Today was about celebrating devolution, but then the accusation | :03:07. | :03:08. | |
was that UK Government ministers at the Wales Office had gone | :03:09. | :03:14. | |
against its spirit by introducing an English veto on Welsh laws. | :03:15. | :03:20. | |
This time round the Wales Office has removed many of those hurdles | :03:21. | :03:23. | |
and as a result the Welsh Secretary, Alun Cairns, | :03:24. | :03:25. | |

At the moment, we have got too many challenges | :03:30. | :03:32. | |
