to cope with immigration levels was always going | :04:06. | :04:08. | |
to be hotly contested, and with two and a half weeks to go it has done | :04:09. | :04:12. | |
just that at a crucial time in the campaign. | :04:13. | :04:12. | |
Today was the day it got nasty, Nick? | :04:13. | :04:16. | |
That's right. This debate has been poisonous in other parts of the UK, | :04:17. | :04:23. | |
and there was a sense that the gloves came off today. I base that | :04:24. | :04:26. | |
on the rhetoric and the kind of language you have there. David Davis | :04:27. | :04:32. | |
said that if Turkey joins the UN in Wales net migration would sort of | :04:33. | :04:34. | |
astronomical levels and pretty bluntly said that health services | :04:35. | :04:39. | |
would struggle to cope. That prompted a strong response from Wail | :04:40. | :04:43. | |
Stronger In Europe who said it was shameful for him to come out with | :04:44. | :04:48. | |
language like that and saying it contributed nothing other than | :04:49. | :04:53. | |
prejudice to the debate. This is strong stuff. This was a big day for | :04:54. | :04:59. | |
Mike Ford Leave. Typically we have had the worrying on the economy and | :05:00. | :05:07. | |
it is up to Vote Leave to trash it. For what it is worth, For Leave the | :05:08. | :05:14. | |
it is going in their direction and they have the other side rattled. | :05:15. | :05:19. | |
Whether it has traction a lot we will find out. | :05:20. | :05:20. | |
But what are the facts - what's the truth behind | :05:21. | :05:25. | |
There are strengths and weaknesses. On the Leave side they know that | :05:26. | :05:35. | |
their projections are way above the official estimate. They also know | :05:36. | :05:38. | |
that those official estimates have been consistently wrong in recent | :05:39. | :05:42. | |
years and it means they can tap into this disillusionment and lack of | :05:43. | :05:47. | |
confidence people have with official figures. On the Remain side they can | :05:48. | :05:52. | |
tap into the economy, fears of an economic downturn if there is Brexit | :05:53. | :05:57. | |
will affect tax revenues which means the NHS has less money to spend. So | :05:58. | :06:01. | |
both sides are appealing to the arguments that they feel the | :06:02. | :06:02. | |
strongest on. Nick, thanks. A man from Rhondda Cynon Taf has | :06:03. | :06:07. | |
been jailed for four and half years for causing the deaths of three work | :06:08. | :06:11. | |
colleagues through Stephen Parry Jenkins | :06:12. | :06:13. | |
from Abercwmboi was driving a work van home on the M4 in June 2014, | :06:14. | :06:18. | |
when he fell asleep at the wheel. Another person was | :06:19. | :06:23. | |
seriously injured. Pembrokeshire-based Silcox Coach | :06:24. | :06:26. | |
Company, which operates school transport as well as local bus | :06:27. | :06:30. | |
services, has gone into administration with the loss | :06:31. | :06:33. | |
of more than 40 jobs. Around 50 staff have been | :06:34. | :06:37. | |
re-employed by Edwards Coaches, which have taken over | :06:38. | :06:40. | |
the transport contracts. Silcox had been | :06:41. | :06:42. | |
trading for 134 years. How do we transport people quickly | :06:43. | :06:47. | |
across south Wales to grow One Labour AM has called | :06:48. | :06:50. | |
for the ?500 million of borrowing allocated for the M4 relief road | :06:51. | :06:57. | |
to be spent on public Jenny Rathbone says the so-called | :06:58. | :07:00. | |
Metro project would be a far better use of public money, | :07:01. | :07:08. | |
than extra miles of The Welsh Government says it | :07:09. | :07:11. | |
will deliver both schemes, and they've been backed | :07:12. | :07:16. | |
by business-group the CBI. It's a bold scheme ringing an | :07:17. | :07:29. | |
integrated public transport system of trains, buses and light rail to | :07:30. | :07:33. | |
tens of thousands of people across South Wales, enabling them to get | :07:34. | :07:37. | |
quickly and efficiently to the capital for work and for leisure. | :07:38. | :07:42. | |
But at a cost of ?2 billion it does not come cheap. And one Cardiff AM | :07:43. | :07:45. | |
believes the government should divert funds from the proposed M4 | :07:46. | :07:51. | |
relief roads to help pay for it. The issue is whether we can afford both. | :07:52. | :07:54. | |
I do not see the money on the table that is needed for the full metro | :07:55. | :08:00. | |
proposal. And so I think the money would be better spent on the Metro, | :08:01. | :08:05. | |
and then we can re-evaluate the congestion on the M4 in the light of | :08:06. | :08:10. | |
those developments. The Metro plan is all about making public transport | :08:11. | :08:13. | |
more attractive. At the moment, 200,000 people work in Cardiff, | :08:14. | :08:18. | |
78,000 of them come from outside the area. Currently it is % of them | :08:19. | :08:23. | |
travel by car. But even small changes to the rail infrastructure | :08:24. | :08:26. | |
can have an impact. Around 24 trains come to and from the valleys into | :08:27. | :08:31. | |
Queen Street every hour. But there was a bottleneck, that could be | :08:32. | :08:35. | |
alleviated with investment, leaving a far more efficient rail service | :08:36. | :08:40. | |
for passengers. And they know all about bottlenecks here on the M4. | :08:41. | :08:46. | |
Four years ago the Prime Minister described it as a foot on the | :08:47. | :08:49. | |
windpipe of the Welsh economy. The M4 relief road should help alleviate | :08:50. | :08:54. | |
that, but can we afford both the Metro and the relief road? The Welsh | :08:55. | :08:58. | |
government certainly think so. And that is a viewpoint shared by the | :08:59. | :09:02. | |
CBI in Wales. They say the M4 serves two thirds of the Welsh population | :09:03. | :09:07. | |
and two thirds of Welsh GDP. The Metro is all about communications | :09:08. | :09:10. | |
within the region, but correcting the coast to the valleys, but the M4 | :09:11. | :09:14. | |
is about connecting to the outside world, to the UK single murky. And | :09:15. | :09:19. | |
there is no point having those internal communications unless we | :09:20. | :09:24. | |
can connect an export goods outside. But one leading transport expert | :09:25. | :09:28. | |
disagrees and believes the Metro should take precedence. In some | :09:29. | :09:35. | |
places and new transport system took 40% of the commuters away on the | :09:36. | :09:38. | |
first day. The Metro will clearly have a much better effect in terms | :09:39. | :09:42. | |
of the linkable out of their cars onto a really good first-class | :09:43. | :09:47. | |
European public transport system. The Welsh government has been given | :09:48. | :09:51. | |
powers to borrow 500 million pounds to fund the M4 relief road. But | :09:52. | :09:56. | |
there is opposition in some quarters over what route it should follow. | :09:57. | :09:59. | |
Supporters of the Metro believe that with a strong cross-party consensus | :10:00. | :10:02. | |
Metro many more achievable and deliverable. | :10:03. | :10:05. | |
The Wales football squad are in France ahead of their historic | :10:06. | :10:08. | |
Manager Chris Coleman says his side may have been guilty | :10:09. | :10:12. | |
of complacency after the 3-0 loss in Sweden yesterday. | :10:13. | :10:15. | |
But he insists they can still produce something special. | :10:16. | :10:17. | |
Wales will be based in Dinard throughout the tournament. | :10:18. | :10:19. | |

into what caused a major fire on a mountainside near Penmaenmawr | :13:48. | :13:54. | |
at the weekend. At one stage it was burning | :13:55. | :13:57. | |
around a hundred yards There were concerns local people may | :13:58. | :13:59. | |
have to leave their homes. North Wales Fire and Rescue Service | :14:00. | :14:03. | |
say extra care should be You get some idea of the scale of | :14:04. | :14:17. | |
this fire. Fire crews were first sent in on Saturday night. I last | :14:18. | :14:20. | |
night it had spread over one Hill and was advancing down into the next | :14:21. | :14:25. | |
valley. The smoke was so thick it caused problems for drivers. Today | :14:26. | :14:31. | |
you could see just how much of the mountain was scorched, and how close | :14:32. | :14:36. | |
the fire got to homes. There is still a faint smell of burning in | :14:37. | :14:39. | |
the air here and every now and again you see it off of smoke coming off | :14:40. | :14:42. | |
the hillside wearing hotspot has burst into flames again. Local | :14:43. | :14:46. | |
people tell me this is the third major mountain fire in this area in | :14:47. | :14:51. | |
the last eight years. The Fire Service say the blaze was under | :14:52. | :14:55. | |
control, but people living here were understandably concerned. I was | :14:56. | :14:59. | |
quite worried that the fire was going to get into the gardens and | :15:00. | :15:03. | |
force evacuation. But fortunately that didn't happen, the fire people | :15:04. | :15:09. | |
did a good job of stopping it. There is a very clear line with have to | :15:10. | :15:14. | |
stop it. I think they did very well. The flames seemed to be on the | :15:15. | :15:19. | |
skyline, and probably about five o'clock it had come down. It wasn't | :15:20. | :15:24. | |
moving quickly, fortunately. But I was getting quite nervous, and it is | :15:25. | :15:29. | |
only when I spoke to the neighbour who said the Fire Service have a | :15:30. | :15:32. | |
plan, they will wait until it comes into reach, and when it did they | :15:33. | :15:36. | |
just tackled. Whilst the cause of the fire is not yet known, the | :15:37. | :15:40. | |
recent dry weather probably did not help. The ground is drying out | :15:41. | :15:46. | |
quickly. It means that the grass and the course becomes tender dry, and | :15:47. | :15:52. | |
the smallest spark can start a fire. And with winds we have been | :15:53. | :15:57. | |
experiencing it can quickly get out of control. There is a warning that | :15:58. | :16:01. | |
anyone deliberately setting will face prosecution. An investigation | :16:02. | :16:06. | |
is underway into how and why the blaze at the weekend started. | :16:07. | :16:07. | |

A delayed project to cut air pollution along some | :16:21. | :16:33. | |
of Swansea's busiest roads will, according to the council, | :16:34. | :16:35. | |
At a cost of more than ?100,000, the electronic Nowcaster system | :16:36. | :16:42. | |
will suggest alternative roads to drivers when pollution reaches | :16:43. | :16:46. | |
Swansea would be the first place in the UK to use this | :16:47. | :16:52. | |
For many years, residents along this road in Swansea have experienced | :16:53. | :17:05. | |
high volumes of traffic, particularly during rush hour. This | :17:06. | :17:10. | |
has a big impact on air pollution levels. In the past, attempts have | :17:11. | :17:14. | |
been made to address this, including those in the growth to heavy goods | :17:15. | :17:17. | |
vehicles and removing speed bumps to ease congestion. But now a more | :17:18. | :17:21. | |
sophisticated electronic system known as the Nowcaster will be | :17:22. | :17:24. | |
introduced after a delay of around two and a half years. In Swansea we | :17:25. | :17:31. | |
are looking to gather as much information on an hourly basis on | :17:32. | :17:37. | |
what the weather is doing, what the traffic is doing, and the air | :17:38. | :17:41. | |
quality. And some of this is minute by minute, so that we can understand | :17:42. | :17:47. | |
exactly where the problems are our current and how the problems are | :17:48. | :17:51. | |
occurring. This piece of equipment which projects a laser beam through | :17:52. | :17:54. | |
the air is just one part of the information gathering to assess. | :17:55. | :17:58. | |
Once various pieces of information collected, a decision can then be | :17:59. | :18:02. | |
made how to resolve issues of poor air quality. If pollution levels | :18:03. | :18:07. | |
appear to high on certain roads than a message will display on traffic | :18:08. | :18:10. | |
information boards like the one behind me. It will give drivers the | :18:11. | :18:15. | |
option to choose an alternative route, and it only around 10% the | :18:16. | :18:19. | |
people decide to follow those instructions, it is believed it | :18:20. | :18:21. | |
could significantly improve the air quality in certain areas. Throughout | :18:22. | :18:26. | |
Wales, air quality monitoring systems are used by far the highest | :18:27. | :18:31. | |
level of pollution in the country is here along the A742 in Caerphilly. | :18:32. | :18:37. | |
Nitrogen dioxin levels are believed to be the highest in the UK outside | :18:38. | :18:42. | |
central London, something which causes a great deal of concern for | :18:43. | :18:46. | |
the locals. Caerphilly council says it is looking at ways to improve the | :18:47. | :18:50. | |
situation. In Swansea it is believed the Nowcaster system is not the | :18:51. | :18:53. | |
final solution to tackling vehicle related pollution. I think it will | :18:54. | :18:59. | |
be William Porterfield for the next five years and maybe ten years at | :19:00. | :19:04. | |
the longest. We all really hope that certainly after ten years from now | :19:05. | :19:09. | |
there has to be a major change in the actual fleet. Following | :19:10. | :19:15. | |
technical issues its early development, it is the new project | :19:16. | :19:18. | |
will be fully operational by the autumn. | :19:19. | :19:18. | |
