And on a day dominated by pomp and ceremony in Cardiff Bay,

even more powers could be on their way

in a revised version of the Wales Bill,

which was introduced in the House of Commons.

but it's also about the business of government,

because when all the crowds and the barriers have gone,

a process has got under way which could mean that the Assembly

gets some control over the income tax that you pay,

some control over whether a wind farm is built in the area you live

and even whether 16-year-olds get the vote in Assembly elections.

So how did some of those in the crowd feel

We can't go on our own - we're such a small country.

:02:40.:02:44.

It just seems at Westminster is dominating, even with the Assembly,

:02:45.:02:48.

so I do think it's good that Wales is having a bit more say

:02:49.:02:51.

The revised Wales Bill is the second attempt to bring in the legislation

:02:52.:02:56.

after it ground to a standstill last year

:02:57.:02:57.

when there was a row over attempts to clarify which areas should come

:02:58.:03:01.

under the control of Westminster, and which Cardiff Bay.

:03:02.:03:06.

Today was about celebrating devolution, but then the accusation

:03:07.:03:08.

was that UK Government ministers at the Wales Office had gone

:03:09.:03:14.

against its spirit by introducing an English veto on Welsh laws.

This time round the Wales Office has removed many of those hurdles

:03:21.:03:23.

and as a result the Welsh Secretary, Alun Cairns,

:03:24.:03:25.

is optimistic that agreement can be found.

At the moment, we have got too many challenges

of who is to blame or who is responsible for different areas

of policy and this bill will provide clarity and accountability.

The First Minister, Carwyn Jones, gave a cautious welcome but there's

:03:40.:03:43.

still serious disagreement over the lack of devolution

:03:44.:03:46.

I don't understand the logic behind it.

:03:47.:03:50.

Quite honestly, I don't understand the logic.

:03:51.:03:52.

Does that mean we cannot discuss this bill?

:03:53.:03:54.

Does it mean the bill should not be introduced?

:03:55.:03:57.

Does it mean this bill couldn't lead to something that takes us forward?

:03:58.:04:00.

All those things can happen with this bill.

So a day full of symbolism, but with many changes on the way,

also a day that could have long-term implications.
