The chairman of Wales' biggest health board says it has

"new energy" and is improving but there is still work to be done

It's a year since Betsi Cadwaladr University Health Board was put

into special measures, after a catalogue of failings.

:01:27.:01:27.

Managers say it will take at least another year for the problems

:01:28.:01:30.

Business as usual on the wards at Ysbyty Gwynedd in Bangor today,

:01:31.:01:43.

but behind the schemes, there have been action plans

:01:44.:01:45.

as well as a higher level than usual scrutiny and advice

:01:46.:01:48.

For the last year, the Betsi Cadwaladr health board has

:01:49.:01:51.

Special measures seems to have unlocked quite a bit

:01:52.:01:59.

Staff really want to make the board work and want to see

:02:00.:02:03.

Staff have a lot of enthusiasm for what they do.

:02:04.:02:06.

Staff and managers may be positive now but that has not

:02:07.:02:15.

A year ago today, the Welsh Government stepped

:02:16.:02:18.

in at the country's biggest health board but the problems

:02:19.:02:21.

Three years ago, an official report says there was significant

:02:22.:02:26.

In February last year plans to temporarily downgrade maternity

:02:27.:02:31.

The health board eventually changed its mind.

:02:32.:02:36.

In May 2015, a leaked report highlighted big problems in out

:02:37.:02:38.

In the same month, there was another official report into the Tawel Fan

:02:39.:02:42.

It found that patients had been kept like animals.

:02:43.:02:47.

It all meant that the board was put into special measures.

:02:48.:02:50.

The then Chief Executive was suspended.

:02:51.:02:51.

The patients watchdog body says things are improving but the health

:02:52.:02:54.

board has lost the trust of the people of North Wales.

:02:55.:03:03.

I think that over a period of about three or four years,

:03:04.:03:06.

we have had all the issues that we know about and what this has

:03:07.:03:09.

done is chipped away at the social capital that the health board

:03:10.:03:12.

Public confidence really is at rock bottom.

:03:13.:03:30.

Away from the wards, health board managers have been

:03:31.:03:32.

working hard to win back that trust and to deal with the other problem

:03:33.:03:35.

is like the difficulties with GP surgeries and the way

:03:36.:03:38.

But they admitted could take a year to fully sort things out and maybe

:03:39.:03:42.

even longer to win back the trust and confidence of people

:03:43.:03:45.

So how long will the NHS in north Wales stay in special measures?

:03:46.:03:54.

That decision rests with the Welsh Government's

:03:55.:03:56.

new Health Secretary, Vaughan Gething.

:03:57.:03:57.

Earlier our Health Correspondent, Owain Clarke, asked him if he's

:03:58.:04:00.

convinced Betsi Cadwaladr health board is making enough progress?

We think there have been improvements in out-of-hours

:04:05.:04:06.

services, there have been improvements in recruitment

:04:07.:04:08.

and crucially, improvements in engagement, both with the public

:04:09.:04:12.

and staff of the health board as well.

Feeling more connected to the leadership.

:04:17.:04:18.

And that leadership question, there is a new executive,

:04:19.:04:24.

a new medical director, a new nursing director

:04:25.:04:26.

and a new director for mental health because that is an area

:04:27.:04:30.

where there is a need for more work to be

:04:31.:04:32.

You mentioned challenges, you mention a lot of work to do.

:04:33.:04:38.

We know they will remain in special measures for a year or so.

:04:39.:04:42.

Can you tell us a few specifics about where you think

:04:43.:04:45.

Well, in the improvement and we published, we set out a range

:04:46.:04:55.

of areas for them to work through and they recognised that

:04:56.:04:58.

needs to be the case and mental health is probably the biggest area

of challenge, having a new strategy, new engagement, we have just got

the new director in the post, so they recognise there is work

No, and to be fair, I have always said I will act on the best

available advice, so the regulators are meeting with the Chief Executive

of NHS Wales imminently and I will take account

of the advice they give to me and if they say Betsi Cadwaladr can

:05:52.:05:55.

come out of special measures earlier, then I will take

If they say something different, I will look at that advice as well.

I just don't think that I should set an artificial deadline

The day's other news now and a jury has heard how a Swansea landlord

:06:16.:06:23.

was brutally murdered by one of his tenants last summer.

:06:24.:06:26.

Alec Warburton died after being hit over the head several times

:06:27.:06:28.

with a hammer at his home in the Sketty area of the city.

:06:29.:06:32.

His body was found several weeks later in north Wales.

:06:33.:06:34.

41-year-old David Craig Ellis denies murder.

:06:35.:06:35.

Swansea Crown Court heard how 59-year-old Alec Warburton,

:06:36.:06:43.

described as a house-proud man, was bludgeoned to

:06:44.:06:45.

One of his former tenants, David Ellis, admits killing his

:06:46.:06:49.

landlord but it is understood by the prosecution he will claim

:06:50.:06:52.

Today the jury was told at this house with the blue door

:06:53.:07:04.

at Vivian Road in Sketty, Mr Warburton was killed in the front

:07:05.:07:06.

room at some point between the 31st of July and August

:07:07.:07:09.

The jury heard how David Ellis posed as his landlord Alec Warburton

:07:10.:07:13.

and wrote a letter addressed to other tenants in the property.

:07:14.:07:16.

It said he needed to go away for some time to look after a sick

:07:17.:07:19.

friend and that Mr Ellis would take over landlord duties in the meantime

:07:20.:07:22.

The prosecuting barrister said this note was a blueprint for murder.

:07:23.:07:26.

On August the 1st, Alec Warburton's car was seen being driven

:07:27.:07:29.

Then on to the A470, where the journey continued to

:07:30.:07:37.

Cameras eventually spotted the car in the Betws y Coed area.

:07:38.:07:44.

The prosecution claimed the car was being driven by David Ellis.

:07:45.:07:47.

And that he had disposed of Mr Warburton 's body

:07:48.:07:49.

The court heard that Mr Warburton's brother then reported him as missing

:07:50.:07:58.

shortly before Mr Ellis returned to Swansea in the same

:07:59.:08:00.

On the 5th of August, he drove to Birkenhead,

:08:01.:08:04.

where he boarded a ferry to Belfast before moving on to Galway.

:08:05.:08:07.

The prosecution said David Ellis was arrested

:08:08.:08:09.

The jury heard Mr Ellis had told officers about what had happened.

:08:10.:08:26.

And where he had dumped a body. The prosecution told the court it is the

:08:27.:08:34.

view of a Home Office pathologist that Mr Warburton suffered blows to

:08:35.:08:38.

the head delivered with considerable force. A forensic investigation

:08:39.:08:47.

found traces of blood consistent with that of Alec Warburton 's DNA.

The university has said that it will learn lessons from the review.

Trailed online, the annual event raises money for charity but it has

medical students being suspended from part of their course.

It has been alleged that during the event, various students

used black face paint to impersonate a member of staff.

of complaints by students who were offended by racist

The incident was serious enough for students to feel the need to put

I am very pleased that students feel able to put in formal complaints.

I think that demonstrates that we have a culture

But what is not acceptable is for students to feel

:11:07.:11:17.

And I need a culture, we need a culture, within this

:11:18.:11:21.

university where all students can thrive and succeed

:11:22.:11:23.

And if we have issues of this nature, then we need

:11:24.:11:27.

It is understood that the students in question have been removed

:11:28.:11:39.

from clinical practice and there has been some criticism on social media

:11:40.:11:42.

that the university has been heavy-handed in taking action

:11:43.:11:44.

which could ultimately end the career of young doctors.

:11:45.:11:46.

But the university stands by its decision to suspend

:11:47.:11:48.

the students and to order an independent review

:11:49.:11:50.

into the culture at the medical school.

:11:51.:12:02.

These are young people, people who have been complained

:12:03.:12:04.

against, who are entering into a profession where they will be

:12:05.:12:06.

required to provide care for all members of society.

And it is important that we look at these allegations very seriously

because we are responsible for training the doctors

:12:12.:12:13.

The doctor who was imitated in the play has declined to comment

personally but the university has said that while he was not one

of those who made the complaints, he has been deeply distressed

The university says it is doing all it can to support both

taking their first steps, thanks to robotic technology.

They've become the first in Wales to wear bionic exoskeletons,

developed in the United States and based on military research.

Abdul is about to take his first steps in almost four years.

He was just 17 when a car accident left him paralysed

:16:22.:16:24.

He's wearing an exoskeleton - a bionic suit, strapped to his body.

:16:25.:16:29.

His arm movements activate motors that drive the legs.

:16:30.:16:32.

In three minutes, he's taken 119 steps.

:16:33.:16:34.

I have got to let it all sink in first.

:16:35.:16:43.

Hopefully I will get to do a bit more.

And I hope it has a positive effect on my mobility.

This robotic exoskeleton costs around ?100,000,

so it is not cheap, but the big question is how does it work?

We have two motors at the hips, there are two motors at the knees.

We have lots of sensors, so it is continually evaluating

Bionics were initially developed for use in the military,

In 2011, the former Royal Marine was left with severe brain damage

This is the first time technology, like this exsoskeleton,

has been used by patients in Wales - and they've had to come

None of this is currently available on the NHS,

What we will try and do is to try and make that equipment

and technology available earlier and I have got no doubt

that it will filter through into the NHS at some stage.

Today Abdul was happy to take small, steady steps in his exoskeleton,

but there's little doubt that bionics represent a giant leap

The world famous Flying Scotsman passed through Abergavenny this

afternoon on its route from Crewe to London Paddington.

The iconic steam locomotive will be back in Wales a week today when it
